The status accorded to adult education among universities-based educators and researchers appears to be very low. This may be due to scanty knowledge about the discipline and wrong perception held by the bureaucrats, policy makers and administrators within and outside the university system. The Hamburg Declaration in 1997 underscores the importance of adult education when it describes it as a key to the twenty-first century. Realising the fact that adult education is needed in this 21st century, it follows that provision of higher degree programme should be well staffed and properly managed in order to produce learners that will contribute meaningfully to the development of the society. Therefore, this study entitled: “staffing and managing human resources of higher degree programme of adult education in universities in Nigeria” is embarked upon. The aim of the study is to improve human and institutional capacity for required manpower in adult education for national development. The objectives of the study include: to identify and discuss framework for staffing higher degree programme in adult education in Nigerian universities; to find out how human resources for production of higher degrees students are sourced and managed; to assess framework for ensuring inclusiveness in managing higher degree adult education programme in universities; to explore strategies that can be employed to make adult education popular and acceptable among educators and researchers in universities; to explore motivational factors for students' enrollment in adult education higher degree programme; and to examine learning delivery techniques of lecturers/faculty in higher degree programme of adult education. The work employed research design of the survey type. Seven federal and state universities offering adult education at higher degree level were sampled. Statistical instruments were employed to analyse the data collected. All the results were decided at point 05 level of confidence with appropriate degree of freedom. The study revealed that 86.3% of the respondents opined that lack of understanding of the concept of adult education prevented people from enrolling into the course in the university, while 13.7% felt otherwise. Majority of the respondents (89.8%) held that Universities in Nigeria do not discriminate against any sex (male or female) when admitting students for any education programme including adult education, while 10.2% did not.  There is significant difference in the perception of staff and students on the framework that can be used for staffing higher degree programme in adult education in Nigerian universities (X2=2.882, df=3, p > .05). There was no significant difference in the perception of staff and students on how human resources are sourced and managed for production of higher degree students in adult education programme (X2=3.741, df=3, p > .05). There was a significant difference in the perception of staff and students on learning delivery techniques of lecturers/faculty in higher degree programme of adult education (X2=9.336, df=3, p < .05). It is recommended that efforts should be made by the stakeholders to popularise the discipline of adult education with a view to making people to understand its meaning and usefulness to the growth of the society. Adequate budgetary allocation should be made by the owner universities to adult education so as to attract qualified staff, regular payment of salaries and comprehensive welfare programme.

 Non-Governmental Organizations (NGOs) have been promoted in the development activities in Nepal since the restoration of democracy in 1990. NGOs have been recognized as one of the development facilitator institutions in Karnali Zone. The objective of this study was focused to identify the status of Non-Governmental Organizations (NGOs) on the basis of its structure, environment, values and Impact. The study had adopted the civil society index as a theoretical tool of study. Randomly in total 562 respondents were selected from five districts of Karnali zone. The findings of ANOVA showed that there was a significant difference between respondents in the structure of NGOs in P=0.007 significant level at 95% confidence interval. But other three components environment, values and impact were not significantly difference. It could be assumed that because of the geographical differences, involvement of human resources, basic infrastructure, access on communication and technologies and perception on NGOs activities are the major factors which made the perceptual difference among the respondents in structure of NGOs. Similarly, contribution of NGO in promotion of political awareness, transparency of their work and empowering citizenship were more or less in the same level in all five districts so response of participants became similar in environment, values and impact of NGOs. It is necessary to identify the locally reliable and related indicators of NGO to assess the NGO's status and their performance.

Human resources play a prominent role in accelerating the pace of socio – economic development of the nation. A nation with a large population may not be a rich country but its prosperity depends on the level of awareness knowledge, skills, abilities and attitudes possessed by its population. India's strength lies in the human resource base and there is a need to transfer these human beings as human resources with continuous upgration of skills and abilities. Women constitute 50 per cent of the population and contributing to the national development. Providing equal opportunities for learning devoid of gender becomes a powerful tool of changing the status of women in the society. It is well known fact that women with stern developments have launched their talent in varied areas and have made an incredible identity for themselves in the society; their status today has undergone a drastic change from what it was in the fast. This is one side of the coin which educated and urban women enjoy and yet other side of the coin mainly in the rural areas still the women suffer from submission, dependency and their work is unrecognized and uncounted. In this present globalized, technological and competitive society, the emerging new age women should have the ability to equip themselves with education there by seeking her own identity, condence and self-respect. In order to attain and sustain this status there is a need to continuous up gradation of skills and abilities for which lifelong learning is the effective means. In this paper the status of women need of lifelong learning obstacles that hinder the women to adopt lifelong learning, need of the involvement of universities in promoting lifelong learning among women were discussed.

<p>This study aims to find the comparison of the level of empowerment of administrative personnel in University of Al-Khairiyah Cilegon and Institute of Economics (STIE) Bina Bangsa Serang, Banten, Indonesia. This study conducts descriptive method, as it describes and interprets the data as they are. The data are the comparison of the level of empowerment of administrative personnel in University of Al-Khairiyah (Institute of Economics, Institute of Tarbiyah Science, and Institute of Computer Science) Cilegon and Institute of Economics (STIE) Bina Bangsa Serang, Banten, Indonesia. The samples of this study are 74 respondents that consist of 37 respondents of Al-Khairiyah University Cilegon and 37 respondents of STIE Bina Bangsa Serang. The result shows that the d.b. = 72, and at the trust level of 95%, the t tabel obtained is 1.67. Therefore, it can be seen that the t value (0.043) is smaller than t table (1.67). According to the result, it can be concluded that the hypothesis which says “there is a significant difference between the level of empowerment of administrative personnel in the University of Al-Khairiyah Cilegon and Institute of Economics (STIE) Bina Bangsa Serang” is unacceptable. But, score mean variable Y (Institute of Economics Bina Bangsa) less more than score mean variable X (University of Al-Khairiyah). This is supported by location university in the central of Serang City and human resources that qualified.</p>

Teachers have an important role in making human resources useful for national development. The teacher uses many teaching methods and methods for classroom activities. Presently more emphasis is being laid on providing qualitative education. Creative aptitude in teaching nurtures students' creativity. By which they can be used to ensure available physical and human resources and ensure satisfactory results. The Yashpal Committee (1992), laid the main emphasis on the development of independent thinking and self-learning capacity of the students in the teacher training program. Teaching skills competence of teachers is an important factor in setting up the best level educational institutions. Due to which the students are attracted and give priority to such institutions. The reason behind which is to work with creative aptitude in the teaching style of the teachers teaching them. RTE, Teacher Eligibility Test (TET) and B.Ed in education to develop the professional competence of the students. Adequate opportunities for teaching training have been accommodated for the quality of teacher education, etc. for two years of one year course of training.In the research paper presented, two-year new B.Ed. The creative attitude and teaching competence of the students of the course has been studied. In descriptive research, 132 students were taught in fifteen internship schools teaching practice in the arts and science class by simple random sampling method. Compilation of data BK Passy and Dr. M / s. Lalita's standardized general teaching competence measure and Dr. RP Shukla's creative teaching aptitude measuring tools were used in the compilation of data. Statistical methods such as percentage, mean, standard deviation, t-value and Pearson correlation coefficient were used in statistical analysis of the data obtained by the research survey. It has been revealed by the conclusion that- 1.) Similarity was found in teaching ability of art and science students but significant difference in mean level of creative teaching aptitude. 2.) There is a positive correlation between the teaching competence and creative aptitude of art class students and 3.) There is a positive correlation between teaching ability and creative aptitude of science class students. राष्ट्रीय विकास के लिए मानवीय संसाधन को उपयोगी बनाने में अध्यापकों की अहम् भूमिका है। कक्षागत् क्रियाकलापों के लिये अध्यापक अनेक शिक्षण युक्ति एवं विधियाँ प्रयोग करता है। वर्तमान में गुणात्मक शिक्षा उपलब्ध कराने पर अधिक बल दिया जा रहा है। शिक्षण में सृजनात्मक अभिवृत्ति छात्रों की रचनात्मकता को पोषित करती है। जिससे वे उपलब्ध भौतिक एवं मानवीय संसाधनों का समुचित प्रयोग करके संतोषजनक परिणामों को सुनिश्चित किया जा सकता है। यशपाल समिति (1992), ने शिक्षक प्रशिक्षण कार्यक्रम में छात्राध्यापकों के स्वतंत्र चिंतन व स्व-अधिगम क्षमता के विकास पर मुख्य जोर दिया। उत्तम स्तर के शिक्षण संस्थानों को स्थापित करने में अध्यापकों की शिक्षण कौशल सक्षमता एक महत्वपूर्ण कारक है। जिससे आकृष्ट होकर छात्र ऐसे संस्थानों में प्रवेश को प्राथमिकता देते है। जिसके पीछे उनमें पढ़ाने वाले शिक्षकों की अध्यापन शैली में रचनात्मक अभिवृत्ति से कार्य करना है। छात्राध्यापकों की पेशेवर सक्षमता को विकसित करने के लिए शिक्षा में आर.टी.ई., अध्यापक पात्रता परीक्षा (टी.ई.टी.) एवं बी.एड. प्रशिक्षण के एक वर्षीय पाठ्यक्रम को दो वर्ष करना आदि अध्यापक शिक्षा की गुणवत्ता हेतु शिक्षण प्रशिक्षण के पर्याप्त अवसरों को स्थान दिया गया है। प्रस्तुत शोध पत्र में द्विवर्षीय नवीन बी.एड. पाठ्यक्रम के छात्राध्यापकों की शिक्षण के प्रति सृजनात्मक मनोवृत्ति एवं शिक्षण सक्षमता का अध्ययन किया गया है। वर्णानात्मक शोध में पन्द्रह प्रशिक्षुता (इंटर्नशिप) विद्यालयों में शिक्षण अभ्यास करने वाले 132 छात्राध्यापकों का चयन साधारण यादृच्छिक प्रतिचयन विधि द्वारा कला एवं विज्ञान वर्ग द्वारा किया गया। आँकड़ों का संकलन डाॅ. बी.के. पाॅसी एवं डाॅ. एम.एस. ललिता की मानकीकृ्रत सामान्य शिक्षण सक्षमता मापनी तथा डाॅ. आर.पी. शुक्ला के सृजनात्मक शिक्षण अभिवृत्ति मापनी उपकरणों का प्रयोग आॅकडों के संकलन में किया गया। शोध सर्वेक्षण द्वारा प्राप्त आंकड़ों का साख्यिकीय विश्लेषण में प्रतिशत, मध्यमान, प्रमाणिक विचलन, टी-मान एवं पियर्सन सहसम्बन्ध गुणांक आदि सांख्यिकी विधियों का प्रयोग किया गया। जिससे प्राप्त निष्कर्ष द्वारा विदित हुआ है कि- 1.) कला एवं विज्ञान छात्राध्यापकों की शिक्षण सक्षमता में समानता लेकिन सृजनात्मक शिक्षण अभिवृत्ति के मध्यमान स्तर में सार्थक अंतर पाया गया। 2.) कला वर्ग के छात्राध्यापकों की शिक्षण सक्षमता एवं सृजनात्मक अभिवृत्ति के मध्य सकारात्मक अनुबन्ध है तथा 3.) विज्ञान वर्ग के छात्राध्यपकों की शिक्षण सक्षमता एवं सृजनात्मक अभिवृत्ति में धनात्मक सहसम्बन्ध है।

The intent of this research is to assess the implementation state of entrepreneurship programme and its influence in developing entrepreneurship key competencies among undergraduate students. The survey design was employed for the research. A total population of 8,101 undergraduate students from University of Benin was used. A sample of 382 undergraduate students was used for the research. A structured questionnaire, validated by two experts was used for the data collection. The Cronbach alpha statistical method was employed to determine the reliability of the instrument, which yielded the coefficient alpha value of 0.87. Twenty items questionnaire was administered to the respondents with the help of two trained research assistants. The data were analyzed using the mean, standard deviation, and t-test statistics. The research revealed that entrepreneurship programme is not properly implemented particularly at the university level. It also revealed that students are not well-equipped with entrepreneurship key competencies such as creative and innovative skills that would have helped them in starting and running their own business. It also revealed that there was no significant difference between the mean responses of Science and Arts/Humanity-based students regarding the implementation state of entrepreneurship programme. It further revealed that there was no significant difference between the mean responses of Science and Arts/Humanity-based students regarding the extent to which entrepreneurship programme has equipped students with creative and innovative skills. Consequently, the authors drew a useful conclusion for the subject matter. Providing sufficient amount of financial resources, involving employers of labour, sourcing for qualified teaching and non-teaching personnel, procuring the state-of-the-art infrastructural facilities, as well as utilizing appropriate instructional methods, that would help in equipping students with creative and innovative skills for starting and operating their own businesses were further recommended. Background: Patna and peripheral districts (Nalanda and Vaishali) have some dominated area of SC and ST population but the distribution and demographic details of these areas are not properly documented. The main objective of the paper is to analyze the status of the scheduled castes of Patna, with respect to size of the population, sex ratio, literacy level, marital status, occupation and income. Methodology: A pre-tested questionnaire containing information about demographic particulars like caste, age, gender, educational qualification, occupation and monthly income was administered through Mobile health care OPDs under the SCSP. Survey was conducted between the years 2018-2020. These data are shown to be suitable for evaluating the impact of demographic and socio-economic elements on regular health examinations. Result: The analysis of data clearly indicates that there were significant differences with the age group 13-20, 21-30 and >60, caste, with religion of Hindu and Muslim, educational status regarding semi-literate and graduate or above, Mizaj, diet habit and there were no significant differences with respect to gender, religion and addiction behaviour are noticed. By presenting the methods used in this survey and by describing the enquiries mentioned in the dataset, this article aims to promote data-collecting methodologies that can help policy-makers and health communicators derive practical conclusions. Conclusion: It can be concluded that there is significant difference in the age group of SC population. While there were no significant differences with respect to gender, religion and addiction behaviour was noticed. Most of the SC population belongs to balghami temperament and most preferred food habit of them is mixed mostly.

The thesis of this study is that the status of the university librarian is of significant value to his/ her performance. This study set out to ascertain this significance by investigating the status and performance of librarians in selected universities in Uganda. The findings were that the status of the university librarians in the country is only fairly satisfactory. It was also found that the status of university librarians is a significant predictor of their performance. Therefore, the paper urges university administrators in the country to re-examine the status accorded to their librarians because it is an important ingredient in their performance.Keywords: Library management; Performance management; Human resources development.

Medical knowledge has increased exponentially in the last decades. Healthcare professionals face a lifetime challenge in keeping abreast with current medical education. Continuing Medical Education (CME) is an ongoing challenge. Traditional adult education, largely used in medical training, shows little effectiveness. Problem-based-learning has been proposed as a student-centred pedagogy to overcome failure of traditional medical instruction. In this chapter, the authors review the status quo of medical education, certification, and recertification in Europe. A summary of the history of simulation in medical education is presented. In recent years, there has been a growing interest in using video games for educational purposes. This is also true for medical education. The use of serious games in medical education is reviewed, and its integration in medical curricula is discussed. The efforts to raise awareness of policy makers are described. Finally, a critical assessment of the strengths and weaknesses of these technologies as well as a proposal to overcome some of its limitations are made.

The conceptual understanding of Adult Education and its mission has continued to suffer much neglect in various quarters in the education sector. The debate on the status of the discipline has been accorded low esteem and relegated to the background in government circles, in the intellectual community and public perception despite the huge potentials it offers in the developmental process. This paper is an attempt at repositioning the understanding of Adult Education to restore the image of poor perception from policy makers and implementers of adult education programmes in Nigeria. The paper examined the utilitarian value of adult education needed for the transformation of the plethora of problems in the economic, social and political landscape of society. It recommended that there is need to redesign adult education curriculum to sustain its nomenclature for lifelong learning to bring about the needed recognition as a career discipline in the education system for maximum benefit in Nigeria.
