The presented study examines the specific aspects and processes of the functioning of regional economies and interregional interaction.Aim. The study aims to analyze the existing mechanisms of the functioning and interaction of regional economic systems.Tasks. The authors present a general scheme for the functioning of a regional economic system; examine the principles of interaction between regional economic systems; determine the specific aspects of inter-sectoral interaction as a form of interregional cooperation.Methods. This study uses general scientific methods, including systems analysis, synthesis, induction and deduction, specification and generalization, and modelling.Results. The authors substantiate a general scheme for the functioning of the regional economic system as an object of management. Its structural elements include the region’s production-economic and socio-economic complexes and the fiscal sphere. It is shown that interregional interaction is now particularly important as it facilitates joint production of goods. Interregional interaction involves the exchange of goods and services, migration processes, and financial exchange. Interregional cooperation should be based on the existing federal and regional strategies. It is established that inter-sectoral interaction and formation of regional sectoral clusters are efficient forms of interregional cooperation.Conclusions. A specific feature of the functioning of regional economies is that it is regulated simultaneously at the macro- and meso-level. Regulation at the meso-level involves the implementation of regional economic development strategies with allowance for the socio-economic features of individual administrative and territorial units. At the macro-level, the regional economy functions within the existing strategy of the federal center and also involves interregional and inter-sectoral interaction.

The article highlights the challenges, causes and need for structural modernization of regional economic systems. It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity. In modern conditions, sustainable development of the economy of the country and regions inherently corresponds to the principle of innovation. The principle postulates the need to accelerate the development of innovation in the process of constant changes in a non-equilibrium economic system. The authors propose to ensure the accelerated development of innovations by implementing a scientifically based innovation strategy of regional enterprises. In this case, the concept of the development of strategies of the enterprise and the region, according to the authors, should be based on adapting the foresight methodology to the processes of self-organization of the system, including methodological tools for creating regional “points of innovation growth” taking into account the specifics of the region.

The purpose of this study is to identify and describe the trans-boundary economic interactions and crossborder development of the regions in various organizational forms of cooperation as a direction of globalization of the regional economic systems. Study of transformational processes in the national economy from the perspective of regionalization of social development opens up a list of scientific problems that are already urgent today and in the future will require new or additional justification. First and foremost, they include justification of the content and essence of economic regions, which operate outside the common market of the state and which are open for other national systems of the world economy within the framework of the interregional cooperation. Practice shows that territorial and economic systems are not limited to political and administrative boundaries but are able to function beyond their borders. This tendency needs scientific and theoretical justification in the meaning of a new paradigm of regional development. Methodology. The methodological basis for the study of theoretical and practical aspects of the functioning and development of regional economic systems in the conditions of interregional cooperation is the modern theories and concepts of regional development, including transborder cooperation. Practical implications. Modern publications do not adequately and deeply consider the issues of the nature of emergence and organization of regional communities’ international interactions, peculiarities of the forms of organization and economic feasibility of their existence. The essence of the research lies in justification of the scientific concept of development of the regions’ cross-border interaction as the objective tendency synthesis of the state and regions in the implementation of the extended economic reproduction. The article deals with the theoretical and practical issues of the regional economic communities’ development in the trans-boundary space of Ukraine. The terminological concepts “national economy” and “economy of Ukraine” are distinguished. And the necessity of promoting for Euroregions creation, expansion of cross-border cooperation was established. Value/ originality. It is established that the modern development of the world economy is based on the interaction of the border regions, which in total provide the cross-border movement of goods and services in the globalized economy.

The article forms the methodological basis for the use of strategic management technologies at the level of regional economic systems in order to ensure long-term competitive development. The need for a new policy and strategy for regulating territorial development was substantiated. Strategic management is the most important tool for solving problems of economic efficiency in the regions. The strategy of territorial development should determine the priorities and stages of restructuring the economy of the regions and the national economic space, and regional policy - to link specific measures to implement the strategy with all other areas of socio-economic policy and resource opportunities of the country. For strategic management of the region as a socio-economic system, it is necessary to consider its three components: social, environmental and economic, the defining of which is the latter. It consists of the results of a set of regional economic systems of individual enterprises engaged in production and economic activities, as well as a mechanism for managing regional resources in accordance with the objectives. Only the means of strategic management, which offers a sequence of actions to use the resources of a particular region, aimed at achieving the goals most desirable for each region, can ensure the stabilization and sustainable development of the region's economy. The object of strategic management in the work is the region - a complex and open socio-economic system, the subsystems of which are connected by a common goal - to create favorable economic, social, environmental conditions to improve the quality of life. The strategy of socio-economic development of the region can be considered both as a way to achieve the goals set in the strategy and as a form of territorial governance and economic activity, ensuring the effective development of regions in market conditions. Stages and specific tasks for the implementation of the territorial development strategy were proposed, taking into account the growing impact of global processes of the world economy. Particular attention is paid to the internal problems of the territorial development strategy.

Aim. The presented study aims to define a methodological approach to the formalization of regional strategies with allowance for the prospective benefits from the interaction between internal and external components of regional socio-economic systems for the national economy.Tasks. The authors determine the essence of strategic management of regional development by analyzing the internal processes of the interaction between subsystems, components, and elements of the region as a complex socio-economic system; compare the specific features of the functioning and interaction of administrative divisions in a planned and market economy; substantiate the principles of mutually beneficial interregional interaction and the need to improve supra-regional economic efficiency in view of the allowance made for the projected effects of interregional interaction in rational strategic planning; define the concept of strategic management of regional socio-economic systems and formulate an approach to the formation of the management process.Methods. This study use general scientific methods, including systems analysis, synthesis, induction and deduction, detalization and generalization, modelling.Results. The process of formation and coordination of regional strategies is conceptualized as a basic element of the organizational mechanism of strategic management of the functioning and development of regional socio-economic systems. A system diagram is provided that makes allowance for three hierarchical levels of management (federal, interregional, regional), each acting on the appropriate level of abstraction and introducing its inherent critical aspects of rational planning of national spatial development. It is shown that strategic planning of interregional interaction at the supra-regional level makes it advisable to develop multi-regional, multi-sectoral computer models that would help to achieve a state of interaction close to economic equilibrium, thus ensuring future functioning of the national economy based on the planning principle applied in a brand new way.Conclusions. The system of strategic management of regional development and interregional interaction should be a multilevel, hierarchically ordered mechanism for the formation and implementation of a strategic plan for the spatial development of the country. Such a system should be aimed at functionally maintaining social and economic, planned and competitive balance between national expediency determined by state strategic priorities and independent regional development guidelines without degenerating into bureaucratic formalism when creating regional development concepts on the one hand and without turning into a constant competitive struggle of divergent interests of the regions on the other. It is advisable to develop an integrated (supra-regional) approach to the strategic management of regions as regional socio-economic systems based on the conceptual organizational-managerial mechanism for their functioning and development. This approach should be aimed at achieving the planned supra-regional efficiency (socio-economic balance) using not-yet-manifested projected interregional synergetic and agglomeration effects from the use of interregional (national) infrastructure, scientifically based implementation of absolute and relative regional advantages in the process of determining and planning future regional specialization at the federal level, deployment and development of the territorial cores of intersectoral clusters serving as the starting points of growth for an optimally balanced crystal lattice of spatial development on the national scale, implementation of interregional interaction of expected quantity and quality, mathematically justified with allowance for the needs of interregional and intersectoral exchange, intra- and intersystem structures, elements, communicative relationships, dynamics and stages of the life cycle of industries, organizations, the ability to adapt to changes in the external environment of the regions included in the system.

The development of market relations in the Russian Federation has complicated the management of regional economic systems due to the strengthening of the independence of economic systems of each rank, both economic entities in the regions and the regions themselves as a whole. The change in management processes is taking place against the background of persisting disproportions between regions, caused both by their inherent objective natural and geographical differences and by differences in the level of their socio-economic development, which further complicates the problem of forming effective mechanisms for managing regional economic systems. In this article, it is proposed to consider the problem of forming an optimal mechanism for managing the regional economic system from the standpoint of the theory of regional reproduction. The theoretical foundations of the formation of the mechanism for managing the economic system are supplemented by the clarification of the concepts of «region», «regional economy» and «control mechanism» in relation to the specificity of the reproduction processes in the regions. This allows us to highlight economic activity through the phenomenon of entrepreneurial activity, as a management factor in the mechanism of management of the regional economic system, to propose theoretical and methodological approaches to its assessment. The method of the multivariate average was used as an estimation method. Based on the results of the assessment, the classification of the regional economic systems of the Russian Federation was carried out and, on its basis, an algorithm was proposed for determining a set of measures for managing economic activity in a region, depending on the type and level of manifestation of entrepreneurial activity in it. The proposed algorithm for differentiating regional management of economic activity will thereby improve the mechanism for managing regional economic systems, enhancing the targeting and efficiency of decisions and measures taken, and will help optimize economic activity in the region.

It is extremely important for Russia as a Federal State to approve the meso-level of strategic planning within the framework of transition to the system of planing. The role of such type of planning is to link and coordinate federal strategies both of sectoral and spatial nature with the strategies of social and economic development of the regions of the Russian Federation. Until recently, such a role, although quite passively, was played by the strategies of the federal districts, which were mainly based on the principle of mechanical summation of regional strategies with an attempt to promote somehow the practice of interregional cooperation. When developing the strategic planning documents in accordance with the requirements of the 172nd Federal law the hypothesis of linking the meso-level of such planning to macroregions, partly as an alternative to federal districts was generated. The concept of macroregion is well known in the regional development theory and it is also tested in the national economy, in particular in the form of the system of so-called “councils of national economy” (Sovnarkhoz). However, in modern conditions taking into account the realities of Russia and the specifics of the economy of the market type, the approval of the macroregion as a special subject of strategic planning requires a wide range of legal, economic and institutional prerequisites which are studied in this article.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.
