Not a single organization is immune to crisis. Negligent handling of regulations and standards, misprotection of personal information, mistakes in care and treatment, financial resources frauds, non-compliance with operational and technical processes, or hygiene scandals are just some of the issues that can turn into a crisis. In addition to the universal risks, the emotionally charged topic of healthcare, combined with the importance of healthcare facilities as trustworthy institutions, turns hospital mistakes into events of high news value. This article provides tips and ideas for developing practical communication activities in times of crisis, including answers to the question of what a medical institution can do to be better prepared when a crisis occurs and how to reduce physical, psychological, and emotional stress on the staff and patients.

During the COVID-19 pandemic, the main blow fell on medical institutions and medical workers working in them. Medical institutions (Healthcare facilities) are being rapidly restructured, and industry specialists are working in conditions that practically correspond to emergency situations. The manuscript examines the results of a study of the psychoemotional state of medical workers during the covid-19 pandemic and analyzes the socio-demographic, professional, organizational, psychological and psychosocial factors affecting their psychoemotional health. In general, the high intensity of symptoms of psychoemotional stress in medical workers working in conditions of a serious epidemic was more often observed in women compared to men, and in nurses compared to other categories of medical workers. It is noteworthy that there are few studies to assess the psychoemotional state of junior medical workers. Keywords: covid-19 pandemic, health workers, psychoemotional health, emotional stress

There are significant disparities among the health needs of citizens and the financial resources of the healthcare system. Limitations of the inputs to growth of the health systems are primarily due to fiscal constraints, the demographic crisis, the degree of competitiveness of the EU, as well as the willingness of citizens to bear some degree of the tax burden. The costs of providing healthcare can be reduced by the proper implementation of eHealth project, as is evidenced by the analysis of the costs and benefits of successful implementation abroad. The aim of this chapter is to evaluate the use of Information and Communication Technologies (ICT) in medical institutions, in Slovakia, as the basis of effective strategic management, influencing the positive and negative changes in their external environment. In addition, the chapter focuses on investments in technological innovation, its determinants, and specification of the effects of the use of IS and IT in healthcare facilities. Finally, it reflects the partial outputs of the first international research GESITY/Hospitals 2011-2012 conducted in partnership with Slovakia and Brazil, in connection with the objectives of the implementation of an eHealth program in Slovakia.

The main object of this paper is the tender balance that exists and arises even more between the use of personal information that people provide in the course of most public security actions and privacy. This study analyze the most famous and strong related decision of the European Court of Human Rights, with the aim to give our opinion how has to be understand the barrier between the power of individuals over information and the power of public institutions to guaranties security. The protection of personal data is of fundamental importance to a person’s enjoyment of his or her right to respect for private and family life, and how law allocates power over information in different countries, will give us the possibility to define the most important criteria’s which define the existence of abuse or not over personal data and information.

Aim. To assess the importance, role, methods and conditions for creating and sustaining positive motivation of medical personnel in deploying a modern management system based on lean production to optimise the production flow in medical institutions, improve quality, availability and efficiency of public medical care.Materials and methods. The authors employed historical, bibliometric and statistical methods to analyse domestic and foreign scientific archives on lean production, motivation and motivational risks as key factors in implementing lean technologies in medical institutions.Results. Implementation of lean production (LP) as a manufacturing management system is among key conditions for creating a new model of the medical institution. Principles of LP are applied at three interfaces: with patients, personnel and resources. Positive motivation of employees is prerequisite for accomplishing a project, which requires supervisors to know and leverage the basics of motivational management. Creation of a motivating environment for various categories of employees in developing a LP system requires taking into account the type and management culture level of a medical institution.Conclusion. In order to create and sustain motivation for realising creative potential of the team, it is necessary to account for the motivation risks, develop and implement a motivation system differentially by employee categories and project stages. Effective motivational measures are necessarily based on a system of material and non-material incentives with clear and achievable criteria, amounts and forms valued by employees and rooted in medical and economic feedback of implementing the LP principles.

Introduction. The formation of a modern model of development of the national health care system presupposes the existence of economically efficient and financially viable medical institutions. The collaboration of economics and medicine is designed to facilitate the transformation of existing hospitals into medically and economically efficient actors in the national health care market in the face of global threats to human health and budget deficits. Methods and tools of economic analysis should be the basis for the formation of a model of profitable medical business. Goal. Substantiation of the algorithm for the formation of cost-effective medical business entities based on economic analysis in terms of reforming the national health care system. Method (methodology). Methods of analysis and synthesis, induction and deduction are used in determining current trends and problems of development of a new format of self-financing of medical institutions in the formation of the national health economy and the formation of an algorithm for profitable medical institutions. Results. It is proposed to apply the criteria for evaluating decisions to achieve financial and economic efficiency of medical institutions: effectiveness - medical efficiency; cost effectiveness - economic efficiency; necessity - necessity; feasibility probability of realization / feasibility. Factors of potential success of medical business and investment attractiveness are singled out. A model of calculating the potential profitability of a medical institution according to the ratio of available resources (value of medical services and medical technologies) and the time required to implement the updated idea (mission) of the medical business is proposed. An algorithm for forming a medical business or improving the existing format of a medical institution in the conditions of the national health economy has been built on the basis of methods and tools of economic analysis.

The events of 9/11 along with the bombarding in Madrid and London forced governments to resort to new structures of privacy safeguarding and electronic surveillance under the common denominator of terrorism and transnational crime fighting. Legislation as US PATRIOT Act and EU Data Retention Directive altered fundamentally the collection, processing and sharing methods of personal data, while it granted increased powers to police and law enforcement authorities concerning their jurisdiction in obtaining and processing personal information to an excessive degree. As an aftermath of the resulted opacity and the public outcry, a shift is recorded during the last years towards a more open governance by the implementation of open data and cloud computing practices in order to enhance transparency and accountability from the side of governments, restore the trust between the State and the citizens, and amplify the citizens' participation to the decision-making procedures. However, privacy and personal data protection are major issues in all occasions and, thus, must be safeguarded without sacrificing national security and public interest on one hand, but without crossing the thin line between protection and infringement on the other. Where this delicate balance stands, is the focal point of this paper trying to demonstrate that it is better to be cautious with open practices than hostage of clandestine practices.

Arterial hypertension (AH) is one of the most common cardiovascular diseases, and it can lead to serious complications. To optimize the delivery of patients exposed to AH to medical institutions and thus to curtail mortality in Russian cities caused by the consequences of hypertension, it is necessary to estimate the number of potential patients, along with their spatial distribution. This paper presents a method which uses synthetic population data to assess the spatial distribution of individuals potentially prone to arterial hypertension. The risk of arterial hypertension of an individual is calculated based on its demographic characteristics (age and gender). Using Saint Petersburg as a case study, we demonstrate that the mentioned approach makes it possible to perform predictions of AH cases distribution in absence of real data on hypertension status of the individuals. The results of the study will be used to assess the input flows of patients to healthcare facilities and optimize their workflow.
