The monograph is devoted to the development of theoretical-methodical and model- information basis for the construction of innovative- active HEI on the basis of autonomy of its activities, quality of education, anti-corruption. Trends in the modernization of the world system of higher education have been identified, a study of the phenomenon of "autonomous, innovative- active university" has been conducted, and a list of factors influencing the increase in the competitiveness of individual HEIs has been formed. Based on the analysis of the legislative basis and state initiatives, the opportunities for the development of an innovative-active university (IAU) have been identified. The stratification of HEI of Ukraine according to the level of their educational, scientific and technical, innovative and international activities was carried out. Conceptual and methodological bases of IAU construction are developed, the mechanism of its functioning is formed and conceptual bases of formation of system of corporate management of rendering of HEI educational services on the principles of counteraction of corruption are offered. Recommended for researchers, professionals in education, economics, information management and protection, teachers, graduate students and students of higher education institutions.

This article presents the results of research on the value and target priorities in the quality management process in higher education. It is determined that the quality of education is a mean of development of the individual and society, a condition of trust in the educational sphere, it reflects the degree of conformity of the properties and results of educational processivity to certain norms and standards of education. It is established that the quality is traced in the presence of competencies that characterize the ability of graduates of the institution to effectively pursue professional activity in modern socio-economic conditions.Each specific historical level of the qualitative parameters of higher education is the result of determining the goal, or the spontaneity and purpose of indifference, or the symbiosis of the two previous possibilities. It is necessary to take into account the fact that in the absolute majority of cases the quality of higher education does not have a self-sufficient target status, but rather becomes the context and prerequisite for achieving some other strategic goal of individual or supra-individual (social, cultural, civilizational, global) value. The totality of these circumstances exacerbates the need to analyze the quality of higher education through the lens of a hierarchy of targets. Goal setting is the process of justification and goal setting. And the goal can be achieved by combining objective factors and ways and actions to do so. It is also proved that the structural components of personality, value orientations are the most important component of an individual's organization, his ethical-psychological and intellectual activity. And worldview is a set of views, principles, understanding of the world and program of action and forms the foundation of human consciousness. The acquired knowledge and beliefs, combined in the worldview, form a system of understanding by the man of the world and himself.Therefore, the quality of education can be ensured if the management system is in place, which involves the organization of a continuous process of influence of the management entity on its object and the appropriate coordination of their joint activities. The process of quality assurance in higher education should be systematic and include monitoring of the educational environment, comprehensive analysis of the factors influencing the quality of education and developing models of quality management of educational services.Keywords: value, purpose, target priorities, quality management of higher education quality, quality of education

It is impossible to develop a single, scientifically based system of indicators for the quality of student training, since the education system is different in all countries of the World, moreover, a different system of training students, which is one of the influencing factors on the quality of Higher Education. It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

The article provides information on problems of the education internationalization, the basic principles of integration of higher education and programmes aimed at ensuring the quality of training in European and Eurasian educational spaces. Particular attention is paid to existing approaches to guarantee the quality of higher education and the formation of quality assessment systems at the international, national and regional levels to create the conditions for relevant quality management of education. The construction of an effective system for ensuring and assessing the quality of education in many countries of the world, including Russia, is one of the priorities of the national educational policy. This article is aimed at expanding knowledge about the integration processes in the field of education by using new teaching technologies, research and debates on topics related to the history, politics, economics and legislation of the European Union, as well as EU relations with other regions of the world.

The purpose of this paper is to study the main directions of improving higher education in the Republic of Uzbekistan and to develop optimal solutions that contribute to the achievement of high results in this area of the economy. In the modern period, under the influence of the processes of globalization and universal digitalization, serious qualitative changes are taking place in the world economic system, which are reflected in the development of all sectors and spheres of the economy, including the education system. Materials and methods. In this paper, methodological conclusions and fundamental provisions for the development of the higher education system are used. The information base of the research is made up of materials from official statistical sources, data from periodicals. When writing the paper, methods of analysis, synthesis, special methods of working with computer networks and computer databases were used. Results. This paper highlights the basic directions of the development of the higher education system in the Republic of Uzbekistan in the context of the global digitalization of the economy. The paper shows that in the modern period in the Republic of Uzbekistan the training of highly qualified personnel is the primary task in the development of the country. The author notes that the development of higher education is implemented on the basis of a whole set of government documents and is aimed at optimizing the higher education system in order to achieve high indicators in the world educational ranking. In addition, the paper shows that a large role in the development of higher education is played by the demands of the economic and social sphere, science, the technological complex, the labor market, as well as the predicted needs of their further development. The author also states that taking into account all interrelated factors in the development of economic, social and technological processes will make it possible to form an optimal system of higher education in a single socio-economic complex of the country. In this paper the author suggests that digital technologies are individualizing the educational process, diversify, and develop students’ independence. Thus, the quality of education improves, and it is not only the full and high-quality fulfillment of the requirements of the curriculum: classes begin to meet the personal interests and needs of students and graduate students. As one of the conclusions of this study, the author noted that the main task of modern higher education in the Republic of Uzbekistan is to ensure the quality of education on the basis of maintaining its fundamentality and compliance with the current and future needs of the individual, society and the state, the effective use of the advanced pedagogical and digital technologies. Conclusion. This paper presents the results of studying the development of the higher education system in the Republic of Uzbekistan, studied the best practices in this area and outlined the main directions for further improving this sector of the national economy.

Introduction. the essence of the situation in education during the COVID-19 pandemic in the world is quite complex: due to the large number of restrictions in some countries, education is conducted completely remotely or hybrid. In the period of 2020, medical university students were forced to practice in hospitals in the context of the pandemic, helping local medical staff, which helped to fill the shortage of specialists. The quality of education will inexorably fall due to low involvement in remote education as well as many distractions which have already proven many researchers. Universities were not ready for mass digitalization due to government restrictions and social distancing, so the quality of material transfer cannot match the classical education. The purpose of the study is to examine the impact of the pandemic COVID-19 on the medical education market and its stakeholders. Results. Universities were not ready for the transition to online (distance) education, as evidenced by the decline in the quality of education, based on surveys of the faculty of some universities. As a result, on the one hand, you can get higher education online while in your country, on the other hand, the quality of education falls without an adequately commensurate practical part (for example, medical education cannot be of high quality when it is taught online). Over time, only the year 2025 is expected to surge technologies to improve online education and the full transfer of many universities to provide distance learning; it is a good chance to get an education to those who previously could not obtain it, including for economic reasons. Conclusion. The global COVID-19 pandemic has become a catalyst for global processes of digital transformation in all spheres of life. In such circumstances, the role of digital technologies in education has become extremely important. Among the many technological advantages, their ability to protect human lives and at the same time ensure the implementation of the educational process remained almost unnoticed. Current situation has accelerated the mass transition to the use of digital technologies, including digitalization of education, its technologization and standardization.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The article explores the interrelation between the main factors of national economy competitiveness on the basis of logical and correlation analysis of the data on 144 countries presented in The Global Competitiveness Report issued by the World Economic Forum. The analysis of the strength and nature of the relations between the factors gives grounds to assume that institutions, infrastructure, higher education and training are core problems; goods market efficiency, technological readiness are key problems; business sophistication and innovation are resulting problems. The analysis shows that the competitiveness indicators of other BRICS countries which are better than Russian ones, are achieved not due to any remarkable progress in economic policy, but owing to the lack of serious failures typical for Russian economy. For instance, the high level of Russian infrastructure, macroeconomic stability, sizes of home market and some other indicators come to nothing because of extremely low level of Russian institutions, market efficiency, financial market, and business sophistication. As a result, other BRICS countries' progress, which is not so remarkable itself, gives much better cumulative result in comparison with Russian breakthrough, which cannot be accomplished in the environment that is unfavorable for it. With the view of Russian economy competitiveness and innovation upgrade, firstly, it is essential to increase the quality of Russian institutions (the necessity of reforms is indubitable: Russia occupies the 133d place in the world in accordance with the quality of its institutions), to improve the infrastructure, higher education and training. The advancement in solving these problems will facilitate the situation or solve the large part of the problems of goods market efficiency and improve the existing technological readiness. The increasing of the goods market quality and the improvement of technological readiness will, in their turn, upgrade business sophistication and innovations. The proposed approach gives ground to claim that the reforms need to be made in the sequence described above. The upgrade of Russian companies’ business sophistication and their innovation will be to a great extent the result of the solution of the mentioned problems.
