A competency framework points out the requisite skills and knowledge of a particular occupation. A competence framework enables institutions to easily identify areas where remedial training may be required; thereby training quality and ultimately public safety could be improved also. This study was conducted to build up a competency framework for school psychologists in Vietnamese. 91 school psychologists, lecturers, and psychologists from Ho Chi Minh City, Binh Duong Province, Long An Province, Vinh Long Province, Can Tho Province in Vietnam participated in the survey process. The findings of our study showed that the competency framework for school psychologists in Vietnam includes three main components: (1) professional knowledge, (2) counseling skills, and (3) attitude and moral qualities.

Introduction: School psychologists work to support the academic, behavioral, and social-emotional well-being of students in schools. Their roles have become increasingly diverse in recent years due to the implementation of Multi-tiered System of Supports (MTSS) frameworks in schools throughout the United States. Statement of the Problem: Despite a national shortage of school psychologists, psychology students are often unaware of the profession or may have an outdated understanding of the role of school psychologists. Psychology students may also be unfamiliar with the MTSS framework, which promotes research-based, data-driven, equitable, and culturally responsive practices through a systemic, ecological approach to service delivery in schools. Literature Review: We review the main components of a typical MTSS prevention and intervention framework and describe the various roles of school psychologists and other key stakeholders within this model. Teaching Implications: This review and supporting resources can be used to introduce the field of school psychology to students. Additionally, it can be used to generate discussions regarding the provision of evidence-based and equitable academic and psychological services to students in the school through an ecological model. Conclusion: This article will help students gain an understanding of school psychologists’ roles within a current MTSS educational service delivery model.

The article discusses the modern meaning of the terms "pedagogical technology", "teaching technology" is revealed with an emphasis on the leading link "technology" - this is a means (s) of teaching, and also that pedagogical design from a technological point of view is a system, the main components of which are high general culture, humanistic orientation, professional knowledge and skills, creativity and pedagogical, technological competence. It is shown that manufacturability gives pedagogical design a different quality, a different essence - the mastery of teaching technologies, design etc., and not the method of presenting information. Mastery of pedagogical technologies improves pedagogical design.

The article is devoted to the analysis of one of the activities of the judge – his cognitive activity. Three main components of this type of activity are considered: epistemological, moral and psychological. In the analysis of the epistemological aspect of the cognitive activity of the judge, attention is paid to the justification of the need to achieve the truth during the judicial investigation. The author reveals the reason why there is no common opinion on this issue among lawyers. Moral qualities of the judge necessary for ensuring high quality of cognitive activity of the judge are analyzed. A number of psychological features of cognitive activity inherent in justice activity is revealed.

The paper is devoted to decision of actual task related to analysis of engineer´s graphic literacy foundations as a way of fundamental professional knowledge obtaining. An attempt to reveal the need of interconnection between a competent approach to technical drawing’s qualitative performance and industrial product’s graphic drawings as one of the ways to solve the problem related to specialists´ training quality improving has been undertaken. It is considered to be. The attention is paid to the fact that awareness of importance of technical drawing basics as a design stage allows improve the education process, aimed at improving of interrelation between graphic and specialized disciplines.

The article deals with the issue of national security of the state through the allocation and consideration of the basic conditions for its provision. In particular, the authors identified the main components of national security of the country (state security, public security, technogenic security, environmental security, etc.) and identified the priority tasks of the state policy to ensure them. In particular, the main components of the conditions for ensuring public safety (state of orderly public legal relations, in which each person, state body, local self-government bodies and their officials adhere to legal and moral and ethical norms, social norms and rules, fulfill all recommendations, are identified in order to achieve public safety and well-being). The authors have determined the basic list of factors of state policy formation of national security. The components of sustainable development of the state have been identified and characterized. The content of the basic principles that determine the order of state policy making in the fields of national security and defense is explained, namely: accountability is defined as a system of measures by which equilibrium (balance) of authority of the authority and its responsibility is achieved; legality is defined as a kind of foundation of a civilized society, ensuring the equality of all persons before the law; transparency of government is defined as the publication or dissemination of information about a public authority, the principle of activity of public authorities, in which all decisions are open and public. The authors place special emphasis on ensuring the fundamental national interests of Ukraine, which proclaimed: state sovereignty and territorial integrity, democratic constitutional order, preventing interference in the internal affairs of Ukraine; sustainable development of the national economy, transparency of power.

The rapid development of digital technology changes the requirements for professionals in the workplace. In today's world, a competitive specialist must possess not only professional competence, but also digital, which includes not only digital skills but also a set of skills, knowledge, views on the nature and role of information technology and the opportunities that they offer in everyday situations, and as well as relevant legal and ethical principles. The article presents the main components of digital competence, namely, information and information literacy, communication and collaboration, digital content creation, security and problem solving. One of the tools for determining the level of formation of the digital competency of the masters of the university is described in detail using the self-diagnostic test developed in Spain in 2014 based on DigComp (The Digital Competence Framework for Citizens). The self-diagnostic test model for testing digital competence is consistent with the defined strategic guidance in the European Digital Agenda and identifies the key components of digital competence in terms of knowledge, skills and competences required in a digital society. The results of the level of formation of digital competency of masters after the completion of the first year of study in terms of equipment - communication - use are presented. Comparison of the level of digital competency of graduate students in the beginning of the academic year and after its completion is made. The main recommendations for improving the level of digital competence of masters are analyzed and singled out. In the future, it is planned to carry out a self-diagnostic test on completion of training and to develop a roadmap to increase the level of digital competency of masters during university studies.

Media digital berbasis internet saat ini sudah menjadi bagian tidak terpisahkan dalam kehidupan masyarakat termasuk buruh migran dan keluarganya. Di sisi lain, ada permasalahan yang tidak kalah penting untuk diperhatikan. Keterampilan teknis (technical competencies) buruh migran dan keluarganya dalam menggunakan media digital belum diiringi dengan keterampilan untuk mengkritisi (critical competencies) di dalam mengakses media. Pada tataran inilah, pemberian pendidikan literasi media digital berbasis individual competency framework menjadi penting bagi mereka. Pelatihan literasi media digital diberikan kepada Anggota Paguyuban Peduli Buruh Migran dan Perempuan �Seruni� Kabupaten Banyumas dengan pertimbangan bahwa paguyuban tersebut telah terbiasa melakukan kegiatan advokasi dan pemberdayaan perempuan dan buruh migran, sehingga diharapkan ipteks yang diterapkan tidak hanya berhenti di kelompok khalayak sasaran namun juga dapat disebarluaskan kepada kelompok masyarakat lainnya. Kegiatan pengabdian ini dilaksanakan dalam bentuk pelatihan. Capaian keberhasilan dilakukan dengan pengukuran tingkat literasi media melalui pretest dan post test. Berdasarkan hasil evaluasi kegiatan, maka dapat dikatakan program pengabdian telah mencapai tingkat keberhasilan 100% dari sisi penyampaian materi kegiatan dan jadwal pelaksanaan. Kegiatan ini juga telah berhasil meningkatkan kompetensi literasi digital kelompok sasaran. Berdasarkan hasil pre-test diketahui bahwa 67% peserta memiliki tingkat literasi di level basic, 20% m�dium, dan 13% advance. Setelah diberikan pelatihan dan diukur kembali melalui post test, diperoleh perubahan komposisi, dimana peserta dengan tingkat literasi di level basic berkurang menjadi 40%, di level m�dium meningkat menjadi 33% dan di level advance menjadi 27%.

Public safety communication is a critical component of day-to-day life. The authors propose a flexible and resilient communication system using an ad-hoc cognitive radio network that fully utilizes the available spectrum resources. Two main components of the network are addressed: route discovery, i.e., identifying multiple paths from the source to the destination, and scheduling for these paths, i.e., efficiently allocating available resources to achieve an optimal transmission. Field-based routing is adopted. The authors also introduce a secure authentication and routing mechanism for this network. The authentication component leverages the social aspect of public safety communications and mitigates most basic wireless attacks. A hybrid novel reputation scheme is then proposed to allow for efficient routing in the presence of adversaries. The authors show through simulations that the proposed secure framework can efficiently reduce the transmission delay, be robust to the dynamics of channel availability, and mitigate routing attacks in a cognitive radio network.

Perawat memiliki peran penting dalam pemberian pelayanan kesehatan di rumah sakit. Kepemimpinan klinis merupakan  suatu kemampuan yang mendukung peran perawat pada semua level manajerial. Simon (2014) dan Ferguson, et all. (2007), mendefinisikan kepemimpinan klinis merupakan kompetensi yang mendukung peningkatan kualitas dan keselamatan pasien secara inovasi dan kreativitas dalam praktek keperawatan. Penelitian Ruedy, J. dan Ogilvie, R.(2004), menyebutkan Kejadian Tidak Diharapkan (KTD) di rumah sakit pendidikan Kanada diperkirakan 24% dan 62% disebabkan efek samping dari pemberian obat, 9% infeksi nasokomial. KTD tersebut berkaitan dengan kurangnya kemimpinan klinis perawat dalam menjamin keselamatan pasien selama perawatan. Penelitian ini bertujuan untuk mengetahui perbandingan kepemimpinan klinis perawat berdasarkan pendekatan clinical leadership competence framework di rumah sakit pemerintah dengan rumah sakit swasta di Kutacane. Metode penelitian bersifat kuantitatif dengan pendekatan cross sectional. Hasil penelitian didapatkan bahwa tidak ada perbedaan antara kepemimpinan klinis perawat berdasarkan pendekatan clinical leadership competence framework pada rumah sakit pemerintah dan rumah sakit swasta di Kutacane. Kepemimpinan klinis sangat penting bagi perawat, diharapkan pihak manajerial rumah sakit memberikan dukungan bagi perawat melalui pendidikan, pelatihan dan mengevaluasi efektifitas kepemimpinan klinis berdasarkan clinical leadership competence framework.

To strengthen its potential and advantages, Ho Chi Minh City (HCMC) has been oriented towards becoming an economic center with high value-added, prioritizing the development of service as well as industries which are characterized by science and high technology, cleaning industry, energy saving, good labor efficiency and high values, etc. To meet the requirements, HCMC pays special attention to the development of high quality human resources and the enhancement of manpower quality, which are defined to be one of the breakthrough programs in the period of 2011 – 2015. The paper shows systematic findings about characters and criteria of highly qualified manpower, requirements and solutions to the development of high quality manpower and the enhancement of manpower quality in the process of industrialization and modernization in our country, especially for HCMC, a city with the biggest human resources in the country, well-qualified technological and scientific teams (accounting for up to 30% of the whole country), but it is facing a serious shortage of specialized human resources in most fields. In the short run, HCMC needs to concentrate on rapidly building up high-quality manpower to meet the needs of construction, development and integration into international economy, especially to focus on manpower for industries which are characterized by their high value-added and technology in order to ensure the need of highly qualified labor for key services and industries, and to improve the training quality to meet the requirements of domestic labor and high-quality labor export.
