The article presents the theoretical aspects of formation of the economic mechanism of management of production of ecologically safe products. On the basis of the systematic approach identifies key elements in its structure. The authors defined the main principles of formation of the mechanism of production of ecologically safe products. In conditional in modern conditions of uncertainty importance must be a cause, not a consequence. This applies not only to people but also to businesses. Restoring the lost ecological balance and restoration of depleted natural resources require revision of existing approaches to the management of production. The article aims was to study the theoretical aspects of formation of organizational and economic mechanism of production of ecologically safe products and identify key elements in its structure. The mechanism of management is based on the following weekend fundamental elements: principles, objectives, functions and management methods were defined. The system of management includes objectives, functional and system software were established in the article. The building of effective organizational and economic mechanism of management of production of ecologically safe products provides a symbiosis of environmental factors and internal capabilities of subjects of management, which promotes the development of production in the long run were performed. This proposed mechanism would be allow: to solve the food problem in terms of the production of safe and quality products; to restore the lost balance of agro-ecosystems; to strengthen the export potential and reduce the import of high-quality organic products; facilitate the formation of the market of organic products and promote these products among the population; redirect state environmental policy toward the interests of the population, improvement of living conditions, rational use and reproduction of natural resources. The authors specified that the further research would be directed towards the formation mechanism of ecologically efficient use of land for the rational use of agricultural land, conservation and improvement of soil fertility.

Указано, что за счет перехода на органическое земледелие в России появится возможность освоить значительную часть брошенных с. – х. угодий. Это приведет к увеличению рабочих мест, обеспечит внутренний продовольственный рынок отечественной продукцией высокого качества и сделает Россию конкурентоспособной на мировом рынке органической продукции.A brief overview of the current state of organic vegetable production in Russia is presented. It is indicated that due to the transition to organic farming in Russia will be able to develop a significant part of the abandoned agricultural land. This will lead to an increase in jobs, provide the domestic food market with high-quality domestic products and make Russia competitive in the world market of organic products.

The basis for the environmental safety of agricultural products should be the production of products in accordance with natural resources. In other words, it is the idea of a closed cycle, where organic livestock fertilizers are both an ecological and economic principle of production. Species diversity in the ecosystem is also an important factor in environmental safety. These are different ways of crop rotation, regulating the formation of weeds and their destruction by mechanical means, rather than by chemical means, laying hedges and habitats. These measures protect nature and do not disturb its ecological balance. Ecological agriculture aims to consider and use the soil more efficiently. For example, wetlands are better used for grassland farming rather than ploughing these sites. Also long overdue is the problem of state support of domestic farmers who produce the cleanest ecological products, more similar in composition to organic products. Guided by the principles of landscaping in agriculture, it is possible to obtain products that will not bring harm, will be high-quality and useful.

Sub-Saharan African countries are known to be bedeviled with some challenges hindering the economic development. Meanwhile, some of these issues have not been exhaustively investigated in the context of the region. Thus, this study aimed at investigating the implications of government effectiveness, availability of natural resources, and security threats on the regions’ economic development. Yearly data, spanning from 2007 to 2020, was converted from low frequency (yearly) to high frequency (quarterly) and utilized. Data analysis was conducted using Dynamic heterogeneous panel level estimators (PMG and CS-ARDL). Findings show that while PMG estimator confirms a long-run causal effect of governance, natural resources, and security threats on economic development, only natural resources show a short-run causal effect with economic development, while the CS-ARDL (model 2) confirms the significance of all the variables both in the long and short-run. Moreover, the ECT coefficients for both models were found to be statistically significant at less than 1% significance level, which indicates that the systems return back to equilibrium in case of a shock that causes disequilibrium, and in addition, reveals a stable long-run cointegration among the variables in the model. Finally, this study suggests that the policy makers in SSA countries should place more emphasis on improving governance, managing security challenges, and effectively utilizing rents from the natural resources, as all these have severe implications for the economic development of the region if not addressed.

AbstractHealthcare organizations strive to deliver safe, high-quality, efficient care. These complex systems frequently harbor gaps, which if unmitigated, could result in harm. Systems-focused simulation (SFS) projects, which include systems-focused debriefing (SFD), if well designed and executed, can proactively and comprehensively identify gaps and test and improve systems, enabling institutions to improve safety and quality before patients and staff are placed at risk.The previously published systems-focused debriefing framework, Promoting Excellence and Reflective Learning in Simulation (PEARLS) for Systems Integration (PSI), describes a systematic approach to SFD. It includes an essential “pre-work” phase, encompassing evidence-informed steps that lead up to a SFD. Despite inclusion in the PSI framework, a detailed description of the pre-work phase, and how each component facilitates change management, was limited.The goal of this paper is to elucidate the PSI “Pre-work” phase, everything leading up to the systems-focused simulation and debriefing. It describes how the integration of project and change management principles ensures that a comprehensive collection of safety and quality issues are reliably identified and captured.

Introduction. The processes of globalization and social transformation have made environmen-tal conservation a priority, and therefore require some action to be taken to address environ-mental issues and the rational use of natural resources. The solution of the existing problems depends to a great extent on the functioning efficiency of the financial security system established in the country, the established composition and the volume of financing sources and certain directions of their use, which necessitates their scientific-based analysis. The purpose of the study is to investigate the state of financing environmental measures in Ukraine, to study the directions, dynamics and structure of costs for environmental protection, identifying features of financing environmental protection. Results. The comprehensive analysis of the dynamics of costs for environmental protection and rational use of natural resources is carried out. The main components of environmental expenditures are identified. Costs for environmental protection and rational use of natural resources by financing sources have been structured. The dynamics and structure of capital investments by nature conservation measures are investigated. The dynamics of the share of expenditures for environmental protection and rational use of natural resources in the GDP of Ukraine, as well as the share of capital investments (environmental) in the structure of capital investments of Ukraine are analyzed. The features of the current state of financing environmental protection and rational use of natural resources are highlighted. Conclusions. The results of the research made it possible to identify the main problems in the field of financial support for environmental protection and to outline the ways of their solution. The necessity of investments mobilization into nature protection activity is proved through development of appropriate means of economic stimulation and their legislative fixing, which will allow to solve the problem of financial support of environmental protection by diversification of financing sources. Community-wide planning of hospitals and related facilities in a metropolitan area helps to translate the miracles of modern medical science into high quality service for all at reasonable cost. Community-wide planning for children's inpatient services should encourage grouping of small segregated pediatric units in which most children receive care today. These small units interfere with provision of high quality, comprehensive care and are wasteful of scarce personnel and dollars. Experts should agree upon the minimum size unit in which effective care can be provided; this minimum would obviously be much larger than most units in existence today. To achieve this minimum, most general hospitals should affiliate with major general hospitals or children's medical centers at which their pediatric inpatient facilities could be grouped into a few large units. The children's medical centers should take leadership in exploring the feasibility and nature of such affiliations of which the key element is the medical staff relationship. Such affiliations are consistent with and conducive to valid objectives of children's medical centers: leadership in promotion of child health, child care, education and research. Failure of children's medical centers to develop such affiliations may have dire consequences in the long run.
