Public Administration Education in Turkey

There were public administration schools in Turkish administrative history. For example, in Seljuks Empire times, this school was called Nizamiye Madrasah, and administrators were trained there. Another example is the professional executive class in the Ottoman Empire, and they were educated in Enderun, a unique public administration school in Sultan's Palace. In the 19th century, Turkish public administration was influenced by the Western model, and Mekteb-i Mülkiye was established in 1859. The school moved to Ankara in 1935 and was named Faculty of Political Sciences. In 1952, the Public Administration Institute of Turkey and the Middle East and the first public administration department were established with the support of the USA. Within this framework, the chapter first summarizes the historical development of public administration education in Turkey, together with institutional development. Therefore, these institutions' historical roles were examined, and the interaction between the US scholars and universities was also searched.

2018 marks the 100th anniversary of the proclamation of Ukrainian independence. OnJanuary 22, 1918, the Ukrainian People’s Republic proclaimed its independence by adopting the IV Universal of the Ukrainian Central Rada, although this significant event was «wiped out» from the public consciousness on the territory of Ukraine during the years of the Soviet totalitarian regime. At the same time, January 22 was a crucial event for the Ukrainian diaspora in the USA. This article examines how American Ukrainians interacted with the USA Government institutions regarding the celebration and recognition of the Ukrainian Independence day on January 22. The attention is focused on the activities of ethnic Ukrainians in the United States, directed at the organization of the special celebration of the Ukrainian Independence anniversaries in the US Congress and cities. Drawing from the diaspora press and Congressional Records, this article argues that many members of Congress participated in the observed celebration and expressed kind feelings to the Ukrainian people, recognised their fight for freedom, during the House of Representatives and Senate sessions. Several Congressmen submitted the resolutions in the US Congress urging the President of United States to designate January 22 as «Ukrainian lndependence Day». January 22 was proclaimed Ukrainian Day by the governors of fifteen States and mayors of many cities. The paper deals with the historical development of local self-government in the context of the development of the public administration as a whole during the First Czechoslovak Republic. It presents historical roots of the public administration in the former imperial Austria-Hungary, which was different from other European countries with its complex bureaucratic structures. Certain elements of the complex political and administrative developments during the early 20th century can be seen even one hundred years later. It is becoming apparent that history repeats itself in a number of issues and that it is unforgivable not to learn lessons both from the mistakes and the successful solutions of the past.

During the UK's BSE crisis of 1996, citizens and their public institutions experienced an unprecedented breakdown of communication that I call `civic dislocation'—a mismatch between what governmental institutions were supposed to do for the public, and what they actually did. Trust in government vanished, and people looked elsewhere for information and advice. In the UK, public confidence in governmental advisers rests on the reliability of persons rather than (primarily) the rationality of their views; in the USA, on the other hand, trust rests in formal processes and styles of reasoning that ensure the transparency and objectivity of governmental decisions. UK policy institutions require a set of conditions—among them a shared, unambiguous problem definition, relative certainty about `objective facts' and identifiable expert knowledge—which in the BSE case simply did not exist. Given the pervasive uncertainties, the distance between citizens and experts was greatly reduced, and the lay public was almost as well positioned as the experts to make sensible decisions about how to avoid the risk of BSE. This reading of civic dislocation in the UK should make us wary of recent proposals to create pockets of insulated expertise within the US risk management system to neutralize unfounded public fears through rationality, expertise, insulation and authority. A programme that values rationality and efficiency most highly leaves little room or reason for lay inputs; and, by putting too little faith in people and too much in the objectivity of formal analysis, may also carry the seeds of civic dislocation.

The present article examines interaction between public administration bodies of Nizhny Novgorod Fair and the state authorities in solving customs policy issues in the post-reform period of the 19th century It was the public administration bodies, whose functions included planning measures to improve the quality of trade and petitioning the government about the needs of domestic industry and trade, that influenced implementation of domestic and foreign state policy. The fair public administration, taking into account the importance that the Nizhny Novgorod Fair had in domestic and foreign trade, was the center of unification of all Russian merchants. Since the mid-1880s, public administration bodies, in particular the fair committee, formed in 1864, whose powers gradually grew, began to exercise representative functions on the issues of domestic trade and industry development. In particular, with direct involvement of the public fair management bodies in the 1880s, a large range of issues was discussed; these issues related to: the transit of foreign goods through the Transcaucasian Territory, which existed for several decades and caused significant damage to the production of Russian manufactory; sales markets in the Central Asia, Persia and the Far East; transformations of the entire customs system in Russia and changes in existing customs tariffs with the direct participation of the commercial and industrial estate representatives. As a result, a number of measures in the state customs policy carried out by the state authorities ultimately contributed to the development, expansion and strengthening the positions of domestic industrial production and trade. Public administration bodies, including the fair committee, became especially active in the 1890s. It is during this period that the authority of the fair management increases. And the fair committee itself began to express the interests of the commercial and industrial estate of whole Russia.

Criticism to the system is a core place in the US American culture.The self-criticism gets its roots in the permanent restlessness of the American People, in their fears, in their dissatisfaction, and even in their insane self-destructive behabiour. Many episodes in the American history have worked out from attitudes of paranoia, disgust or anger towards communities or the public administration. The natural rhythm of society in the United States is far from acceptance and calm. On the contrary, the US history is defined by restlessnees and doubious sentiments. Thus, one might think that the American dream is fundamentally a state of permanent crisis in which people, unable to deal with their present vital conditions, transmute these conditions into havoc and creation. In the pages of this article, a breaf tour into the historical and cultural trend of discouragement is offered. It also pays attention to the American ability to self-analyze its own historical experiences. The fictionated stories, that come from the imagination but also from people’s voices and memories, convey a sense of dissatisfaction and of struggle to improve the American way of behaving. Those citizens, especially uncomfortable with themselves or with the administration, may not be aware that they are precisely those who constitute the best US image abroad. In the ostentation of a self- criticism, of a subversive thought, these Americans, opposed to the official positions,feature the virtue of the relentless self-purge.Therefore,looking at past and present times, this paper is composed by six related arguments that rely on both historical events and fictionated stories, with the titles of: “Under the paranoid style”; “The angry nation”, “Hate: Public Limited Company”, “Images of anger”, “Guilty, ashamed and redeemed”, and “The legacy of disenchantment”.

The urgency of the topic is due to the fact that the Accounting Chamber remains completely new to our state body, the status of which is moving to the modern version and developing. So it may be necessary that it be very important, but it was very important in order to reach the highest level and then contribute to achieve and create a functionally similar place in the US and Poland. The update of the study is also due to the fact that the status of the Accounting Chambers, as was done in different regions, is not the same. Absence, theoretical and practical significance will have key problems, which are: legal regulation of the status of the current in Ukraine, the USA and Poland; their genesis, concepts and features; ability and guarantees; organizational and functional structure; form and methods of activity, continuously, in terms of constitutional and comparative level. Use this ideal production and justification of the true path that has ensured the legal status and activities of the Accounting Chamber in Ukraine. According to the practice of applying certain norms of current legislation in the public finance sector in Ukraine, the main tasks of public financial control are as purely control, which includes the organization and control over the implementation of state and local budgets, inspection of property and efficiency of property by state enterprises and institutions. correctness of accounting and reporting, and expert-analytical. It should be noted that at the present stage they are developing and they are anxiously reforming the institution, the administrative and legislative legislation of Ukraine, and at a time when these areas exist in the field of systematic, comprehensive research in these areas of justice. At the same time, to date he has sharply clarified and deepened various categories and created organizational and legal regulation of the status and activities of the Accounting Chamber as bodies that exist in Ukraine, with new and tested in the US and Polish theoretical and practical contracts. Encyclopedia of Public Administration is the first Polish interdisciplinary encyclopedia covering the issues of public administration, both in the theoretical context and with reference to its functioning in practice. The publication, whose idea was developed by researchers from the Institute of Political Sciences at the Faculty of Political Science and International Studies of the University of Warsaw, was prepared by scientists from eight Polish universities. Readers seeking knowledge and information on such issues as democracy, the system of public authorities in Poland, including local and regional self-government authorities, rules governing the practice of the functioning of offices, issues regarding officials and professional ethics, and finally forms of citizens’ participation in co-governance and their rights in relations with the public administration system, will appreciate the several hundred entries. Issues related to the functioning of the Polish administration in the structures of the European Union are also taken into account. This list does not exhaust the extensive range of entries. The Encyclopedia is addressed to various readers – the scientific community, students, representatives of public administration or citizens seeking information about the system of public institutions and the rules governing their functioning. The purpose of this paper is to trace the historical development of the standard audit report (SAR) in the United States from its emergence in the 19th century to its current version and examine how the SAR came full circle to once again include attention to the risk of fraud. While prior research has addressed some of this history, this paper completes the picture to the present date. In the last 100+ years, the SAR has changed from a "certificate" to an "opinion". The scope of the audit has shifted from being an "examination" to the lesser responsibility of an "audit." The emphasis has shifted from absolute assurance to reasonable assurance. Over time, the relative responsibilities of management and auditors have been clarified in the report. Most importantly, the basis for opinion has now moved back to include an assessment of material misstatements caused by error and fraud.

This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.
