Some Issues of Reconstruction of Public Centers and Conservation of Historical Cultural Heritage in Yerevan

Within the last 20 years due to the collapse of the Soviet Union, the declaration of independence of the Republic of Armenia, the establishment of new economic relations as well as the absence of centralized state means, an unregulated and undesirable process of construction has come into being. These changes made the gap between the reality and the present documents of urban planning projects, legislative documentations and socioeconomic relations even deeper. In the current social-political situation it has become a necessity to define the main trends of the development of the city of Yerevan and the reformation of its center. Moreover, these trends should correspond to the existing legal and economic fields, which in its turn will lead to the formation of new public centers. At present we have very few samples of historical and cultural heritage that witness about our urban past. There also exist some historically treasured areas that are subject to reconstruction. The aim of urban planning, in general, is to turn the public formation contents into an artistic image. This presupposes the planning and objectification of the environment characteristic to the given public formation. It is very important to find the standards which can help to organize areas in Yerevan, the capital of Armenia, along the abovementioned lines.

The deposed Yemeni Imam Muhammad al-Badr escaped the shelling of his palace in September 1962 and fled north to gather loyal tribal militias. By the time al-Badr’s escape was revealed to the public, two months after the initial assault on Sana’a, most of the world had already recognized the new republic, under the assumption that al-Badr was dead. Egypt and the Soviet Union, which had both developed a close alliance with al-Badr before 1962, were compelled to recognize the republic or risk losing their political, economic, and strategic investments in Yemen. What emerged at the end of 1962 was a civil war between an Imam and his loyal tribesmen and a weak republic supported by Egypt and the Soviet Union.

AbstractThe anti-religious campaigns of the Soviet Union in the 1930s eradicated Kalmyk Buddhism from the public sphere. Following perestroika the Kalmyks retain a sense of being an essentially Buddhist people. Accordingly, the new Kalmyk government is reviving the religion with the building of temples and the attempted training of Kalmyk monks, yet monasticism is proving too alien for young post-soviets. According to traditional Kalmyk Gelug Buddhism authoritative Buddhist teachers must be monks, so monastic Tibetans from India have been invited to the republic to help revive Buddhism. The subsequent labelling by these monks of 'surviving' Kalmyk Buddhist practices as superstitious, mistaken or corrupt is an initial step in the purification of alternate views, leading to religious reform. This appraisal of historical practices is encouraged by younger Kalmyks who do not find sense in surviving Buddhism but are enthused with the philosophical approach taught by visiting Buddhist teachers at Dharma centres. By discussing this post-Soviet shift in local notions of religious efficacy, I show how the social movements of both reform and revival arise as collusion between contemporary Tibetan and Kalmyk views on the nature of true Buddhism.

This article studies the development of Soviet-Cypriot trade relations in 1960-63, based on research at the Archives of Foreign Policy of the Russian Federation (AVP RF). Concurrently, a historical analysis follows the events after the creation of the new Cypriot state and the two major Cold War crises (the building of the Berlin wall and the Cuban missile crisis). The efforts made by both governments to develop bilateral trade, the aftermath of the two major international crises and the results of the two governments’ policies have been identified and analyzed.

By analyzing one of the most eventful periods of the modern history of Poland, the early 80s of the XX century, the author examines the dynamics of social and political conflict on the eve of the introduction of martial law, which determines the location of the leading political forces in these events in Poland, that were grouped around the Polish United Labor Party and the Independent trade union «Solidarity», their governing structures and grassroots organizations, highlighting the development of socio-political situation in the country before entering the martial law on the 13th of December and analyzing the relation of the leading countries to the events, especially the Soviet Union. Also, the author distinguishes causes that prevent to reach the compromise in the process of realization different programs, that were offered to public and designed by PUWP and «Solidarity» and were “aimed” to help Polish society to exit an unprecedented conflict. This article provides a comparative analysis of the different analytical meaningful reasons, offered by historians, political scientists, lawyers, and led to the imposition of martial law in the Republic of Poland. The author also analyses the legality of such actions by the state and some conclusions that were reached by scientists, investigating the internal dynamics of the conflict and the process of implementation of tasks, that Polish United Workers’ Party (which ruled at that time) tried to solve with martial law and «Solidarity» was used as self-determination in Polish society. The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

This article examines the development of social control in the Soviet Union under Leonid Brezhnev, who was General Secretary of the Communist Party from 1964 to 1982. Historians have largely neglected this question, especially with regard to its evolution and efficiency. Research is based on sources in the Russian State Archive of Modern History (RGANI), the Russian State Archive of Socio-Political History (RGASPI) and the Moscow Central State Archive (TSGAM). During Brezhnevs rule, Soviet propaganda reached the peak of its development. However, despite the fact that authorities tried to improve it, the system was ritualistic, unconvincing, unwieldy, and favored quantity over quality. The same was true for political education, which did little more than inspire sullen passivity in its students. Although officials recognized these failings, their response was ineffective, and over time Soviet propaganda increasingly lost its potency. At the same time, there were new trends in the system of social control. Authorities tried to have a foot in both camps - to strengthen censorship, and at the same time to get feedback from the public. However, many were afraid to express any criticism openly. In turn, the government used data on peoples sentiments only to try to control their thoughts. As a result, it did not respond to matters that concerned the public. These problems only increased during the era of stagnation and contributed to the decline and subsequent collapse of the Soviet system.

The article deals with the problems of post-war reconstruction of Yalta – one of the most popular resorts of the Soviet Union. During the great Patriotic war, this all-Union health resort was subjected to barbaric destruction and looting. The fascist occupation regime (1941-1944) caused enormous damage to the health resort Fund of Yalta, the city economy and the entire infrastructure of the southern coast of Crimea. The rapid return to the pre-war structure and the commissioning of social facilities has become a priority for the regional authorities and the population. In addition to traditional methods, the Patriotic «Сherkassov» movement, which began in the liberated Stalingrad in 1943 and spread throughout the country, was widely used. A solid Foundation was laid for the interaction of the city administration of Yalta and the local population with the commanders and soldiers of the red Army. Based on the analysis of archival documents of the State archive of the Republic of Crimea, it was possible to trace the course of restoration work in the fi rst months after the liberation of the Crimean Peninsula from fascism. It is established that for the rapid restoration and functioning of the Yalta resorts, public activists launched a socialist competition on «Сherkassov» methods

The article focuses on the problems of shadow economy, such as the illegal activity, as well as a legal activity hidden from the state control, which became an integral part of the life of the Soviet Union in the period of stagnation. The development of the shadow sector was connected, first of all, with the inability of the command-administrative system to take into account the demands of the population for certain goods and services. There have been examined prerequisites for the emergence of the shadow economy and the stages of its development in the society that built communism in the 1960s–1980s. The shadow economy contributed to the growth of corruption and criminalization, initiated the racket in the 1990s and significantly affected the public consciousness of the Soviet citizens and, later, the mentality of modern Russian society

Russia and India have a long history of cooperation in the energy sector. The prospects for the development of the energy dialogue are as promising now as they were during the period of friendship between the Soviet Union and India. Since the late 2000s, the Russia–India energy partnership has been enjoying a renaissance. So why is now the time for Russia to think seriously about giving a new impetus to the energy dialogue with India? India is the worlds third largest energy consumer and a major energy importer with steadily growing demand. Russia is a key global producer and exporter of petroleum and natural gas. The two countries needs naturally complement each other. The current energy bilateral cooperation, already strong, can significantly extend to new sources such as Liquefied Natural Gas (LNG). Building on these can be an industry in natural gas vehicles and renewable energy, enabling economic instruments, such as energy benchmarks, and a policy framework, including labour mobility, to develop a skills corridor in energy. This paper examines the current state of Energy and economic relations between India and Russia. It flags the major issues that hinder development of economic ties between the two countries and discusses future prospects for growth. India and Russia have a long-standing relationship and securing an economic and energy partnership is important from both the diplomatic and geopolitical perspectives. Russia has a vital role in ensuring Indias energy security in the coming decade. India imports oil, mostly from the volatile region of the Middle East. However, to sustain current high rates of growth, India needs to secure and diversify its energy sources. How Russia is an obvious choice in this respect?

Chapter 2 presents the Soviet chronotope embodied in Victory Day celebrations. Victory Day, which is the celebration of the Soviet victory over Germany in World War II, presumes the familiar Soviet genre of history, in which the Soviet Union brought civilization to Buryatia, and Buryats achieved full citizenship in the Soviet utopian dream through their collective sacrifice during the war. The ritual does not narrate Soviet history. Instead, through Soviet and wartime imagery, and the parade form, the public holiday evokes this genre in symbolic form, enabling local residents to read their own narratives of the past into the imagery. This space for interpretation enables both validation as well as critique of the Soviet experience in Buryatia. Although not everyone in Buryatia agrees on how to evaluate this history, this genre is the taken-for-granted backdrop against which other religious actors define their narratives.
