The Government of Vietnam is making efforts to rearrange state-owned enterprises (SOEs); there are many studies on restructuring and equitization of SOEs to form state-capital enterprises (SCEs); However, there is little research on combining two intangible resources such as social capital and resilience capability. This study presents a structure model describing (i) the impact of social capital and resilience capability on SCE performance (ii) social capital has indirectly affecting performance through resilience capability. After adjusting the scale through in-depth interviews with experts; conduct quantitative research with a sample of 568 SCEs in operation (overall sampling) to test Cronbach’s Alpha reliability, EFA, CFA, and SEM; the research results show that (i) social capital, resilience capability have a positive impact on the performance of SCEs and (ii) social capital indirectly positively affects performance through resilience capability. The study also suggests practical implications for managers to use effective resources in SCEs.

With the continuous effort of the Vietnamese Goverment, there is much research on restructuring State-owned Enterprises (SOE) to establish the State-capital Enterprises (SCE). However, there are few studies on combining intangible resources such as social capital, entrepreneurship despite these resources increase indirectly tangible resources. This study, therefore, tries to build a research model describing (i) the impact of the above resources on SCE performance (ii) the relationship among social capital and performance via entrepreneurship. After adjusting the measurement scales by interviewing specialist in-depth, a quantitative survey was executed using the data collected from 568 SCE and by testing Cronbach’s Alpha reliability, EFA, CFA and SEM to comment three proposed hypotheses. The results showed that (i) both social capital and entrepreneurship had positive impacts on performance (ii) social capital had positive impact indirectly on performance through entrepreneurship. Accordingly, the study suggested some practical implications for managers to use properly resources.

The small business sector is regarded as a catalyst of employment for the largest number of people around the world. To reduce massive unemployment and inequality in the country, the Government of South Africa introduced various initiatives to stimulate and support small businesses, and the Expanded Public Works Programme (EPWP) is one such initiative. The enterprise development approach, which seeks to transfer income to poor households in the short to medium term, is one of the delivery mechanisms of the EPWP. This study critically assesses the impact and effectiveness of the training and support interventions provided to small businesses through the EPWP. The study employs a quantitative research method due to the size, availability, and ease of access of the participants, and the entire population of 20 small businesses, supported by the EPWP in the Pretoria region, was sampled. A questionnaire-based survey was conducted. The study demonstrates that the training intervention provided by the EPWP has a positive impact and achieves its intended goal of enhancing the business management skills of participants. It also reveals an interesting outcome, i.e., that the majority of the participants are women. The study also identified some weaknesses in the programme, which led to the recommendation that long-term support mechanisms are essential for ensuring the sustainability of emerging enterprises.

The COVID-19 outbreak has challenged the global tourism economy. It has particularly threatened the survival of tourism firms in developing countries especially those with the greatest growth of international visitors, such as Vietnam. This study aims to highlight the impact of COVID-19 on tour operators in Vietnam and explore their strategic responses to the crisis. Data were obtained from a recent survey initiated by the National Tourism Advisory Board and 32 in-depth interviews with managers of selected firms. The survey results demonstrate that the key influences of COVID-19 include plummeting revenue, increased costs, and employee redundancy. Furthermore, the majority of tour operators are aware of the need for restructuring and expect financial support from the government to overcome the crisis. The findings from the interviews reveal that tour operators focus more on short and medium-term strategies (i.e., retrenchment, persevering, and exiting) rather than long-term planning (i.e., innovating) in response to COVID-19. This study advances the knowledge and application of response-to-crisis strategies in tourism research, and its findings have practical implications for managers and policymakers in times of exceptional crisis like the COVID-19 pandemic.

Based on the panel data of 277 cities between 2003 and 2017 and a unique city-level dataset of green patent applications, this study employs the difference-in-differences (DID) method to evaluate the effect of China’s carbon emission trading scheme (ETS) pilots on urban green innovation. The findings indicate that China’s ETS pilots have a positive impact on urban green innovation, and that impact is more significant for municipalities than for prefecture-level cities. Furthermore, the impact on different categories of urban green innovation is heterogeneous. More specifically, China’s ETS pilots have significantly spurred urban green innovation that is closely related to energy conservation and emission reduction, including alternative energy production, transportation, energy conservation and so forth. Moreover, the facilitating effect of China’s ETS pilots on urban green innovation suffers from a lagging effect, which began to show a significant positive effect in 2016. Overall, this paper identifies the effect of China’s ETS pilots on urban green innovation, and suggests that the government should consider the heterogeneity of urban green innovation when designing national ETS policies.

This research aims to analyze the impact of insider trading laws and corporate governance on investment decisions. For this purpose, the data of 400 potential and actual investors employed who provided their feedback on a structured questionnaire. When the data is collected, it was cleaned. The normality of data and reliability of items were also checked and within limits. Simple Regression was applied to test hypotheses. It was concluded that the perception of insider trading laws and corporate governance have a positive impact on investment decisions. The study has wide implications and the government and corporation both can be beneficial from its insight and findings, and exercise good corporate governance practices and follow stringent insider trading laws. The study also paves the way for future research.

The purpose of this study is to analyze and explain public perceptions of the implementation of social distancing during the pandemic as the implementation of social capital. This study was motivated by the phenomenon of the outbreak of the Covid-19 pandemic in a number of countries, including Indonesia. This condition not only affects the economic condition of a country, hinders social interaction among the community, and also has an impact on the health condition of every human being. To avoid the wider spread of Covid-19, the government was forced to adopt social distancing and physical distancing policies in the form of staying at home, working from home, studying, and worshiping at home. This research approach is descriptive qualitative. The data of this research is the impact of social distancing for the community in Tarogong Kidul District, Garut Regency. Sources of data come from several communities with a total of 50 respondents. Collecting data in this study using interview techniques, record, and continue to take notes. The results of the research can be concluded that with the implementation of social distancing in the pandemic period, at least the community can implement social capital which includes informal values ​​or norms that are shared among members of an interrelated community group, which is based on the values ​​of beliefs, norms and networks social and they respect each other, the development of social capital is the creation of increasingly independent groups of people who are able to participate more meaningfully. Social capital can solve citizens' problems, especially with regard to strengthening friendship, repairing and maintaining public service facilities because it has advantages and is the most appropriate, even though there are other social capital in the community.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

Nowadays, environmental protection is an urgent problem which raises top concerns. Besides, green consumption is a trend encouraged to be widely implemented in many countries in the world, including Vietnam. However, in the reality of Vietnam, changing green consumer behavior in choosing products has been negligible and insignificant. With a diversified and varied population structure, Ho Chi Minh City is selected to analyze the impacts of demography and other related factors on green consumption behavior in the market. The quantitative research method is mainly used with the analysis of multiple correlation and linear regression. The results retrieved from 312 survey samples show that regarding demography, educational level, and marital status influence green consumption behavior. Besides, the results also show and measure the impacts of other factors, namely attitudes, subjective standards, environmental concerns, unavailability of green products on the green consumption behavior of consumers in Ho Chi Minh city. With the aim at promoting green consumer behavior in Ho Chi Minh City, there is a need for a change requiring the cooperation of all the Government, Enterprises, and consumers in stepping up propaganda, raising public awareness; simultaneously, orienting economic development activities associated with sustainable environmental protection.
