DIGITAL IDENTIFIERS FOR LIBRARY SCIENTIFIC PUBLICATIONS

The value of the digital identifier DOI as a unique hyperlink for direct connection with a publication is underlined. The main requirements of the agency CrossRef for obtaining the digital identifier DOI are considered. The most famous international systems of unique identifiers of scientists, scientific publications, scientific issues as well the national open index of scientific citation of OUCI are considered. The process of assigning a unique DOI code to the scientific edition of Vernadsky National Library of Ukraine (VNLU) is highlighted.

Watch the VIDEO of the presentation.In January 2013 the Swedish Government commissioned the Swedish Research Council to develop a proposal for national guidelines for open access to scientific information, in collaboration with the National Library of Sweden. Comments from different stakeholders were collected through meetings, dialogues as well as an open web forum during 2013 and 2014. Many of the views expressed were utilized in the final document.The final proposal, which includes guidelines for both scientific publications, artistic works and research data, was submitted to the Government in January 2015. Also, the proposal contains recommendations on what needs to be further investigated and solved, in order to enable the fulfillment of the strategic objectives for 2025, when all scientific publications and artistic works resulting from research financed with public funds shall be published immediately with open access.In December 2015 the Swedish Government invited approximately 100 representatives from HEIs, funders, research and library organizations as well as researchers to a national hearing. The aim was to discuss how Sweden and the government can proceed with the transformation to an open access publishing system. During the hearing it was emphasized that the transformation to an open access publishing system in many respects is connected to the existing qualification and funding allocation system. Therefore there is a need for strong incentives for researchers to publish open access. Also, there is a national and international need to get control of both subscription fees and APCs in order to facilitate the transition to an open access publication system.At the end of 2016 the Government is expected to address the national guidelines in the Budget bill, the Research Bill as well as in different appropriation directives to national HEI’s and funders. Also, the Minister for Research and Higher Education has expressed the will to notify a national coordination task to the National Library of Sweden regarding open access to scientific publications and artistic works and a parallel coordination task to the Swedish Research Council regarding open access to research data. The Swedish Government supports the European Council Conclusions on the transition towards and Open Science System.Our proposed presentation aims to give a state of the art report of the current development, both from a national perspective and from an institutional perspective. How are we are preparing to implement the guidelines? What strategies are institutions and libraries using, both with regard to publishers and researchers? We hope to inspire a discussion and exchange of experiences, since several countries now are in a similar process.

RESUMOEste artigo tem como tema, o exame de colpocitologia oncótica realizado nas Unidades de Saúde. O objetivo do estudo é evidenciar o que as publicações científicas nacionais e internacionais revelam sobre a qualidade dos serviços que realizam o exame Papanicolau. Como metodologia, utilizou-se a revisão integrativa da literatura, realizando uma busca de dados nas bases US National Library of Medicine (PUBMED) e da Literatura Latino Americana e do Caribe em Ciências da Saúde (LILACS). Totalizaram-se 31 estudos para análise, dos quais 64,5% (20 artigos) foram publicados em periódicos nacionais e 34,4% (11) publicados em periódicos estrangeiros. Os estudos foram agrupados em três categorias conforme conteúdo, a saber: conhecimento sobre o exame de colpocitologia oncótica; Acesso ao serviço de saúde na Atenção Primária e Análise Laboratorial.  Este estudo identificou a importância do teste de Papanicolau para a população feminina, assim como sua relação e importância nas práticas dos profissionais da enfermagem.ABSTRACTThe aim of this study is to show what national and international scientific publications reveal about the quality of the services that perform the Papanicolau exam. As a methodology, the integrative literature review was used, performing a data search at the US National Library of Medicine (PUBMED) and the Latin American and Caribbean Literature in Health Sciences (LILACS) databases. There were 31 studies for analysis, of which 64.5% (20 articles) were published in national journals and 34.4% (11) published in foreign journals. The studies were grouped into three categories according to content, namely: knowledge about the examination of oncotic colpocitology; Access to health services in Primary Care and Laboratory Analysis. This study identified the importance of the Pap smear test for the female population, as well as its relation and importance in the practices of nursing professionals. RESUMEN El objetivo del estudio es evidenciar lo que las publicaciones científicas nacionales e internacionales revelan sobre la calidad de los servicios que realizan el examen Papanicolau. Como metodología, se utilizó la revisión integrativa de la literatura, realizando una búsqueda de datos en las bases US National Library of Medicine (PUBMED) y de la Literatura Latinoamericana y del Caribe en Ciencias de la Salud (LILACS). Se completó 31 estudios para análisis, de los cuales el 64,5% (20 artículos) fueron publicados en periódicos nacionales y el 34,4% (11) publicados en periódicos extranjeros. Los estudios se agruparon en tres categorías según el contenido, a saber: conocimiento sobre el examen de colpocitología oncótica; Acceso al servicio de salud en la Atención Primaria y Análisis Laboratorio. This issue of Ukrainian Religious Studies (UR) is the first in 2019 to open a new page in the history of our professional publication. The complete digitization of all the UR numbers from 1996, which were published on the website of the National Library of Ukraine named after VI Khmelnytsky, was carried out. Vernadsky, located the journal on the new platform OpenJournalSestem, entered several scientometric databases responsible for global indexing of scientific publications (Google Scholar, Copernicus). We have updated the composition of the editorial board, which introduced world-renowned religious scholars. Changed our editorial policy, which is clearly written on their page. Now it has become more transparent and open: all articles to the SD will be submitted via the Internet and will be double-blind reviewed. In this way we are approaching the world standards for writing and publishing scientific articles.

<p>One of the stages of development of new drugs is a generalization and systematization of existing information flows in the form of scientific abstracts, articles, patents, abstracts, theses, monographs. Often this process for researchers is quite painstaking and consuming, while specialist must possess special skills to find publications, both foreign and domestic origin. It should be noted that the search complicated also a great variety of input data formats which can vary depending on the search engine, database type, nature magazines.</p><p>Scientific information on medicines intranasal topical and systemic use in a variety of distributed databases and libraries, some fragments of it were published in scientific journals in many languages in the form of abstracts, articles, short communications and patents. Systematics and processing of such information in diverse research causes some complications.</p><p>Objective. To analyze the art software that can be used to systematize the published data on intranasal drugs.</p><p>Methods. The material used available software used for organizing research. Served as the Information theses, articles, patents, theses and dissertations on nasal medications. In analyzing the resulting software functionality based on convenience, intuitive and availability.</p><p>Results and discussion. Initially performed literature search intranasal medicines remotely through internet network in such well-known databases as the US National Library of Medicine (http://www.ncbi.nlm.nih.gov/pubmed/), full-text database ScienceDirect (http : //www.sciencedirect.com/), full-text database Springerlink (http://www.SpringerLink.com), a specialized database "Inventions (Utility models) in Ukraine" (http://sips.gov.ua), specialized DB "Russian patent documents» (http://www1.fips.ru/), scientific digital library eLIBRARY.RU (http://elibrary.ru), national Library of Ukraine Vernadsky (http: // www.nbuv.gov.ua/). As a result of the search were found literary reference with full access to publications and prints without it.</p><p>As software for working with bibliographic information examined tools such as EndNote ©, Reference Manager ©, ProCite ©, Bible-Master ©, Mendeley ©, Zotero ©. We know that these programs can automate some functions of management science and information retrieval, and can be used by one person or group of people [6]. Having tested the possibility of the above software we stopped at Mendeley © Zotero © and having a similar interface, functionality and freely with each other by exporting it as a universal format RIS and BibTeX. These programs can be used in environments Windows ©, Linux ©, Mac OS ©, are free and easy to use. One advantage of such tools is the ability to synchronize a local base of literature lists and their full texts on selected problem with external servers located in the network internet, which in turn protects against unexpected losses accumulated information and allows you to access your information from anywhere any place. For this Mendeley © Zotero © and can be used free accounts that have a certain amount of disk space in the exhaustion which it is available at an additional cost. In Zotero © along with this is to use your own or free server operating protocol WebDAV (eg "Yandex Disk") that allows you to save free full text publications in the library's own online internet.</p><p>Through tight integration Mendeley © Zotero © and with a word processor «Microsoft Word» and other applications in the design of scientific publications given the opportunity to conveniently cite evidence from the literature by selecting them from the database, and automatically generate lists of references. Making reference list can change quickly due to the built-in templates or styles (Citation Style Language) which is for many magazines and publishing houses. Currently we conducted the adaptation of literary styles of lists as required GOST 7.1: 2006.</p><p>Conclusions. As a result, research was conducted search of published data on the development, manufacturing technology and standardization of drugs intranasal administration. It is established that to optimize storage, analysis and processing of data in the literature appropriate to use modern software.</p>

The article is devoted to the consideration of key scientometric platforms, which are widely used in Ukraine. The practice of application of such platforms as Web of Science, Scopus, Google Scholar, Russian index of scientific citation, Index Copernicus, Journal's International Compliance Index, Ukrainian index of scientific citation, "Scientists of Ukraine" is analyzed. Key parametric tools that the above-mentioned platforms use to determine proposed scientometric indicators are identified and critically analyzed. In particular, attention is paid to the possibilities of evaluating the Hirsch-index for ranking scientific publications on the importance and value. The key shortcomings inherent in the Hirsch-index are revealed. Also, the practice of using the impact factor for assessing the quality of scientific publications is considered. Advantages and disadvantages of the practice of using these scientometric platforms for assessing the quality of the publication activity of institutions, publications and scientists are being studied. The key strengths and weaknesses of Web of Science, Scopus and Google Scholar have been identified. The possibility of using along with the above science-based platforms and such as: the Russian index of scientific citation and the Journal's International Compliance Index is being proved. The incorrectness of using the Index Copernicus platform for assessing the quality of scientific work and the inadequacy of the tools of the Ukrainian Index of Scientific Citation to the evaluation of the quality of scientific and publishing activity are justified. The inconsistency of using scientometric tools exclusively for assessing the quality of scientific work is being proved. The necessity of transforming the practice of assessing the quality of science through the prism of scientometric indicators, by changing the editorial policy (DORA) and the introduction of new parametric tools (R-factor) with another philosophy for the evaluation of scientific works is substantiated.

Background: Flavones are one of the main subclasses of flavonoids with diverse pharmacological properties. They have been reported to possess antimalarial, antimicrobial, anti-tuberculosis, anti-allergic, antioxidant, anti-inflammatory activities, among others. Objective: The present review summarizes the recent information on the pharmacological properties of naturally occurring and synthetic flavones. Method: Scientific publications referring to natural and synthetic flavones in relation to their biological activities were hand-searched in databases such as SciFinder, PubMed (National Library of Medicine), Science Direct, Wiley, ACS, SciELO, Springer, among others. Results: As per the literature, seventy-five natural flavones were predicted as active compounds with reference to their IC50 (<20 µg/mL) in in vitro studies. Also, synthetic flavones were found active against several diseases. Conclusion: As per the literature, flavones are important sources for the potential treatment of multifactorial diseases. However, efforts toward the development of flavone-based therapeutic agents are still needed. The appearance of new catalysts and chemical transformations is expected to provide avenues for the synthesis of unexplored flavones, leading to the discovery of flavones with new properties and biological activities.

Watch the VIDEO here.The Swedish Government’s direction for the next ten-year research policy, as set out in the Swedish Research Bill from 2016, includes the goal that scientific publications which are the result of publicly funded research should be made immediately open access on publication. As of 2017 the National Library of Sweden holds an appropriation directive from the Swedish Government to act as a national coordinating body in the work towards a transition to open access to scholarly publications. The Government states that all stakeholders have a common responsibility in fulfilling this objective and that clear incentives and mechanisms are needed in order to encourage researchers to publish their research output immediately open access.A number of obstacles to a transition to an open access publishing system have been identified by the Swedish Research Council in their Proposal for National Guidelines for Open Access to Scientific Information (2015). Based on this, the National Library of Sweden initiates and coordinates five studies to be conducted during 2017-2019. The five studies are:The current merit and resource allocation system versus incentives for open accessFunding for a transition from a subscription-based to an open access publishing systemOpen access to scholarly monographsFinancial and technical support for converting peer-reviewed and scholarly journals from toll access to open accessMonitoring of compliance with open access policies and mandatesRepresentatives from all main stakeholders with a key role in the national transition to an open access publishing system will participate in one working group for each study. This includes HEI’s, research funders and researchers. The studies will result in further recommendations to the Government on how to nationally solve the identified obstacles. The work will be coordinated and facilitated by the National Library of Sweden.
