Under the provisions of the Universal Service Obligation (USO) on the provision of facilities and access to ICT, Menkominfo pioneering Village Program information in which there is a program called Pusat Layanan Internet Kecamatan (PLIK). However, this program only to dwell on the form of the means of access services and ICT infrastructure alone. Whereas people in the border areas, rural, and remote mostly unable to use ICT and the internet. This is an opportunity PLIK Nanggulan 2 to conduct training, socialization, and community empowerment through ICT. Formulation of the problem in this study describes How Rural Community Empowerment Through Information and Communication Technology Pusat Layanan Internet Kecamatan in PLIK Nanggulan 2 Kulon Progo Yogyakarta. This study used a qualitative research methodology with case study method. Results from this study that the digital divide in rural communities are not only related to the lack of access and means of course, but also gaps in the ability to use ICT. In this case PLIK Nanggulan 2 perform three steps of empowerment, among others: technical training, socialization ethical use of the internet, planting motivation to seek information via the internet. Empowered communities through ICT with models 'second hand'. People in the region have understood the function Nanggulan internet but not able to independently use the internet, then delegate the functions of the Internet to others who understand. In this regard, research advice to PLIK Nanggulan 2 in order to improve the quantity and quality of the organization and consistency of community empowerment. Keywords: Community Empowerment, PLIK Nanggulan 2, ICT, Information Village   ABSTRAK Penelitian ini dilakukan pada program Pusat Layanan Internet Kecamatan (PLIK) Nanggulan 2 Kulon Progo Yogyakarta. Penelitian ini menjelaskan tentang Bagaimanakah Pemberdayaan Masyarakat Pedesaan Melalui Teknologi Informasi dan Komunikasi pada Program Pusat Layanan Internet Kecamatan di PLIK Nanggulan 2 Kulon Progo Yogyakarta. Penelitian ini menggunakan metodologi penelitian kualitatif dengan metode penelitian studi kasus. Hasil dari penelitian ini bahwa kesenjangan digital pada masyarakat pedesaan tidak hanya terkait dengan minimnya akses dan sarana saja, akan tetapi juga kesenjangan secara kemampuan dalam menggunakan TIK. Dalam hal ini PLIK Nanggulan 2 melakukan tiga langkah pemberdayaan, antara lain: pelatihan secara teknis, sosialisasi etika penggunaan internet, penanaman motivasi untuk mencari informasi melalui internet. Masyarakat terberdayakan melalui TIK dengan model ‘tangan kedua’. Masyarakat di wilayah Nanggulan telah memahami fungsi internet akan tetapi tidak mampu secara mandiri menggunakan internet, kemudian mendelegasikan fungsi internet kepada pihak lain yang lebih memahami. Dalam hal ini, saran penelitian untuk PLIK Nanggulan 2 agar meningkatkan kuantitas dan kualitas organisasi dan konssitensi pemberdayaan masyarakat. In Canada, as in many countries, teachers are being encouraged to integrate information and communication technologies (ICT) such as the Internet into the curriculum. A study conducted in Canada in 1999-2002 examined Internet use in schools through interviews with technology leaders, through surveys of teachers and principals, and through case study investigations of three school districts, each in a different province of Canada. The case study data from the three districts was analyzed, using the NVivo software program, to address three main questions: (1) To what extent was teachers' use of the Internet consistent with “best practice,” as described by Moersch (1999)? (2) What types of support systems appeared to be essential for effective Internet use in classrooms to occur? (3) What was the role of the teacher-librarian in contributing to effective Internet use in classrooms? The study showed that teachers were integrating the Internet into their teaching, but had not yet achieved “best practice,” and that teacher-librarians were influential in supporting teachers’ progress towards “best practice” in the use of the Internet in instruction.

Abstract Nowadays, companies are increasingly forced to fight against competition. The number of competitors on the market is constantly growing, and customer’s demands on the products offered by the companies are increasing. The role of customers on the market has changed in recent years. Customers are more active than before, i.e. they started to actively co-create value, so they stopped being passive to the purchase process. Organizations that make appropriate use of the increase in customer activity can count on large benefits for the company. One of the methods to increase competitiveness is continuous introduction of new technologies based on the Internet, which recently resulted in easier cooperation between customers and suppliers, making and settling transactions, coordination of orders in the supply chain thanks to e.g. solution supporting electronic exchange of EDI documents. Therefore, the development of information and communication technologies has significantly influenced the development of organization through its improvement. This paper presents the importance of new technologies for the customer that improve the process of its service in a selected clothing sales network in Poland.

The direction of research development in the realm of public sector budgets always pays attention to contemporary issues. Therefore, through research on public budgeting in the context of this village, it is hoped that it can support the realization of the direction of developing studies in the field of public policy and public administration. This study aims to produce a public budgeting model based on the basic service needs of rural communities in Banyumas Regency. This study aims to determine the direction of budget policies that support the increase in the level of public education. This article tries to explore the extent of the village government's commitment to human development issues through community empowerment and community development organized by the village government through the village budget. The research method uses a case study technique, in which the location of the research sample is selected by using area sampling technique. This article is expected to provide input to local and village governments regarding improving the quality of village budgeting. The results of this study provide an overview of the direction of policies undertaken by the village government and its relation to mapping the priority needs of the village community.

Technological developments are very beneficial for the world of education, such as the use of the internet in finding and managing information and can help in the teaching and learning process. Before using the internet, there was a computer network that played an important role in it. In building a computer network, a concept or method is needed in designing it, and here the PPDIOO method will be used and uses two types of network topologies, namely star and ring topologies. With the design of this computer network, it can help schools in the teaching and learning process and can improve the quality of teaching, the quality of knowledge and the quality of the abilities of students and teachers. The process of information dissemination is a strategic study in information and communication science since a successful information dissemination process will enable to provide significant multiplying effects. This research aimed to identify community empowerment activities in the dissemination of health information to improve the quality of public health in Margajaya village, Ngamprah, West Bandung Regency. The study used a qualitative case study method, by collecting data through observation, unstructured interviews, and literature review. The dissemination of health information used an education strategy in its activities, namely the behavior change through means of education or health promotion, which are efforts or processes to foster awareness, willingness and ability to maintain and improve health. There was involvement of community empowerment agents who received training from relevant agencies, joined voluntarily and committed to participate in health development. The ex-tattoo community is a community that engages in the dissemination of health information. In addition to disposing of its negative image in the village, the community seeks to become a part of empowerment in improving the quality of public health.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

Everywhere in the media, people talk about the so-called “Twitter and Facebook revolution” in regard to the Green Revolution in Iran or other new social movements which demand democratization in their countries and use the Internet for communication and mobilization. Libertarian advocates of the Internet state that the Internet has democratizing effects because of its reputed egalitarian, open and free technological structure for communication processes. Especially in countries in which the media is under strict control by the government, these characteristics are emphasized as stimulation for political liberalization and democratization processes. This essay critically examines the alleged democratizing effect of the use of the Internet on the Malaysian society exemplified on the social movement Bersih. The Bersih movement demands free and fair elections in Malaysia, often described as an ethnocratic and “electoral authoritarian regime”. 141 The objective of this study is to demonstrate the dependency of such possible effects on context.

Abstrak: Teknologi  informasi  dan  komunikasi  yang  berkembang  saat  ini, telah  menciptakan  perubahan  pada  banyak  hal.  Terlebih  dengan kehadiran  internet,  berbagai  keunggulannya  semakin  menambah keunggulan  dalam  dinamika  kehidupan  modern.  Ratusan juta manusia di seluruh dunia mengakses internet setiap harinya, dan jumlahnya terus bertambah dari waktu ke waktu. Hal ini berdampak pada penggunaan internet untuk kegiatan dakwah.Secara umum dakwah dilaksanakan secara konvensional. Namun, seiring perkembangan teknologi informasi, bermunculan dakwah yang menggunakan internet, yang biasa disebut dengan cyber dakwah. Terkait dengan hal tersebut, penelitian ini berupaya untuk melihat keterkaitan keduanya dalam konstruksi keberagamaan, yang karenanya media internet memberikan kemudahan dalam penyebaran informasi kepada masyarakat. Adapun jenis penelitian ini adalah kualitatif, dengan menggunakan metode field work yang dipadukan dengan studi kepustakaan.Diharapkan penelitian ini akan membuka ruang diskusi baru mengenai studi keislaman kontemporer yang lebih integratif dengan isu-isu kekinian. Selain itu, untuk memperkaya cakrawala terhadap diskursus perkembangan media yang menjadi bagian dari wacana keislaman global dan masyarakat modern. Abtsract: Information and communication technology that has developed at this time has created changes in many things. Especially with the presence of the internet, various advantages have added to the dynamics of modern life. Hundreds of millions of people around the world access the internet every day, and the number continues to increase from time to time. This has an impact on the use of the internet for da'wah activities.In general, preaching is carried out conventionally. However, along with the development of information technology, da'wah has sprung up using the internet, commonly referred to as cyber da'wah. Related to this, this study seeks to see the relationship between the two in religious construction, which is why internet media makes it easy to disseminate information to the public. The type of this study is qualitative, using the field work method combined with library studies.It is hoped that this research will open up new discussion space regarding contemporary Islamic studies that are more integrative with current issues. In addition, to enrich the horizon of the discourse of media development which is part of a global Islamic discourse and modern society.
