Region expansion is one of the main keys in providing services to the community, after the establishment of Law Number 22 of the Year 1999 concerning the regional government. This law was established due to problems arose mainly concerning the lack of public services, the extent of territory, territorial borders, ethnic and cultural differences, and unfair development in all regions and others, leading to many problems in the community. The results of this study revealed that region expansion had positive implications in term of social, political and cultural recognition of regional communities. Through the expansion policy, community entities with a long history of cohesiveness and greatness have been recognized as new autonomous regions. This recognition has, in turn, positively contribute to community satisfaction, which ultimately increases the regional support for central governments. It can be concluded that regional expansion policies shorten the geographical distance between citizen settlements and service centers, and narrow the range of control between the local governments and its lower government units. In addition, the expansion enables the government to bring new types of service to the area, such as electricity, water, and health services.

Public services are identified as services provided by the government of certain jurisdiction (country or local community) in order to ensure citizens’ welfare and social protection. The efficiency of public services provision depends on numerous economic, social, and institutional factors. In turn, numerous scientific debates are about the optimization of taxation in order to increase the efficiency of public goods provision. Therefore, the purpose of the research is to clarify empirically the cohesion between public services provision and taxation for the sample of European countries (Latvia, Lithuania, Estonia, Czech Republic, Germany, Slovak Republic, Hungary, Poland, Romania, Bulgaria, Slovenia, and Ukraine) for 2005-2018. Correlation analysis and panel data regression analysis results allow concluding that provision of public goods (safety, education, health care) highly dependent on social contributions and taxes on goods and services, and less on taxes on income, profits, and capital gains. Moreover, tax growth dynamics in chosen European countries is twice, triple or even five times more rapid than growth dynamics of all dependent variables (only government expenditures on education and social contributions annual growth rates are almost equal). Such a discrepancy might result in an increase of social tensions, shadow economy, intensification of tax avoidances and tax evasion processes, lack of population to government loyalty. All this proves the necessity of improvement of financial resources redistribution in order to improve the efficiency of public services provision. Keywords: budget, government expenditure, government efficiency, public goods, tax revenue.

Asian countries have abundant resources of natural fibers, but unfortunately, they have not been optimally utilized. The facts showed that from 2014 to 2020, there was a shortfall in meeting national demand of over USD 2.75 million per year. Therefore, in order to develop the utilization and improve the economic potential as well as the sustainability of natural fibers, a comprehensive review is required. The study aimed to demonstrate the availability, technological processing, and socio-economical aspects of natural fibers. Although many studies have been conducted on this material, it is necessary to revisit their potential from those perspectives to maximize their use. The renewability and biodegradability of natural fiber are part of the fascinating properties that lead to their prospective use in automotive, aerospace industries, structural and building constructions, bio packaging, textiles, biomedical applications, and military vehicles. To increase the range of applications, relevant technologies in conjunction with social approaches are very important. Hence, in the future, the utilization can be expanded in many fields by considering the basic characteristics and appropriate technologies of the natural fibers. Selecting the most prospective natural fiber for creating national products can be assisted by providing an integrated management system from a digitalized information on potential and related technological approaches. To make it happens, collaborations between stakeholders from the national R&D agency, the government as policy maker, and academic institutions to develop national bioproducts based on domestic innovation in order to move the circular economy forward are essential.

The objective of this study is to investigate the CSR (Corporate Social Responsibility) practices after the issuance of the government regulation as the implementation guideline of the CSR as stipulated in the law no.40/2007 through business players’ interviews. Using the semi structured  interviews with Indonesian executives/informants of Indonesian companies, this study found that CSR practices have been viewed as philanthropic activities of companies with all the consequences that follow: shareholder as the most important stakeholder, reporting CSR practice as means to have public image and no need to have any standard to prepare CSR practice reporting. Given the findings, there is a need to redefine CSR based on the intention to maintain good relationship with stakeholders and to have the integrated management system to help management well interact with them in market and non- market mechanism.
