Pivotal Role of the Library in Higher Education Reforms

This chapter presents a reflective study on academic libraries' roles in reforming higher education systems. This chapter focuses on several aspects of academic libraries in improving higher education in universities and describes the impact of decolonization in higher education, emphasizing National Education Policy 2020 and democratization of higher education institutions (HEIs) worldwide. This study focuses on the mediating role of academic libraries in supporting teaching, learning, research, and innovation in HEIs in term of collection development, positioning university library as a research hub, positioning as a hub for students' learning and success, technology integration and implementation, foster diversity and inclusion, open access advocacy, accreditation and quality assurance, library collaboration and partnership, organizational development, and employee excellence. Further, this chapter discusses how academic libraries matter in accreditation and quality assurance in HEIs.

The article outlines the conceptual framework for adapting Ukrainian higher education to the Standards and Recommendations for Quality Assurance in the European higher education area. The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Abstract: Reforming the national education system is a priority of public policy and guarantees development. In this regard, any state will give priority to policy in this regard. The complexity of the matter is that this policy does not always yield the expected results. But countries around the world are striving to implement effective higher education reforms. There is a similar trend in our region. In this article, we will focus on the higher education system in Kazakhstan. Quality assurance and accreditation are the most pronounced words in the education sector. Quality culture involves all stakeholders in the process. Students who are the major stakeholders play a vital role in the QA process of an institution. The role of students in QA process in Oman context has been covered by conducting interviews from both students and staff members. The current study has been conducted on all the 13 branches of University of Technology and Applied Sciences. An online interview schedule was arranged with five students and two staff members from each branch. The list of students and staff was collected from the quality assurance department of UTAS branches. The results of the study showed that students are actively participating in various programs. The main hindrances to student involvement are low awareness about QA processes, time constraints, and low student representation towards QA processes. The implication of this research is important for HEIs, OAAA, academic researchers, and higher education stakeholders.

The article analyzes the national context of higher education reforms in Southern Europe, based on broad source analysis. The author has found out that the countries of Southern Europe (Spain, Italy, Portugal, and Greece) are distinguished by the national peculiarities of institutional transformations in the field of higher education, demonstrate the experience of successful implementation of the EHEA educational policy, taking into account the national priorities and historical traditions of higher education. A qualitative approach was applied when judging the level of involvement in quality assurance (QA) agencies in Eastern Europe. To implement the national Laws on Higher Education, harmonized with «Standards and Guidelines for Quality Assurance in the EHEA», agencies & HEIs in Spain, Italy, Portugal and Greece emphasize quality assurance procedures focused on learning, teaching, and research output. The article highlights organizational, content and procedural activities of higher education QA agencies. The competencies of national agencies have been characterized in the article. Study findings identified the trends in the implementation of the European concept of QA in higher education: the institutionalization of national systems, articulation of consistency with EU documents, national legislation; the scientific and educational collaboration in different fields of activity; internationalization and visualization of the agencies’ activities in the international educational space. It is concluded that general trends determine the directions of dynamic organizational and procedural changes in national higher education systems. Particular attention in the article is paid to the internal QA systems in HEIs under the guidance and with methodological support national agencies provided. The general and specific procedures of external and internal quality assurance in the countries of Southern Europe have been described. From the material presented in this paper, the following theme may require further attention: examining quality frameworks and quality assurance standards in Eastern Europe.

The emerging concept of responsible research and innovation (RRI) in some ways always relates to sustainability. In the transition towards sustainability, the authors need to build responsibility for both society and the environment in higher education and management education. Non-formal approaches to learning provide an opportunity to transform a student’s ‘head, heart and hand’, including at the social level as well. This paper showcases the role of experiential and transformative learning in higher education practice. Two of their courses are described and analysed, which are intended to familiarise students with the problem of sustainability within economic higher education. The authors share the theoretical and practical experiences of designing, teaching and assessing these courses. They aim to contribute to the discussion on how business education could be producing useful and credible knowledge that addresses problems important to nature and society.

Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.

<p class="06IsiAbstrak">This paper aims to portray the role of Higher Education in mainstreaming Indonesian nationalism insight amid the dynamic issue of nationalism in society. It specifically focuses on the extent to which the insight is implemented in the Three Pillars of Higher Education or Tridharma Perguruan Tinggi at IAIN Pekalongan. The study used a descriptive-qualitative approach with data sourced from Renstra, academic instructional guideline, research and community service in 2017 and 2018, period that marks early years of IAIN Pekalongan after its conversion from STAIN. From data analysis, this reflective study argues that, first; the implementation of Indonesian nationalism insight in teaching has been effective only at the policy level. Second, its implementation in research is still limited, i.e. 11 of 134 studies (8.2%). Third, its implementation in community service has not been accommodated explicitly because the existing programs revolve around community empowerment in specific social and religious areas. The study also presents challenges analysis in the end of discussion.</p>
