The article reveals theoretical and methodological aspects of assessing the sustainable development of rural areas in Kazakhstan. In the course of the analysis, the authors revealed that economically stable and socially developed rural areas will become the basis of stability, independence and food security of the country. Changes in the number of rural population, natural growth and migration growth in recent years have been analyzed. The main socio-economic indicators of development of the Kazakh countryside are presented. The authors state that the losses are mainly observed in the spheres of professional, scientific and technical activities. It is concluded that the problems of improving the level and quality of life in the countryside should not be solved by the old costly methods. The conditions and opportunities for the development of rural areas are diverse in the republic. In this regard, studies aimed at assessing the potential of rural settlements, as well as the effectiveness of the activities of State and local authorities in ensuring sustainable development of rural areas, become relevant. The generalization of literary sources and foreign experience showed the importance of the main directions of public support for rural residents, the implementation of which contributes to the efficient use of agricultural resources, modernization of production and development of innovative technologies, formation of conditions for the intensive development of small business and entrepreneurship in rural areas, the increase in the employment level of rural residents due to expanding the scope of non-agricultural activities and more fully involving rural labor resources in economic turnover, increasing their level of income.

This paper develops the principles of the architectural and urban development environment of rural tourism in the e Novosheshminsky region of the Republic of Tatarstan. The concept of rural tourism, a comprehensive analysis of the tourist potential of the Novosheshminsky region and Tatarstan and foreign experience allow developing principles of creating a comfortable tourist environment. The paper identifies significant aspects of organizing the touristic infrastructure in the rural areas and their correct use in the given conditions, the Novosheshminsky region, in particular. The concept of the sustainable development of this region will be further developed.

Sustainable agricultural development is a concept of rural and agricultural development programming that combines production goals with environmental requirements. The sustainable development of sustainable agriculture is aimed at harmonizing social, economic and environmental goals. The principle of sustainable development is the axiological basis of the European Union’s activity and is nowadays the motive for legal and agricultural regulations. In Polish law, the principle of sustainable development is contained in Art. 5 of the Constitution of the Republic of Poland of April 2, 1997 and is considered a systemic principle. The definition of sustainable development is included in Art. 3 point 50 of the Environmental Protection Law. In the provisions of the Act of February 20, 2015 on supporting rural areas with the participation of the European Agricultural Fund for Rural Development under the Rural Development Program for 2014-2020, we do not find a direct reference to the principle of sustainable development. The aim of the article is to highlight the legal basis of the principle of sustainable development and to answer the question whether the Rural Development Program implements the principle of sustainable development?

The article deals with the role of small scale industry in India in achieving the sustainable development. The author draws attention to the fact that the small scale industry promotion policy impacts significantly not only on decreasing the unemployment rate as well as long-term and youth unemployment but also on solving such acute social problems as poverty, famine, undernourishment and food insecurity, lack of quality education, gender inequality and the empowerment of women. The author pays attention to the evolution of small business in India in 1950-2010s. It argues convincingly that due to significant number of population as well as low-skilled labor on the one hand and limited financial resources on the other one small business has been considered to be a buffer between modern big business and the bulk of the population remaining outside it. The author considers the effectiveness of the industrial policy through the prism of stimulating small-scale industry and changing its place in the Indian economy. The author examines the activity of the The National Bank for Agricultural and Rural Development (NABARD) which is considered to be the most important institution which looks after the development of the small scale industries. The aim of NABARD was poverty reduction and development assistance (it’s one of the premier agencies providing developmental credit in rural areas). The article presents the definition of small scale industry in India both in terms of employment level and the investment limits as well as statistical data on number of units, its share in industrial production and exports and expansion of small scale sector in 2000-2010s. The author identified main problems facing cottage and small scale industries in India at the present time. The research is based on the systematic approach to the study of national economy using basic methods of scientific knowledge such as induction and deduction, analysis and synthesis.

Agritourism is a complex activity, a chance maybe today to ensure both human health and the “health” of the environment and rural settlements in order to achieve a most wanted desideratum, the sustainability of the rural environment. The idea of this paper starts from the trend of the current period, meaning the strong emphasis on natural, organic, bio, in all human activities, health and environment, in a word, sustainability. The necessity of implementing the sustainability of activities, health and environment in rural areas, taking into account the agritourism field, was a subject pursued in the study, taking as area of study the mountainous rural environment, the reason of this choice deriving from the fact that the mountain area offers great opportunities for agritourism development, the practice of which is even necessary in the current period. The sustainability of agritourism on rural health and environment cannot be dissociated from the economic, social and cultural life of the community in which it manifests itself, and has a multiplier effect on all the domains with which it interacts. So the purpose of the paper is to follow the development of the agritourism field and, based on some present information, to make a future forecast for some specific indicators, to highlight the representative aspects related to the development and capitalization of guesthouses from a rural mountain environment through agritourism and to come up with a forecast for future transformations that need to take place in the studied area in order to support the sustainable development of the human environment through agritourism.

Subject. In modern conditions, the effective management of sustainable development of rural areas needs effective requirements. Development of rural areas is impossible without a clearly developed strategic plan. Therefore, strategic planning has recently become even more relevant. Objective. Development of recommendations on strategic planning for sustainable development of rural areas. Methodology of the work. The research employed the methods of economic analysis and comparison, as well as an abstract-logical and monographic analysis. The authors used statistical data of the Territorial Body of the Federal State Statistics Service for the Republic of Buryatia for 2014–2016, as well as periodicals and Internet resources. In addition, such methods of analysis as systematization and generalization were used. Results. The research features an analysis of strategic planning of sustainable development of rural areas. It proposes a procedure for developing a strategy for the sustainable development of rural areas. Conclusions. The analysis led to the conclusion that for the agricultural sector it is necessary to create a multi-level integrated system for planning the socio-economic development of rural areas. The proposed procedure for developing a strategy for sustainable development of rural areas allows for a more accurate assessment of rural development prospects, more effective development of strategic plans for rural development, and can be used as a strategic planning tool.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.

Sustainable development is socioeconomic growth that integrates political, economic, and social measures alongside environmental protection to meet the needs of communities and citizens without compromising the ability of future generations to meet their needs. The sustainable development concept was initially based on three main pillars: environment, economy, and society. In successive years, this concept has been expanded to include new pillars. The awareness of these changes has influenced our research interests. The main research objective of this study was to evaluate the applicability of geographic information system (GIS) tools (data, tools, and multidimensional analyses) to the implementation of sustainable development principles in rural areas. The study covered rural and nonurbanized areas in Poland, especially farmland, forests, fisheries, and farms. The study presents the results of our research into environmental, economic, and social determinants of growth in the spatial dimension. GIS tools continue to evolve, which improves access to information and increases database managers’ awareness that highly accurate data are needed for spatial analyses. GIS systems allow us to formulate, in a structured and formal way, models that reflect both the current state and forecast changes that will occur in space. It is a very useful tool in the sustainable development of rural areas.
