The public administrations prepare draft laws. New things always emerge that cannot be in advance framed in laws. One solution could be the principle-based approach on the local and national level that gives the most relevant principles-rules combinations in the face of complexity. The paper presents the ability to measure principles and rules: it establishes the “1:47 rule” or ratio between the principles and rules, and gives a model that embraces the principles-rules evaluation elements and their weights. By this method, decision-makers and norms' addresses could achieve decisions without the need for more and more detailed, but ineffective regulations.

The decision by the Trump administration to leave many of the policy decisions regarding COVID-19 to United States governors has had significant consequences for the management of the pandemic. During the COVID-19 response, the federalist approach has created complications in areas including resource acquisition, crisis communication, testing, and social distancing. Such issues have been magnified the differences between centralized and decentralized state public health systems. Governors have found themselves at odds with the Trump administration in regard to competing for vital equipment, signaling to the public the severity of the virus, and defining an adequate testing system. Many governors took bold action and acted in bipartisan cooperation with the governors of other states, often in the face of strong criticism and protests. The lessons learned from COVID-19 regarding the need for coordination at the national level must be documented for history. Rather than relying on state-by-state after-action reports, which separately could be become fodder for ideological debate, this commentary recommends a bipartisan, joint after-action report signed by state governors as a mechanism to preserve state experiences.

This article presents and discusses empirical research into citizen satisfaction, conducted to measure the performance and management of local public policies. The object of the research is to evaluate the public safety policy of a Spanish city through a survey measuring citizen satisfaction with the local public services. Regression and ‘importance-performance analysis’ (IPA) were applied to the views expressed by a sample of citizens. One objective of the study reported is to use different derived importance values, from correlation and regression analysis, to compare the results of two ‘importance-performance analyses’. The concept of variant and invariant weights and the three-factor theory of customer satisfaction were also considered for the research. Results confirm that the ‘fire service’ is seen as a ‘dissatisfier’, a basic or flat attribute; they suggest that negative coefficient values could be associated with ‘dissatisfiers’ and that inherent discontinuity is only partly resolved in the partition importance-performance grid. The findings show that the results of the two IPAs differ using the traditional IPA grid but are similar with diagonal models of the partition IPA grid. Points for practitioners One of the main problems for political decision-makers in recent years has been the reconfiguration of the budget for the entity managed, such as a municipality, in the current situation of economic crisis. This article contributes to improving decision-making on the reallocation of money and resources in the face of restrictions and financial cuts.

This paper theoretically attempts to examine a ‘buzzword’ which has been used to describe a system of awarding tenders [infamously referred to as ‘tenderpreneuring’] in developing countries, by conducting a review of the literature on this practice. The paper endeavors to define ‘tenderpreneuring’ by examining literature, reports, opinion pieces etc on this practice which seems to be spreading rapidly in the public and private sectors in Botswana, South Africa, Kenya in particular. The paper also makes an effort to make a comparison between “tenderpreneuring’ and the traditional form of tendering which follows best practice governance principles. An endeavor is also made to trace the roots of ‘tenderpreneuring’ and how ‘tenderpreneuring’ has the potential to negatively impact citizen economic empowerment. The paper further attempts to use the theory of accountability to demonstrate that where tendeperpreneuring is practiced, there are potential connotations of poor governance on the part of [government or private company] officers who award lucrative tenders to tenderpreneurs. The paper concludes by attempting to examine the possible ramifications of ‘tenderpreneuring’. Consisely, it concludes that tenderpreneuring has the potential to condemn the society to poverty at both personal and national level and rob them of their respect and dignity. The discussion from this paper has potential to conscientise policy decision makers on bad governance practices emanating from possibly crooked tendering processes both in the public and private sector under the code name ‘tenderpreneuring’.

The first months of 2020 were marked by the rapid spread of the acute respiratory disease, which swiftly reached the proportions of a pandemic. The city and county of Suceava, Romania, faced an unprecedented crisis in March and April 2020, triggered not only by the highest number of infections nationwide but also by the highest number of infected health professionals (47.1% of the infected medical staff nationwide, in April 2020). Why did Suceava reach the peak number of COVID-19 cases in Romania? What were the vulnerability factors that led to the outbreak, the closure of the city of Suceava and neighboring localities, and the impossibility of managing the crisis with local resources? What is the relationship between the population’s lack of confidence in the authorities’ ability to solve the crisis, and their attitude towards the imposed measures? The present article aims to provide answers to the above questions by examining the attitudes of the public towards the causes that have led to the outbreak of an epidemiological crisis, systemic health problems, and the capacity of decision makers to intervene both at local and national level. The research is based on an online survey, conducted between April and May 2020, resulting in a sample of 1231 people from Suceava County. The results highlight that the development of the largest COVID-19 outbreak in Romania is, without a doubt, the result of a combination of factors, related to the medical field, decision makers, and the particularities of the population’s behavior.

European intelligence cooperation is the most important weapon in the fight against the new threats in the 27 member states. The article emphasizes the reasons that make the European Union Intelligence Analysis Centre (INTCEN) more towards an independent operational agency into the European mechanism as well as the roles of the Intelligence College of Europe founded in France and the European Intelligence Academy established under the auspices of the Research Institute for European and American Studies (RIEAS) in Athens, Greece. Even though, effective intelligence cooperation is hard to achieve even at the national level as different services compete for resources and attention from the decision makers, past terrorist incidents in Europe served as a wake up for the public and private institutions to promote intelligence sharing and cooperation among European Union institutions and Member States.

The problematic aspects related to the implementation of energy saving policy in the budget sphere are examined in the article. The factors hindering the mass and effective implementation of energysaving measures are highlighted in the article. Among these factors, there is the technical complexity of energysaving projects, the presence of innovative and investment risks, problems with the financial provision of costs in the face of increasing debt burden in most public budgets. The article concludes that in these circumstances only the energy service contract is a tool that allows implementing energy­saving measures without the first participation of budgetary funds in financing and allows transferring the risks of making technically inefficient decisions directly to the investor. In the article, the authors substantiate the importance of the institutional development of energy services directly in the public sector and analyze the measures of the comprehensive plan to improve the energy efficiency of the economy of the Russian Federation aimed at expanding the scope of energy service contracts in the public sector.

The Road to Iraq is an empirical investigation that explains the causes of the Iraq War, identifies its main agents, and demonstrates how the war was sold to decision makers and by decision makers to the public. It shows how a small but ideologically coherent and socially cohesive group of determined political agents used the contingency of 9/11 to outflank a sceptical foreign policy establishment, military brass and intelligence apparatus and provoked a war that has had disastrous consequences.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

The face to face interactions of reference librarians and reference assistants are studied from a theoretical practice perspective. Rather than reinforcing professional boundaries, the results of this analysis support reference practice in public libraries as a highly relational activity where reference “expertise” retains a significant subjectivist, relational dimension.Les interventions en personne des bibliothèques de référence et des adjoints à la référence sont étudiées du point de vue de la pratique théorique. Plutôt que de renforcer les frontières interprofessionnelles, les résultats de cette analyse appuient l'idée que les pratiques de référence en milieu public sont des activités hautement relationnelles où l'expertise de la référence conserve une dimension subjectiviste et relationnelle.

The authors conclude the book by recapping their arguments and empirical results, and discussing the possibilities for the “new economic populism” to promote egalitarian economic outcomes in the face of continuing gridlock and the dominance of Washington, DC’s policymaking institutions by business and the wealthy, and a conservative Republican Party. Many states are actually addressing inequality now, and these policies are working. Admittedly, many states also continue to embrace the policies that have contributed to growing inequality, such as tax cuts for the wealthy or attempting to weaken labor unions. But as the public grows more concerned about inequality, the authors argue, policies that help to address these income disparities will become more popular, and policies that exacerbate inequality will become less so. Over time, if history is a guide, more egalitarian policies will spread across the states, and ultimately to the federal government.
