Time plays a central role in international organizations (IOs). Interactions among actors are embedded in a temporal dimension, and actors use formal and informal time rules, time discourses, and time pressure to obtain concessions from their counterparts. By the same token, legacies and innovations within and outside IOs can be examined as a dynamic process evolving over time. Against this background, this chapter has a twofold aim. First, it examines how actors use time in IOs with a particular focus on multilateral negotiations to justify their actions. Drawing on international relations studies and negotiation analysis, this piece explores six different dimensions of time in the multilateral system: time pressure, time discourse, time rules, time costs, time horizons, and time as a resource. Second, this chapter delineates the evolution of IOs over time with the focus on innovations that emerge to adapt their institutional system to new political and economic circumstances. This piece looks particularly at endogenous and exogenous changes in IOs, recurring to central concepts used by historical institutionalism, including path dependence, critical junctures, and sequencing. This allows us to map patterns of incremental change, such as displacement, conversion, drift, and layering.

AbstractGround motion scenarios exists for most of the seismically active areas around the globe. They essentially correspond to shaking level maps at given earthquake return times which are used as reference for the likely areas under threat from future ground displacements. Being landslides in seismically actively regions closely controlled by the ground motion, one would expect that landslide susceptibility maps should change as the ground motion patterns change in space and time. However, so far, statistically-based landslide susceptibility assessments have primarily been used as time-invariant.In other words, the vast majority of the statistical models does not include the temporal effect of the main trigger in future landslide scenarios. In this work, we present an approach aimed at filling this gap, bridging current practices in the seismological community to those in the geomorphological and statistical ones. More specifically, we select an earthquake-induced landslide inventory corresponding to the 1994 Northridge earthquake and build a Bayesian Generalized Additive Model of the binomial family, featuring common morphometric and thematic covariates as well as the Peak Ground Acceleration generated by the Northridge earthquake. Once each model component has been estimated, we have run 1000 simulations for each of the 217 possible ground motion scenarios for the study area. From each batch of 1000 simulations, we have estimated the mean and 95% Credible Interval to represent the mean susceptibility pattern under a specific earthquake scenario, together with its uncertainty level. Because each earthquake scenario has a specific return time, our simulations allow to incorporate the temporal dimension into any susceptibility model, therefore driving the results toward the definition of landslide hazard. Ultimately, we also share our results in vector format – a .mif file that can be easily converted into a common shapefile –. There, we report the mean (and uncertainty) susceptibility of each 1000 simulation batch for each of the 217 scenarios.

Eadweard Muybridge's Pacific Coast photographs provide an important site for investigating Victorian visual practices of the “wide.” They do not simply expand a referential frame to encompass novel subjects; they also, and more critically, register powerful narratives of temporality and modernity. This essay's analysis of the “wide” as an incipient concept of critical spatiality is not set against the more familiar temporal dimension of the long nineteenth century (a false and ultimately unproductive opposition). Rather, it places these two concerns in some tension with each other, though the argument is less about periodicity than about the representation of timescales in nineteenth-century media. In Muybridge's photographs, thinking about the representational possibilities of width is impossible without also confronting temporality. The Pacific Coast photographs are important both as explorations of timescales and artifacts in an influential nineteenth-century medium and prompts to reconsider the politico-economic networks that were central to the progress of expeditionary photography itself.

The spatial arrangement of a metropolis is of utmost importance to carry out daily activities, which are constrained by space and time. Accessibility is not only shaped by the spatial and temporal dimension, but it is also defined by individual characteristics, such as gender, impairments, or socioeconomic characteristics of the citizens living or commuting in this area. This study analyzes mobility trends and patterns in the metropolitan area of Barcelona before and after the COVID-19 pandemic outbreak, with special emphasis on gender and equality. The study draws on multiple sources of information; however, two main datasets are analyzed: two traditional travel surveys from the transport metropolitan area of Barcelona and two coming from smartphone data. The results show that gender plays a relevant role when analyzing mobility patterns, as already highlighted in other studies, but, after the pandemic outbreak, some population groups were more likely to change their mobility patterns, for example, highly educated population groups and those with higher income. This study also highlights that e-activities may shape new mobility patterns and living conditions for some population segments, but some activities cannot be replaced by IT technologies. For all these reasons, city and transport planning should foster sustainable development policies, which will provide the maximum benefit for society.

Certain post-thoracic surgery complications are monitored in a standard manner using methods that employ ionising radiation. A need to automatise the diagnostic procedure has now arisen following the clinical trial of a novel lung ultrasound examination procedure that can replace X-rays. Deep learning was used as a powerful tool for lung ultrasound analysis. We present a novel deep-learning method, automated M-mode classification, to detect the absence of lung sliding motion in lung ultrasound. Automated M-mode classification leverages semantic segmentation to select 2D slices across the temporal dimension of the video recording. These 2D slices are the input for a convolutional neural network, and the output of the neural network indicates the presence or absence of lung sliding in the given time slot. We aggregate the partial predictions over the entire video recording to determine whether the subject has developed post-surgery complications. With a 64-frame version of this architecture, we detected lung sliding on average with a balanced accuracy of 89%, sensitivity of 82%, and specificity of 92%. Automated M-mode classification is suitable for lung sliding detection from clinical lung ultrasound videos. Furthermore, in lung ultrasound videos, we recommend using time windows between 0.53 and 2.13 s for the classification of lung sliding motion followed by aggregation.

Temporal salience considers how visual attention varies over time. Although visual salience has been widely studied from a spatial perspective, its temporal dimension has been mostly ignored, despite arguably being of utmost importance to understand the temporal evolution of attention on dynamic contents. To address this gap, we proposed Glimpse, a novel measure to compute temporal salience based on the observer-spatio-temporal consistency of raw gaze data. The measure is conceptually simple, training free, and provides a semantically meaningful quantification of visual attention over time. As an extension, we explored scoring algorithms to estimate temporal salience from spatial salience maps predicted with existing computational models. However, these approaches generally fall short when compared with our proposed gaze-based measure. Glimpse could serve as the basis for several downstream tasks such as segmentation or summarization of videos. Glimpse’s software and data are publicly available.

AbstractThis paper argues that young people, targeted by activation policies, had several temporal experiences with work that can contribute to broadening our understanding of labour market policy for this group of young people. By drawing on qualitative interviews with young people not in employment, education, or training (NEET) in a Norwegian activation context, and by applying anthropological and sociological concepts on temporality and work time in our analysis, we question how time is constructed and reproduced in the establishment of work relations among this group of people. We argue that political discourses of work inclusion for young adults (NEETs) tend to portray work as a means to an end for inclusion. In doing so, they fail to address the complex temporal dimension of work. We find that young adults have a range of complex experiences where disparity between formal and informal aspects of work becomes visible. The temporal dimension of these experiences and the relativity of speed in getting a job are not experienced in a linear manner but as churning between getting a job, having a job, and losing a job.
