Artykuł prezentuje zagadnienia związane z organizacją kancelarii Zarządu Miejskiego w Puławach w latach 1945–1950. Bazę źródłową stanowiły materiały archiwalne z zespołu Akta miasta Puław, znajdujące się w zasobie Archiwum Państwowego w Lublinie. Ich analiza pozwoliła na dokładne odtworzenie funkcjonowania kancelarii w okresie stosowania systemu dziennikowego, a od 1949 r. systemu bezdziennikowego. Unowocześnienie kancelarii było możliwe dzięki wprowadzeniu normatywów kancelaryjnych – instrukcji kancelaryjnej oraz rzeczowego wykazu akt, odbiegającego od powszechnie stosowanych wówczas wykazów strukturalno-rzeczowych. Organization of the Work of the Administrative Office of the Town Government in Puławy in 1944–1950 The article presents the issues of the organization of the administrative office in the town government in Puławy in 1945–1950. The source materials are the archival materials from the records of the Town of Puławy (held in the State Archive in Lublin). Their analysis allowed the author to recreate precisely the functioning of the administrative office while using it used the register system and from 1949 – the case-based filing system. The modernization of the administrative office was possible due to the introduction of office standards – office instructions and the subject index of records, which was different from the commonly used structural-subject records.

The object of this research is the persona of N. L. Skalozubov – agronomist of Tobolsk governorate, public and political figure, breeder, and scholar. The subject of this research is his social circle during the period of being a deputy to the State Duma of the 2nd and 3rd convocations. The goal is to examine the relationships between the deputy N. L. Skalozubov and former colleagues, like-minded people, representatives of science, government, family, and friends. Special attention is given to his participation in the lives of political exiles. The article employs the published and unpublished sources, preserved in the Tobolsk State Archive and Tobolsk Historical and Architectural Reserve Museum (correspondence, memoirs, diaries).. The scientific novelty is defined by the fact that the circle of contacts of the deputy N. L. Skalozubov becomes the subject of special study for the first time. The author concludes that during the five years as a deputy to the State Duma of the 2nd and 3rd convocations, N. L. Skalozubov communicated with numerous people belonging to various social classes, including prominent scientists, public figures, and politicians.

Celem artykułu było scharakteryzowanie na różnych płaszczyznach i ukazanie walorów poznawczych fotografii, pochodzących z byłego Archiwum Komitetu Wojewódzkiego PZPR w Lublinie, z uwzględnieniem kontekstu powstania tego zbioru. Owe fotografie to zarówno przedmiot moich analiz, jak i po części – wraz z niepublikowanymi normatywami dla archiwów partyjnych z Archiwum Akt Nowych w Warszawie i Archiwum Państwowego w Lublinie – baza źródłowa tej pracy. Część pierwsza pracy dotyczy zagadnień ogólnoteoretycznych, związanych z fotografią, problemów z jej opracowaniem oraz kwestii metodycznych. Część druga to głównie metodyka postępowania z fotografiami znajdującymi się w archiwach KW PZPR, działalność tych archiwów, sposób gromadzenia przez nie materiałów ikonograficznych oraz problematyka ich opracowania w czasach, gdy istniały AKW PZPR. Ostatnia część to rodzaj wstępu do przewodnika po zbiorze fotografii AKW PZPR w Lublinie, stanowiącego charakterystykę tegoż zbioru. Photographs collection from Provincial Committee of the Polish United Workers’ Party Archive in Lublin – characteristics and cognitive values The purpose of this article was to characterize, on various levels, and to show cognitive values of photographs from former Provincial Committee of the Polish United Workers’ Party Archive in Lublin, including creation context of this collection. These photographs are the subject of my analysis, as well as to some degree – along with unpublished regulations for party archives from The Archive of Modern Records in Warsaw and The State Archive in Lublin – basic source of this paper. First part of this article pertains to the general theoretical issues related to photograph, problems with its elaboration and methodical questions. Second part concentrates mainly on a methodology of dealing with photographs from PC PUWP archives, activities of these archives, ways of gathering iconographic materials and issues of photographs description during the existence of PC PUWP Archives. Last part of this work serves as a type of guidebook introduction for a PC PUWP photographs collection stored in The State Archive in Lublin, as well as characteristics of mentioned collection.

Central theme of this article is directed towards naval military career of Vicko Dabović from Boka, the captain of Venetian ship Vittoria II in the last years of the eighteenth century. The article is based on the previous results of historiography (general data on the Dabović family) and – to a greater extent – on the analysis of the source materials from the State Archive of Venice (archival series of the Provveditori all’Armar). In the central part of the article, the composition of the crew of Vittoria II is analysed according to the lists made from 1 September 1794 to 24 September 1795. Lists of the ship’s crew of Vittoria II are given as an appendix at the end of the article.

Urban transport is an integral part of the urban economy. Without public transport it is impossible to imagine the existence of large and medium-sized towns. The analysis in this paper discusses the history of the formation of trolleybus transport in Penza in the 1940s. In pre-revolutionary years local governors wanted to organize work of the tram in Penza, but all ideas remained unrealized. After the October revolution and the beginning of industrialization, city authorities faced the task of the organization of regular intercity transport again. In the 1930s at the request of workers in Penza the narrow-gage city train traffic was organized. But it did not operate long: 2 years later owing to the technical difficulties, it wascancelled. In the years of the Great Patriotic War, in connection with the growth of the city, a need arose regular work of passenger transport. It was decided to build a trolleybus line. The main sources of the research are based on the documents of the Federal and regional archives. They are the State archive of the Russian Federation, the Penza branch of the Russian state archive of scientific-technical documentation, the State archive of the Penza region and the Department of public funds-political organizations GAPO. The archival layer of source materials of local periodicals of the considered years complements this database. Complement the archival layer of source materials is supplemented by local periodicals of the historic period in question. The paper focuses on such processes as design, construction and first few years of operation of the trolleybus in Penza. It includes problems that arose during the construction of the trolleybus route and analyses its role in the economy of Penza.

In this article, using the example of Rodniki blended-mixture fabric plant “Bolshevik”, one of the largest enterprises of Ivanovo Region, the process of overcoming organisational, economic and social problems by the enterprise in the conditions of the Axis invasion in order to implement the resolutions of the State Defence Committee in the most difficult conditions of 1942 is considered. Considerable attention is paid to the organisation of production at the plant, actions to strengthen labour discipline, the participation of the enterprise's staff in the All-Union Socialist competition, personnel training, solving everyday problems, etc. The article provides statistical, quantitative and documented information. The general situation in the textile industry of Ivanovo Region during this period is considered. An analysis of the chronology of events related to the implementation of the resolutions of the State Defence Committee, the People's Commissariat of the Textile Industry, etc. is undertaken. The article is based on the materials of the State Archive of Ivanovo Region and the local periodical press. A significant part of archival documents has been introduced into scientific circulation for the first time.

W artykule zostały zebrane i opisane źródła ikonograficzne do dziejów herbu miasta Lublina z XV–XVIII w. przechowywane w zasobie Archiwum Państwowego w Lublinie. Wizerunki tego herbu podzielono na trzy grupy w zależności od rodzaju źródła i miejsca występowania znaku. Należą do nich: wyobrażenia na pieczęciach miasta, superekslibrisy na oprawach ksiąg miejskich i zdobienia malarskie o tematyce heraldycznej występujące na kartach tych ksiąg. Najstarsze wizerunki herbu Lublina zachowały się na pieczęciach z początku XV w., które z uwagi na swój urzędowy charakter są też najcenniejszym źródłem heraldycznym. Przedstawiony na nich herb, zarówno w swojej budowie, jak i stylistyce rysunku, był akceptowanym przez władze miejskie znakiem miasta. Z kolei pierwsze barwne wyobrażenia herbu Lublina, ważne dla poznania barw heraldycznych, pochodzą dopiero z pierwszej połowy XVII w. The Image of Lublin’s Coat of Arms in Archival Sources of 15th–18th Centuries The article has collects and described iconographic fifteenth-eighteenth century sources to the history of the Lublin coat of arm, which are kept in the State Archive in Lublin. The images of the coat of arms have been divided into three groups depending on the sort of the source and the place of its occurrence. They include: images on the seals of the town, super-bookplates on the bindings of city registers, and heraldic painting decorations present on the pages of these volumes. The oldest images of the Lublin coat of arms were preserved on seals from the beginning of the fifteenth century which, considering their official character, are also the most precious heraldic source. The coat of arms presented on them, both in its structure and the style of the drawing was the mark of the city, accepted by its authorities. However, the first color images of Lublin’s coat of arms, important for recognizing heraldic colors, come from the first half of the eighteenth century.

The review sums up and assesses articles in N. S. Zelov’s “Champions of Archiving” devoted to life and activities of V. V. Adoratsky, V. V. Maksakov, M. N. Pokrovsky, N. P. Prokopenko, and others. Author’s 55-year-long services at the head of the personal provenance fonds department in the State Archive of the Russian Federation (GARF) bring to mind the words “preserver of the memory of archivists and science communicator who made known documents of national scientists, artists, writers, bibliographers, and local historians.” His publications - books, articles, documents, reviews, reports, memos - number up to 1000; they appeared as books and also in periodical publications on archiving, history, politics, literature, theatre, etc. Much attention was paid to the town of Vesiegonsk, Tver (otherwise Kalinin) region, where he was born on June 28, 1939. He continues to publish his archival research on the town history in the local newspaper Ves’egonskaya zhisn’. More than half of the articles included in this collection have been published in Vestnik Arhivista / Herald of an Archivist. In the final part of the book N. S. Zelov mentions with gratitude all those with whom he worked at the TsGAOR of the USSR (later GARF) over years, altogether 73 archivists.

In the interwar period there was an intensive development of the theory and practice of pedagogy in Poland. At that time new schools and centers for children with disabilities were created, including for the deaf-mute. In 1921 the Pomeranian National Institute for the deaf and mute was established in Wejherowo. The paper presents the circumstances of the institution’s creation, its organization, rules of admission for pupils, curriculum and social life. Also provided is information on the authority of the Department and the teaching staff. In order to discuss these issues, source materials, stored in the Gdynia branch of the State Archive in Gdansk and held by the Educational-Instructional Centre for the Deaf Mute No. 2 in Wejherowo were used.

Constitutional economics is an interdisciplinary subject of constitutionalism and economics where political government tries to constitutionalize the economic activities within the state. Although, every political government tries to deal with all the economic aspects during constitutional engineering but, in theocratic states, the supreme religious institution performs the respective task because of having an official thought to be divinely guided. This study comprehensively describes the concept of Vilayat-e-Faqih (introduced by the Imam Khomeni) in Iran, by which, the entire political system including the economic and financial affairs of Iran has become the subjects of Supreme Leader and his Guardian Council. Similarly, articles 20, 21, 26, 27, 28, 29 and 31 of the Iranian constitution emphasize upon economic rights of the nation in general. On the other hand, articles 43, 44, 45, 46, 47 and 48 of the constitution define Iranian economic infrastructure, which is comprised of state, corporate and private sectors.At the same time, articles from 100 to 106 of the constitution focus on the power and authorities of“the councils” at the town, city, district and provincial levels. Moreover,this study also provides constitutional economic analysis of article 05, articles 107 to 112, article 150,and article 176 that exhibits hegemony of Supreme Leader (in consultation with Guardian Council and Revolutionary Guards)regarding looking after, controlling and directing all the economic activities within the state. Furthermore, the study also investigates how and why each constitutional provision is the subject of the post of Supreme Leader (also called Vilayat-e-Faqīh; considered to be divinely guided).


The article deals with the prerequisites, dynamics, tendencies, institutional base of development of modern pedagogical biography in Ukraine. It is emphasized that in the late 80's of XX - at the beginning of XXI century. there is a basis for a meaningful reflection on its historiography. Emphasis is placed on the accumulated historiography of significant volumes of various source materials. It is established that according to the results of the analytical review they are divided into three categories, covering the work, in which personification of the development of Ukrainian pedagogical thought and the study of pedagogical staff of Ukraine and abroad is carried out. It is found that bibliography, as a relevant industry resource, is a search infrastructure. It has been identified that there is a need to consider the use of digital bibliography. Studies show that the transformation of the bibliography of persons in the history of education and pedagogical thought in Ukraine into digital infrastructure of the state and world level is predicted, in accordance with the digitization (digitization) of society. It is emphasized that in specific pedagogical studies, scientists, as a rule, limit themselves to a brief interpretation of biography in accordance with the subject of their research.
