Paper discusses the characteristics of the urban development of the City Zagreb by analysing the development of spatial planning and the changed power relations. During the last 20 years, the transformations have been mainly negative and have had important impact on changing the structure of residential, commercial and business zones, and on conversion of the industrial and military areas.

The massive spatial expansion of the city into the fringe area has caused many problems mainly related to the spatial exploitation in both city and villages surrounding. The problem is also caused by the city development which its pace can not compete with the population growth. The aim of this study is to formulate the policy planning of spatial arrangement for the region potential empowerment. The spatial planning itself is directed to control and support in formulating spatial policy that should be efficient, effective and proportional. The descriptive method with field observation approach and literature survey is used to obtain the data. The result of the studypointed that the empowerment of the region power have to be supported by the spatial planning policy formulation which means that (1) spatial arrangement must put human and space in holistical point of view and bonding the social values together;(2) the urban-rural lingkages concept must put in a priority for formulating the internal spatial structure of regional planning and to empower villages as growth poles;(3) the spatial planning process has to be able to gain the best possibility of spatial arrangement where the pattern and distribution of space can ensure the existence of the city and village; (4) spatial planning have to accommodate spatial structure;(5) the application of spatial planning have to be based on self- containedpower of the region which put the bottom-up concept in a priority; (6) the spatial planning product have to be directed to the solid effort for future spatial usage.

Based on the planning patterns of spatial planning both at home and abroad, this paper has analyzed the importance of maintaining the integrity with the central city and its methods in the spatial planning of marginal areas in Harbin. Additionally to keep the spatial structure of city marginal areas and the integrity with the downtown are also regarded as the basic premise of enhancing vitality and sustainable development ability in the new areas.

Traffic congestion has become the main phenomenon of agglomeration dis-economy in urban. Adjusting spatial structure to improve traffic efficiency and reduce traffic pollution has become an important issue of urban sustainable development. The study adopts the social survey method to test the traffic performance of Harbin polycentric spatial structure. Combine with the colocation hypothesis, the paper analyzes the influencing factors of polycentric commuting distance and commuting time. The results show that the average commuting distance of centers is greater than that in the city, and the proportion of long-distance commuting is higher, but the faster commuting speed in the fringe area subcenters makes average commuting time shorter than that in the city. The importance of commuting costs is insufficient, the employment and residential location resources are extremely unbalanced, and they influence location selection of residence and employment and makes long-distance commuting economically reasonable. The fundamental ways to improve the traffic performance of polycentric spatial structure are to face up to the rationality of long-distance commuting and traffic demand, in urban renewal, adjusting commuting cost and the spatial layout of residential and employment resources, improving the balance between occupation and housing, promoting sustainable urban development.

The problem of restoring the spatial planning structure of the major cities of Iraq - Baghdad and Mosul, destroyed during the war of 2003-2011. Is currently relevant for ensuring their sustainable development and the formation of a comfortable, safe and environmentally-oriented urban environment. The study of the dynamics of the transformation of urban fabric of Baghdad and Mosul has a number of historical and methodological features related to specific socio-economic, cultural, historical and landscape-urban conditions that ensure their sustainable development in the future. An analysis of the dynamics of changes in the urban fabric of Baghdad and Mosul, which occurred as a result of military operations in these cities, made it possible to determine the priority areas of urban development, which in the future will ensure the formation of sustainable spatial planning structures of these cities. Proceeding from landscape, ecological and historical-architectural and urban development features of the cities of Baghdad and Mosul, the priority direction is landscape-urban reconstruction, based on the principles of landscape urbanism, which will restore and make accessible to residents and visitors of the city the lost historical and architectural objects, preserve identity historical and cultural environment through integration with the transport and green framework, linking the functional and planning zones of the city in a single “infrastructur” At present, such a strategy of urban transformation is used in the restoration of the historical cities of Iraq - Baghdad and Mosul.

The constant modification of land use, economic instability, environmental factors, and social behaviour changes among the inhabitants of big cities characterize current urbanism. In Colombia, land-use planning processes supported by geographical information systems are a recent phenomenon and the legal instruments of spatial planning are inadequate in most municipalities. Moreover, socio-spatial equity represents a challenge for Latin American cities in which there is increasing awareness of the role that spatial planning plays. Consequently, the question arises as to how the urban spatial structure and organization contribute to an inclusive and equitable socio-spatial evolution, considering climate change impacts. The case study analysed in this article focuses upon the northern limits of the city of Bogotá. Therefore, this research aims to define the ideal balance of urban land-use distribution between social stratum classification and the vulnerability of the communities seeking to better adapt to climate change. We propose a methodological approach of analysing spatial syntax and the (social) intensity of activities and infrastructure, which enables us to characterize the urban structure itself and identify vulnerable urban instances. As a result, we find that the urban network with low values presents spatial unpredictability in its pattern, constraining equitable development based on the urban morphology of the city. This research allows us to conclude that the degree of vulnerability encountered by the social urban spatial structure is higher in expansion areas than in central areas of the city.

Introduction. The research project is focused on the identification of formation features, the analysis and projection of functional and spatial development patterns of Naberezhnye Chelny, a unique Soviet city. The city’s rapid development dates back to the 70ies of the 20th century, when it was boosted by the construction of the Kama automobile factory in 1969. The city has a linear structure, which reproduces N. Milyutin’s linear city model. The objectives of the work are to identify features of the city’s structural and functional organization, to analyze the compliance between the present-day spatial structure of the city, advanced urban development trends and the customary mode of life lead by local residents, to set key development and transformation objectives in terms of the city’s functional planning structure and spatial environment. Materials and methods. The methodology represents an integrated approach that encompasses the collection, systematization and analysis of literary, project-related, and cartographic materials, comparison of data obtained from different sources and historic periods to identify urban development features and trends, the analysis of urban planning and legislative documentation, the reconciliation of field observations and the historic development of industrial cities with a view to the transition to a novel technological development paradigm. Results. Principal findings represent urban development problems identified by the co-authors, patterns of strategic spatial transformations of the city, and an integrated urban development model designed by the co-authors. Conclusions. The co-authors have designed a concept model for the spatial and territorial development of Naberezhnye Chelny as the basis for the development and update of respective urban and spatial planning documents. First-stage concept implementation actions are proposed.

Abstract In the latest conceptions of urban development planning, special attention is paid to the resident. This is reflected especially in the increasingly popular idea of creating ‘a city for people’. This somewhat banal slogan has got an increasingly sensible and justified theoretical support, as well as examples of practical solutions. The idea of planning urban development to meet human needs (a city for people) underlies many conceptions of urban development, especially those the basic goal of which is to limit suburbanisation unfavourable from a general social point of view and to rationalise the mobility of city residents. It has long been known that their mobility reflects the spatial structure of a city, and that their ever more intensive movement is not favourable from the ecological, social and economic points of view. In this situation it is necessary to shape the spatial-functional structure of the city in a way that will, first, restrict this mobility and, secondly, that will change the ways and means by which residents move. However, in order to make changes in the existing spatial structures in a rational way, it is necessary to know the mobility of city dwellers, its causes, directions, distances covered, and duration. What we shall present in this paper are structural and functional conclusions resulting from an analysis of the mobility of residents relevant for planning. Although our reflections will be primarily theoretical in nature, in many cases they will be backed up by empirical studies, mostly concerning Poznań.

This article focuses on the evaluation of regional spatial planning policies, namely the Regional Regulation of the City of Semarang Number 14 of 2011 concerning the 2011-2031 Regional Spatial Plan, particularly regarding the spatial structure and spatial patterns in the Gunungpati District. Because the issue of spatial planning has caused various environmental problems in urban areas. This article refers to the Regulation of the Minister of Agrarian and Spatial Planning Number 9 of 2017 concerning Guidelines for Monitoring and Evaluation of Spatial Use, using a literature study methodology approach. The results show that the spatial structure determination in Gunungpati District needs to be changed because of the emergence of settlements that are on quite /very sloping slopes. As a result, Gunungpati District as a conservation area, water catchment, and green catchment as well as protecting the area below has changed. Meanwhile, the network of facilities and infrastructure as well as green open space in Gunungpati District has met the requirements of the RTRW for Semarang City. Based on the above considerations, a concrete policy is needed in maintaining the function of the Gunungpati District, so that it can protect the ecosystem in its area. Besides the importance of providing education to the public regarding sustainable urban development, to create complex environmental preservation, this article contributes to the field of public management and a collaborative governance policy model that is directly implemented in the city of Semarang.

Abstract Multifunctional allotment gardens are an important part of the green infrastructure of cities. In spite of this, they are given little attention in the plans and policies of cities. One of the major threats to the existence of allotment gardens within the spatial structure of cities is the pressure of investment, which results from an underestimation of the role of gardens. The task of preserving allotment gardens in the ecosystems of cities rests with the local spatial planning. Urban spatial policy towards allotment gardening is exemplified by the case study of Poznan. The bases for the analysis include the study of the conditions and directions of spatial planning, as the spatial policy document that sets forth the city and local spatial development plans, which are Acts of local laws.
