The research focuses on describing the implementation of the policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict, Cirebon City. In relation to the policy implementation, questions of the research are: (1) how the policy of community information groups in Kejaksan Subdistrict is implemented, (2) what factors support and inhibit the policy implementation in Kejaksan Subdistrict, and (3) what efforts are conducted to develop and to empower the social communication institutions of community information groups in Kejaksan Subdistrict. Method of the research is descriptive-qualitative. Data of the research are collected through observation and interviews. Results of the research indicate that the community information groups can be the facilitator for the community, the partner of the local government, the aspiration and information channel for the community. The implementation of the government policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict finds another dimension, namely the importance of budget and fund and monitoring, in addition to the factors of policy implementation used as an approach of the research.Keywords: Policy Implementation, Community Information Group, Social Communication, Empowerment.

The Community Information Group (KIM), formerly known as KELOMPENCAPIR (Reader and Pirsawan Listening Group), is still needed by the community until now, other than as a Distributor or Community Information Agent. It functions as a Negative Information Filter (Hoax). This research began in September 2018 until December 2018, the research was conducted at the Communication and Information Office of Batu City. The informants of this research are the Head of Partnership and Collaboration in the Field of Communication and Information Communication Batu, and the Chairperson of KIM Batu City. The data validity checking technique used in this study is to use the Triangulation Technique. The results of this study indicate that the Implementation of Formation, Development and Management of KIM in the Village / Village in Batu City has been going well according to the duties and functions of each Implementer. Supporting Factors in Implementation are clear Legal Regulations / Umbrellas, Enthusiastic and Good Community Participation. Inhibiting Factors in Implementation are Facilities and Infrastructure, Education level, Limited Operational Cost Budget.

The purpose of the study was to describe, and to analyze the Community Information Group in Achieving Public Information in Sidomulyo Village, Anggana, Kutai Kartanegara. Data collection was done by Snowball Sampling method by determining Key Informant using purposive sampling method toward respondent in Sidomulyo Village. Primary data obtained from direct interviews with respondents based on interview guidelines, while secondary data obtained from the book. The results showed that in the absorption of community aspirations and information distribution by KIM is still running well However, there are weaknesses in human resources in internal KIM members busy each - each with a profession so that the performance of KIM less than the maximum. The Community Information Group (KIM) to accommodate the aspirations is already running but does not increase significantly. The form of application in the dissemination of information through blogs, Websites, and Social Media. This is good only to improve communication between the village apparatus and the Kutai Kartanegara Regional Government. The role of coach is expected by KIM Sidomulyo Village because for facilities and services if it can be fulfilled by village apparatus.

The development of information and communication technology has not only changed the way people communicate, but also trading methods. The public has begun to get used to making transactions with information technology. This can be seen with the growth of online stores that offer a variety of products. As SMEs, the change in people's paradigm in transactions must be followed by offers or transactions with information technology. This opportunity must be anticipated by the SMEs. Efforts to support the use of the internet as a promotional medium are to use the MSME information system. This MSME information system is designed to promote MSME principals especially those in Bantul district. In order for the use of this MSME information system to work properly, there needs to be training and assistance in using the system. Mentoring activities have been carried out, especially for community groups incorporated in the Bantul district community information group.

Plastic waste that can threaten the environment is increasingly overflowing in many areas. Therefore, this program is aimed to utilize waste banks by processing plastic waste into decorative pillows in Ngempit village, Kraton, Pasuruan in collaboration with the Community Information Group Surya Harapan and Etza Accesories. This program not only save the environment, but it also produces decorative pillow products which can also be a feature product of the village, so that this program indirectly can develop the creative economy of the people in Ngempit village. The method applied in this partnership program is counseling, training, demonstration and assistance. The results of the community partnership program are counseling and training on processing plastic waste into decorative pillows, counseling on marketing strategies, counseling on determination of selling price, as well as demonstration or practice of producing decorative pillow made from plastic waste with special designs, which are pictures and words in English. Finally, as a starting point, the product has been marketed at Surya Madani Business Enterprise in Ngempit village

This paper aims to describe the contribution of Community Information Group in the development of the information society. The development of an information technology based service city, needs to be supported by community readiness. They are entities who have high information needs, able to apply information technology in various fields, and able to exchange digital data quickly over long distances. Currently, the Magelang City Government is committed to implementing a Smart City, supported by Magelang Cerdas Application, that makes it easier for the public to access local information and public services. However, community response is still low, so community information groups need support in encouraging the success of local government programs. The problem is studied descriptively qualitatively, by taking the location in Magelang City. Informants are officials of the Communication Informatics dan Statictics Agency and also management of Community Information Group who were chosen purposively. Research findings state that Community Information Group contributes in disseminating government programs to the community. However, the efforts made were less than optimal due to coordination factors, lack of human resources commpetence, priority issue, and budget issue.
