Article covers the questions of economic effectivityand efficiency of implementing rut-resistant rubberized asphalt. Economic data for all road-construction climatic zones in Russia is included. Comparison is made between the two alternatives: pavement with the use of crumb rubber (RBV) and a pavement with a known stabilizing agent (SMA). Calculation is based on a market price of the additives and 0,8% dosage by the weight of the mineral composition. Calculation of the presents costs is made for the different Road climatic zones with effective pavement thickness 6 cm.

Постановка задачи. Для решения сложных проблем в области дорожного строительства главной задачей в области научных исследований является на сегодняшний день формирование и развитие региональных дорожных научно-исследовательских институтов или научно-исследовательских дорожных лабораторий. Результаты. Рассмотрены достоинства и недостатки двух методологий на пути повышения качества и долговечности основных конструктивных элементов автомобильных дорог (земляного полотна и дорожных покрытий), учитывающих множество основных и второстепенных факторов. Одна из методологий достаточно хорошо известна и обеспечивает на сегодняшний день требуемый уровень качества асфальтобетона за рубежом в рамках системы Superpave. Вторая методология основывается на реологическом подходе к совершенствованию технологий уплотнения дорожно-строительных материалов и известна дорожникам пока еще мало. Выводы. Установлено, что развитие первой методологии научных исследований у нас в стране весьма затруднительно, а второй - вполне доступно и реально на базе сформированных региональных научно-исследовательских дорожных организаций. При этом концепция их формирования определяет существенные преимущества применения второй методологии. Statement of the problem. Asphalt concrete is the main body of the surface layer of the road construction, which directly affects the service level of the road surface. During the construction process, how quality control (QC) operation is performed for products of the asphalt concrete batching plant (ACBP) is one of the key factors that will directly affect whether the road construction is successful. How to stimulate the asphalt concrete industry to strengthen its efforts on QC, investment in R&D, upgrading its manpower, machinery, raw material quality and assist the construction authority in playing a watchdog on the quality of the ACBP have become an imminent and critical issue. The theme of this study is to bring QC of the ACBP in the verification system and describe how to establish the quality appraisal standard and the verification system for the ACBP and the real benefits from implementation of the product verification, properly monitoring the quality of asphalt concrete from the origin.

The good quality of road surface layers are strongly influenced by the materials used such as the aggregate composition, asphalt, and filler. Fine Aggregate from Jamur Ujung is a local aggregate that can be found in  Bener Meriah District. It has not been utilized maximally  due to its porosity and high aggregate absorption. This research is conducted to see improvement of the characteristics that can be done to the asphalt mixture using the fine aggregate from Jamur Ujung. It is expected that this aggregate is feasible to be used as an asphalt mixture material in accordance to the specifications set by Bina Marga. This research was conducted by producing test objects (specimen) to determine the optimum asphalt content using standard aggregate from Lepung Baleuh, Kuta Cot Glie, Aceh Besar District, then the test object with combination of standard fine aggregate mixture with fine aggregate of Jamur Ujung with the variation percentage respectively by 25%, 50%, 75% and 100% at 5.35%, 5.87% and 6.35% asphalt content in the mixture of AC-WC. The results of this study show the mixture that meets specifications that represent all Marshall characteristics is a mixture with substitution of 50% fine aggregate of Jamur Ujung at 5.87% asphalt content with a stability value of 1355.90 Kg. Results of this research also show that fine aggregate of Jamur Ujung can be used as road construction project especially for asphalt concrete work (AC-WC).

Grouted Semi-flexible Pavement (GSP) is a novel pavement composed of open-graded asphalt concrete grouted with high-fluidity cement mortar. Due to its excellent load-bearing and anti-rutting performance, it has great potential as anti-rutting overlay and surface in road construction. However, the understanding of GSP performance remains limited and pertinent findings are inconsistent. This article aims to provide a systematic literature review for the articles which were published between 2000 and 2020 on GSP, explore the problems in the recent research, identify knowledge gaps, and deliver recommendations for future research. The influential factors and the relative evaluation methods of GSP performance are summarized and discussed in this article.

The comparative analysis of quality indicators of asphalt concrete and methods of their control is discussed in the present article. Classifications of modifiers for improving the quality of asphalt concrete are given. Novel nanoscale modifier for the improvement the resistance to climatic influences on asphalt is developed. The nanomodifier is based on sols of iron hydroxide and silicic acid. Nanomodification consists in processing of the mineral component by nanomodifier; such processing leads to the formation of nanoscale layer on the surface of the mineral carrier. As a mineral carrier we propose a highly porous mineral diatomite powder. The influence of the nanomodifier on the weathering resistance of asphalt concrete is investigated. Resistance to climatic influences was estimated by loss of strength after one nominal year of exposure. To simulate environmental impacts, an environmental chamber was used. The specimens were held in conditions that correspond to combination of summer and winter climate. One nominal year of exposure included 10 cycles of variable water saturation-drying at a temperature of 20 °C and 10 cycles of freezing-thawing (freezing was performed at –20 °C, thawing – at 20 °C). Saturation-drying and freezing-thawing duration was four hours. It was shown that by means of nanomodification the weathering resistance can be increased by 36 %.

Some aspects of the economic and legal status of a consulting engineer are analyzed, taking into account the specifics of national legislation. Some problems of the legal status of the consulting engineer and the forms of his economic activity are revealed. The introduction of such an entity as a consulting engineer in the modern conditions of construction development is of particular importance due to the need to improve the quality of construction work, the development of competition in this area and the need to change approaches to economic activity in this area. It is established that the concept of consulting engineer is defined in some special regulations, in particular, regulating activities in the field of road construction, but the economic and legal aspects of his business remain unresolved. This significantly affects the effectiveness of the introduction of the institute of consulting engineers in the field of management. The problem of lack of clear definition of the form of conducting economic activity by the specified participant of economic relations is revealed. The necessity of adopting a special normative legal act, namely the Law of Ukraine "On the activities of consulting engineers", in which to regulate general issues of their legal status, features of the organization of its activities, responsibilities, etc is proved. The author's definition of the concept of consulting engineer is proposed, taking into account the need to establish the organizational and legal form of his business, which will ensure proper regulation of relations between him and other participants in construction relations, including contractors and customers. The solution of some problems of the economic and legal status of the consulting engineer under the legislation of Ukraine is offered. The expediency of conducting the activity of a consulting engineer as a self-employed person, or carrying out its activity by creating a legal entity (association of consulting engineers) is substantiated. In addition, in our opinion, an entity that carries out engineering activities and has concluded employment contracts with duly accredited consulting engineers has the right to provide the services of a consulting engineer.
