The article considers approaches to determining the importance of human capital for the socio-economic development of the territories of the Russian Federation, as well as determining its place in the structure of the territorial socio-economic potential. The article shows that human capital is the basis for the formation of the regional economic system and serves as the basis for the implementation of the regional socio-economic potential. The authors define human capital as a key socio-economic and productive factor in the development of not only the modern economy, but also modern society. Regional human capital is defined as a set of human resources with their knowledge, abilities, skills, etc., formed both within the framework of individual human capital and within the framework of corporate human capital, localized on the territory of the region and able to provide reproduction processes within the regional socio-economic system. The article shows that the regional human capital in the structure of the socio-economic potential of the region has both quantitative (population size, including population migration; the gender and age composition of the population of the region, etc.), and the quality characteristics (the level of education and qualifications of the population of the region, the effectiveness of the use of human capital, etc.), reflect the importance of human capital in the state’s program documents. The article proposes the author’s vision of human capital as a resource for the socio-economic development of the region and proves that from the point of view of the realization of the socioeconomic potential of the region, the human resources of a particular region should be considered by regional authorities and management not only as a key resource that ensures the socio-economic development of the region, but also as a resource that imposes certain requirements necessary for the direct realization of human capital (potential).

The global yield gap is a concept to assess the difference between the actual yield and the maximum potential yield that could be achieved by applying optimal agricultural techniques such as irrigation. Climate change and socio-economic development, including population growth, call for addressing the yield gap to increase global production and to adapt to climate change as irrigation in many circumstances is a very effective adaptation measure. On the regional level, the irrigation yield gap can thus be interpreted as an indicator linked to adaptive capacity of the agricultural sector to climate change impacts. At the same time, effective deployment of irrigation is linked, among other things, to the socio-economic development including economic capabilities, but also institutional and water governance frameworks.

Based on a detailed assessment of the irrigation yield gap, taking into account water availability constraints such as environmental flow requirements, we here establish as sustainable irrigation adaptation index for the agricultural sector. In a next step we link this sustainable irrigation index to socio-economic indicators provided by the framework of Socio- Economic Pathways (SSPs) on the national level. Doing so allows us to project the closure of the yield gap alongside the quantitative SSP narratives of socio-economic developments. We find that even under very optimistic scenarios of socio-economic development, it will take decades to close the irrigation yield gap in many developing countries, while without substantial development improvements our results suggest limited improvement in many tropical countries. Our projections present a first attempt to consistently link future irrigation expansion to socio-economic scenarios used in climate change research. We report a substantial scenario dependence of this expansion that underscores the need to incorporate socio-economic projections into projections of future agricultural impacts.

The majority of urban areas in the country are located in plains and foothills, close to water basins and the Caspian coast. For many years the processing of agricultural products has been the basis of urban economic structures. Different objects of the secondary industry are functioning in the cities due to the diversified structure of agriculture. However, during the transition period, their activities stopped, the production of industrial products declined and workplaces were closed. This factor has slowed the decrease of the urban population and increased migration. Due to natural conditions (favourable climate and soil conditions) and the agrarian tradition, the agricultural sector in Georgia has a significant growth potential. Despite the fact that almost 40% of the population work in the agricultural occupations, this branch is not a priority for the Georgian economy. Literature, strategic documents prepared by the authorities of the country and the available statistical data indicate numerous problems blocking the development of the sector, thus inhibiting the development of the country and its regions, largely inhabited by the rural population. The aim of the study is to present the condition of the agricultural sector and its importance in the process of socio-economic development of Georgia and its regions. The survey was expanded with the analysis of demographic data for the rural areas in Georgia.

Peculiarities of transformation of the structure of the economy of cities of the Western region of Ukraine are investigated. For this purpose, the spatial concentration of economic activity in the cities of regional significance of the Western region of Ukraine, as well as the speed and intensity of transformation of the structure of their economies are analyzed. Depending on the structure of the economy of cities of regional importance in the base period and the intensity of structural changes in it during the study period, two types of studied administrative units are identified: 1) cities of regional importance, which retained the profile of economic structure; 2) cities of regional significance, which diversify the structure of the economy. The latter, in particular, include: a) cities of regional importance — industrial centers that have diversified their activities through the development of the service economy; b) cities of regional significance, which transformed the structure of the economy in the direction of industrial development; c) cities of regional significance, which, despite the multidisciplinary economic structure of the base period, increased in the following years the economic potential only in a certain sector of economic activity; d) other cities of regional significance, in particular those that have changed the vector of economic activity in the direction of development of related industries. The existence of positive trends (higher adaptability of the structure of the economy of the studied administrative units to modern conditions of socio-economic development), as well as negative trends (asymmetry of regional socio-economic development due to concentration of business activity and capital in cities of regional significance; disproportionate sectoral and spatial structural changes) economy of cities of regional importance, strengthening the mono-profile of economic development of individual cities of regional importance in the context of exacerbation of risks of economic activity) in the transformation processes of the economy of cities of regional importance.
