Introduction. So far, there is no reliable scientific basis for forecasting and preventing pandemics. Around the world, there is public dissatisfaction with the authorities’ insufficiently prompt and effective actions to prevent the spread of Covid-19. The purpose of the study is the formulation a significant problem of the complexity and effectiveness of the operational protective measures for the health and life of the population from COVID-19 in other epidemics and pandemics. Material and methods. Based on the application of a systematic approach and the international methodology for the policy analysis, the author proposes the structuring of the emergency measures and the subjects of the socio-psychological factors analysis of the epidemics and the pandemics to determine a system of the quantitative indicators and the monitoring of the situation. Results. During the epidemics and the pandemics, it is necessary to take emergency measures and also to strive to prevent them based on an in-depth study of the causal relationships, in particular, the risks of the recurrence as a result of the increased traffic flows, urbanization, agricultural intensification, environmental degradation and the continued development of new species biological weapons. Discussion. Among the topical areas, it should be attributed the application of the restrictive measures both on the international and domestic air travel; the limiting the increase in population density in large cities with a focus on the standards of «social isolation»; more the adequate environmental protection, the reducing the risk of the infection transmission from the animals to the humans; the reduction of people infections with nosocomial infections. Conclusion. The author proposes to significantly restructure the analytical and other functions of the operational protection of the population health and life during epidemics and pandemics.

Optimal management of eye trauma requires a careful history, a controlled examination, protective measures to limit the damage and prevent infection, and swift triage to an ophthalmologist. Personnel in the emergency department or office can accomplish these goals and save the patient permanent visual disability. How Does One Evaluate Trauma to the Eye? A systematic approach emphasizing history, visual acuity, and external examination are essential in the evaluation of eye injuries. The history should be detailed and should note the mechanism of injury, the events following the injury, preexisting eye disorders, systemic disorders, drug allergies, contraindications to anesthesia, when the patient last ate, and prior tetanus immunization. If ocular perforation, laceration, or intraocular foreign body is suspected, treat the patient as if preoperatively, allowing nothing by mouth, and consider intravenous antibiotics to protect against exogenous endophthalmitis. Visual acuity examination must be performed in every case. Measure the visual acuity in each eye separately with corrective lenses in place. A near card may be used for examination at bedside. Picture cards and charts are available for measuring acuity in children age 3 to 6 years. Preverbal children can be tested grossly by allowing them to reach for a small toy with one or the other eye covered.

Ship oil spill is one of the most serious marine pollutions. By assessing the risk of oil spill’s diffuseness, revealing the complex rules of its occurrence and taking appropriate preventive and emergency measures, we can minimize the pollution. With Yangshan’s waters in Shanghai as the background, this paper, using hierarchic analysis, gives a model of risk assessment on the oil spill’s diffuseness in Yangshan and a risk assessment on the oil spill’s diffuseness on the real ship, providing a scientific basis to effectively avoid pollution caused by oil spill diffuseness.

Abstract This paper presents a normative analysis of restrictive measures in response to a pandemic emergency. It applies to the context presented by the Corona virus disease 2019 (COVID-19) global outbreak of 2019, as well as to future pandemics. First, a Millian-liberal argument justifies lockdown measures in order to protect liberty under pandemic conditions, consistent with commonly accepted principles of public health ethics. Second, a wider argument contextualizes specific issues that attend acting on the justified lockdown for western liberal democratic states, as modeled on discourse and accounted for by Jürgen Habermas. The authors argue that a range of norms are constructed in societies that, justifiably, need to be curtailed for the pandemic. The state has to take on the unusual role of sole guardian of norms under emergency pandemic conditions. Consistently with both the Millian-liberal justification and elements of Habermasian discourse ethics, they argue that that role can only be justified where it includes strategy for how to return political decisionmaking to the status quo ante. This is because emergency conditions are only justified as a means to protecting prepandemic norms. To this end, the authors propose that an emergency power committee is necessary to guarantee that state action during pandemic is aimed at re-establishing the conditions of legitimacy of government action that ecological factors (a virus) have temporarily curtailed.

The innovative scientific developments of the Institute of Pig Breeding and agroindustrial production of the National Academy of Agrarian Sciences of Ukraine, which were and are of great importance for the field science and practice, are reflected in the historical sequence. A number of scientific, indispensable for agricultural production developments were obtained almost during the first decade since the founding of the Institute (1930 - 1940). The studies at that time were, as a rule, carried out under the order of the Union State Commissar Committee and the People's Commissars of the USSR directly, as well as the VASKHNIL, to which the Institute was subordinate. Almost from the first day the task was set regarding the solution issues related to the organization and techniques of pig farming, as well as the study of best practices on the methods and ways of conducting the industry on a scientific basis. The work gives a short list of tasks and their performance on the problems of feeding, selection and breeding pigs, as well as the subsequent development of the technology of production of the pig products of pig breeding industry. Experimental studies of the peculiarities of the functioning of the digestive system, later became the theoretical basis for the development of feeding standards for pigs of different age, sex and production groups. It was in the pre-war period, through the complex reproductive crossing of local black-and-white pigs of the Mirgorod region (Poltava region) with the boars of 5 other breeds, the Myrgorod breed of pigs was created. The Second World War forced for some time to suspend its activities. In the post-war years, work on the development of theoretical and practical issues of further improvement of breeds and creation of new ones, feeding and housing pigs, pain of in-depth study of the physiology of reproduction, complex mechanization of production processes and more was started even more effectively. As a result of many years of breeding work, their domestic pig breeds were created:the Poltava Meaty, theUkrainian Meaty, The Red White belted, high-productive types in the Large White breed and a number of other genotypes that meet modern requirements. The innovative technological developments are also given. Key words: innovative developments, breeding achievements, technological projects, business plans, implementation.

It is very frequent for a crane to lift cargoes on the marine structure. The accident of falling objects often occurs and causes great damages to the marine structure. In this paper, the improved risk assessment of FPSO’s structural damage caused by falling objects is carried out. ANSYS/LS-DYNA is used to simulate the impact on the deck structure of FPSO and submarine pipelines respectively for several times. To gain the relationship between the maximum impact force and parameters of falling objects, it is necessary to fit the data obtained by simulation, so as to construct the failure function in Monte Carlo sampling during the subsequent work. Based on the method of DNV’s recommendation, the calculation method of collision probability about submarine pipelines will be improved. According to probability statistics, failure probability theory and energy method, the Matlab GUI program can be compilied to simplify calculation. Through the input data, the failure probability of the different segments of the pipeline can be obtained, then comparing the failure probability with the acceptance criteria. If the calculated failure probability does not meet the DNV’s acceptance criteria, we should find out the larger risk and give it some protective measures. This process provides a scientific basis for reducing the damage of the marine structure and how to take reasonable protective measures.

Dapagliflozin was the first of its class (inhibitors of sodium-glucose cotransporter) to be approved in Europe, USA, and Brazil. As the drug was recently approved, there is the need for research on analytical methods, including dissolution studies for the quality evaluation and assurance of tablets. The dissolution methodology was developed with apparatus II (paddle) in 900 mL of medium (simulated gastric fluid, pH 1.2), temperature set at 37±0.5°C, and stirring speed of 50 rpm. For the quantification, a spectrophotometric (λ=224 nm) method was developed and validated. In validation studies, the method proved to be specific and linear in the range from 0.5 to 15 μg·mL−1 (r2=0.998). The precision showed results with RSD values lower than 2%. The recovery of 80.72, 98.47, and 119.41% proved the accuracy of the method. Through a systematic approach by applying Factorial 23, the robustness of the method was confirmed (p>0.05). The studies of commercial tablets containing 5 or 10 mg demonstrated that they could be considered similar through f1, f2, and dissolution efficiency analyses. Also, the developed method can be used for the quality evaluation of dapagliflozin tablets and can be considered as a scientific basis for future official pharmacopoeial methods.

The last year of the global COVID-19 pandemic has provoked unprecedented countermeasures in all sectors of the economy, including individual, group, institutional and industrial. The sports industry suddenly stopped all events. The aim of the present study was to evaluate the effect of the introduced emergency measures in Bulgaria on the training process and the performance of taekwondo ITF athletes in the discipline “pattern” of the state online championship in 2020. The study was conducted in the period 27/04-10/05/2020 and involved 79 athletes, profiled as representatives of large cities (Sofia, Plovdiv, Varna) – 27.8% and 72.2% – of small cities. The division was provoked by the various measures that were imposed during the state of emergency. The survey was conducted through an Internet-based questionnaire, which contains 23 items related to the training process during the state of emergency, as well as the ranking of the competitors in the online championship. The analysis made were the following: alternative analysis (to establish the relative shares of different responses in the questionnaires), comparative analysis (U – criteria of Mann Whitney), Varimax factor analysis and Hierarchical cluster analysis (Ward’s method). Statistically significant differences was found in the conducted training for equipment, in which in the big cities 4 – 5 times a week the athletes did not train, while in the small ones – 3.5%. The largest number of trainees conducted 1 – 2 training sessions a week. In the big cities it ranked second 3 times a week, while in the small cities – I have not trained. It was noteworthy that the representatives of the big cities evaluate the sharing of video trainings positively, while in the small cities they were hesitant in their opinion and the competitors indicate different evaluations. The key individual work of the coach with the medalists in both types of settlements stood out. There was a small number of trainings for medalists, which were systematized and focused. In 5th-8th place, a larger number of trainings was established, but the assistance from the coach was missing. There was a lack of motivation in not medalist athletes.
