This work examined politics-administration interface and the sustenance of public service ethos in Southwest Nigeria. Public servants and political functionaries in Southwest Nigeria are constantly in a struggle to fix each other in their pre-conceived mould of mental judgment which invariably breeds mutual suspicion, apprehension and setting the stage for conflict which is likely to impact negatively on the performance of public servants in Southwest Nigeria. The article identified the factors influencing the interface of public servants and political office holders in Southwest Nigeria. It also determined the influence of the interface between on public service ethos and finally examined the efforts made towards sustaining public service ethos in Southwest Nigeria. In carrying out this work, primary and secondary data were used. In the case of primary data, survey was carried out and questionnaire was used to elicit information from respondents in the Southwest geo-political zone of the country. Purposive random sampling techniques were adopted to determine the target respondents. The study has a sample of five hundred and thirty-five (535), which constitute 50 percent of the total population figure of 1070.  The findings revealed amongst others, that the synergy between political functionaries and public office holders is often characterized by both conflict and cooperation. In addition, there are certain factors influencing the interface of public servants and political office holders in Southwest Nigeria, these factors include: contract awards, consideration in the appointment of top civil servants etc. The study therefore, recommends the need for Southwest Nigeria to strengthen politics-administration interface in such a way that the public services in that region will be more productive. There is also the need for government in the Southwest to clarify the respective roles of political office holders and public servants. The principles and ethos governing the roles and responsibilities of political office holders and public servants should be clearly spelt out. The study concludes that despite the commendable efforts made by public service in Southwest Nigeria, lack of strict adherence to ethical values has made it difficult for such interface to enhance compliance with standard ethical practic The article therefore recommends, amongst others, the need to strengthen politics-administration relations in Southwest Nigeria. Moreover, government in the Southwest geo-political zone of Nigeria should organize retreats on a regular basis for both political functionaries’ and public officials on the need to uphold the ethics and principles of the service as well as adhere to their respective codes of conduct for public officers.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

The research is proposed to test the influence of Leadership and Motivation Work on Public Service Quality. The population in this study was the Kantor Kementerian Agama Sungai Penuh who had received the last 1 year service at the Kantor Kementerian Agama Sungai Penuh, amounting to 260 people. Furthermore, by using the Slovin formula, a sample size of 158 people was chosen with a sampling technique based on Simple Random Sampling. This study uses primary data and secondary data. Data analysis techniques used are path analysis and hypothesis testing using t test with data analysis using SPSS version 20. The results of the study based on showing that partially the Leadership and motivation work have a positive and significant effect on Public Service Quality. The results also show that motivation work variables act as intervening variables between Leadership and Public Service Quality.

The paper reviews research tradition of accessibility level and spatial distribution of student in public secondary school in gombe local government area, Gombe state. Primary and secondary data were used for the study. Primary data was collected using questionnaire and a hand-held GPS receiver to capture the coordinate points of schools and other relevant data. Secondary data include administrative map, population figures of both students and Teachers, Names and addresses of the secondary schools in the study area. The data were analyzed using geographic information techniques. From the data survey carried out, the result of the analysis showed the accessibility level and spatial distribution of school in Gombe were seventeen (17) public senior secondary and total number of students were nineteen thousand and eleven (19,011). The nearest neighbor analysis (NNA) for the spatial pattern of school were carried out based on each ward in study area which as ten (10) wards in each ward revealed two major spatial distributions. The spatial pattern of the Gombe LGA has Nearest Neighbour Ratio (NNR): 3.385087, Bolari East ward with NNR: 3.385087 and Shamaki wards NNR: 1.600148, which showed dispersed pattern, while Jekada Fari ward with NNR: 0.214890, Pantami ward with NNR: 0.226863, and Herwo Gana wards with NNR: 0.185239, were showed clustered pattern. The nearest neighbor index shows clustered pattern for all the wards in the local government area except Bolari East and Shamaki wards that has dispersed pattern of distribution. The implication of these two patterns means that accessibility is poor in the study area. Students travel than normal to overcome the function of distance.

According to the American Marketing Association, green marketing is the marketing of products that are presumed to be environmentally safe, To analyse the factors influencing the green marketing products in Coimbatore city.Objectives of the study, To analyse the factors influencing the green marketing products in Coimbatore city. The describptive research has used this study. Primary as well as secondary data has been used in this study. Primary data collected from structured questionnaire. Secondary data were collected from journals, magazines, news paper etc. Simple random sampling technique adopted in this study.Suggested this study, Consumer needs to be made more aware about the merits of Green products. The consumer needs to be educated and made aware of the environmental threats. It should be made sure that the consumer is aware of and concerned about the issues that your product attempts to address. Green Marketing campaign and green advertising is good step toward it. Conclude this study, an environmental committed organization may not only produce goods that have reduced their detrimental impact on theenvironment, they may also be able to pressure their suppliers to behave in a more environmentally responsible fashion.

Abstract PPAT is needed by the community to provide services in the field of land, especially in making a written evidence of authentic deed PPAT. An area that is not enough to have PPAT positions can be appointed a Head of Sub-district as PPAT Temporary according to Article 5 paragraph (3) letter a GR Number 37 of 1998. Central Maluku District still lack PPAT position and has not been appointed Camat as PPAT-Temporary. Problems in this research are: 1) how the implementation of GR Number 37 of 1998, especially about Camat as PPAT-Temporary in Central Maluku District?, 2) factors influencing the implementation of the rule?, so the purpose of this research is to know the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku District and to determine the factors that affect its implementation. The research method used is empirical juridical method with primary data source and secondary data. Primary data obtained from direct research with interview technique to resource person. Secondary data sources were obtained from literature study using primary and secondary legal materials. The data obtained were analyzed qualitatively. The result of the research shows that the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku Regency has not run well, seen from there are only 3 (three) PPAT and 1 (one) Camat as PPAT-Temporary by 18 subdistrict, this is influenced by several factors , among others are: 1) Interest of Head of Sub-district to become PPAT-Temporary because every there socialization activity from District Office of Camat usually assign its staff to follow the socialization; 3) The geographical condition of Central Maluku District is vulnerable to the control so that the Camat does not have time to submit a request for appointment as PPAT-Temporary. Suggestions that can be submitted is to achieve the purpose of land registration and public service tasks to the community then it is better the appointment of the Camat as well as PPAT-Temporary by building and improving the facilities and means of transportation so that people can reach the Office PPAT easily. Keywords: PPAT-Temporary, Public Service of Land Administration Abstrak PPAT sangat dibutuhkan oleh masyarakat untuk memberikan pelayanan di bidang pertanahan khususnya dalam pembuatan suatu alat bukti tertulis yaitu akta otentik PPAT. Suatu daerah yang belum cukup terdapat jabatan PPAT maka dapat diangkat seorang Camat sebagai PPAT Sementara sesuai Pasal 5 ayat (3) huruf a PP Nomor 37 Tahun 1998. Kabupaten Maluku Tengah masih kekurangan jabatan PPAT dan belum diangkat Camat sebagai PPAT-Sementara.  Permasalahan dalam penelitian ini yaitu : 1) bagaimana implementasi PP Nomor 37 Tahun 1998 khususnya mengenai Camat sebagai PPAT Sementara di Kabupaten Maluku Tengah, 2) faktor yang mempengaruhi implementasi aturan tersebut?, sehingga tujuan dari penelitian ini yaitu untuk mengetahui implementasi Pasal 5 ayat (3) huruf a PP 37 Tahun 1998 di Kabupaten Maluku Tengah dan untuk mengetahui faktor yang mempengaruhi implementasinya. Metode penelitian yang digunakan adalah metode yuridis empiris dengan sumber data primer dan data sekunder. Data primer diperoleh dari penelitian secara langsung dengan teknik wawancara kepada narasumber. Sumber data sekunder diperoleh dari studi kepustakaan dengan menggunakan bahan hukum primer dan sekunder. Data yang diperoleh dianalisa secara kualitatif. Hasil penelitian menunjukan bahwa implementasi Pasal 5 ayat (3) huruf a di Kabupaten Maluku Tengah belum berjalan dengan baik, terlihat dari hanya terdapat terdapat 3 (tiga) orang PPAT dan 1 (satu) orang Camat sebagai PPAT Sementara dari 18 Kecamatan, hal ini dipengaruhi oleh beberapa faktor, diantaranya adalah : 1) Minat Camat untuk menjadi PPAT Sementara karena setiap ada kegiatan sosialisasi dari Kantor Pertanahan Camat biasanya menugaskan stafnya untuk mengikuti sosialisasi tersebut; 2) Kondisi geografis Kabupaten Maluku Tengah yang rentan kendali sehingga Camat tidak sempat untuk menyerahkan permohonan pengangkatan sebagai PPAT-Sementara. Saran yang dapat disampaikan adalah untuk mencapai tujuan pendaftaran tanah dan tugas pelayanan publik kepada masyarakat maka sebaiknya pengangkatan Camat sekaligus sebagai PPAT-Sementara dengan membangun dan memperbaik fasilitas dan sarana transportasi agar masyarakat dapat menjangkau Kantor PPAT dengan mudah. Kata Kunci: PPAT-Sementara, Pelayanan Publik bidang pertanahan.

Abstract In marketing communication it is important to know what and how to inform the customer, it means to know the target audience, where it is located and how it is possible to reach it. The most commonly used form of addressing the customer in the retail is a leaflet action. This article aims to highlight the use of segmentation aspects by retail in the selected region for the best implementation of selected communication mix - direct marketing. An analysis of secondary data - professional literature and studies dealing with the meaning of communication in the company, specifically marketing communication with a focus on direct marketing in the retail – was executed to fulfil the objectives of the article. Results from a questionnaire survey that examined the influence of spatial data on the purchasing behaviour of customers in Ústí nad Labem - City will be used as primary data. Survey results indicate the fact that it was necessary to collect spatial data on the segment. A selected market was examined in the questionnaire survey mainly in terms of geography and demography and impact of these criteria on the leaflet distribution process application. Geographical segmentation provided information on the spatial distribution of retail shops in the city. Socio-demographic segmentation offered information about age, gender, status, and education of customers who shop in the supermarkets.

TThis study aims to determine and describe the effectiveness of government communication in public services at National Land Office of  Kendari City. To find out these objectives, a qualitative research method was used to extract information from informants that were open and free with 5 informants. This research was conducted at the Kendari City National Land Office with the type of data in the form of primary data and secondary data. The research instrument itself is carried out with documentation, interviews, and observations. The results of this study indicate that the effectiveness of government communication in public service at the National Land Office of Kendari City, the following conclusions can be obtained that the success of communication is the key to success in achieving the goals of the National Land Office such as internal communication and external communication and services provided by the National Land Office of the city of Kendari it is quite effective, seen from 3 indicators namely source communicator, media and communication effects. Keywords: Communication, Governance, Effectiveness, Service, Land

This study examined drivers’ perception of road traffic delay attributes and factors influencing road traffic delay with a view to assessing loss of man hours along Lagos-Abeokuta Expressway. This view translated to policy statements that can tremendously reduce the road traffic delay in the study area. Primary data were collected through questionnaire administration, traffic volume survey and direct field observation while the secondary data were obtained from past relevant journals, textbooks among others. The sample frame evolved from an average of 3 day traffic volume survey, which translated into 17,647 drivers between 7 am – 7 pm in the study area. The sample size was 117 (0.007%) as the purposive sampling technique was adopted. The frequency tables and likert scale outputs were adopted for data analyses.  The study found that most drivers along this road were majorly (75.2%) young educated working adults while the trips made accounted for the concentration of work and after-work trips along this road. The study revealed that traffic delay along the road was largely due to indiscreet use of bus-stops, bad roads condition, drivers’ recklessness with DAI values of 4.70, 3.77 and 3.41 respectively using a 5 Point Likert Scale. This study established that a total of 2,920 ‘man-hours’ was lost annually on this road as the daily accumulated estimate for man hour loss was estimated as 8 hours per day. The strict enforcement and monitoring of proper usage of bus-stops and prompt rehabilitation of bad roads are needed among other recommendations.Key Words: Road Traffic Delay, Drivers’ Perspectives, Man-Hour Loss

The majority of soybean supply is fulfilled by importation and the import of soybean tends to increase. The dependency of Indonesia on imported soybean indeed becomes a serious issue in maintaining food security and local production of soybean is low and quite decreasing. The low domestic soybean production might be caused by the inappropriate used of inputs. Many cases found in the field are the inefficient uses of input factors. The purpose of this study is to analyze the factors influencing the soybean production and to analyze the optimal level of input use in soybean production. The study was conducted in the Sukahurip Village, Pangatikan Sub-District, Garut District, West Java in July 2018. The research method used was a survey method. The data used consisted of primary and secondary data. Primary data were obtained from samples of soybean farmers and samples of farmers were taken by a simple random sampling. The data were analyzed by Cobb Douglass`s Production function (to analyze factors affecting soybean production) and the NPM that was equal to BKM formula was used to determine the optimal level of inputs use. Factors influencing soybean production are land and seeds. Land use, seeds, and ZA fertilizer have not been used efficiently because of the limited land use and the use of substandard inputs. The addition of inputs to the optimal level is 1.36 hectares of land use and 52.7 kg of seeds that will maximize the profits. Keywords: efficiency, input, optimal, production, soybean

PurposeThis paper examines how the properties and patterns of a collaborative “networked hierarchy” incident command system (ICS) archetype can provide incident command centres with extra capabilities to manage public service delivery during COVID-19.Design/methodology/approachThe paper illustrates the case of Sri Lanka's COVID-19 administration during its “first wave” (from 15 February to 1 September 2020). Primary data were collected through in-depth interviews with government officials who were directly involved in the administration of the COVID-19 outbreak. Secondary data sources were government publications and web sources. The data were analysed and interpreted by using narrative analysis and archetype theory respectively.FindingsThe findings highlight how Sri Lanka's public sector responses to COVID-19 have followed a collaborative “networked hierarchy” ICS archetype. More specifically, the government changed its normative ICS “properties” by incorporating a diverse group of intergovernmental agencies such as the police, the military, the health service and administrative services by articulating new patterns of collaborative working, namely, organisational values, beliefs and ideas that fit with the Sri Lankan public service context.Originality/valueIn responding to high magnitude healthcare emergencies, the flexibility of a collaborative networked ICS hierarchy enables different balances of organisational properties to be incorporated, such as hierarchy and horizontal networking and “patterns” in public service provision.
