This paper discusses the significance of NGOs in the context of improving social welfare in Indonesia. NGOs are civil society elements that grow in the 1970s, after the government fornm- lated the concept of developmentalism as an ideology of development. In this phase up strategic alliances with the state concerning the development of social welfare and success of the project. In the era of the 1990s, the NGO movement emerged with a strategy that is more opposition to the 1998 reform. While the post-reform effort came back redistribute role of NGOs in the social context has changed. Political openness encourages NGOs to build up new alliances with government and political parties, although this time with a field larger movement. The role of NGOs is not only at the level of empowerment and improvement of social welfare, but as elements that contribute to the creation of Good Governance. This paper concludes that the various shades of transformation that happened, NGOs remain an important element of government as partners in the social wel- fare community.Keywords :. The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Many are strategies to ensure disability in areas of education and health and access to place and information, but in this experience, we are in the role of civil society organizations in providing possible services in the community integration of an important chip, especially the time of crises and wars (The subject of this experience). We aimed to prepare a model for an inclusive and supportive summer club for children with disabilities with ordinary children from 7 to 14 years old, taking into account the awareness and understanding of ordinary students or children and accept them for their counterparts, unity, mobility and others. We have divided the club into many programs, paragraphs and science and put them through video, participation and entertainment as well as many supporting psychosocial and participation and entertainment as well as many supporting mental and social programs and contracted a specialized organization that took it upon itself to study the behaviors and submit reports with the club's specialists. the topics of the club have covered an interactive and entertainment study as well as the science of Quran and development and life skills such as drawing and coloring – young media, theater and crochet – computer principles as well as weekly and monthly encouraging competitions which made us believe that we have been in the theme of cleaving and integration, and this is evident in the clear harmony through competitions, dances, songs, and the fear and tightness and intensity we have noticed at the beginning of the club, which made us seek to mainstream and develop the idea and recommend to the government, private sector and civil society and urged them to conduct efforts for effective participation and ensure persons with disabilities, especially children to remove them from the situation of war and conflict and support their psychological and social balance..

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

Сivil society is a group of people excluded from the government and the army and providing a counterbalance and control of the state at the national and local levels in the country. In Bangladesh, since independence in 1971, civil society organizations have been successfully involved in social development, but they have been criticized not to be able promote democracy in Bangladesh because of their support for political parties. Therefore, it impedes strong opposition to corruption and non-democratic activities in the country. In this article, using the historical method, the author analyzes the features and role of civil society in Bangladesh.

Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

The “third wave” of democratization, which saw the fall of old authoritarian regimes across Africa, as well as the introduction of multiparty elections and other significant new changes, has faded. Today, we are witnessing a reversal of democratic gains in favour of dictatorship, resulting in political instability and severe outbreaks of violence in Ethiopia, Mozambique, Kenya, the Ivory Coast, Nigeria, and elsewhere. This article seeks explanation for the failures of the democratization process in Africa, focusing on the challenging role of political institutions in determining the nature of transition trajectories, reviewing its significance, and justifying why this factor is important when analyzing the success or failure of democratization. The paper sought to provide a more robust understanding of Africa's democratization failure and the thorny issue of a transitional path toward good governance. The study found that the progress of the democratic transition process at any given point in history is dependent on the existence of powerful and capable political institutions equipped to face and respond to the challenges of the transition process, and that the more integrated and independent government and civil society institutions are, the more likely democratic practices will thrive. Furthermore, the study showed that under authoritarianism, institutions like elections, political parties, and legislatures are often referred to as "pseudo-democratic" because they are copied, imitated, and mocked to manipulate the concept of democracy and serve the continuation of autocratic rule.

ABSTRACT The role of the Sub-district Social Welfare Staff (TKSK) aims to make the distribution of aid from the government to poor families or people with social welfare problems (PMKS) in Kanigaran sub-district a success. This is the key to the welfare of the people in Kanigaran sub-district. This study aims to determine the role of Sub-district Social Welfare Workers (TKSK) in assisting Persons with Social Welfare Problems (PMKS), and to find out what are the supporting and inhibiting factors of implementing the role of District Social Welfare Workers (TKSK) in facilitating Persons with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) had not played a good role in facilitating the community with Social Welfare Problems (PMKS) in Kanigaran sub-district. and also assistance. This occurs due to the limited ability of the Sub-district Social Welfare Workers (TKSK) in handling communities with Social Welfare Problems (PMKS) in collaboration between the TKSK Subdistrict Social Welfare Workers and the government, the TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or the Social Service is to provide assistance in the form of groceries, rutihahu, goat programs in each region, and providing business capital according to the needs of the people they are living in Kanigaran District, Probolinggo City. Purpose The purpose of this paper is to examine the existing approaches to police accountability and how they may or may not address changing norms and expectations of civil society. It examines the role of independent police advisors and how they may contribute to bridging this divide. Design/Methodology/Approach The paper is a constructivist reflexive critique of the shortcomings of the mechanisms for policing accountability. It addresses human security considerations and the social contract in the existing populist charged social context and addresses other ways by which accountability may be achieved by challenging ideas and facilitating reconceptualization of accountability. Findings The advent of the independent advisor as employed by British Police forces is reviewed as a viable means of engaging communities to enable a constructive relationship built on accountability in advance of action rather than punitive recourse post crisis via complaint. Originality/Value An exploration of the relationship between the ‘critical friend’ Community engagement model of the UK independent police advisor and the role played by this approach in reconceptualizing police accountability. The author spent 10 years as an advisor.

Poverty is considered as a complex and multidimensional public problem. Poverty problems become a complex problem so that a country cannot have the ability to eradicate poverty on its own. The majority of Indonesians are at a low economic level. This condition causes the poverty rate in Indonesia to increase from year to year.In the context of accelerating poverty reduction as well as developing policies in the field of social protection, the Government of Indonesia has implemented various poverty alleviation programs such as the social assistance program. To make the program successful, it is assisted by a team of sub-district social welfare workers (TKSK). The purpose of this study was to determine and analyze the Role of Sub-District Social Welfare Workers (TKSK) in the Poverty Reduction Program at the Social Office of Bone Bolango Regency and its inhibiting factors.The analytical method used in this research was a qualitative data analysis method, using an interactive model. The data collection model used in this research was conducted through observation, interviews and documentation.Based on the results of the study, it shows that the role of sub-district social welfare workers (TKSK) in the Poverty Reduction Program considering from the aspect of the role as coordinator, role as facilitator and role as administrator has been implemented but has not been effectively implemented. It also considers the competency factors and hindering facilities.

This research project investigates the benefit of a mock Congressional hearing exercise in facilitating students’ reflections on the role of engineers and scientists in society and government and how technological solutions are shaped by society and the government. The benefit is assessed by student survey responses and by instructor experiences throughout the exercise. The hypothesis is that the mock Congressional hearing will prove to be an active and engaging exercise that will result in greater awareness of the interaction of science and technology with society, greater confidence processing these issues, and increased knowledge of where to look for information on contemporary technological issues. In evaluation of the exercise, students noted that their awareness of the social and environmental dimensions of technical issues improved. They also indicated that they were introduced to several governmental websites for Congress and the agencies relevant to their topic. However, students did not feel that the mock hearings contributed significantly to their confidence in performing analysis of current technical issues facing society. Improvements for future mock hearing exercises, such as tying it more closely to the course content, are also presented.
