Intensive migration processes of the last thirty years, where the Russian Federation is an active participant, lead to a gradual change in the ethnic composition of residents in a number of Russian regions. On the basis of field research in a number of educational organizations of Sverdlovsk region in 2021 and the analysis of the situation in the field of interethnic relations, the authors substantiate the need for the formation of intercultural competence by means of education. By the population composition with the passing of time Sverdlovsk Region will eventually become even more multinational, including due to migrants from the Central Asian countries coming both to work and to obtain citizenship. The regional authorities take this aspect into account in their work with the population: there is an Advisory Council for Nationalities, dozens of public organizations representing the ethno-cultural interests of a number of diasporas and ethnic groups, large interregional public organizations dealing with interethnic interaction. The problem of adapting children and youth from families with a migration history to a non-ethnic environment deserves attention, since the level of social tension and conflict of interethnic relations in the region where they live will potentially depend on the degree of their inclusion (integration) into the Russian society as they grow up. If multicultural Yekaterinburg schools and schools of Sverdlovsk region from time to time become the subject of consideration by researchers, there are no open access scientific publications of a complex nature that would systematically characterize the situation in the field of interethnic relations in educational organizations in the region, especially at the level of secondary vocational education. The study of the ethno-cultural component representation in the education system of Sverdlovsk region is conducted, as an example, the systematic work in forming intercultural competence in Sverdlovsk Regional Medical College is examined, recommendations are given to introduce “Ethics and culture of interethnic communication” as a basic discipline into the curricula of educational organizations of secondary vocational education.

In the professional educational organizations implementing the educational program of secondary General education within the development of professional educational on the basis of the main General education, studying of mathematics has the features depending on a profile of secondary vocational education. Profiling goals of mathematical education are reflected in the choice of priorities in the organization of educational activities of students. The scientific and technological revolution in all areas of human activity imposes new requirements on knowledge, technical culture, General and applied nature of education. This poses new challenges for the professional educational to improve education. The applied orientation of the school course of mathematics is carried out in order to improve the quality of mathematical education of student’s, the application of their mathematical knowledge to solve problems of daily practice and further professional activities. The article is devoted to the peculiarities and importance of integrated classes ‘Mathematics and Chemistry’ for obtaining professional skills in secondary vocational education. Experimental work has yielded positive results. The significance of the research: the materials of the article can be useful for school teachers of mathematics.

The experience of the Federal Agency for Railway Transport (Roszheldor) conducting annual training courses for the heads of educational institutions of secondary vocational education and heads of state universities of railways supervising their work, organized by the Training and Methodological Center for Education in Railway Transport, considered. Research is devoted to a new strategic initiative for the development of secondary vocational education "Professionalitet". This initiative is declared as a new level of education in colleges and contains approaches and principles for updating the content of vocational education, intensifying the development of professional educational organizations and reducing the duration of training.A retrospective analysis of the history of secondary vocational education revealed the predisposition of this level of education to rejection and change in the semantic connotations of the levels of vocational education in different historical periods. The process of development is often presented as a struggle of emerging new entities with old meanings, which inevitably continue to function in the minds of people. Historical retrospective knowledge gives us the opportunity to optimize our views on the inevitable new and the obsolete old.Presents the characteristics of the project "Professionalitet". The analysis of the socio-economic reasons for the creation of professionalism allows us to speak about its objective necessity, and the presented structure of the new level of education gives an answer to the question-due to what the training period will be reduced. The appearance of the new federal educational standards for secondary vocational education has given rise to two tools: the WorldSkills competitive movement and the independent assessment of qualifications. Today, the state final certification should be conducted in the form of a defense of the final qualification work, in the form of a thesis (diploma project) and a demonstration exam, which requires specialized sites (equipped with modern technological equipment) that allow you to perform tasks that are provided for in the passport of competencies according to the WorldSkills model. This entails financial costs for educational organizations: either for the participation and use of a specialized site on the basis of a third-party organization, or for the creation of new competencies and the development of the material and technical base of their educational institution.The article describes the experience of the teachers of the Tikhoretsk Technical School of Railway Transport in developing competencies according to WorldSkills standards, as well as the problems and ways of developing championship lines in railway specialties. The creation of new competencies, the development of an expert community, the interaction of educational organizations and the holding of competitions according to WorldSkills standards brings changes to the system of secondary vocational education and sets the pace in the development of championship lines.

The importance and role of the non-profit organization "Association of colleges and technical schools of transport", which has become a collegial body representing and defending the interests of a single educational community of railway colleges and technical schools working in the interests of the country's strategic industry, are considered. Today, the Association of colleges and technical schools of transport unites more than 50 educational organizations in the system of transport secondary vocational education. The main mission of the Association of colleges and technical schools of transport has been determined — coordination and organization of the activities of educational organizations, meeting the growing requirements of the industry for the quality of training qualified specialists of secondary vocational education, promoting the interests of transport education, including in matters of legal regulation of the implementation of tasks in the field of training specialists middle management. The factors providing the relevance and viability of the system of secondary vocational education of transport education are given. The prospects of the system of sectoral secondary vocational education are noted: the ability to quickly and disciplined rebuild, to effectively respond to the challenges of the time; the cohesion of the secondary vocational education system, manifested in the work of the Association of colleges and technical schools of transport — the coordinator and leading center of railway colleges and technical schools. A separate direction in the work of industry education is shown — participation in the WorldSkills movement in the context of the associated partnership of universities with the “Agency for the Development of Professional Communities and Workers Young Professionals (WorldSkills Russia)”. The growing role of industry education in the WorldSkills Russia movement, which today is becoming a locomotive for professional education, is indicated.

The article examines the forms of interaction between the state, business and educational organizations in order to train personnel with secondary vocational education for the needs of the modern economy. It is generally recognized that for the successful development of the economy of any state and its constituent regions, a sufficient number of working personnel is needed, the level of training of which corresponds to the level of development of the productive forces. In the absence of a dialogue between the state system of personnel training and representatives of industrial enterprises, the implementation of this task is very difficult. After all, it is the enterprises that form the need for labor. In addition, the current pace of technological progress sets special requirements for the speed of entry into the labor market of specialists who have the skills to work on modern equipment. All this requires an immediate revision of approaches to the development of the vocational education system, constant updating of the material and technical base of professional educational organizations. The most successful is the cluster approach to the organization of the economic space of the regions. At the same time, such an approach is currently used only to combine the efforts of the state, business and scientific institutions in order to introduce the results of scientific developments into the activities of economic entities. In this regard, this study suggests considering the possibility of creating educational and industrial clusters as an institution that unites the interests of the state, business and educational organizations on the basis of partnership agreements. In addition, the article offers a set of tax preferences in order to encourage industry enterprises to invest in the system of secondary vocational education.
