With the development of globalization processes and sufficient free movement of labor, and skilled personnel, the problem of legal and illegal migration has gradually become part of public policy for many countries. An analysis of the main trends in the migration processes was conducted and it was found that over the past 30 years there has been a rapid increase in the number of international migrants and refugees, which puts pressure on the economies of host countries. It has been proven that migration affects the main components of national security, and the impact on the country's economic security is particularly pronounced. As a result, national security requirements must be taken into account when formulating state migration policy. The main components of the state migration policy were identified, the analysis of the main theories and approaches to the migration policy in relation to legal migration was carried out. The main problems of the state policy on illegal migration and refugees have been identified. The state migration policy is analyzed on the example of the EU countries and their overcoming of the migration crisis and the refugee crisis. The state determines the main priorities of migration policy based on national and economic security requirements. There are two main aspects of state migration policy: targeted attraction of immigrants and policy on illegal migration and refugees. There are three main approaches to attracting immigrants - encouraging all types of immigration, creating maximum barriers to immigration, and encouraging specific target groups of immigrants. With regard to illegal immigration, the state can take a tough stance or allow it to replenish the workforce. State policy on refugees is determined by the norms of international law. It has been argued that national migration policies need to be adapted to the current world economy, and that the main priorities include transparency, long-term forecasting of labor market needs, clear criteria for migrant admission and combating illegal migration, which is part of international crime.

The article is devoted to the analysis of the theoretical foundations of public administration and administration in the field of public security and civil defense as a component of the national security system. Consideration of the problems of civilizational development and national security shows the urgent need to rethink the areas of responsibility of state and civil society, the ratio of hierarchical and network structures in public administration and management. There is also a need to implement a new principle of boosting standards of living, as a prerequisite to ensuring national security, through sustainable development of society and competitiveness of the state itself. It is shown that under the conditions of globalization the state is no longer ensuring security and well-being of its citizens by mere «defending» them from the threats of emergencies. The state must prepare citizens to be able to confront the various globalization-related challenges on their own. Earlier this year, the National Security and Defense Council of Ukraine submitted a draft national security strategy “Personal Security – National Security” to the President for consideration. In this regard the new model of public administration and administration system in the field of public security and civil defense can be efficient. It is based on the six pillars of public administration. These are «human being / human resource», «organization theory», «policy analysis», «budgeting», «statistics» and «ethics». Such a framework ensures the unity of the system development approach in combination with theory and practice.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

_________________ The flags are no longer tactical, but as a symbol of the nation, they represent the higher values expressed in the Spanish Constitution of 1978.The Army has kept flags as part of the traditions, and provide great brilliance to the military acts. Alternative forms of tourism are increasingly recognized as key to sustainable development. The reasons for this are that, contrary to mass tourism with its negative impact on the visited areas, alternative tourism causes a form of balanced growth, in harmony with the environment and in socio-cultural terms. The development of tourism in a sustainable way is relatedto the implementation of an innovative strategy by touristic organizations. The advantage of tourist resources is that they can be reused without compromising their quality, provided, however, that no actions are taken to destroy or change them irrevocably. The biggest guidance for strengthening tourism is the ability of managers to formulate a strategy for achieving competitive advantage for their organizations. The goals of sustainable touristic development are economic viability, local prosperity, quality of employment, social equality, visitor satisfaction, local control, social well-being, cultural wealth, physical integrity, biodiversity, efficient use of resources, cleanliness of the environment. In this respect, the cluster model of organization and coordination of tourism activity is a prerequisite for economic and social efficiency, especially for the development of touristic destinations in local settlements and resorts, in combination with various public authorities and especially between private companies and enterprises.Whatever the environment of the region, care must be taken to preserve it for future generations. Today's world is very dynamic and change is intangible. The purpose of adaptation is not to destroy the principles of sustainability. If they, as well as the adoption of adequate policies, remain unused, then tourism tourism will be to the detriment of the environment.

A comprehensive theoretical and legal study of the transformation of ideas about the nature of national security reform in domestic jurisprudence has been carried out. The author has defined the priorities and directions of the reform in the field of national security and, more importantly, its theoretical and methodological basis. It has been determined that the main object of the reform in the field of national security is the whole complex of public relations, which is subject to special protection by the system of entities of ensuring national security. The system of such social relations is centered around the defining national interests, which usually include the vital interests of a man, society and the state and the implementation of which ensures the state sovereignty, its progressive development, and safe living conditions and welfare of citizens. It has been noted that the main purpose of national security reform is to improve legislation and governance in the national security sector, which can provide qualitative strengthening in accordance with current and future needs of society to protect key national interests from external and internal real and potential threats. It has been concluded that national security is not considered in modern, both domestic and international science, exclusively as an “acquisition” and a sphere of monopoly responsibility of the state; we cannot eliminate the active participation of civil society structures, which should exercise public control over the course of such a reform and, if necessary, should have the tools of close communication with state authorities at the stage of initiating the reform, constructing its goals and objectives, directions and perspectives and at the stages of its implementation. Restriction of the capacity of the state, especially in times of economic crisis, highlights the need to optimize the participation of non-government actors in ensuring national security. Obviously, such activity of the non-governmental sector should be strongly encouraged by legislative instruments, legitimizing measures for national security reform through its close involvement and providing them with additional public support.
