Although it is highly controversial, the concept proposed by R. Florida has an interesting and important feature, visible from a time perspective. Indeed, the theory of creative class started research into economic development based on creativity. Generally, there are no empirical studies focusing on these issues at the local level. The present study is an attempt to identify determinants of local development and to assess municipalities from the viewpoint of creative capital engagement. To achieve this the study analysed opinions acquired from representatives of municipal offices and representatives of local populations across Podkarpackie, one of the 16 regions of Poland. The findings show that municipalities of the Podkarpackie Region vary in terms of determinants for creative capital development.

The purpose of this paper is to prove that the rationalization of the “Integrated Endogenous Local Development” should be proved to be a valuable policy mean, under the proposed methodological procedure of Sensitizing Local People, through the “animation procedure”, toward developing their own skills, capacities and therefore their place, that are asked by the local SMEs Sensitization may be proved to be the fundamental methodological tool, for building the social capital at local level, by making valuable local people’s “intrinsic inclinations”-a “term” which is stronger than “capacities”- under a new value system, and human communication. ”Sensitization” - as the upper limit of the sensitization procedure- is been approached, step by step, especially: Establishing the “bottom-up approach” in planning the development procedure at local level, Establishing the “animation procedure” among local people, Analysing local people “intrinsic inclinations” in context with a “system value”, Creating a “team psychology” among local people, Encouraging local people in finding and adopting the local “Flag Theme”. The proposed procedure may be useful, especially in small, less developed and isolated rural areas. A case-study “Women Cooperative, Gargaliani, South-West Peloponnesos”, is referred as a typical case of the development procedure, based on local people (women) animation in Greece.

Second Growth: Community Economic Development in Rural British Columbia, Sean Markey, John Pierce, Mark Roseland and Kelly Vodden, Vancouver: University of British Columbia Press, 2005, pp. 352.This theoretically rich, community economic development (CED) work, written by four members of the Centre for Sustainable Community Development (formerly the Community Economic Development Centre) at Simon Fraser University, is the product of a three-year participatory-action-based research project involving four “forest-based” British Columbia communities. Two Aboriginal communities and two municipalities were case studied as part of an action-learning exercise in order to gain “insight into the apparent conflict between the economic imperative and fluidity of capital versus the lived worlds of rural and small time places” (3). Through their empirical studies of the four communities, the authors argue that CED, fostered at the local level, can allow for the kind of capacity building that is needed to create diversified, sustainable economic futures for resource-based rural and small-town communities. They are careful, however, to distinguish between the use of CED as a “localized and palliative strategy” for marginalized communities caught in the throes of political and economic dependency, and the possibilities for a more robust (theoretically balanced) version of CED, which can become part and parcel of rural and small-town locally-based planning and development. While recognizing the appropriateness of CED in either situation, they argue that a host of negative economic and political factors, which are intensifying under the direction of neo-liberal ideological thinking, have resulted in a pressing need for the more robust form of community development and corresponding revitalization strategies.

Political, war-themed and controversial murals aim to show the history of a community, making the intangible tangible, and, because these events are still recent, they stir people’s emotions. Visitors to this type of heritage have a mixture of artistic and dark interests that lead to what we call ‘dark mural attractions’. These political murals need a public strategy to be preserved, become better known and attract local economic development funds to make them sustainable. Therefore, the purpose of this paper is to analyse how communities could build a co-narrative around murals to generate a sustainable local development. To achieve this goal, an in depth study needs to be performed to establish what kind of narrative will enable political murals to attract dark visitors and examine how communities can build a sustainable co-narrative around a dark mural. As a case study, we analyse the Battle of Cable Street mural in London, located in the non-touristic borough of Tower Hamlets, by means of an ethnographic qualitative approach based on stakeholders’ opinions, among other sources. In this case, results show that dark murals have the potential to attract visitors, but they require a public strategy for the sustainability of heritage, based on a narrative of community solidarity for educational and discovery purposes.

This  article explores the challenges for the development of manufacturing through a case study of the foundry industry in Ekurhuleni Metropolitan Municipality. Ekurhuleni Metro covers the largest concentration in South Africa, but the industry’s performance has been poor over the past decade.  The findings reported here highlight the need to understand firm decisions around investment, technology and skills, and the role of local economic linkages in this regard.  The differing performance of foundries strongly supports the need to develop concrete action plans and effective institutions at local level to support the development of local agglomerations.

Following the 2015 publication and revision of the 2008 National Ecological Functional Division, China, in 2017, added 240 counties (cities, districts, and banners) to its national key ecological functional zone system. Ecological functional zones, in practice, are often caught in a dilemma between environmental protection and economic development, with actions aimed at the promotion of locally-based economic advances frequently conflicting with the goals of ecological functional divisions. To investigate this dilemma, the paper selected Tiamitcheen County in the Qinghai–Tibet Plateau, a key ecological function zone, as the site for a field investigation, case study. The primary methodologies applied in this study included a questionnaire survey and in-depth interviews. Based on the observation of three main reasons for the dilemma between environmental protection and economic development, the author proposed that ecological functional zones should be further subdivided based on the National Ecological Functional Division according to the zones’ respective characteristics at the local level. More efforts should also go into better specifying the scope of ecological “red lines”, and to the demarcation of the boundaries of ecological functional core zones, buffer zones, and experimental zones. This would help in the formulation of local development planning, while at the same time increasing the support directed to ecological protection zones. In addition, “differentiated” and “greening” zoning assessment mechanisms should also be fully implemented, whereby different assessment factors and weights are established according to the characteristics of the different functional zones. An expanded array of economic indicators should also be delineated, which more specifically indicates the differences between ecological functional zones and other functional zones. This would, via a “differentiated” and “green” assessment system, help to ease the conflicts arising between local governments’ efforts at both economic promotion and ecological protection. Within ecological functional zones, it would also encourage local governments to break through the need to adhere strictly to efforts at economic promotion so as to ensure ecological security.

Human capital is an important asset for the survival of organization. Poor human capital are not able to contribute effectively to the development of organization. Therefore, human capital must be developed through appropriate programs so that their potential can be harnessed to maximum level. Institutions of Islamic Affairs Management plays an important role in Malaysia. These institutions need competent human capital to ensure quality of services delivered are in accordance with customer expectations. However, human capital competency in the institutions of Islamic Affairs Management is still questionable. Literature shows that empirical studies about human capital development programs in the institutions of Islamic Affairs Management is sorely lacking. Therefore, the objective of this study is to explore the implementation of human capital development programs in the institution of JAKIM. This study employed qualitative methods using the JAKIM as case study organisation. A total of 15 informants were interviewed in this study. Data were analysed using thematic analysis which is facilitated by ATLAS ti software. The results showed there are 5 human capital development programs implemented in JAKIM that is training, education and knowledge, human resource management, quality and work experiences. The results also shows all the programs have been well implemented. The administrators either in public or private sector can use these findings as a guide to implement human capital development programs in their organisations effectively.

The failure of macro-economic policies to deliver meaningful reductions in poverty and achieve basic needs in Tanzania has provoked a deep questioning of the relevance of economic growth center policies in Local Economic Development (LED). The government and development partners are increasingly shifting from the traditional top down approaches to the all-inclusive bottom up approaches for effective local development. The concept of sustainable Local Economic Development is thus examined in the context of economic activities and challenges using a case study of Shinyanga region in Tanzania.

Science and technology (S&T) is the driving force of economic growth, this has been recognized by many countries around the world. In Vietnam, the results of S&T research at the local level (provincial level) have important implications for social, economic development. Promote application of S&T research results interested by the Party and the State, which are confirmed in many resolutions and legal documents of Vietnam. By the research method combining quantitative and qualitative, with the use of primary and secondary data, the paper clarifies the economic impact of S&T research results from S&T tasks (case study in Nghe An province of Vietnam), were accomplished from 2005 to 2015 and their impact from 2016 to 2020 on social, economic development of Nghe An province. From there, recommending solutions and policies to promote social, economic development of Nghe An province based on S&T development. Keywords: Economic impact, Nghe An S&T.

Africa has a disproportionate share of the world's poorest countries and within this context economically weak states generally lack the ability to provide the ideal level of support and opportunities for their citizens. This paper examines how, in Malawi, a community-based economic development initiative, with the aid of a supportive NGO, has significantly improved rural livelihoods and facilitated market access in the formal market economy. Active government and NGO support for small scale irrigation farming coupled with their encouragement of community development led to the emergence of the Ngolowindo agricultural cooperative which serves as a useful model and example of locality-based development in Africa. After providing a context for the study in terms of both contextual literature and details specific to the Malawian context, the paper examines how the cooperative emerged, how it operates, what role the supporting NGO plays, and how products are sold. The study concludes with an overview of key findings and an examination of the lessons for local development in Africa.

Batam as a region with a strategic position, located on the international trade route, was developed to become one of the engines of economic growth in Indonesia. However, in its development, Batam faced governance problems that had an impact on the decline in its economic performance. Not only at the local level, but its influence reaches the national level. This study explains the causal relationship of Dual Governance, focusing on aspects of formation, relations between institutions and their impact on development. Using the framework of Holzinger, Kern and Kromrey (2016), this study captures the issue of institutional dualism that has occurred for years and is considered to be the cause of the decline in development in Batam. The study was conducted using qualitative research methods with a case study approach and collecting data from interviews and document analysis.There are several concluding points in this study regarding institutional dualism and its impact on economic development based on Batam’s case. They are the implementation of decentralization, the significance of the pre-existing institution, the similarity between two institution in respect of interpreting and implementing policies and the relationship between intergovernmental relations and economic development. These three factors affect the degree of intergovernmental relations which is directly proportional to economic development. The more intergovernmental relations are, the higher economic development is.
