Formation of a corporate mechanism for managing the socio-economic development of enterprises in the agricultural sector of the economy

The monograph scientifically substantiates and formulates the conceptual provisions of the formation of a corporate mechanism for managing the socio-economic development of enterprises in the agricultural sector of the economy. Within the framework of the concept, the main directions of development of management consulting are defined; a mechanism for the formation and disclosure of information on the social responsibility of enterprises is developed; a system of control support for social activities is proposed. The book is intended for researchers, practicing accountants, managers of various levels, heads of agricultural enterprises, teachers, doctoral students, postgraduates and undergraduates, students of centers and advanced training courses.

Introduction. An important prerequisite for the successful implementation of the social state concept in the country is the effective development of social partnership. Firstly, within the framework of partnership interaction of social subjects the social dialogue is provided, secondly, the social responsibility of business structures and financial institutions is activated, and thirdly, certain social problems and conflicts are leveled. Therefore, the issue of activation of social partnership in Ukraine as an attribute of a developed state and the introduction of an effective mechanism for its development is one of the primary ones, requiring special attention and determination of the ways of solution.Purpose. The goal of the research is to outline the role of social partnership in ensuring the social and economic progress of the state and to outline the practice and problems of its implementation in Ukraine.Methods. Research is based on the dialectical method of scientific knowledge and a systematic approach to the study of the ideology of social partnership and its role in socio-economic development of the state, using the methods of scientific abstractions and analogies, analysis and synthesis.Results. The nature of social partnership is considered and the main arguments and conditions that ensure its existence in the state are defined. The key tasks that are achieved through the effective implementation of the mechanism of partnership interaction in terms of solving a number of social problems and ensuring socio-economic development of the state are highlighted. The index of social development of countries of the world is investigated and the place of Ukraine in the global social space is analyzed. The most important social problems that have arisen in the domestic social sphere and the features of the current system of social partnership have been identified. The necessity of the development of social responsibility in corporate management, social dialogue and the use of economic incentives for the activation of entrepreneurship to ensure the priorities of socio-economic growth of the state has been argued. Prospects. Further research is important to focus on improving the effectiveness of social responsibility management of business as a condition for enhancing its competitiveness and ensuring sustainable development.

At the post-industrial stage of socio-economic development of the Ukrainian society, complicated processes in the domestic sphere of labor which concern one of its main constituents, namely the professional structure, manifest themselves. Public hopes for that the social responsibility for the compliance with norms of the labor law will be taken by employers were not realized. This is also confirmed by the practice of the state’s supervision over the compliance with the labor legislation, whose progressive methods are based on the developments of scientists of the social-labor sphere.

The term Corporate Social Responsibility (CSR) means a concern’s responsibility to be accountable to all of its stakeholders in all its processes and actions. It is the growing commitment of the organisation to operate responsibly.Corporates may no longer limit themselves in using incomes of society and they had to be socially answerable corporate residents and should also donate to the social respectable. CSR is a convergence of various societal initiatives which leads to socio- economic development of the economy. There has been a significant variation in CSR in Indian Context after the enactment of Concerns Act 2013, in which contribution towards CSR was made mandatory. This paper tries to analyse CSR activities in India and challenges faced while implementing it.

Дана краткая характеристика двенадцати этапов реформирования аграрной сферы России за период с середины XVI века по настоящее время, отмечено, что всегда аграрные реформы проводились «сверху» без учёта мнения крестьян и в основном заключались в повышении изъятия их доходов без оказания существенной поддержки. Лишь реформы 1906 года (столыпинской) и периода 1965–1991 гг. были направлены на улучшение условий жизни работников сельского хозяйства: повышались цены на сельскохозяйственную продукцию, сельхозпредприятиям предоставлялась возможность получения льготного кредита, повышались доходы крестьян, укреплялась материально-техническая база сельхозорганизаций, обеспечивался рост производства сельскохозяйственной продукции. Аграрная реформа, начавшаяся с 1991 года, в связи с переходом к рыночным отношениям, основанным на свободе ценообразования, и самоустранением государства от выполнения функций управления сельским хозяйством, привела к резкому спаду производства сельхозпродукции, сокращению и субъектов аграрной сферы, и численности работников, неиспользованию большого количества сельскохозяйственных угодий по назначению. Данные проведённого нами анализа показателей социально-экономического развития сельских муниципальных районов Ярославской области свидетельствуют о деградации ресурсного потенциала и обезлюживанию большинства сельских территорий, что не способствует дальнейшему развитию аграрного сектора и росту объёмов производства сельскохозяйственной продукции в регионе, а уровень продовольственной независимости области по молоку и мясу на четверть меньше норматива. В последние годы отмечена положительная тенденция в модернизации животноводческих помещений крупными сельхозпредприятиями региона. Несмотря на это, авторы характеризуют сложившуюся ситуацию в регионе как негативную, требующую коренного изменения аграрной политики государства в части пространственного размещения производительных сил, поддержания доходности сельскохозяйственных предприятий и возобновления развития социальной сферы села. A brief description of the twelve stages of reform of the agrarian sphere of Russia for the period from the middle of the 16th century to the present is given, it is noted that always agrarian reforms were carried out "from above" without taking into account the opinion of peasants and mainly consisted in increasing the withdrawal of their income without providing significant support. Only the reforms of 1906 (Stolypin) and the period 1965–1991 were aimed at improving the living conditions of agricultural workers: prices for agricultural products were increased, agricultural enterprises were given the opportunity to receive a preferential loan, peasant incomes were increased, the material and technical base of agricultural organizations was strengthened, agricultural production was increased. The agrarian reform begun in 1991 due to the transition to market relations based on freedom of pricing and the self-removal of the state from performing the functions of agricultural management, led to a sharp decline in agricultural production, a reduction in both the subjects of the agrarian sphere and the number of workers, and the non-use of a large number of agricultural land by intended purpose. The data of our analysis of indicators of the socio-economic development of rural municipal areas of the Yaroslavl region indicate the degradation of resource potential and the depopulation of most rural territories, which does not contribute to the further development of the agricultural sector and the growth of agricultural production in the region, and the level of food independence of the region for milk and meat is a quarter less than the standard. In recent years, a positive trend has been noted in the modernization of livestock buildings by large agricultural enterprises in the region. Despite this, the authors characterize the current situation in the region as negative, requiring a radical change in the agrarian policy of the state in terms of spatial placement of productive forces, maintaining the profitability of agricultural enterprises and resuming the development of the social sphere of the village.

The article aims at identifying promising directions for managing the competitive, innovative and investment behavior of agricultural enterprises, immanent to the general trends in the global economy performance, based on the studies in the evolution of the sustainable development paradigm. The analysis is based on the hypothesis that mitigating the impact of global challenges in the agricultural sector, associated with industrialization processes, as well as ensuring the growth of production efficiency and competitive potential, requires the sustainable development paradigm to be implemented in the activities of agricultural enterprises, thus ensuring the harmonious development of the following interrelated components: the economic, social and environmental ones. Having assessed the degree of their balance, we have discovered insufficient development of the social component, which hinders the development of human capital. It has been proved that building up the social assets of agricultural enterprises and strengthening the competitive potential are closely related to changes in the social subsystem of management. Within its framework, the phenomenon of organizational culture is recognized as a significant factor of indirect impact. The courses of the transformation in the interaction processes between society and business within the framework of the sustainable development paradigm are revealed. The authors come to conclusion that it is necessary to update a company’s mission in accordance with the principles of social responsibility, which implies the involvement of social and environmental aspects in business activities on the basis of interaction among various stakeholders (influence groups). Compliance with the principles of social responsibility positively affects the competitiveness of agribusiness entities in the following areas: improving the image and reputation of brands; increasing sales and consumer loyalty to the company’s products; reducing staff turnover rates; establishing partnership relations with the authorities; facilitating access to the media; increasing investors’ interest.

The article summarizes the manifestations of social responsibility of economic entities and employees in trade as a tool of state policy for the implementation of social dialogue in the context of socialization. Social dialogue in trade is a means of state policy of forming a favorable systemically and structurally balanced environment in the social and labor sphere of the industry, focused on improving the quality of working life, implementation of socio-economic development programs, providing preconditions for natural sustainable socio-economic development. interests of all subjects and participants of social dialogue. Obviously, social dialogue is a prerequisite for creating a new conceptual model of social and labor relations, based on the development, adoption and implementation of partnership socially-oriented management decisions. Also, social dialogue allows by achieving a balance of interests, opinions and positions to find mutually acceptable solutions for the parties. Social responsibility is defined as independent, proactive, systematic activity of business entities to form relationships with society, government, the public, partners in order to coordinate and / or meet the social, economic, financial, ethical interests of all groups of interested users on mutually beneficial terms to achieve both economic and social results. The necessity of socialization in trade, the influence of psychological factors and the satisfaction of employees’ needs on the formation of the institutional system of social responsibility are substantiated. The concept of social dialogue and social responsibility in trade are determined, and that the result of social dialogue of its subjects, which are the state, trade unions and employers, is a balanced achievement of goals of staff, management, the state in particular on social responsibility. The relationship between the concepts of social dialogue and social responsibility in trade is specified. It is proposed to strengthen the work motivation and social protection of employees through collective bargaining regulation of the use of such an institutional tool as the “social package”. An effective mechanism for the implementation of social dialogue in the form of collective bargaining has been developed.

Introduction. The agricultural enterprises are mostly the only businesses in Ukraine that are involved in rural areas in the processes of social and economic security, responsible for their development in modern times. Therefore, one of the priorities of the studied problems of rural life and management is the principles of formation and economic assessment of social responsibility of agricultural enterprises. Methods. The theoretical and methodological basis for the scientific development of the principles of social responsibility, determining the social price of production in agricultural enterprises were the works of domestic and foreign scientists on the development of general economic and sectoral theories, the practice of the agricultural sector, social and economic efficiency, rural development. A set of research methods are used in this article: monographic, analysis and synthesis, abstract and logical, etc. Results. The article focuses on the internal economic context of social responsibility, followed by the definition of the structure of socially oriented costs and substantiation of the approach to determining the social price paid by the entrepreneur. It is proposed to determine the social price by the gradation of the cost by levels. It has been established that the definition of social efficiency of management includes aspects of social responsibility and characteristics of the social price of production. Discussion. Assessment of the composition, dynamics and changes in the structural ratios of indicators of social responsibility provides an opportunity to improve the theoretical and methodological foundations of interpretation of social competitiveness of agricultural enterprises, which forms the prospects for further research. Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

The article provides an overview and generalization of Russian studies of the transformation of the agricultural labor market in the post-Soviet period. Researchers of the Russian countryside reflect the obtained results in publications mainly describing the problems associated with the Russian countryside and the agricultural labor market. This is, first of all, the destruction of the rural infrastructure, poverty, unemployment, the interaction of old and new production entities (agricultural enterprises, peasant farms, private household plots and agricultural holdings), the loss of communication between villagers and agricultural enterprises, the villagers models of social adaptation and labor behavior. These processes served as a methodological support for the analysis and empirical evidence of how consciously villagers have been changing social and labor practices under the pressure of institutional transformations and agricultural modernization. Based on the choice of rational behavioral models in the labor market, they transformed the social structure of the village under the pressure of the market economy values, new rules, norms and institutional requirements. Modern processes in the agro-industrial field in the context of the property transformation contributed to the formation of a new agrarian structure, constructed by new subjects. The new and old production subjects interact in a multi-structured economy. They are important “players” in the institutional field of the agricultural sector, thus influencing the social and structural processes in the labor market. This determined a new configuration of the social rural groups employed in the formal and informal sectors.

Relevance of the work. Nowadays, Russian enterprises and their employees are subjects of the labour, product, services market, and capital market. An analysis of the theory, methodology and practice of labour standards for workers in coalmining enterprises has shown that rate fixing, as one of the important institutions that regulate the quality, quantity and efficiency of labour use, restrains an employee’s subjectivity in the labour market. Lack of subjectivity is disadvantageous either to employees, or to management (to the owners of the enterprise, or the state), since it does not allow increasing labour efficiency, which is a source of workers’ dissatisfaction with the quality of working life and incomes, labour conflicts, insufficient to ensure the competitiveness of enterprises with increased productivity and labour safety, insufficient growth tax revenues to the state budget. These circumstances indicate the need to develop the theory and methodology of labour standards for workers of coal-mining enterprises aimed at increasing the market subjectivity of each employee of the enterprise by means of socio-economic standardization of his labour activity allowing the employee to satisfy his socioeconomic needs, and the enterprise to carry out socio-economic development as one of the conditions for effective functioning in a market environment. Purpose of the work – theoretical and methodological substantiation of the socio-economic standardization of labour activity of coal-mining workers as a real socio-economic phenomenon and a means to increase their market subjectivity, and for an enterprise to successfully realize the goals of socio-economic development in the conditions of high dynamics of the functioning environment. Methodology and methods of research. The methodology of socio-economic regulation of labour activity of workers is based on the theoretical and methodological provisions of the scientific organization of labour, the results of modern research on the development of labour standards in the context of the formation of a socially oriented market economy and an institutional approach that allows us studying the problems of functioning and changing the role of labour standards as one of the social and economic institutions that form the market subjectivity of the employee and the level of social -economic development of the enterprise. Results of the research. The key concepts of the methodology of socio-economic standardization are identified, the main provisions of the concept of socio-economic standardization of labour activity of coal-mining workers are developed. Conclusions. The increase in the market subjectivity of workers is ensured by the formation and adoption by the enterprise management of the socio-economic standardization of the labour activity of workers at all levels of management, which is based on the determination, establishment and maintenance of a measure of conformity of the social and economic benefits received by the employee, the results of his labour activity and the conditions for obtaining these results.
