Poverty is considered as a complex and multidimensional public problem. Poverty problems become a complex problem so that a country cannot have the ability to eradicate poverty on its own. The majority of Indonesians are at a low economic level. This condition causes the poverty rate in Indonesia to increase from year to year.In the context of accelerating poverty reduction as well as developing policies in the field of social protection, the Government of Indonesia has implemented various poverty alleviation programs such as the social assistance program. To make the program successful, it is assisted by a team of sub-district social welfare workers (TKSK). The purpose of this study was to determine and analyze the Role of Sub-District Social Welfare Workers (TKSK) in the Poverty Reduction Program at the Social Office of Bone Bolango Regency and its inhibiting factors.The analytical method used in this research was a qualitative data analysis method, using an interactive model. The data collection model used in this research was conducted through observation, interviews and documentation.Based on the results of the study, it shows that the role of sub-district social welfare workers (TKSK) in the Poverty Reduction Program considering from the aspect of the role as coordinator, role as facilitator and role as administrator has been implemented but has not been effectively implemented. It also considers the competency factors and hindering facilities.

ABSTRACT The role of the Sub-district Social Welfare Staff (TKSK) aims to make the distribution of aid from the government to poor families or people with social welfare problems (PMKS) in Kanigaran sub-district a success. This is the key to the welfare of the people in Kanigaran sub-district. This study aims to determine the role of Sub-district Social Welfare Workers (TKSK) in assisting Persons with Social Welfare Problems (PMKS), and to find out what are the supporting and inhibiting factors of implementing the role of District Social Welfare Workers (TKSK) in facilitating Persons with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) had not played a good role in facilitating the community with Social Welfare Problems (PMKS) in Kanigaran sub-district. and also assistance. This occurs due to the limited ability of the Sub-district Social Welfare Workers (TKSK) in handling communities with Social Welfare Problems (PMKS) in collaboration between the TKSK Subdistrict Social Welfare Workers and the government, the TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or the Social Service is to provide assistance in the form of groceries, rutihahu, goat programs in each region, and providing business capital according to the needs of the people they are living in Kanigaran District, Probolinggo City. The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

A protest wave which began in 2019 has swept across many Latin American countries. The Multinational State of Bolivia, where rapid destabilization of political situation has led to a serious internal crisis, was no exception. The paper examines the prospects for conflict resolution in Bolivia through the lens of the ‘divided society’ concept. The first section identifies the key fault lines in Bolivia including ethnic, cultural, and civilizational differences, economic disproportions, and high levels of social and political polarization. The author shows how the regime of Evo Morales managed to reach an internal balance and maintain it for quite a long time through complex balancing, concessions, and compromises. The second section identifies the causes behind the 2019 crisis. These include miscalculations of the government which has revealed general instability of the country’s political system and threatened to erode democratic institutions; changes in electoral behavior of the population; the increasing role of the armed forces. The author links the possibilities to overcome these challenges faced by Bolivia with the expansion of the social protection in conjunction with the principle of consociationalism, but stresses that even so the consolidation of the Bolivian society will be a time-consuming process.

This research was conducted in Poasia District, Kendari City. The objectives of this study were (1) To determine the role of social welfare workers in Poasia District, Kendari City (2) To determine the driving and inhibiting factors of the role of social welfare workers in Poasia District, Kendari City. The research method used is using qualitative research methods, qualitative methods are research methods that produce descriptive data and written or spoken words from people's behavior can be observed, the research technique used is observation / observation, namely the researcher goes directly to the field to obtain data and prepare the tools and materials used at the time of the research. Interviews were conducted to gather information such as the role of social welfare workers and the driving and inhibiting factors in Poasia District, Kendari City. Documentation is done in order to strengthen the data from the results of the interviews conducted in the observation. The technique of determining informants in this research was carried out by purposive sampling. Data were analyzed using data reduction techniques, data presentation, and drawing conclusions. The results of this study indicate that in Poasia District there are still many underprivileged people, then the government provides assistance through the Ministry of Social Affairs for less fortunate families. This assistance is provided through a different home program. This program aims to improve the quality of housing for underprivileged people.

Abstract This paper discusses whether the social dependency mentality in Romania is a consequence of path (past) dependence (that is, the country’s cultural and historical inheritance), or of the failure of social protection policies implemented after 1990. By taking a deductive approach and using data from Eurobarometers and several international databases, as well as by conducting several statistical analyses, we first identify the socio-economic and institutional factors associated with social dependency mentality in former communist countries, today members of the EU. Drawing on the results obtained, we then characterize the situation in Romania and provide explanations on two levels: dependence mentality as cultural inheritance - hypothesis supported by sociological, psychological and cultural-anthropological studies - and dependence mentality as a consequence of the implemented social protection policies which did not solve the issue of poverty but rather speak about incoherence, lack of vision, populism etc. We conclude that social dependency mentality is associated with the burden of the past, but also with the level and quality of education and the government strength to implement policies and provide incentives for individual responsibility in a free market. The limitations in terms of data coverage do not allow us to establish the exact weight each of the factors has in explaining social dependency mentality and, consequently, further studies are necessary considering the importance this issue currently has in poverty reduction.

This paper discusses the significance of NGOs in the context of improving social welfare in Indonesia. NGOs are civil society elements that grow in the 1970s, after the government fornm- lated the concept of developmentalism as an ideology of development. In this phase up strategic alliances with the state concerning the development of social welfare and success of the project. In the era of the 1990s, the NGO movement emerged with a strategy that is more opposition to the 1998 reform. While the post-reform effort came back redistribute role of NGOs in the social context has changed. Political openness encourages NGOs to build up new alliances with government and political parties, although this time with a field larger movement. The role of NGOs is not only at the level of empowerment and improvement of social welfare, but as elements that contribute to the creation of Good Governance. This paper concludes that the various shades of transformation that happened, NGOs remain an important element of government as partners in the social wel- fare community.Keywords :. Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

The article analyses the present state of Russian society in the context of overcoming economic stagnation and activating the mechanism of economic growth. The author examines the possibility of mobilizing human capital; social attitudes and their dynamics; the institutional structure of Russian society, implicating the principles of solidarity and coordination of interests within the framework of various voluntary unions and associations.  The analysis allows the author to define the social conditions for the activation of economic growth as complex, ambiguous and requiring a significant adjustment of social policy. At the same time, there are certain manifestations of Russian society’s interest in self-development, consolidation, and more active socio-economic transformations. The social demand for progressive sustainable economic development being obvious, the government will be able to launch economic growth by shifting from a policy of social protection to a policy of social development, with adequate goodwill and flexibility.
