As an agrarian nation, agriculture policies of Nepal have been prioritized subsidies to increase production, improve food security, and reduce poverty. Nepal government has been allocating a huge amount each year for agricultural subsidies. This paper focuses on identifying the critical issues of the effective implementation of agricultural policies and programs in Nepal. The paper is based on primary and secondary sources of information. The primary data were collected on the field visit and in-depth interview has been taken with key stakeholders of the agriculture field. The secondary sources of information are based on government and academics' publications and their study reports. Qualitative research method has been adopted for this study, and the collected data are being analyzed based on the narrative analysis method. This study found that the utilization of agricultural subsidies has not been utilized properly in practice, and small and needy farmers are not being benefitted from the agriculture support policies and programs. It is found that government subsidies are heavily influenced by political power and politically influential persons. The bureaucratic complicated system, lack of transparency and good governance, lack of proper information about the subsidy are found the key constraints to easy access of subsidy to the small and needy farmers. In addition, failure of anti-corruptions mechanism and degradation of the values, ethics and morality are also significant issues of Nepal.

Purpose Good governance has been declared as the key target of most Asian governments, but it appears to be an unattainable objective. The purpose of this paper is to explore the potentials for establishing governance across Asian countries. Drawing upon the literature and experience of Asian countries, the study argues that governance represents an unclear state that is rooted more in perception than reality. An extensive review of the indicators of governance reveals the anomaly and unorganized efforts to measure it, and points to the need for recognizing accomplishments in areas that are not directly or indirectly covered in the existing schemes of assessment. Design/methodology/approach The paper is based on a broad review of the literature on governance and political systems in Asian countries. Existing arrangements for assessing governance are critically reviewed to point out the risks in a perception-dependent approach. Secondary sources and insight obtained from relevant research constitute the data analyzed in the paper. Findings The paper finds that the target of good governance cannot be fully achieved due to the significant diversity across Asian countries as well as varied perceptions held by assessors. Stakeholders have different perceptions about the requirements and ideal of governance and existing tools for measuring governance are inadequate. Most importantly, assessment frameworks do not recognize contextual dimensions that are relevant to Asian countries. Furthermore, it is important to recognize efforts that are aimed at improving conditions instead of working toward an absolute outcome of governance. Recognition of small successes will contribute to the improvement of circumstances rather than ranking countries on the basis of a limited number of perception-based indicators and listing them on international indices. Research limitations/implications The paper does not draw upon primary sources of information and is limited to an assessment of existing arrangements. Practical implications The paper will help draw attention to the limitations of existing arrangements of assessing countries and ranking them for the quality of governance. It will also encourage researchers to think about alternative tools for assessing governance and recognizing progress in Asian countries. Social implications The paper will encourage governments to identify obstacles to good governance and adopt policies to overcome them. Originality/value The paper contributes to the literature presenting a critical view for encouraging alternative approach to governance, incorporating perceptions of diverse stakeholders and highlights the need to recognize progress, however limited, in all areas.

The creative education system is introduced in different stream of Bangladesh education towards developing the ingenious capability of students. The study is an endeavour that tries to know the possibilities and difficulties in the creative education system at the secondary level in Bangladesh from the teachers’ and students’ perceptions. It is an exploratory type of research that used primary and secondary sources of information to look for the problems, underlying the system. To collect primary data, Ambarkhana Girls’ High School & College; and Osmani Medical High School of Sylhet Sadar have been chosen as the study area. From the second tier of the chosen institutions; 60 students and 20 teachers are selected using a systematic random sampling method. The social survey method has been implied in this research and data collected through face to face interview method; along with a few well responded and informed respondents’ in-depth interview. Collected data from the respondents are then analyzed through a mixed research approach. The study findings reveal that most of the students signify the system enjoyable to study, memorizing reduced for textbooks learning, and appearance in examination turned easier. While others find the system confusing, difficult to understand questions and answer in examination hall within limited time. Besides, the system reciprocally encourages students to enrol in coaching centres for a vague idea about question pattern; lack of linkage between book and exam questions; and also, to get good marks. Findings from teachers' evaluation depict that though they welcome the system they are not well prepared to assimilate the system because of inadequate training facilities, absence of inquisitive seeking awareness program, dependence on the readymade question paper, challenges exerted on them to give students attention and proper guidance. The study recommends introducing well-researched textbooks avoiding mistakes, improving integrative classroom learning, controlling coaching business, increasing training facilities for teachers, providing awareness programs to make effective the creative education system in a competitive world of education.

ABSTRACTObjective: to examine the relationship between health professionals and the consumption of licit and illicit drugs to determine physical or psychological dependence. Method: literature search was undertaken to document analysis of secondary sources. The database used were books and journals. Results: we identified alarming rates of consumption, as the prevalence of drug use by health professionals at tertiary level, with emphasis on legal drugs like alcohol and tobacco. Being the professional wear and easy access to legal drugs as a factor in the collaborative process of addiction and the difficulty in recognizing them as patients. Conclusion: we recommend the creation and implementation of policies and programs of promotion, protection, prevention and rehabilitation of drug use, licit or not, as a strategy of quality of life for health professionals. Purpose This paper aims to highlight the crucial role of individual people, entrepreneurs and other stakeholders in the development of a tourist destination during its life cycle. The purpose is to increase our understanding of individual actors as contributors to leadership and development of tourism destinations. Design/methodology/approach An intrinsic case study of a Finnish ski resort, Ruka, is presented. The primary data consist of 16 narrative interviews. Secondary sources of information such as a history book and a historical review, reports and Web pages have been used as well. Findings The study suggests that the leadership in a destination is attributed to individuals. It is the charismatic entrepreneurs, business managers, municipality and influential politicians that may take control of the leadership at the destination. Being local enhances the sense of identity with the place and facilitates a cooperative atmosphere between actors. Finally, the roles of stakeholders and aspects of the leadership of a destination may vary along the destination life cycle. Research limitations/implications As this paper presents a single case study in a Finnish context, the findings cannot be, and are not meant to be, generalized. Rather, the findings present an example of an exception to the mainstream destination management and governance literature. Originality/value The paper fills the research gap noted by Kennedy (2014) and presents an in-depth study analysing the role of different stakeholders in destination leadership.

The article presents the results of research concerning the current issues of Ukrainian labor migrants to Poland and other European countries before and during the pandemic, as well as results of the analysis of the actions of the current Ukrainian Government’s attempts to stop migration flows from Ukraine. Primary and secondary sources of information have been used in the process of preparing the article. Primary data was collected using qualitative case studies conducted among labor migrants in Poland and Ukraine from 2018 to 2020. Secondary data was taken from Ukrainian, Polish, and other international sources of information. In particular, the secondary data of information was taken from open publications and open sources. Also, in the article, the four categories of need, which pushed Ukrainian labor migrants to work abroad, have been identified and characterized. Besides, an evaluation has been given of the Ukrainian Government’s performance, at the time when it was attempting to stop the migration flows from Ukraine to other countries of Europe but left no alternatives for its workers within the country. In general, analysis of challenges of Ukrainian labor migration to other countries of Europe during the international COVID-19 pandemic is a topical and timely subject for research.

The objective of this study was to understand the impact of demographic and social variables on consumer attitudes and purchase intentions towards eco-friendly products. The research design used in the study is descriptive research. Primary data were collected from respondents in Dehradun, Uttarakhand, using a structured questionnaire. A total of 500 respondents were considered for the study. Secondary sources of information included various research publications, published newspapers, online and printed journals, magazines, websites and books. The study reveals a significant impact of demographic and social variables on consumer consumption of ‘green’ products. It explores the differences in attitude between ‘green’ and ‘non-green’ consumers regarding social and demographic dimensions.

Purpose The purpose of this paper is to stimulate debate about the advantages and disadvantages of incorporating Confucian values in personnel and marketing practices of a manufacturing firm in an ethnically diverse, emerging economy of Southeast Asia. Design/methodology/approach Primary data from the direct experience of the company’s manager were combined with secondary sources of information on the business landscape of Malaysia. Key lessons were developed from discussion and reflection on experiences of people involved with the company. Findings Cultivating warm, long-term relationships with customers through product dependability and gifts contributed to the firm’s marketing success. Family-like bonds between employees, “not strictly professional by Western standards” succeeded in keeping the turnover low. The paternalistic leadership style, however, came at the expense of a possible loss of constructive conflict through participatory decision-making. Research limitations/implications Analysis is restricted to the experience of a single company. Research findings are thus highly context-specific. Originality/value The case shows an example of successful implementation of key Confucian values in multiple business areas. The interplay between the East Asian values and the diverse ethnic context of Malaysia is also examined.

The objectives of the study was to assess the role and challenge of realizing ethical values in promoting good governance. For this study the data was gathered from both primary and secondary sources. The primary sources of information was gathered through questionnaire and interviews whereas secondary data gathered from different types of documentaries, published materials and internet websites resources. The gathered data were analyzed and interpreted by using tables and percentages. As the study revealed, the overall objective of good governance is to ensure good conduct with the concern for values, practices and behavior. These values are inculcated in an individual by his/her parents, teachers, religion, society and the environmental of work place. The essential duty of governance principles is to effectively and equitably implement ethical values of the society. Hence, it demands highly competent, well administration, participatory and good deal of sound policy formulation and distinct citizen orientation. The promotion of ethical values in good governance implies legality of government action; rationality in policy and decision making; evolving a sense of responsibility; creating excellence; facilitating spirit of individual and organizational goals; developing responsiveness; protecting the national interests; and bringing and elevating integrity. The study identified the role and challenge of realizing ethical values in promoting good governance in Dessie Town. It is recommended by the researcher that the officials and religious institutions must give high consideration to ethical values and principles for realization of good governance in the study area.

This study is an analysis of the nature and pattern of intra-party conflict in Nigeria’s Fourth Republic with specific reference to the ruling All Progressives Congress (APC). Intra-party conflict has been the norm in Nigerian politics leading to crises, setback and failure of many parties to forge ahead for proper democratisation in Nigeria including the ruling parties in many instances. The problem is the way in which intra-party conflict is becoming the bane of democratisation and good governance in Nigeria for many decades and despite the previous experiences, the phenomenon continued unabated. The study investigated the new dimension of intra-party conflict in Nigeria taking the All Progressives Congress as the case study. The study used a qualitative method of data collection and analysis. Primary and secondary sources of data were used. The primary data involved an in-depth interview with some selected informants from the relevant institutions and agencies related to the APC and the crises such as the national party executives, senior officials of the Independent National Electoral Commission (INEC) and academicians that are experts in the area of study. The secondary sources include books, journals, newspapers, internets and other documented materials. The data obtained were discussed using content analysis where thematic analytical interpretations were used in the discussions. The research discovered that, the intra-party conflict under the APC has taken a new dimension where the members of the ruling party constituted an opposition and a stumbling block for the party’s progress and governance. The work recommends that intra-party conflict of APC and other Nigerian political parties can be resolved through constitutional reforms, institutionalisation of party ideology and principles and strict sanctions from the national leaders of the party.

The purpose of this paper was to investigate the impediments of good governance practice in Jimma town in particular emphasis on Ginjo and Mendera kochi kebelle administrations. To realize the intended objectives of the paper case study research design was employed. The necessary data for this study was collected from primary and secondary sources. In this case, primary data were collected from respondents through focus group discussion (FGD), in-depth interview and key informant interviewees. On the other hand, secondary sources of data have taken from document analysis technique. In addition, even if the challenge of good governance is the concern of the town as a whole, for the purpose of this study, Ginjo and Mendera kochi kebelles were selected based on the good judgment of researchers considering the level of severity of maladministration. Besides, the data collected from primary and secondary sources was analyzed in the form of qualitative approach and described in words. Moreover, the findings of this study reveal that local government administration lacked the courage to enforce the law and policies to enhance good governance. As a result, good governance practice in the study area is characterized by poor structural performance, lack of transparency and accountability, inactive administrative responses, low participatory system, inability to provide shelter for the poor, corruption, unemployment and Insufficient budget allocation.
