Good governance is a new spirit delivered for government bureaucracy. Various efforts have been made in order to create good governance so that it can lead to professional, productive, and innovative bureaucracy system. Government institutional becomes the main ditch to achieve respectable governance. Innovation will be convenient if government institutions give adequate spaces toward the roles of other stakeholders and community. The government, another stakeholder, and community are supposed to work together to carry and implement innovation programs in all sectors. Green village is one residential innovation form that should be supported by various actor roles. In addition, in order to establish the relationship between parties, conducive to bureaucracy atmosphere is needed. This paper discusses the implementation of the roles of good governance in facilitating green village innovation program in Daerah Istimewa Yogyakarta. Investigation result toward secondary data shows that the government role of good governance is in regulation, planning, implementation, and assistance. However, the role is only formal not yet intensive. Good governance role of society is in the form of participation, which has worked well in three green villages. However, society participation is not wide spread yet. Meanwhile, the private role is still limited to the mutual interest which is profitable. Recommendation to optimize good governance by performing authentic green bureaucracy, private green action, and social engineering green community.

The term “good governance” is used to describe the concept of effective publicadministration. This article investigates the role of Kazakhstan e-governmentframework in public administration improvement and the country’s competitivegrowth through bureaucracy reduction and mitigation of corruption risks in thepermitting system. E-government, thanks to the transparency of electroniccommunications and increased accountability of public authorities, fundamentallychanges the nature of the relationship between citizens and the state, creating a newparadigm of public administration that contradicts the traditional bureaucraticparadigm. E-government, allowing citizens to directly contact the state via theInternet, excludes officials from the chain of relations between citizens and the state,and thereby reduces the licensing function of officials as an important resource ofadministrative corruption. Kazakhstan, according to the emerging term of the globaldigital divide - global digital divide, dividing the world into information developedand developing countries, has narrowed this gap. Kazakhstan, being one of theleaders in the CIS, in the international ranking on readiness for e-government (EGovernment Readiness Index) in 2018 took the 39th position.

This article aims to understand the relationship between the muslim community and the government about ZISWAF management. This study was conducted in West Java, Indonesia by utilizing a qualitative approach with secondary data and FGD (Focus Group Discussion). This study finds that first, the role of civil society and government in managing zakat can be carried out actively and coordinatively. The role of government lies in providing political legitimacy and providing data in the development of zakat, while civil society zakat management institutions act as executives in collecting and managing zakat. Second, the social relations are not built in competitive, but rather coordinative and complementary relationships. Third, government and muslim community are still more oriented towards their collection rather than their utilization. The conclusion of this study is that the relationship between the muslim community and the government in growing the ZISWAF Movement is still not massive and synergistic, especially in terms of utilizing ZISWAF.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

Lack of awareness, lack of availability of non-farm activities, lack of nutritional facilities, inadequate health infrastructure, restricted movement to forest areas, and reliance on herbal medicines are some of the worst conditions that the indigenous population had to face worldwide, during the pandemic. Around 10.45 crore (10.45 million) indigenous population that resides in India are at stake because of economic inequality and social stigma. Lack of developmental measures in India has always led the tribal population to dwell at the margins without proper resources of economic sustenance. The announcements of lockdown and proposals for industrial projects approved during the lockdown period further aggravated their conditions. With the help of secondary data, news reports, and international agency reports, the article tries to critically review the conditions of the tribal population in India, the measures taken by the government, and the role of local organizations in helping tribal people to sustain the pandemic.

Previous research has mainly focused on the determinants of consumers’ complaint channel choices. Little attention has been paid to the behavioral consequences of different complaint channels, particularly different complaint devices. Drawing on spatial crowding perception theory, this study finds that in an online complaint context, consumers’ complaint intensity is shaped by complaint devices that differ in screen size. Crowding perception produced by visually restrictive tension mediates the relationship between the screen size of the complaint device and the complaint intensity. The results of secondary data confirm that consumers’ complaint intensity is higher while complaining through a small-screen device (as opposed to a large-screen one). Three scenario-based experiments are conducted to examine the role of perceived spatial crowding in producing a more intense complaint behavior when complaints are submitted through smaller screen devices (as opposed to larger screen devices). The fourth experiment reveals that crowding perception can be lessened by adjusting certain design elements of the interface, ultimately mitigating the intensity of the complaint submitted through a small-screen device. Our research identifies the specific causality and underlying mechanism of the influence of device type on consumers’ postconsumption behavior, thus contributing to clarify some ambiguities in the literature.

Generally, activities conducted by people generate waste. The waste which increasingly rises causing a big problem. Therefore, the role of community in waste management will strongly support the process of solving the waste problem in the community. The purpose of this study was to determine the relationship of engagement and active participation of citizens, as reflected in the attitude of citizens in the activities related to the response to the waste problem in the community. A descriptive method was used in this study to describe the involvement and participation in the prevention of waste. The result showed that the paradigm of PSBM (community-based waste management) appeared sporadically and has not yet received the maximum support from regional governments. A paradigm which is “people pay, the government manages“, has grown within the community for years. It would hardly change people’s behaviour patterns in solving the waste problem in the community since changing the city into a city that is clean, comfortable and healthy involved many parties, including the community.

There are two questions in the study under study, namely: First, what is the knowledge and understanding of students in Gayo Lues District Madrasah Ali about the implementation of the Jinayat Aceh Qanun Number 6 of 2014? Secondly, What is the knowledge and role of the Gayo Lues District Madrasah Aliyah religious teacher in disseminating to students about the enactment of the 2014 Jinayat Aceh Qanun? This study uses a normative juridical and sociological juridical approach. The normative juridical approach is done by first examining the Aceh regulation or qanun that is relevant to the problem under study. In other words the normative approach is to examine library materials or secondary data which includes primary, secondary and tertiary legal materials. The results showed that Gayo Lues State students in general knew about the implementation of Islamic Shari'a in Aceh, but the majority of them did not know and understand about the material regulated in Aceh No. 3 Qanun. 6 of 2014. Especially they do not know and understand about the terms contained in the Aceh jinayat qanun. Among the terms referred to in the Jinayat Aceh Qanun Number 6 of 2014 are Jarimah / Jinayat, Uqubat, Hudud, Ta'zir, Khamar, Maisir, Khalwat, Ikhtilath, Adultery, Sexual Harassment, Rape, Qadzaf, Liwath, Business. Students only know the term zina, sexual harassment, rape. While the Fiqh teacher knows and understands the qanun, but does not have the authority to socialize it, because the subjects in this madrasa refer to the 2017 revised 2017 curriculum, so the syllabus and lesson plans have been determined by the government based on the curriculum.Keywords: Socialization, Qanun Jinayat Aceh, Madrasas, Gayo Lues

Purpose of the study: The objective of the study was to investigate the relationship of the dividend payout on a firm's performance under low growth opportunities from the manufacturing sector of Pakistan. Methodology: A sample of 251 firms out of 378 manufacturing firms listed at the Pakistan Stock Exchange (PSX), have been carefully chosen for the era of ten years from 2006 to 2015. The secondary data was obtained from the firm’s web financials and analysis of financial statements, published by the statistics department of the State Bank of Pakistan. For the persistence of investigation panel data (fixed effect) analyses were employed in this study. Main Findings: The fallouts of the analysis revealed that the dividend payout ratio has an insignificant relationship with the firm's performance in the low growth perspectives of the study. Applications of this study: The findings of the study are helpful for the financial managers of the firms facing low growth opportunities. Furthermore, the investors in capital markets can use the findings of this while investing. The originality of this study: The study focussed on the role of low growth opportunities while studying the nexus of dividend pay-out and the firm’s financial performance which inherits the novelty and originality of the study.

This article tries to explain how the relationship between Islam and politics after the conflict between the Government of Indonesia and the Free Aceh Movement (GAM). After the peace agreement between the two parties with the signing of the Helsinki MoU, the Indonesian government interpreted the agreement in Law No. 11 of 2006 concerning the Government of Aceh (UUPA). The presence of the act makes the ulama a partner of the government in running the wheels of government by giving fatwa on issues of government, development, community development, and the economy. Furthermore, after peace, the role of the ulama was not only to give knowledge to the community, some ulama participated in practical politics. This was one of the effects of the UUPA, where Aceh was given the privilege of establishing local political parties. At present some ulama have occupied various positions in party management, and even participated in the regional head election (PILKADA), where religious values are used as a means of gaining power.
