The contemporary model of the city is linked to the dynamics of information flows and economic and cultural influences. Consequently, the traditional administrative organization has proved inadequate favoring the definition of a new model of governance of urban areas, able to administer the complexity. This characteristic is typical of the metropolitan city, which requires a new institutional framework is equipped with tools and infrastructure suitable to govern the phenomena of mobility, economic development and transformations in the regime of synergistic and integrated.The metropolitan system the Strait of Messina need for a stable connection that ensures the conurbation of the two sides.

AbstractUrban agriculture, a current trend in many US cities, is purported to bring enhanced food security, reduction of food waste, community building, open green space in cities and higher property values. However, the literature lacks an understanding of whether urban farming has extended beyond a compelling concept into the practice of farming in the city and peri-urban areas. The exact definition of an urban farm is challenging, since many urban farms have a primary mission of supporting social goals rather than providing food. Use of the USDA definition of farm omits many self-identified urban farms, but the most consistent measure of agriculture is the Census of Agriculture. Using census data, this paper finds that urban farms are smaller than the typical farm, and while the amount of urban and peri-urban farmland declined between 2002 and 2007, the total number of farms increased. Growth in farmland is positively related to land values, suggesting that increases in urban farmland are more likely to take place in population dense, land scarce areas. Spatial analysis of urban and peri-urban farms in the Northeast finds fewer clusters of farms in areas with high land costs. In the most populous Northeastern cities, the farms are more likely to be located in the peri-urban area than in the urban core. Urban farms in the Northeast were more likely to produce vegetables, eggs and goats. Significant levels of vegetable farm clusters were detected surrounding Providence, Boston and Hartford Metropolitan Statistical Areas, which are regions that had no significant level of clustering of total farms. Future analysis, incorporating data from the 2012 census, should provide insight into whether local policy changes have resulted in growth in urban farms and farmland.

In the past, the contrasts between rural and urban regions were the primary feature of analysis, while today, spatial dynamics are realized by the interactions between spaces and focus on the dependencies of rural-urban areas. This implies that boundaries are not anymore perceived as fixed but as flexible and fluid. With rising spatial interrelations, the concept of the “city-region” has been increasingly regarded as a meaningful concept for the implementation of development policies. Governance arrangements working at the rural-urban interface are often highly complex. They are characterized by horizontal and vertical coordination of numerous institutional public and private actors. In general, they provide opportunities to reap benefits and try to ameliorate negative outcomes but, due to asymmetric power relations, rural areas are often challenged to make their voice heard within city-region governance structures which can too easily become focused on the needs of the urban areas. This paper addresses these issues of rural-urban partnerships through the case of the Metropolitan Area of Styria. It presents analyses on the core issue of how to recognize the structure and driving challenges for regional co-operation and inter-communal collaboration in this city-region. Data were collected through workshops with regional stakeholders and interviews with mayors. Although the Metropolitan Area of Styria occupies an increased reference in policy discourses, the city-region has not grown to a uniform region and there are still major differences in terms of economic performance, the distribution of decision-making power, accessibility and development opportunities. If there should be established a stronger material and imagined cohesion in the city-region, it requires enhanced assistance for municipalities with less financial and personal resources, and tangible good practices of inter-municipal co-operation. The ability to act at a city-regional level depends highly on the commitment for co-operation in the formal and informal governance arrangement, and on the willingness for political compromises as well as on the formulation of common future goals.

Abstract The purpose of the paper is to describe changes in support for the four principal political options (‘right’, ‘left’, ‘liberal’, ‘peasant’) available in the Kraków Metropolitan Area (KMA) in parliamentary elections in the period 1993–2011. The electoral behaviour of the residents of the various KMA zones became increasingly similar in the study period. The political ‘distance’ between the northern commuter zone of the KMA (part of the Russian partition in the 19th c.) and the rest of the KMA, decreased significantly. The suburban zone of Kraków also changed over the course of the study period by becoming significantly similar to the city in terms of voting behaviour. This political change was largely due to substantial social and economic changes in the rural parts of the metropolitan area. Urban areas in the KMA were much more stable in their voting patterns and tended to politically resemble one another much more than rural areas. The city of Kraków and the southern part of its commuter zone – part of the Austrian partition in the 19th c. – were characterized by fewer fluctuations in voting behaviour than the two remaining parts of the KMA.

Urban expansion, particularly the movement of residential and commercial land use to sub-urban areas in metropolitan areas, has been considered as a significant signal of regional economic development. In 1970s, the economic centre of Canada moved from Montreal to Toronto. Since some previous research have been focused on the urbanization process in Greater Toronto Area (GTA), it is significant to conduct research in its counterpart. This study evaluates urban expansion process in Montréal census metropolitan area (CMA), Canada, between 1975 and 2015 using satellite images and socio-economic data. Spatial and temporal dynamic information of urbanization process was quantified using Landsat imagery, supervised classification algorithms and the post-classification change detection technique. Accuracy of the Landsat-derived land use classification map ranged from 80% to 97%. The results indicated that continuous growth of built-up areas in the CMA over the study period resulted in a decrease in the area of cultivated land and vegetation. The results showed that urban areas expanded 442 km<sup>2</sup> both along major river systems and lakeshores, as well as expanded from urban centres to surrounded areas. The analysis revealed that urban expansion has been largely driven by population growth and economic development. Consequently, the urban expansion maps produced in this research can assist decision-makers to promote sustainable urban development, and forecast potential changes in urbanization growth patterns.

Abstract The essential role played by urban vegetation in making urban areas livable is often overlooked in many developing cities. This is the case of Ghana where its capital, Accra is developing at the expense of urban vegetation. This study was conducted at the metropolitan area of Accra to estimate how the extent of vegetation cover has changed in the period of 1986-2013, using remote sensing satellite data from Landsat TM and ETM+. Furthermore, views of key informants were assessed on changes in the livability of the city of Accra which may be attributed to loss of urban green vegetation in the city. It was found that between 1986 and 2013, 42.53 km2 of vegetation was lost representing 64.6% of total vegetation in 1986. The rate of change in vegetation cover between 1986 and 1991 measured around 2.14% of the total land area annually. This however, reduced in the subsequent years measuring 0.26% between 2002 and 2008. Key informants interviewed, also believe that the loss of vegetation in the city creates livability concerns relating to ecosystem functioning, temperature rise and air quality. It is therefore recommended for urban planners and decision makers to address three critical concerns of resilience, sustainability and livability, which are the missing links in the city development agenda.

The article is intended to give insight into the state of the art of local economic development in area-based urban regeneration in Germany. The impor-tance of local economic development has been widely recognised and a series of workshops, evaluation reports and programmes has been initiated to promote this policy area. A set of policy programmes has been developed to support integrated action in distressed urban areas. There are no radical changes in the different programme designs, but rather subsequent adaptations and amplifications through time. Policy learning has taken place in a process cutting across all levels of government. The state of the art of local economic development is illustrated using the example of the city of Gelsenkirchen in order to see how different funding programmes on the national and/or Länder (federal states) level are applied and combined on the local level, and how they help to formulate an integrated urban renewal approach. A range of policy challenges remains. The challenges on the local level include, for example, the development of strategic capacity in designing and implementing local-economic development measures.

Abstract Revitalization is a complex program to restore the functioning of the neglected urban areas in terms of spatial, economic and social. Revitalization activities on post-military facilities are stopping negative phenomena, such as degradation of space, social pathology or lack of proper functioning of the area, adapted to modern needs. The object of the work is to present some aspects with the revitalization of former military facilities in the area of the Artyleryjska Street in Olsztyn. The presented design concept aims to revitalize a neglected area of the barracks, which will enable the activation site and include it in the city urban space. The method adopted in this work is the architectural project of adapting selected post-military facilities for new functions, affecting the economic development and social integration of people.

Urban fringe areas have multiple land uses and are places where sections of waterway, together with fragmented areas of natural vegetation, are often found passing through urban areas, transportation routes and gradually expanding rural areas. These overlapping functions are often the cause of an extremely disorderly landscape devoid of guiding connotative elements. In this context, the waterfront can be a guiding element for the redevelopment of the fringe areas between cities and the countryside. The purpose of this paper is the definition of a methodology for planning a suburban waterfront with an ecological function and bicycle paths for recreational use. The evaluation phases for resources and planning, conducted with tools for network analysis, have identified potential corridors based on current land uses and have addressed the issue of bicycle paths on an inter-municipal scale. The methodology is proposed for regional level planning and the validation of the method was achieved through its application to the stretch of the Lambro River between Monza Park and the city of Milan in the North of Italy.

Shanghai is the largest city in the People's Republic of China (PRC). Once part of Kiangsu Province, it is now governed as an independent municipality consisting of the city proper and 10 suburban counties annexed to the city in 1958. Shanghai municipality ranks as the world's third most populous metropolitan area, after New York and Tokyo. However, if the rural residents of Shanghai municipality are excluded from the comparison, then Shanghai's urban population of 6 or 7 million ranks it within the 15 largest urban areas of the world.
