The current reforms in government and public administration have to also respond to the difficult economic situation caused by the crisis. The use of information and communication technologies including electronic public procurement represent an important tool to increase economy and in some cases, efficiency, too. The goal of this article is to analyse the use of e-procurement in the conditions of Slovakia at the regional self-governing level with the aim to identify those factors influencing e-procurement use. Using qualitative and quantitative research methods and original survey data from our own research collected within the LIPSE project we defined the most important external and internal factors determining e-procurement use at the regional self-government level.

Sharing economy platforms enabled by information and communication technologies (ICTs) are facilitating the diffusion of collaborative workplaces. Coworking spaces are emerging as a distinctive phenomenon in this context, not only fostering knowledge transfer and facilitating innovation, but also affecting the urban and socio-economic fabric contributing to urban regeneration processes at both the local scale and the city scale. Although the positive impacts of coworking on the urban environment are documented, there is still little or no evidence of the economic viability of coworking businesses, and a “coworking bubble” has been evoked. Given the lack of data, a national survey was set up of Italian coworking businesses, aimed at assessing the relevance of internal organizational factors (size, occupancy, profitability, services provided) for the sustainability of coworking businesses. By presenting the results of the survey, we argue that the sustainability and viability of the coworking model is highly dependent on internal factors, strictly related to the entrepreneurial action of coworking managers.

Zambia’s 2012 report on the United Nations Conference on Sustainable Development (RIO +20) identifies existing opportunities on the country’s transitioning to green economy. The RIO +20 conference of 2012 has resulted in new momentum in addressing problems of sustainable development. However, this article argues that there are practical challenges that require paying attention to, especially those involving women. The article addressed one key question: To what extent can women participate in the transitioning process to green economy in Zambia and what opportunities and challenges exists? The study used document analysis to answer the above question. National policy documents were reviewed to understand interventions on environmental management. Whilst going through the documents, the study used gender analysis frameworks (education, skills, roles in family and society, access to infrastructure) to bring out qualitative and quantitative information on women. Using suggested green economy interventions in the literature as benchmark, qualitative analysis was used to project possible participation of women in green economy activities and possible challenges to be faced. The study found that participation of women will be limited despite existing opportunities because of challenges of access to information and communication technology infrastructures, low educational levels and skills and financial constraints. As Zambia undergoes a transitioning process, these limitations should be addressed in planned green economy policies and interventions to maximise benefits.Keywords: Green economy; Gender; Policies; Strategies; ICT; Zambia

The reference services have evolved and changed since the introduction of information and communication technologies in academia. Since its inception at the end of the XIX century great changes have taken place, especially when we refer to access to the enormous range of data and information available. The article approaches concepts of reference services and portrays reference services in Brazilian university libraries. Its purpose is to characterize Brazilian reference librarians and the medium in which reference services occur. The methodology used in this study integrates elements of qualitative and quantitative research. To collect data, the questionnaire was developed and made available to digital librarians in reference services of Brazilian university libraries. The results show a majority, female, between the ages of 35 and 40, post-graduated for a maximum of ten years, with a higher education in librarianship working in a university library, for a maximum of ten years and in reference services for a maximum of five years, linked to some central library or library system and that seek continuous training in courses, training and events in the area in which it operates, in short periods. The reference services occur in digital and face-to-face, the main information sources are the periodicals, theses and dissertations, made available and accessed through the portal informational resources of electronic journals and databases, mainly in the health and biological areas. The communication process for the reference transaction occurs predominantly with the use e-mail and landline telephones, social networks are used by most libraries, with Facebook and Twitter being the most used, mainly in the dissemination of products and services. The communication is carried out by librarians, prevailing in the Portuguese language.

The adoption of fully electronic public procurement (EPP) systems is a requirement laid out in a group of European Union directives. These standards seek to improve the rationalization of resources (i.e., on an economics level) in public administration through the replacement of paper-based procedures with electronic services (i.e., e-services), thereby contributing to the growth of electronic government (i.e., e-government) in all member states. This chapter evaluates the impacts of EPP based on information and communication technologies. Research was conducted in Portugal, in which data on five companies operating on an international scale were examined for any organizational difficulties in the adoption of e-procurement. The findings include the positive impacts of following the objectives of the European Union directives in question. User satisfaction regarding EPP-related electronic platforms was also investigated.

It is well known that the application of ICT in education helps us to develop skills for competent and efficient problem solving in the field of professional activities. This paper aims to examine the attitudes of students towards the use of ICT as a source of education. The methodology adopted was that of original research, with a qualitative and quantitative approach. This study included 175 students from Serbia and Bulgaria. The variables of this study were gender and the years of study. In order to assess the attitudes of students towards the use of ICT in education a five-point Likert scale was used across forty-five statements. The results of the research show that students are very interested in using ICT as a source of education. Thus, it is evident that information and communication technologies have become very important pedagogical resources in approaching the teaching and learning processes in an innovative way. This chapter presents research on transparency in county government. It is argued that through the use of information and communication technologies, citizens can gain more access to government, hence keeping government more accountable. The research demonstrates that counties are utilizing information and communication technologies to increase transparency in a range of modes. That being said, the use of such technologies continues to remain in its infancy at the county-government level.

In order to fight against Corruption, there are currently laws of free access to public information that favor transparency in many countries. In this opening scenario, information and communication technologies play an important role in facilitating the delivery of information that is made available to citizens seeking to enable greater control over the actions of government and civil servants. Nevertheless, in many cases, the information provided is aimed at human reading and interpretation and it is not published in machine-processable formats, a condition that hinders automatic processing using state-of-the-art computational techniques. This article presents a new method of data collection based on Crowdsourcing that allows generating data sets of public procurement processes from the unstructured information published on the Web. The results obtained show that our method allows the generation of reliable public procurement data sets in a scalable way whose scope is limited by the availability of data and the transparency of the country.

The paper tests empirically whether various types of Information and Communication Technologies (ICT) adoption and other innovation practices (techno-organisational change and training courses) are complementary inputs with respect to the adoption of specific environmental innovations (EI). The analysis is based on original survey data for a large industrial Italian region (Emilia-Romagna), which offer various views on ICT and EI relationships. This survey contains information on the adoption of environmental innovations and some detailed information on ICT issues and other technological-organisational processes. Our main findings suggest that, overall, complementarity does not seem to characterize the relationship between ICT and other innova-tion processes as a force behind environmental innovation, but some important exceptions emerge. Complementarities exists, for instance, between technological innovation and both adoption of ICT management systems and ICT for cooperation with clients. Interestingly, restricting the analysis to a sub-sample of more polluting firm, both complementarity and substitutability emerge more evidently.

Public procurement accounts for almost 20% of Spain’s gross domestic product (GDP). The current legislation allows for the inclusion of social considerations in contracting processes, hence the interest of this study, which defines the procedures and improvement actions for socially efficient public procurement. The Delphi technique has been used, based on online surveys completed by 71 Spanish experts. The universe includes the set of nomenclature of territorial units for statistics (NUTs), as well as a number of agents with the potential to intervene in the analysis process, namely, academia, the business sector, and public administrations. There is an increasing call for the inclusion of social considerations in tender procedures. However, to date, few studies have provided detailed insight into the inclusion of these social aspects. This study contributes to the scientific literature by identifying six possible strategies for including social considerations into public tenders, namely: objectivizing procedures, generating monitoring tools, developing information and training actions for decision-makers, incorporating awareness-raising initiatives, creating transparency systems, and including information and communication technologies (ICTs). The following four key action areas were also detected: social clauses, reserved markets, social impact assessment, and innovation in public procurement. A consensus was reached on four frames for incorporating the strategies and action areas, namely: socio-economic, procedural, competence, and conceptual. This allows for the efficient inclusion of social considerations into public tenders, thereby generating a twofold impact—one via the goods or services acquired, and the second via the impact on the process of producing said goods or services.

The development of information and communication technologies has contributed to the fact that the telecommunication industry has become one of the strategic sectors of the economy on which the functioning of other branches of the economy depends. Therefore, the objective of the study was to determine the factors that influence the competitiveness of telecommunications companies and shape the image of the future telecommunication sector as a whole. The article analyzes two theoretical approaches to the definition of competitiveness: static and dynamic. Due to the importance of the dynamic approach for determining the competitiveness for the telecommunication market, the main internal and external factors affecting telecommunication companies nowadays and having a significant effect in future were identified. External factors were determined using STEEPV-analysis. For internal factors, the following classification was proposed: technological, organizational and marketing innovations. Among the external factors, the digitalization of the economy and society becomes the most important for telecommunication companies, technological innovations are among the internal factors. The factors revealed during the research can be used for foresight of the telecommunications sector of Russia, the definition of scenario conditions for forecasting the development of information and communication technologies, the formation of a strategic policy of telecommunication companies.
