The relevance of this study lies in the fact that under the conditions of the need for accelerated modernization of almost all spheres of activity for countries in transition, which includes the Republic of Kazakhstan, the factor of consolidation of the people of Kazakhstan is of great importance. An important factor of consolidation in the countries of the catch-up type, in which all types of initiatives come mainly from the power elites, is the factor of spiritual leaders, national samples-ideals uniting the citizens of Kazakhstan. The great Kazakh poet, thinker, philosopher Abay Kunanbayev can be such a spiritual leader, a national example-ideal, uniting the multi-ethnic and multi-confessional people of Kazakhstan. The purpose and novelty of this study is to identify the relevance, modernity and relevance of the philosophical content of Abay's teaching "tolyk adam" (whole man) to modern trends in addressing the fundamental philosophical problem of wholeness, the wholeness principle and based on these trends the new understanding of the phenomenon of spirituality, which is the essence of the modern understanding of the whole man. The author, based on the thesis that the basis of the Kazakh type of philosophizing are ethical approaches to solving the problems of the essence of man, the essence of being, defines the ethical basis of Abay's teachings "tolyk adam" on the example of his poems and prose ("Words of Edification"). The author shows that, according to Abay, the whole man is a man realized in intersubjective being, the object of which is intersubjective being, it is a man aspiring to knowledge, moral and purposeful in his cognitive and spiritual intensions. Strong intensions to the problems of spirituality, according to Abai, constitute in his ideas the core of the whole man. And this approach is very modern and relevant in the context of the problems of globalization and modernization in the spiritual sphere. Abay's teaching "tolyk adam" is not only the quintessence of Abay's grasp of the thought of his modern era, but also a philosophical teaching that is relevant to modern new approaches to the fundamental problems of modernity.

National identity emerges as an interaction between identity-formationon an individual and a collective level, wherein time (history),space (territory as place of living and as transcendental symbol) andgeneration play a role. An identity manifests itself mainly through action, and is also represented in symbols. Not the core content, which hasto be reinterpreted continuously, but the boundaries towards the outerworld serve as markers of the we-feeling of the community. In the paradigmdebate on nationalism during the last three decades, three mainquestions were at stake. At first the discussion whether an ethnic-culturalor a voluntary dimension is more important. Secondly the questionwhether the nation is a modern phenomenon or goes back to thepre-modern era. And finally the debate between postmodernists consideringthe nation as merely existing in the minds of the people, and othersconsidering the nation as a social reality as well, but to be understoodfrom an ethno-symbolic perspective. This article argues that a nation isboth voluntary and organic, can also exist in pre-modern times, and isalthough imagined at the same time also a social reality. It gives a panoramaof the shifting paradigms of nationalism and their representatives, and suggests that we are already approaching a post-postmodernistsynthesis. Finally it discusses the question of nationalism and democracyin defending even the thesis that, as history doesn’t show examplesof democracies outside a national setting, a living nation is a prerequisitefor a fully fledged democracy.

The article highlights the stages of the life and work of the artist from the Republic of Moldova — Sergei Galben, who asserts the value of the emotionality of fine arts and viability of traditions of plastic culture, offering an example of their deep development and individual implementation in his works. Though his achievements were marked by awards in different competitions, being also appreciated by critics in press, and many paintings were purchased by museums and private collectors, the artist's creative way wasn't investigated. The author of the article fills this gap, having studied his numerous works and documentary materials. Most of S. Galben's paintings are connected with the images of Moldavian village. Genre motifs are interpreted as a part of the eternal course of life. His inclination for lyrical expression of feelings helps to reflect the spiritual purity and spontaneity of emotions in his portraits of rural residents, painted with great sympathy. Panoramic views and fragmentary sketches recreate the image of Moldova, “breathing” and emitting a soft light. The “landscape vision” of the artist, who lives in harmony with Nature, is also reflected in those rare semi-abstract compositions, characterized by well considered architectonics and correlation of color spots that express the mobility of the atmosphere. The integrity of the creative personality of Sergei Galben is largely due to the organic connection with the land on which he grew up. The artist is close to the ethical basis of the life of the people and the traditions preserved in everyday life, in the forms of folklore.

Abstract: Indonesia in carrying out development requires a very large capital, because of the vast territory and a very large population. But in fact Indonesia has the potential of natural resources (SDA) which is very large too, if the potence can be managed solely for the interests of the people as mandated in article 33 of the 1945 Constitution of the Republic of Indonesia. To accelerate the management of these natural resources, the government need investment both from within the country, and from foreign investment (PMA). Because domestic investment is relatively small compared to the cost of managing natural resources, while this nation must catch up with other nations, PMA is a very possible alternative to this, even though it is very risky for foreign intervention to sovereignty of the country. For this reason, the government must make clear and impartial regulations, consistent with these regulations and have a good political will, so that problems can be overcome and the sovereignty of the nation and state is maintained, so that this nation will advance equally with the nations other majalis nation. Keywords: PMA, Government, Sovereignty and investment

The article analyzes the Stone Dreams novel by the famous Azeri writer Akram Aylisli. Published in the Russian literary journal Druzhba Narodov (Friendship of the People) in December 2012, it condemned anti-Armenian pogroms in the republic and in the cities of Baku and Sumgait in particular at the end of the 1980s. The novel also refers to the massacre committed by Turkish troops on Christmas of 1919 in the midst of the Armenian Genocide, 1915–1923. At that time, Turkish commander Adif-bey ordered the mass execution of the Armenian population in the author's home village Aylis (Agulis in Armenian). Almost all Armenians were killed, with the exception of a few young girls who by the late 1980s had turned into gray-haired women. The writer knew them when he was a young man, and the whole of his narrative was based on the stories that were told by the older people in the village. The novel caused mass outrage in Azerbaijan, for allegedly being one-sided. This included mass demonstrations in front of the author's house and the public burning of his books.

Between the East and the West - The Istanbul Hilton bore many colloquial names, the press called it ‘Conrad’s Palace’, Hilton’s employees called it ‘Little America’ and the people of Istanbul called it ‘The Ship’. Irrespective of the name, there is no doubt that the hotel changed the social scene of 1950s’ Istanbul and opened its oriental door to the West. Most visitors to Istanbul these days arrive at one of the city’s international airports, but it is still quite easy to imagine that one gets off the Orient Express and is suddenly transported to the oriental world of bright colours, a myriad of smells, the buzz of the Grand Bazar and the sound of muezzins calling for the evening prayer. When you arrive at the Sirkeci Station, you find yourself just a step away from the Eminönü harbour where local men wait for their daily catch on the Galata bridge. You can stop for a minute to taste grilled fish sandwiches served directly from the fishing boat. Head north, up narrow cobbled streets, leaving the monumental Galata tower on your left, and reach Taksim Square where local socialites meet for coffee and a slice of pistachio baklava. You can also accept a shopkeeper’s invitation for a quick glass of çay – he won’t charge you a penny, it is merely a local way of saying “hello, you are welcome”. One can easily imagine going back in time, men wearing their finest suits and ladies showing off expensive pearls and fashionably tailored hats. You can hear İlham Gencer playing piano in one of many fancy coffee houses. Men are busy competing in a round of Okey while ladies catch up with daily gossip. The time moves slowly here, the air is hot and sticky, people hide from the sun in the shade of Judas trees. Leaving the Republic Monument behind you, head into Cumhuriyet Street. Passing lush Gezi Park and the offices of many international airlines and shipping companies shaded by the alley of trees, and look to your right. There it is, the majestic Hilton Hotel, symbol of modernity, comfort and globalization. This is Conrad’s Palace in Istanbul.

Constitutionalism may be gaining ascendancy in many countries in Africa. Yet thorough investigation of the extent to which current constitutions accord to the people their internationally recognised right to governance of their mineral wealth under Article 1(2) of the ICCPR has been lacking. Understanding the existing framework of rights which may support claims to land and natural resources is important. Constitutions of the Democratic Republic of the Congo and the Republic of Zambia demonstrate the reality of multiple, overlapping land interests and the limitations upon a people's claim to freely govern their mineral wealth.
