This research was conducted in Poasia District, Kendari City. The objectives of this study were (1) To determine the role of social welfare workers in Poasia District, Kendari City (2) To determine the driving and inhibiting factors of the role of social welfare workers in Poasia District, Kendari City. The research method used is using qualitative research methods, qualitative methods are research methods that produce descriptive data and written or spoken words from people's behavior can be observed, the research technique used is observation / observation, namely the researcher goes directly to the field to obtain data and prepare the tools and materials used at the time of the research. Interviews were conducted to gather information such as the role of social welfare workers and the driving and inhibiting factors in Poasia District, Kendari City. Documentation is done in order to strengthen the data from the results of the interviews conducted in the observation. The technique of determining informants in this research was carried out by purposive sampling. Data were analyzed using data reduction techniques, data presentation, and drawing conclusions. The results of this study indicate that in Poasia District there are still many underprivileged people, then the government provides assistance through the Ministry of Social Affairs for less fortunate families. This assistance is provided through a different home program. This program aims to improve the quality of housing for underprivileged people.

The purpose of this study was to determine the sustainability strategies for the economic livelihoods of indigenous people in Masadian Village, Menui District, Morowali Regency and strategies for increasing the economy of the puppet community in Desa Santas, Menadian District, Menow Islands, Morowali Regency. The results of the study showed that solving the problem of economic sustainability in the Desa Desa community uses an active strategy in which all communities express their daily needs by doing side jobs with various forms of work such as working as construction workers, ship / boatbuilders, fish buyers. The side jobs that are most chosen by fishermen are construction workers and shipbuilders and poverty reduction models with a participatory approach or the role of the wife / children to help the husband work

The purpose of this study was to examine educational services for children at the Kendari 1 State Special School and to determine the factors supporting and inhibiting educational services for children at the Kendari 1 State Special School. This research uses descriptive qualitative research with data techniques, interviews, and documentation. The results of the study indicate that services for children with disabilities are certainly different from other general children or must be in accordance with the needs of these children where in providing lessons or providing facilities so that they must have a special strategy or program. Supporting factors for children with disabilities in Kendari 1 State Special School are the government, family, teachers and the environment. Meanwhile, the inhibiting factors for children with disabilities in Kendari 1 State Special School are lack of teachers or teaching staff, school entry flows and lack of facilities and infrastructure.

The research aims to determine the impact of hazardous and toxic waste substances (B3) disposal toward the social welfare in Lakardowo village Mojokerto. The type of this research is descriptive qualitative. The data collection that used is by observation, interview and documentation with 10 people in Lakardowo village. The result of this research is the impact of hazardous and toxic waste substances (B3) disposal toward social welfarestarting from material, social and spiritual, such as reducing the income that hit the majority society as a farmer in Lakardowo village which feel the damage in their agricultural land and increasing the cost of living for clean water. The emerge of Dermatitis or itchy disease that mostly attacks children body as a result of using well water or water sources in Lakardowo village. The rise of conflict between two camps in the society that causing the reduce of spiritual activities and also customs, which make the social welfare in Lakardowo village unfulfilled.

This study aims to determine the services of social welfare centers (Puskesos) in poverty reduction in Abeli Dalam Village, Puuwatu District, Kendari City. This type of research is a qualitative descriptive study. The data collection technique was carried out by means of observation, interviews, and documentation with 13 research informants. 5 people from the implementation team of the social welfare center (Puskesos), and 8 additional informants, 1 TKSK and 7 community members who are beneficiaries of Puskesmas services in Abeli Dalam Village, Puuwatu District, Kendari CityThe results showed that social welfare center services (Puskesos) are located in Abeli Dalam Village government by providing social welfare center services in the program including: Healthy Idonesia Card (KIS), Family Hope Program (PKH), Non-Tunia Food Assistance (BPNT), and Cash Social Assistance (BST). which is carried out by Puskesmas to the poor, namely: 1) making changes in the form of activities, these activities are in the form of socialization. 2) assist in overcoming problems, by providing quality service assistance to poor individuals / families / households must have clear, straightforward, easy to understand and implement procedures. These activities include; receiving complaints, checking the status of potential beneficiaries with data validation and verification processes, complaint handling services according to program needs, in this case the KIS, PKH, BPNT, BST programs, and handling referrals. With 700 KIS recipients, 77 PKH family heads, 137 BPNT family heads, and 6 BST family heads. The number of service recipients for the poor was 174 households out of 202 households. These are found in Puskesmas services as well as the benefits of puskesmas services for the community that can have a good impact on community welfare and poverty reduction, and contribute to the fulfillment of the right to access health services, education, basic food assistance, and cash social assistance can be achieved

Persons with disabilities are every person who experiences physical, intellectual, mental and or sensory limitations for a long period of time who in interacting with the environment experiences obstacles and difficulties to participate fully and effectively with other citizens based on equal rights, a physical disability is someone who has body abnormalities in the locomotion which include bones, muscles and joints that prevent them from doing proper activities. The purpose of this research is to find out the efforts of persons with physical disabilities and the challenges experienced by persons with physical disabilities in accessing jobs in meeting socio-economic needs. This research method is descriptive qualitative. The results showed that first, the efforts made by members of PPDI Sultra in meeting their socio-economic needs, namely increasing self-confidence by working and also joining an environment that has conditions like them so that they can encourage each other and also by participating in training for people with disabilities. gain knowledge and skills to equip them to open and get jobs as well as entrepreneurship, entrepreneurship, namely sewing, welding workshops, and selling groceries. Second, the challenges experienced by PPDI Sultra members with regard to access to jobs in meeting socio-economic needs, namely employment opportunities that are not disability friendly, shame, job opportunities, education and skills. With the efforts made by persons with physical disabilities to access work in meeting their socioeconomic needs, they get recognition from the community that they are able to have a job and fulfill their needs.

This study aims to determine the impact of airport construction on socio-economic and territorial changes in the community in Ambaipua village, Ranomeeto sub-district, South Konawe district. This type of research is descriptive qualitative, one type of research whose aim is to present a complete picture of the social setting or is intended for exploration and clarification of a phenomenon or social reality, by describing those with regard to the problem and the unit under study between the phenomena being tested. Meanwhile, the informants in this study are the people of Ambaipua Village who work at Halu Oleo Airport and the people of Ambaipua Village around Halu Oleo Airport.The results showed that: 1) Social impact: Increased population mobility, Improvement of community social networks, Social Interaction. 2) Economic Impact: Increase in negotiations and trade agreements, Shipping of trade goods. 3) Territorial Impact: Creating new jobs for the community, Increasing community income, Creating healthy price stability.

This study aims to determine the strategies undertaken by women who are prone to socio-economics (WRSE) in Punggaloba Village and to determine the inhibiting factors for women who are prone to socio-economics (WRSE) in an effort to meet the needs of life in Pungggaloba Village. This type of research is a qualitative descriptive study. The data collection technique was done by means of observation, interview and documentation with 7 WRSE informants in Punggaloba Village. The results of the research on the strategies carried out by WRSE in Punggaloba Village utilized their own WRSE skills and established small businesses to support all the needs in the family or the WRSE itself. And the inhibiting factor for WRSE is the lack of knowledge or education possessed by a WRSE because some of them have only graduated from junior high school, and most of them do not get assistance from the government which makes WRSE in Punggaloba Village, they have to struggle to meet their daily needs.

The purpose of this study was to determine the process of implementing house renovation assistance and its effectiveness for the poor in Kamama Mekar Village and Rahia Village in Gu Subdistrict, Central Buton Regency. The research method used is descriptive qualitative by selecting informants by purposive sampling. The iformants in this study were the Consultant Team in implementing house renovation assistance, the Village Head, the Head of Customs/Hamlet and the Community who received assistance. The results showed the process of implementing house renovations in Kamama Mekar and Rahia villages. First, data collection was carried out by each hamlet head in each village. Second, a location review carried out by each Village Head to ensure the accuracy of the data on the receipt of house renovation assistance. Third, verification of data from the ministry for further action and Fourth, the process of house renovation assistance that is carried out in each hamlet in the village to communities that are eligible for their place of residence in rehab or who areentitled to receive house renovation assistance. After the house renovation assistance processs is carried out, it is seen from the effectiveness as stated by Edy Sutrisno that the effectiveness in dicator consists of First, understanding the program. Where the understanding of this program can be seen to what extent the community can understand these programs. Second, right on target, as stated by Bernard, that effectiveness is a dynamic condition of a series of processes for the implementation of tasks and functions of work in accordance with the objectives and targets of the program policies that have been set, with this conceptual definition a dimension of study is obtained, namely the dimension of program effectiveness. Third, on time in the process of implementing the construction of alivable house renovation program for the community in Kamama Mekar Village and Rahia Village, it has adjusted to the time set by the Central Buton Regency PUPR Service. And Fourth, real change, namely a program seen through the extent to which program activities give an effect or impact before and after the program has made changes to all related aspects.

This research aims to determine the role and constraints of street vendors in improving family welfare in the Pantai Mutiara tourist attraction area, Gumanano Village, Mawasangka District, Central Buton Regency. This type of research is qualitative research. Data collection techniques were carried out by means of observation, interviews and documentation with 9 main informants of street vendors (PKL) in the Pantai Mutiara Tourism Object, Gumanano Village, Mawasangka District, Central Buton Regency and 5 people as supporting informants. The results showed that first, the role of street vendors (PKL) in improving family welfare in the Pantai Mutiara tourist area, namely increasing family income in meeting the needs of food, clothing, shelter, health, and educational needs. The two obstacles faced by street vendors in improving family welfare are physical capital, knowledge and skills.
