Innovative actions carried out by government organizations seem to be symptomatic. This is marked by the rise of superior programs and services run by the government, both physical and policy. Information technology and communications have now become the main elements that move forward and help Oman in its national development process. Internet penetration in most developing countries like Oman is still low as oppose to mobiles dissemination, despite the government plans and strategies to enhance internet diffusion. Internet subscribers comprised about 2.5% of the general population of Oman. In contrast, the number of mobile holders increased substantially since the launch of these services in 1996. Prepaid mobile services and SMS were introduced in 2001 and both are currently popular with subscribers. Such fine appeal influenced many government organizations to go mobile with their services. This paper reviewed the ICT sector and the current m-government initiatives in Oman setting up the mobile services and aimed to understand the key factors to adoption and diffusion of these services.

Computer assisted tools used to seem as though not made from the point of view of their targeted users [O’Brien, 2012:15]. However, their usability has been improving. In Translation Studies there exists a gap in research on process-oriented usability involving data triangulation. In our study based on the assumption that translation is a situated and complex activity [Risku, 2002, 2004], we aimed to address this gap with our experiment testing a new tool for translators, Concordia. This usability experiment with eye-tracking, keylogging, and screen recording directly involved translators (six translation trainees) in the development process through objectively collected data on effectiveness and efficiency of Concordia. Their satisfaction with Concordia was also a part of the usability test. We hypothesised that participants would be more efficient and effective when translating European Union texts with Concordia and that they will be satisfied with the tool. The results indicate that Concordia at its current state of development does not facilitate the process, but the participants were generally satisfied with the tool’s features.

This study discusses the innovations made in order to overcome problems that arise in innovating in public services such as Puskesmas. This study aims to determine the extent to which innovations carried out by the government with the support of the community can be successful and how their impact on the region, especially Ngawi Regency and Sumenep Regency in improving public services for the local community. This study used qualitative research methods. Data collection is carried out through searching various sources which are then processed and described in the form of narratives according to data needs. The population in this study is an area that has made innovations in order to improve public services, especially Puskesmas. While the research subject is in Ngawi Regency named ADA PUMA (Submit Deed From Public Health Center, District, or RuMah) Kabupaten Ngawi and Kabupaten Sumenep named the innovation “Si Mantap Puas” (Integrated Management System for Community Satisfaction) Guluk Guluk Health Center. This study shows that the innovations carried out by the government supported by the local community have succeeded in creating an innovative system in order to improve public services at the Puskesmas. The two innovations created by Ngawi Regency and Sumenep Regency have succeeded in facilitating public services at the Puskesmas in their respective regions, which of course is directly proportional to community satisfaction with the services provided. This study shows that the innovations carried out by the government supported by the local community have succeeded in creating an innovative system in order to improve public services at the Puskesmas. The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

This study aims to clarify regulations used among each type of registered and unregistered Malaysian homestays and to reveal issues arose regarding the implemented regulations. Selected homestays that are established by the government organizations and individuals were investigated to carry out the comparison on each homestay. Host families and persons in charge of the Ministry of Tourism, Arts and Culture (MOTAC), the Ministry of Agriculture (MOA), and the Ministry of Rural and Regional Development (MRRD) were also interviewed. Findings showed that there is only one guideline used for all types of homestays in Malaysia, which is the Malaysia Homestay Registration Guideline, established by MOTAC. MOTAC has also been selected as a leader of homestays in the Southeast Asian countries by the ASEAN Secretariat; therefore, the ASEAN Homestay Standard is also being referred. However, the implementation of this guideline and standard among other homestays unregistered with MOTAC (homestays established by MOA, MRRD, and individuals) is not compulsory, although encouraged, where they may receive equal benefits in term of facilities and promotion. Some issues arose due to the tax regulated by the local authorities, failure on homestays to be registered with MOTAC, and abandoned homestays. This study recommended that the Malaysia Homestay Registration Guideline to be standardized and regulated to all types of homestays, including individuals and unregistered homestays in Malaysia. This is important in order to reduce issues arose involving the homestay industry, providing safety and comfort to the tourists and, to help to develop rural income among host families and the rural community themselves.Keywords: Rural tourism, homestay, regulation, management, operation

The educatonal program development process is challenging with many stakeholders: students, teachers, parents, administrators, employers, and the government. Each stakeholder has compettve priorites; Quality, risk, resources and costs limitaton. Large complex projects require the management of a skilled and experienced project manager. It is the preparaton of curricula for joint internatonal educatonal programs with the use of Agile tools and technologies. The main "customer" in this program is a student, and the ultmate goal of each project within the program-the competence of the student in the labor market afer receiving the diploma. Therefore, this program can be considered difcult, and it is constantly evolves, because the demands of the labor market of China is constantly changing and developing.

The connection between poverty and women's lack of power over resources and decision-making has now caught the attention of policymakers in government and mainstream development all over the world. Women empowerment issues perceived nationally or locally are being addressed by both state and non-state agencies. Beside the government intervention, NGOs are implementing various types of Women Empowerment Programmes including IG Programmes. Women Empowerment Programmes in India include livelihood support Programme, rehabilitation and job placement for rescued women, safe motherhood Programme and so forth. In spite of involvement of various NGOs in women empowerment through Income Generation and Skill Development Programmes, the status of women is still not satisfactory in India as various official as well as unofficial reports claim and the outcomes against the stated objectives of the NGOs' Women Empowerment Programmes are often questioned. Therefore, the present study is focused in assessing the impact of IG Programmes run by non-government organizations in empowering women. The researcher hypothesizes that IG Programme with its components viz., skill training, resource inputs of loan and equipment help to increase income to the women through independent business or work in the related field; the increased income lessens their dependence on family heads and enables to spend for personal expenses; gives them certain freedoms as individuals; enables them to contribute to family affairs financially, which creates an environment in the family in favor or the women to accept her views and participation in family matters like education, marriage, purchase etc.

Considering the widespread transmission of Coronavirus disease (COVID-19) globally, India is also facing the same crisis. As India already has inadequate waste treatment facilities, and the sudden outbreak of the COVID-19 virus has led to significant growth of Bio-medical waste (BMW), consequently safe disposal of a large quantity of waste has become a more serious concern. This study provides a comprehensive assessment of BMW of India before and during the COVID-19 pandemic. Additionally, this article highlights the gaps in the implementation of BMW rules in India. This study uses various government and non-government organizations, reports and data specifically from the Central Pollution Control Board (CPCB). The finding of the study demonstrated that most of the States/Union Territories (UTs) of India are lacking in terms of COVID-19 waste management. India has generated over 32,996 mt of COVID-19 waste between June and December 2020. During this period, Maharashtra (789.99 mt/month) is highest average generator of COVID-19 waste, followed by Kerala (459.86 mt/month), Gujarat (434.87 mt/month), Tamil Nadu (427.23 mt/month), Uttar Pradesh (371.39 mt/month), Delhi (358.83 mt/month) and West Bengal (303.15 mt/month), and others respectively. We draw attention to the fact that many gaps were identified with compliance of BMW management rules. For example, out of all 35 States/UTs, health care facilitates (HCFs), only eight states received authorization as per BMW management rules. Moreover, the government strictly restricted the practice of deep burials; however, 23 States/UTs are still using the deep burial methods for BMW disposal. The present research suggests that those States/UTs generated on an average of 100 mt/month COVID-19 waste in the last 7 months (June–December 2020) should be considered as a high priority state. These states need special attention to implement BMW rules and should upgrade their BMW treatment capacity.
