The social policy of a modern state should be aimed at creating conditions that ensure a decent life for a person and their free development as an individual. The most important areas of social activity of the state should be labor protection and improvement of people's health, ensuring a guaranteed minimum wage, full employment, state support for large families, students, motherhood and childhood, disabled people and pensioners. The objectives of social policy are: increasing incomes and social protection of the population; optimization of social and labor relations; improving the health of citizens; protection of motherhood and childhood and state support of the family. These factors determine the relevance ofstudying and developing methods of financing healthcare. The article pays attention to the issues of social insurance, as it is an integral part of the general insurance system. However, social insurance has a number of significant features that are determined by the requirements of social protection of citizens. Together with the state budget, significant amounts of financial resources are accumulated in social insurance funds, directed to solving problems of socio-economic development, which is reflected in this article. In the practice of healthcare financing in Kazakhstan, certain negative trends have developed, leading to inefficiency in the use of allocated budget allocations, which are emphasized in the work. Based on the results of the study, the issues of creating a stable financial base for compulsory social health insurance in the Republic of Kazakhstan are systematized.

The scientific article reveals the formation of the Ukrainian system of social protection (historical aspect). The main stages of development of social policy in Ukraine, from the first origins to the key principles of modern social policy are described. The desire of the Ukrainian authorities to renounce the paternalistic role and alimony is emphasized. Priorities for activities in the social sphere have been identified: guaranteeing social rights, increasing the effectiveness of social programs, assistance to vulnerable groups (large and low-income families, servicemen, people with special needs, victims of violence, etc.). The general scheme of the social protection system in Ukraine is presented, which consists of two main parts: compulsory state social insurance, which is formed through the contributions of employers and working citizens to the relevant social insurance funds; system of social support (assistance, benefits, subsidies, social services), which is mainly formed by taxation and financed from the state budget. Further ways of scientific research are outlined (content and principles of realization of the state social programs on support of vulnerable segments of the population).

The paper starts with a brief discussion of recent developments of economic restructuring of the State Owned Enterprises in China and their related reforms in social insurance and social assistance. It then reports the findings of an attitude survey of residents in Shanghai in 1996 towards the social and economic consequences of economic reform. It reveals that, despite the fact that most people feel better off with the reforms, there is still a need for the state to play a role in social protection.

The article is a critical analysis of neoliberal approach to system of social protection in Slovakia, especially after the year of 2004, when a major reform of the Social Security Law and social policy took place. The focus is on specific sub-systems of the social protection – i.e. the system of social insurance, the system of state support and the system of social assistance – in the light of the constitutional and fundamental principles of law (liberty, equality, justice and solidarity), the actual content of the abovementioned systems of social protection and values and principles of the European social model of welfare state – and leads to author’s overview of major flaws and spaces for improvement.

Annotation. Introduction. The article considers the concept of unconditional basic income in the study of social policy as a state instrument of universal social justice. Considerable attention paid to the prospects for the introduction of unconditional basic income and the implementation of its basic principles into Ukrainian legislation. Various approaches of legal regulations and etymology of social policy in the context of the state security system are considered. Significant emphasis placed on the study of the theoretical challenge of unconditional basic income, namely the study of the functioning of such a mechanism in modern communicative realities. This research is a product of analytics and was created without taking into account the author’s political ideas. Given the recommended amount of research, the issues of unconditional basic income was considered not to be completed. Purpose. One of the main tasks of the article is to study the mechanism of functioning of unconditional basic income and the possibility of its application in practice. It is also worth giving your own view of the social policy problems. The tasks of the article are to analyze the modern social security system and to suggest options for its improvement. Results. The theory of unconditional basic income currently has no practical application. Despite a significant number of theoretical experiments, no country in the world uses the instrument of unconditional basic income at the legislative level. Therefore, it is too early to talk about the implementation of this theory of social policy in practice in Ukraine. Conclusions. Theory of unconditional basic income has a strong intellectual tradition, but the practical application of this instrument of social policy not implemented. Our studies show that such a system promotes the development of human capital and increases the geographical mobility of people. Unconditional basic income creates material support that promotes human development in other spheres of life. However, it was noted that conducting such a social policy requires significant expenditures from the state budget. This creates material barriers for some countries to use unconditional basic income as a tool of social policy. Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.


The relevance of the study is determined by theoretical definition of the essence and specification of the components of the subsystems of public finances, which allowed us reveal the need for studying the role of household finance in public finances, which have a direct connection with the state budget, local budgets and funds of social importance. As a subject of public finance, households, through participation in the formation and use of public finance, can influence the stability of this category. Analysing profitable part of the state budget, namely stake of payments from the profits of householders in a budget, and considering their personal interest in a social sphere, it was their public interest that unites interests of the state and private is certain. Due to the fact that almost a third of the expenditures of the consolidated budget is allocated for social protection and security, and one of the public finance subsystems is fully owned by non-state social funds, financial flows that are defined and guaranteed by the state for all citizens and personify public interests were considered. The analysis of the expenditures of the state and local budgets determined that the expenses on the social protection of pensioners and the social protection of the family, children and young people are of the greatest interest, and they are directly related to the finances of households. Using the indicator of the stability of public finances, articles on social protection were examined, and it was determined which areas could adversely affect the sustainability of public finances. Social protection of the retired people refers to the area with a negative impact on public finances. The obtained results require further studies of the relationship of the social sphere with household finance, which will make it possible to determine the instruments of influence and regulation in the sphere of public finances.

Introduction. Social protection of the population is one of the state functions The implementation of a socially oriented state policy involves solving the problems of social protection and is aimed at creating the proper conditions for a decent standard of living and free development of the individual. The emergence and functioning of social insurance is conditioned by the presence of various social risks and the need to retain citizens who can not take an active part in the process of social production. Purpose. The purpose of the article is to study the practical principles of the functioning of the system of state social insurance of Ukraine and Germany and to develop, on this basis, practical recommendations aimed at improving the social insurance of Ukraine in the context of the borrowing of progressive experience in Germany. Results. Approaches to the treatment of social insurance are considered: as a system of economic relations, as an element of the social policy of the state, as a component of social protection of the population. A comparative analysis of forms of social insurance and sources of financing payments in Ukraine and Germany has been carried out. The practical aspects of functioning of compulsory medical insurance in Germany are investigated, its positive features are revealed. Conclusion. It is revealed that the forms and sources of state social insurance of Ukraine and Germany are similar. The exception is the state health insurance, which in Ukraine is in the stage of implementation. The necessity to restore the payment of a single social contribution by hired workers in the conditions of a shortage of financial resources in the sphere of social insurance of Ukraine is substantiated. It is proposed to apply in the domestic practice the mechanism of functioning of the state medical insurance of Germany, which excludes the possibility of abuses by medical workers in the context of the appointment of unnecessary medical examinations and procedures.

The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

This article discusses the formation of the social protection system in the Republic of Kazakhstan and its component such as social insurance, the place and role of the Head of State - the Leader of the Nation in the implementation of these reforms in Kazakhstan. The essence, goals, principles of social insurance were determined in this article. The points of view of the scientists and experts were studied. The interpretation of the social insurance, comparative analysis of the concepts of social security, social assistance, benefits and compensation was researched. The state could not stay out of this complex process and began to actively participate in it. Moreover, this participation has been carried out in two directions. The first is the creation of the state insurance system, which either protects the states’, mainly property interests, or protects certain socially vulnerable groups of the population. The second is the creation of the mechanism for legal regulation of insurance relations as the special group of the public relations. In the legislation of any country extensive block called legislation on insurance. In the market economy, based on the private property, the main driver of insurance is the desire of the owner to protect his property. At the same time, the growth of welfare causes the individual to take care of himself, which expands the scope of personal insurance.

The issues of social policy of the State have recently been in the discourse, in search of its new format. They acquired particular relevance in the context of the globally unfolding coronavirus crisis. The article shows that precisely the coronavirus pandemic has become the impetus for understanding the role and content of social protection of the population, has opened up new opportunities to transform it in search of true goals and instruments of implementation. It is proved that health becomes an urgent object of protection, that the health of society and an individual are mutually conditioned and complementable. Modern risks requiring an adequate response on the part of the State to overcome them are analyzed. In addition to the coronavirus pandemic, digitalization seriously affects humans and society, leading to the displacement of humans from the spheres of employment, transformation of the labor market and blurring of employment boundaries, precarization and unsteady employment. The growing inequality in the world leads to many problems in the social sphere and requires its solution. We are certain that in the conditions of modern, constantly complicating socio-economic development, increasing uncertainty and riskiness, there is an urgent need to develop a new type of social policy in which the most important values should dominate: health of human, access of human to sources of education, health care, consumption of clean water and other socially significant benefits, to decent income and living conditions. Such a system of social protection is in development, its sprouts to varying degrees of dimension and efficiency are formed in different world countries. The lessons learned in the process of combating the pandemic can become a good help in its formation.
