Economic Aspects of a Health System Electronization

There are significant disparities among the health needs of citizens and the financial resources of the healthcare system. Limitations of the inputs to growth of the health systems are primarily due to fiscal constraints, the demographic crisis, the degree of competitiveness of the EU, as well as the willingness of citizens to bear some degree of the tax burden. The costs of providing healthcare can be reduced by the proper implementation of eHealth project, as is evidenced by the analysis of the costs and benefits of successful implementation abroad. The aim of this chapter is to evaluate the use of Information and Communication Technologies (ICT) in medical institutions, in Slovakia, as the basis of effective strategic management, influencing the positive and negative changes in their external environment. In addition, the chapter focuses on investments in technological innovation, its determinants, and specification of the effects of the use of IS and IT in healthcare facilities. Finally, it reflects the partial outputs of the first international research GESITY/Hospitals 2011-2012 conducted in partnership with Slovakia and Brazil, in connection with the objectives of the implementation of an eHealth program in Slovakia.

Purpose: To explore information and communication technologies (ICT) impact on competences management in the financial sector in Latvia.Methodology: Focus group discussion with leading financial sector experts in the Latvia.Findings: There is a mismatch between academically provided competences and what is expected by the financial sector representatives within Latvia.Originality/value: Empirical research on what kind of competences are important in the financial sector at present and in the future. Contribute to the current literature by researching on how resulting competencies from the focus group compare to the academically provided competences for potential financial sector employees. By exploring received responses to the questions from this research, it can help policymakers, financial sector and academical representatives to stay agile to the arising changes of supplied and demanded competencies in the financial sector.

The article is devoted to the problem of successful implementation of different cutting-edge techniques in teaching in the context of the current significant modifications and profound transformations of the educational system in Ukraine. This work focuses on the forming a foreign medical student linguistic personality, in particular it’s grammar, speech, communication as well as socio-cultural competencies, including by utilizing Advanced Information and Communication technology tools. This research focuses on the introduction of Advanced Information and Communication Technologies into the Ukrainian educational process. It was pointed out, that the effective teaching methodology could be based on the newest methods and techniques. The advantages of pedagogical innovation in comparison with traditional methods of presenting educational information was pointed out. The researchers have interpreted the term Mind map. They have also presented and analyzed its important features, common ways of implementation into current teaching process.

The modern stage of civilizational processes puts forward "sustainable development" as the fundamental goal, considering this the most important vector of promising transformations of human society. This stage of globalization development reveals the need to make the above processes not spontaneous, but controlled, which can be implemented, inter alia, through a qualitative transformation of tools and technologies used to monitor and predict the development of individual territories. The article presents a methodology for a comprehensive assessment of the investment attractiveness of a region using methods of integrated statistical assessment, including methods of descriptive analysis, and using the method of factor analysis. This method allows monitoring the level of development of information and communication technologies in the region as a whole, as well as in the context of individual types of economic activity in order to determine the main points of bifurcation for the concentration of financial resources in the development of ICT and increase the investment potential of the region as a whole.

Providing affordable and quality healthcare is the most burning demand for humanity. It is a fact that more or less half of the world's population resides in rural areas, and a majority of these people are left without the most basic amenities, such as healthcare and education. It is considered difficult to open and manage healthcare facilities in any community using traditional healthcare models for the states with limited resources particularly for developing countries. One of the most popular substitute tools is telemedicine to improve healthcare for underprivileged groups. In telemedicine, information and communication technologies (ICTs) are employed to ensure healthcare at a distance. On the other hand, one of the main problems in developing countries is the quality and cost of healthcare. In health research, telemedicine has become a new hope for eliminating bottlenecks. In this study, the authors have examined what challenges and issues developing countries are facing in implementation of telemedicine; particularly, they examine Pakistan as a case.

Integration of Information and Communication Technologies into education has recently been one of the most challenging issues in educational improvement and recovery plan of Turkish government. Immediately before the implementation of Fatih Project (Action for Increasing Opportunities and Improving Technology), it is important to have a look at the insights of teachers. In this study, it was aimed to find out the level of background knowledge about the usage of Information and Communication Technologies (ICT) and the integration of ICT in education process by today’s teachers. So as to find the answers to this question, the study was designed in quantitative research model as a survey research in cross-sectional survey design. The work group included 172 teachers who works in MNE schools. The data were collected through ‘ICT Integration in Education’ questionnaire. In the analysis of data; descriptive statistics, t-tests and Anova tests were used. And as a result, the study showed that current initiatives with ICT need further investigation for a successful implementation of ICT usage. The image of Simon Ninheimer — the opponent of scientific and technological progress — is described by A. Azimov in the story «Galley Slave». It is used to develop the idea of resistance to mechanization, which is now finding increasingly supporters due to the increased influence of information and communication technologies in general and artificial intelligence and robotics in particular. The historical and conceptual foundations of neo-luddism are linked with modern trends calling for a gradual, controlled innovation. It is noticed that the ideas of the luddites have been preserved in romantic literature and transformed into neo-luddism in the 20th century. The theorists of this movement use philosophical concepts of different epochs (e.g. Socrates, J.-J. Rousseau and M. Heidegger) to confirm the legitimacy of their own status. As a result, in the 21st century more moderate areas of struggle against scientific and technological progress are actively developing under the influence of postmodernism. For example, the slow movement is growing strength, and its supporters are trying to slow down the pace of life and are calling for a thoughtful, responsible attitude towards emerging technologies. The positions underlying the slow movement are in tune with the dromology of P. Virilio and the slow philosophy of G. Fleistad. However, neo-luddism has social status of counterculture, but the situation can be changed due to the rapid and sometimes uncontrollable development of technology.

An article in the education system, the use of new information and communication technologies in the process of theoretical and practical issues and is described in more detail on the international experience in this field. In the context of the educational system over the past two decades, the problem of improving and modernizing modern information and communication technologies is becoming increasingly relevant. However, to make the learning process less expensive, the introduction of personal computers that are connected to the local network and, therefore, have access to the global (global) Internet, will help accelerate these processes, it was suggested that not only schools should be equipped with modern technologies for the successful implementation of the modernization program, but also that the organizers and teachers of education must have sufficient knowledge in this area

Iran also is not exceptional case in terms of E- government when applications have emerged rapidly almost all countries in glob to use E- government as an enabling tool to increase efficiency, enhance transparency, collect more revenue and facilitate public sector reform. Information and Communication Technologies (ICT) is transforming the governmental processes in serving citizens (G2C), businesses (G2B) and governments (G2G).Due to various economic, social and political limitations and pressures, most countries of the world has already began the implementation of e-government architecture in sectors where it seems more necessary and they focus their investments in these areas. Many works which find out on impact of E-government have shown that while E-government is not a remedy and magic to solve all problem, it is just a powerful enabling tool that has aided governments to achieve some of their development and administrative reform goals. Hence E-government is not a complete solution, but can be a catalyst for change E-government must be a part of broader commitment to reform the public sector. Since, sill is there some obstacle which we could categorize in three factors and all this factors are critical for the successful implementation of E-government. The first is willingness to reform, secondly, availability of information and communication technology infrastructure and finally the institutional capacity to absorb and manage change. So in this purpose we try to analyze the potential impact of E-government on transparency and corruption in Iranian society. Moreover, this article attempted to give details the extent to which corruption and transparency have been impacted in implemented on corruption in Iran. Enhancing transparency and reducing corruption are identified. Evidence shows that E-government has had a significant impact on broader government goals where political leadership and a commitment to reform have been present. In this work the authors try to distinguish the main obstacles such like legal, social and cultural and some other obstacles concerned.

Challenged to multiple pressures, the administration developed many initiatives aimed at modernizing its practices and offering the citizen customer (Thomas, 1999) a faster and better-quality service (OECD, 1996). From this perspective, the use of information and communication technologies (ICTs) is presented as an essential means of modernization (Poullet & Van Bastelaer, 1999). However, the declarations of intent sometime seem to be difficult to translate into efficient projects integrated in civil servants’ daily work practices. A lot of case studies focus on best practices or analyze the reasons of failure of several e-government projects. There are fewer studies that position upstream and try to identify the key success factors of the introduction of ICTs into public services regarding their acceptance and appropriation by internal users.

Electronic government or e-government provides great potential for citizens and governments to reduce information cost and maximize the speed of government-citizen interaction. Nearly all governments around the world use Web-based technologies to provide their citizens with access to government services, and to enhance the chances for e-participation in democratic institutions and processes. In Malaysia, the e-government implementation started in 1997 with the aim to deliver services and information effectively and efficiently, and to achieve a fully developed country in the year 2020. Nowadays, many governments of developing country have utilized Information and Communication Technology (ICT) to deliver their services to citizens, and there is also an increasing demand for successful implementation of e-government services within developing nations. It is therefore essential that citizens must be able to use the Information and Communication Technologies (ICT) in order to assure nation-wide e-participation besides improving channels and contents of public service deliveries on the part of the government. In view of this, the aims of this chapter are to present the current state of e-government in Malaysia, to discuss participation behavioral in the implementation of e-government services, and to highlight approaches that can be considered in enhancing the e-government services through this participation behavioral.
