The modern system of secondary vocational education must meet the requirements of practice-orientedness, take into account the requirements of employers to the level of development of general and professional competencies of employees in specific specialties, taking into account the specifics of the type of professional activity. The core of the national qualifications system is represented by professional standards developed jointly with leading companies in the Russian national economy. Actual expectations and needs of employers are guidelines for them educational system of secondary vocational education in the process of modernizing educational standards and programs. Russian Railways, as a natural monopoly, takes an active part in the development of industry education and training for railway transport. The content of requirements for middle-level employees, who make up more than a quarter of the company’s staff, in specific areas of training is reflected in corporate standards.A brief historical review confirms the conclusion about the practical orientation of secondary vocational education in the field of railway transport, the significant accumulated experience of industry vocational education, the active participation of the relevant department, and then Russian Railways, in its optimization. The growing demand of the company for middle-level employees, skilled workers and employees is matched by the growth in the number of graduates of secondary vocational education institutions.The results of a comparative analysis of the content of the provisions of the Federal State Educational Standard of secondary vocational education and local acts of JSC Russian Railways related to the educational and professional training of technicians in the field of communication in railway transport are presented. The purpose of the study is to determine the similarities and differences in the requirements of corporate and educational standards for the composition and level of development of professional competencies among employees of this specialty. The findings will make it possible to identify ways to optimize the FSES of secondary vocational education in relation to the results of educational training, taking into account the expectations of the employer.

The future of secondary vocational education is uncertain. As part of the development of regional training systems, models are being reviewed in which the training of workers is carried out at enterprises, and the training of middle-level specialists is carried out at universities. In these conditions, it is especially important to integrate colleges into the industrial ecosystem of the region, to develop the base of professional training for adults. Scientific, pedagogical and methodological works are analyzed, on the basis of the analysis, generalization and systematization of results, periodization of information is carried out. The main stages of development of secondary vocational education presented. Each stage has its own periodization. The time frame of the stages depends on the changes taking place in the socio-economic and political spheres, which is reflected in the education system. The stages are characterized and described: the reasons are identified; new elements, objects and subjects of educational relations have been identified; new concepts are presented. The description of the stages allows you to trace the trends and identify the dynamics in the development of secondary vocational education. Differentiation of secondary education is the most likely scenario for the development of secondary vocational education for the next decade. It was revealed that a strategically important task for the next decade is to provide of secondary vocational education system with management mechanisms that allow timely and adequate response to changes in external conditions both in the labor market and in the field of technology.

Examined is the problem of the content of educational standards of various levels of training: secondary vocational education (SPO), bachelor’s degree, specialty, master’s degree. Shown by the example of one enlarged group of specialties and directions, that the standards do not differ much after the changes in 2020. Noted is, that educational programs will differ after the educational organization determines the training profiles and professional competencies. Proposed is to develop generalized standards for all levels of higher education and to form a qualification characteristic for each direction or specialty, indicating the training profiles, the list of professional competencies and the professional standards recommended for use. В статье обоснована актуальность обновления библиотечных фондов, фондов электронных образовательных и информационных ресурсов в соответствии с содержанием образовательных программ системы среднего профессионального образования по специальностям, востребованным в настоящее время в связи с запросами конкретных отраслей экономики и перспективными потребностями рынка труда. Рассмотрены вопросы обеспечения и мониторинга занятости выпускников образовательных организации среднего профессионального образования, как индикаторов качества и развития системы подготовки квалифицированных рабочих, служащих и специалистов среднего звена с целью соответствия запросам реального сектора экономики, социальной сферы, сферы услуг, малого и среднего предпринимательства, в том числе с учетом обновления перечня профессий рабочих, должностей служащих, по которым осуществляется профессиональное обучение, перечней профессий и специальностей среднего профессионального образования. The article justifies the relevance of updating library funds, electronic educational and information resources in accordance with the content of educational programs of the secondary vocational education system in specialties currently in demand in connection with the needs of specific sectors of the economy and the promising needs of the labor market. Issues of ensuring and monitoring employment of graduates of educational organizations of secondary vocational education, as indicators of the quality and development of the system of training of skilled workers, employees and middle-level specialists in order to meet the needs of the real sector of the economy, social, services, small and medium-sized enterprises, including by updating the list of professions of workers, positions of employees in which vocational training is carried out, lists of professions and specialties of secondary vocational education.

The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. За последние годы система среднего профессионального образования (далее – СПО) претерпела значительные изменения и модернизации для того, чтобы соответствовать современным реалиям и запросам работодателей. Модернизация системы СПО осуществляется комплексно и направлена на решение ряда актуальных вопросов, от которых напрямую зависит развитие системы подготовки квалифицированных рабочих, служащих и специалистов среднего звена. Разработанные примерные образовательные программы являются базисом для всего дальнейшего обучения в рамках основной образовательной программы среднего профессионального образования; наличие учебников и учебных пособий в свободном доступе и необходимом количестве – обеспечивает необходимой базой для изучения; в то время как уровень занятости выпускников по специальности является одним из показателей качества полученного образования. Значимость данных аспектов сложно преувеличить, а, следовательно, необходима нормативная база, способная регулировать вопросы, связанные с получением СПО обучающимися. В рамках данной статьи будут исследованы нормативно правовые акты, регулирующие обеспеченность учебниками, актуальными учебными программами, а также вопрос занятости выпускников в системе среднего профессионального образования. In recent years, the system of secondary vocational education has undergone significant changes and modernization in order to meet the modern realities and demands of employers. The modernization of secondary vocational education system is carried out in a comprehensive manner and is aimed at solving a number of topical issues on which the development of the system of training of skilled workers, employees and middle-level specialists directly depends. The model educational programs developed are the basis for all further education within the framework of the main educational program of secondary vocational education; the availability of textbooks and textbooks in free access and the necessary quantity – provides the necessary basis for study; while the employment rate of graduates in the specialty is one of the indicators of the quality of education received. The significance of these aspects is difficult to exaggerate, and therefore a regulatory framework is needed that can regulate issues related to the receipt of secondary vocational education by students. Within the framework of this article, regulatory acts will be investigated governing the provision of textbooks, current curricula, as well as the issue of employment of graduates in the secondary vocational education system.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

Statement of the problem. The purpose of professional education is to provide managers with professional qualities which form the competence of an individual. In this context, much attention is paid to the formation of reflexive skills of future managers that contribute to understanding, awareness, analysis, and evaluation of large amount of information. The lack of universal understanding in Pedagogy of the features of the process of forming reflexive skills among future managers proves the relevance of this study. The purpose of the article is to identify the features of the process of formation of reflexive skills among future managers in the system of secondary vocational education and to analyze the results of experimental work on the implementation of the developed organizational and pedagogical conditions in the educational process. Review of the scientific literature on the problem. The analysis and synthesis of professional and educational standards, normative legal documents of secondary vocational education is carried out. The analysis of scientific works of philosophers who have studied human reflection and thinking is carried out. The works on psychology devoted to the problem of understanding the essence of the process of reflection and the formation of reflexive competence of the individual’s personality in modern society are considered. In the field of pedagogical science and practice, the analysis of scientific works devoted to the competence approach and the study of the essence of the process of forming reflexive skills is carried out. The elements of the methodology of pedagogy and the theory of pedagogical research are systematized, in particular, the concept of humanization of the educational process, the methodology of personality-oriented learning, the competence approach, the theory of reflexive activity, on the basis of which systematization of an educational process is carried out within the framework of modern tendencies and trends. Methodology (materials and methods). Based on the research of scientific works of Russian and foreign authors devoted to the development of pedagogical theory and practice in the field of vocational education and arrangement of an educational process in vocational education institutions. The analysis and synthesis of practical methods and techniques that contribute to systematization of the process of formation of reflexive skills among future managers in the Secondary Professional Education (SPE) system is carried out. The analysis of scientific literature, a survey among teachers and heads of institutions in the SPE system, allowed us to identify and justify the features of the formation of reflexive skills among future managers in the SPE system and to develop organizational conditions for the process of developing these skills. The article shows the content, features, and results of the implementation of these conditions. Research results. The article deals with current methods and techniques that provide effective professional training of management students in the system of secondary vocational education, who are able to detect and formulate professional tasks and find ways to solve them. On the basis of the philosophical understanding of reflection, the content of reflexive skills aimed at discovering meanings in their own activities and in the “teacher – student” interaction is determined. The conditions for the formation of reflexive skills in the pedagogical process are revealed: creation and implementation of the typology of reflexive tasks; creation of a dialogic context in educational activities based on construction of the process of solving educational tasks; ensuring personal acceptance of the subject of a reflexive task; filling an educational process with a reflexive component; creation and implementation of the mechanism for development of reflexive skills among future managers in the SPE system. The results of the formation of reflexive skills in the system of secondary vocational education are presented. Conclusion. As a result of the conducted research, the organizational and pedagogical conditions for the formation of reflexive skills among future managers in the SPE system were developed providing a qualitative increase in the level of formation of reflexive skills among students. Consequently, the reconstruction of the educational process in the SPE system, based on the implementation of the presented organizational and pedagogical conditions, significantly optimizes the process of forming the reflexive skills among future managers.
