Theoretical foundation of the research of the socio-economic systems development

Forming of efficient socio-economic policy in conditions of modern globalization trends is characterized by the fact that external environment becomes more and more unclear, its changes become more frequent and its consequences become unpredictable. There is an urgent need to search for the reserves to improve territorial management. The process of managerial decision-making is an integral part of management cycle. It is necessary to have complex information to make efficient decisions that enables establishment of the system of direct and reverse relations between the activity of legislative and executive authorities and response to them in the regions. The system of monitoring is currently the one that is most relevant under market conditions. It provides quick collection of information on complex socio-economic phenomena and processes expressed in a few important parameters for immediate diagnostics of an object’s condition. The article deals with theoretical foundations of the research of the social and economic systems development. The authors prove that development should be considered as a general process in the organic unity of the socio-economic system. The necessity of monitoring the social and economic system of the region is outlined. To achieve the goal, the following general scientific and special research methods are used: observation, generalization, comparison and analysis, abstract and logical method. According to the results of methodological approaches, the definition of the term "social and economic system" is presented. The essence of social and economic system is disclosed in the article. The article argues that the development of the social and economic system is formed in a complex by the interconnected factors and is provided by an effective mechanism of state regulation and management at the regional level. The authors prove that the essence of management of the development of socio-economic system can be defined as a special kind of purposeful activity, which contributes to the achievement of progressive changes in maintaining a dynamic equilibrium and the implementation of the process of expanded reproduction in the regions. The article provides suggestions over the development of monitoring of social and economic system in the region, which will allow to justify the priorities of social and economic development, will increase the effectiveness of strategic planning, forecasting and programming, and most importantly – will provide the necessary rates of economic growth and improving of the living standards.

Urgency of the research. The environment of the social and economic systems functioning is characterized by a high degree of variability, which creates barriers for their development. The search for ways to ensure the development of social and economic systems has to be based on the perfect ownership of concepts and categories connected with development. Target setting. The formation of a conceptual and categorical apparatus of development requires not only the study of the categories associated with this concept, but also the establishment of existing interrelationships between them. Actual scientific researches and issues analysis. Afanasyev N., Rogozhyn V, Rudyk V. Belyayev O., Bebelo A., Bogatyryov I. and others have devoted their researches to the concept of development of social and economic systems at different levels of the hierarchy. Uninvestigated parts of general matters defining. At the same time, the interrelation between the categories related to the development of the system that needs to be refined and visualized and has not been sufficiently studied. The research objective. Construction of an attributive model for the development of social and economic systems by synergetic type in order to clearly illustrate the interrelations between the separate categories of the conceptual and categorical apparatus of systems development. The statement of basic materials. The article investigates the interrelations between the categories of development, the adaptability of the social and economic system and the regulation of development. An attributive model of synergetic type has been constructed, the feature of which is the optimal breadth of coverage of social and economic systems. Within the framework of the constructed model, the attributes of time and interaction with the division of the latter on the attributes of the space, motion and influence have been highlighted. Conclusions. The attributive model of the development of the social and economic system, constructed in this way, allows account the interrelationships between its development, the level of adaptability and the regulation of the system's development.

The article highlights the challenges, causes and need for structural modernization of regional economic systems. It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

Introduction.The paper deals with organizational and institutional aspects and principles of building social and labor relations of the large economic system. Such research is determined by the urgency and contradictory of scientific views by solving problems in the transformation processes of the social and labor relations in the modern economy.Materials and methods.Scientific materials of foreign and domestic scientists are used in the research. The author applies the system-axiological approach on the basis of the scientific methods’ combination, such as analytical, institutional and systemic. In addition, the concept of co-evolution is applied while considering organizational and institutional aspects of building social and labor relations.The organizational and institutional problems of designing a new system of social and labor relations during the transformation period are discussed in the paper.Conclusions.The author proposes four groups of principles, such as the principle of dynamic correspondence to value orientations of stakeholders and the goals of a large economic system, the principle of network based on institutional need, the principle of the balance of economic and social efficiency in the system of social and labor relations, the principle of flexibility and transformability of the social and labor relations’ system on the basis of co-evolution.Therefore.The results could serve as the conceptual basis for the design of the social and labor relations in large economic system, as well as the strategy for the socio-economic development of corporations.

Introduction. The features of social innovations classification are investigated. It allows them to be identified among the whole set of innovations in the social sphere of public systems. The approach is based on the differentiation between the main features that are characteristic for the given type of innovation. Purpose. The article aims to define the peculiarities of social innovations classification from a viewpoint of sustainable development for social and economic systems of different levels. Results. The main features of social innovations classification in terms of sustainable development have been described. The differentiation of social innovations into "deterministic" and "veritable" considering the basic peculiarities of social and economic systems development has been suggested. It has been specified that deterministic social innovations relating to innovation-oriented social and economic systems arise as the positive externals in the result of introducing technical, technological, economic, environmental and other innovations, thus, “veritable” social innovations are generated exceptionally for public development. The generation of such types of social innovation is characterized by the prospect of economic potential of the social and economic system.

The quality of human resources in socio-economic systems, as well as tools aimed at the formation of qualitative parameters, form the problem of improving the economic mechanism for improving the quality of human resources in modern conditions, which should take into account the management goals, the state and prospects for the development of quality parameters of the system elements, to ensure the effective functioning of the conceptual model of quality management of human resources.

PurposeThe purpose of this study is to investigate the resistance in management accounting practices (MAPs) in a developing economy in the manufacturing and service sectors in Vietnam.Design/methodology/approachData collection was carried out using survey questionnaires in Vietnamese language. The questionnaires were distributed to selected respondents from the manufacturing and service organisations in Vietnam. Textual structuralism was used to analyse different categories of data, i.e. survey questionnaires, photos and qualitative texts obtained from the literature.FindingsThe findings indicate that the usage of MAPs is more prevalent in the manufacturing sector than in the service sector. In addition, various traditional and contemporary MAPs are being used concurrently in Vietnam, which challenges the classical twofold dichotomy between mere socialism and mere neoliberalism.Research limitations/implicationsThe textual and photographic structuralism is used in this study to analyse primary data (geography and society and time) in a static setting. Hence, it does not analyse the research phenomena in a dynamic equilibrium setting to view the development of the research phenomena over time. Further research could expand data collection to include longitudinal and dynamic settings.Practical implicationsMAPs can be implemented in economic systems ranging from command to capitalist systems. Although most countries in the world follow a mixed economic system, specific MAPs could be designed for a transitional economic system such as that of Vietnam. This affects both theorists and practitioners in Vietnam applying sustainable MAPs to boost a country's competitiveness during transition.Originality/valueThis study expands understanding of the conformity of MAPs in relation to economic systems under the Communist Party of Vietnam (CPV) – the ruling party of the Socialist Republic of Vietnam. Understanding the differences in the way these MAPs are utilised constitutes an essential area of the accounting discipline to advance MAPs in Vietnamese enterprises and progress theoretical development of sustainable MAPs.

Human beings as social beings in an effort to meet the needs of their lives are always doing economic activities. To regulate these economic activities, there are several economic systems that can be applied, some that adhere to the capitalist economic system, some that adhere to the social economic system. But as Muslims should impose an economic system can put the interests of the people above personal interests so as to create rationality in conducting economic activities. As a human being who has lust tends to have excessive consumption behavior (israf), but man also has a sense that is able to control consumptive nature so that in fulfilling the needs of his life man always control himself to be free from israf behavior.  In the making of this journal the author uses qualitative research methods with literature research. Keywords: Rationality, Islamic Economy, Israf

In the modern rapidly changing world, there are constant changes in all spheres of human activity, including in the social and economic systems, such as education, law, health care. All areas require study for improving management and decision-making mechanisms in order to increase the efficiency of their functioning and further logic of action improving the process of functioning of processes in social and economic systems. The introduction of the sites of educational organizations into educational institutions of higher education (UHE) has led to the need for the person in charge of the site (LOU) of the organization to have a mathematical model of management decisions to counter emerging threats. In this paper, we will consider the process of forming a mathematical model of an administrative decision, which is obtained on the basis of synthesis from the transition states of the system using the Kolmogorov differential equations, by further transforming them into a system of linear algebraic equations (SLAE) and solving them by the Gauss method. Mathematical modeling is based on synthesis processes using the law of preserving the integrity of the object (ZSCO) and the natural science approach (ESA). The use of the synthesis method allows you to achieve the control goal based on the required performance indicators. The proposed mathematical model helps in solving three processes aimed at monitoring the occurrence of a problem in a controlled system, the process of recognizing the problem and the process of implementing a managerial decision to eliminate the problem. The final obtained mathematical solution for modeling the situation in the social and economic system helps to establish a model of LOU behavior depending on the current situation, which will lead to saving time resources and the possibility of its redistribution for solving other problems. The resulting mathematical model can be further complicated by adding new variables and conditions for the implementation of the control process.

Defining the foundation of social development is one of the most important issues of all time. For economic relations the issue is addressed through the prism of defining the role of the state in the establishment and development of the economic system of society. Without attempting to reveal the essence and all the engines of the economic system of a society, and without pretending to be true only of the authors conception, we note that, in all the diversity of economic relations, they all have causality, as do all relationships. In this connection, the movement towards the attainment of values (axiological) is an important component of social development, one of which is the achievement of a dynamic balance between the social system in general and the economic system in particular. The desire to achieve a dynamic balance also manifests itself in the fact that it is embodied in different levels of law, becoming a legal value, which is particularly evident during the period of constitutional development of the state. The history of the formation and implementation of the concept of dynamic equilibrium as a universal metaprinciple through legal acts reflects the evolutionary movement of both States and societies, becoming the constitutional denominator, which any state can invoke at any stage of historical development, which is the case in the present study.

The article presents an epistemological analysis of definitions that reflect various aspects of the economic category “development” used within the system approach. The analysis shows that these definitions mostly do not single out the features of the social component of the economic system and management tasks are defined from the subjective point of view of those who fall under managerial influence. It has been noted that this approach can be called mechanistic, since the behavioral characteristics of the social component are neglected and the management of the system is considered from the standpoint of one-vector influence of decision-makers. It has been argued that this negatively affects the effectiveness of development management due to the diversity of stakeholders’ interests. An explication of the essential content of “development” definition has been made and components that reflect the specifics of the socio-economic systems management according to the concept of “sustainable development” have been identified. Management of socio-economic system structural balance has been proposed to consider as a dynamic process of forming the optimal proportions of its future state, which is determined by the equal vectors of economic and other interests of its actors and their positions coordination meeting the priorities of sustainable development and competitiveness and following the principles of stakeholder interaction and social dialogue. It has been noted that the management of the socio-economic systems development should be carried out both from the standpoint of achieving structural balance of the system and taking into account the development goals of the system (increasing competitiveness through quality change).
