The research focuses on describing the implementation of the policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict, Cirebon City. In relation to the policy implementation, questions of the research are: (1) how the policy of community information groups in Kejaksan Subdistrict is implemented, (2) what factors support and inhibit the policy implementation in Kejaksan Subdistrict, and (3) what efforts are conducted to develop and to empower the social communication institutions of community information groups in Kejaksan Subdistrict. Method of the research is descriptive-qualitative. Data of the research are collected through observation and interviews. Results of the research indicate that the community information groups can be the facilitator for the community, the partner of the local government, the aspiration and information channel for the community. The implementation of the government policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict finds another dimension, namely the importance of budget and fund and monitoring, in addition to the factors of policy implementation used as an approach of the research.Keywords: Policy Implementation, Community Information Group, Social Communication, Empowerment.

ABSTRAKMUHAMAD FEBRI RAMDANI. Implementasi Kebijakan Agraria dan Ketimpangan Penguasaan Lahan (Kasus Lahan Eks HGU di Desa Cipeuteuy, Kecamatan Kabandungan, Kabupaten Sukabumi, Provinsi Jawa Barat). Dibimbing oleh MARTUA SIHALOHO.Redistribusi lahan yang dilakukan oleh pemerintah sebuah upaya implementasi kebijakan agraria. Kebijakan agraria tersebut berupa asset reform (penataan aset) eks lahan perkebunan dengan skema legalisasi aset berwujud sertifikasi bidang lahan. Namun dalam pelaksanannya pemerintah mengklaim bahwa kebijakan tersebut merupakan agenda reforma agraria. Atas dasar klaim tersebut, penting untuk meninjau access reform (penataan akses) bekerja, karena pada hakikatnya reforma agraria merupakan asset reform (penataan aset) dan access reform (penataan akses) yang berjalan beriringan, dengan bertujuan untuk menata ketimpangan penguasaan lahan agar terwujudnya keadilan agraria (agrarian justice). Penelitian ini dilakukan dengan metode kuantitatif yang didukung kualitatif dengan pendekatan sensus. Metode yang digunakan untuk menentukan responden ialah purposive sampling dengan teknik non probability sampling. Pengolahan data menggunakan uji statistik rank spearman untuk melihat hubungan variabel. Hasil penelitian yang diperoleh menunjukan bahwa tingkat asset reform berada pada kategori rendah. Hasil uji statistik menunjukan bahwa asset reform berhubungan dengan access reform dan asset reform berhubungan dengan ketimpangan penguasaan lahan.Kata kunci: access reform, asset reform, keadilan agraria, reforma agrariaABSTRACTMUHAMAD FEBRI RAMDANI. The policy came in form of asset reform of ex-plantation land with asset legalization scheme (land-part certification). But the government claimed that this policy is one of the agrarian reform agenda. It is important to observe how this access reform works, because agrarian and access reform can’t be separated one another, with purpose to reduce the inequality of land tenure so that the agrarian justice can be reach. This research used quantitative method supported by qualitative data, using the census approachment. Purposive sampling with non probabilty sampling used to specify the respondent. The data processed by rank spearman statistic test to analyze the relation between variable. This research shows a low level of asset reform. The statistic test shows that the low asset reform have a strong relation to low access reform, and high inequality of land tenure.Key words: access reform, agrarian justice, agrarian reform, asset reform

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

This study aimed to know the obstacles and the government policy in developing the social capital of small industry in facing competition in ASEAN Economy Community (AEC) period. Using quantitative and qualitative as the methodology, this study obtained the data through interview and focus group discussion. The result showed that the development of social capital that not maximum enough was becoming the obstacle for small industry. The connection between the businessman association with other party, such as big industry, civil society organization, banking and other stake holders should be expanded. Meanwhile the government had done some policy in developing the social capital of small industry by holding a training and competition, increasing the access and relation of small industry with foreign and national company, also helping on the social capital. Therefore, small industry still can survive in facing the AEC era.

At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

AbstractIn recent years, social enterprises in Taiwan have experienced a period of growth and are becoming more diversified. At the same time, the government is paying more attention to fostering a policy-friendly environment for their development. Despite growing interest in social enterprises, research on this phenomenon remains limited in Taiwan. Using a cross-sectoral perspective, this study is based on qualitative data from in-depth interviews on social enterprises. There are three main findings, first, the development of Taiwan’s social enterprise policy is deeply affected by different sectors. Second, the roles of the sectors are distinct and there is frequent cross-sectoral cooperation. Third, there is still a gap between the government sector’s and other sectors’ views of the social enterprise policy.

The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

The main focus of this research is the development of policy implementation and empowerment of institutions of social communication (KIM) in the district of West Java Cirebon City. Restrictions issues identified as follows: (1) How is the implementation of government policy in the empowerment of social communication media in Cirebon City of West Java; (2) What factors are supporting and inhibiting the implementation of government policy in the empowerment of institutions of social communication (KIM) in the district of Cirebon City, West Java; (3) Measures are implemented by the Office of Communications and Information Provincial / District / City in realizing the government's policy in the empowerment of social communication in public institutions. The research method used in this study is a qualitative method of data collection techniques through participant observation and in-depth interviews. Based on the results that in the implementation of government policy on the development and empowerment of institutions of social communication in the district of West Java Cirebon City through approach of policy implementation factors found another dimension, namely the importance of supervision and coordination.

The Severe Acute Respiratory Syndrome Coronavirus 2 (SARSCoV-2), the cause of the coronavirus disease-2019 (COVID-19), within months of emergence from Wuhan, China, has rapidly spread, exacting a devastating human toll across around the world reaching the pandemic stage at the the beginning of March 2020. Thus, COVID-19s daily increasing cases and deaths have led to worldwide lockdown, quarantine and some restrictions. Covid-19 epidemic in Italy started as a small wave of 2 infected cases on January 31. It was followed by a bigger wave mainly from local transmissions reported in 6387 cases on March 8. It caused the government to impose a lockdown on 8 March to the whole country as a way to suppress the pandemic. This study aims to evaluate the impact of the lockdown and awareness dynamics on infection in Italy over the period of January 31 to July 17 and how the impact varies across different lockdown scenarios in both periods before and after implementation of the lockdown policy. The findings SEIR reveal that implementation lockdown has minimised the social distancing flattening the curve. The infections associated with COVID-19 decreases with quarantine initially then easing lockdown will not cause further increasing transmission until a certain period which is explained by public high awareness. Completely removing lockdown may lead to sharp transmission second wave. Policy implementation and limitation of the study were evaluated at the end of the paper. Urban city mentoring is a form of actualizing the Tri Dharma Perguruan Tinggi through the community services activities, social devotion and the development of scientific implementation. Community assistance activities is also a media for IPDNs lecturers to combine between the theories to the government problems with current issues as to enrich the existed theories or to abort the anomaly theory. This service activities are also expected to benefit in particular for Local Government as a form of partnership for the success of government programs, regional development and community building by finding the common solutions to the problem that faced by people in the region. The material of community assistance implemented by IPDNs lecturers team and Praja in Tarakan city derived from research which has valid and benefit for the public. Urban population policy issues, Urban community empowerment and drug eradication. The final result of the urban community assistance is government policy recommendations that could be a reference for Tarakan city in determining the direction of Local Government Policy.
