Emergency management collaboration: A review and new collaboration cycle

Objective: The purpose of this article is to review the nature of collaborations in the field of emergency management and to propose a new cyclical framework that better reflects how collaborations form, function, and evolve throughout the collaboration process. Design: An extensive review of previous literature pertaining to the collaborative process was carried out in order to identify stages through which these collaborative relationships progress in the emergency management arena.Setting: This article focuses on the nature of emergency management collaborations at the local, state, and federal levels in the United States. Results: This article builds upon the previous literature pertaining to collaboration and offers a new framework which visualizes collaboration as a trust-building and outcome cycle which moves through four repeating phases: initiation, inclusion, execution, and evaluation.Conclusions: This cycle supports the continuous, sustained, and safe learning and sharing platform identified in the previous literature and offers an improved visualization that can be used to better prepare for, manage, and reset emergency management collaborations.

In contemporary China, the rapidly urbanized cities are exposed to a broad range of natural and human-made emergencies, such as COVID-19. Responding to emergencies successfully requires widespread participation of local government sectors that engages in diversified collaboration behaviors across organizational boundaries for achieving sustainability. However, the multi-organizational collaborative process is highly dynamic and complex, as well as its outcomes are uncertain underlying the emergency response network. Examining characteristics of the collaborative process and exploring how collaborative behaviors local governmental sectors engaging in the impact their perceived outcomes is essential to understand how disastrous situations are addressed by collaborative efforts in emergency management. This research investigates diversified collaborative behaviors in emergency response and then examines this using a multi-dimensional model consisting of joint decision making, joint implementation, compromised autonomy, resource sharing, and trust building. We surveyed 148 local governments and their affiliated sectors in China in-depth understanding how collaborative processes contribute to perceived outcomes from perspectives of participating sectors in the context of a centralized political-administrative system. A structural equation model (SEM) is employed to encode multiple dimensions of the collaborative process, perceived outcomes, as well as their relationships. The empirical finding indicates that joint decision making and implementation positively affect the perceived outcomes significantly. The empirical results indicate that joint decision making and joint implementation affect perceived outcomes significantly. Instead, resource sharing and trust building do not affect the outcomes positively as expected. Additionally, compromised autonomy negatively affects the collaborative outcomes. We also discuss the institutional advantages for achieving successful outcomes in emergency management in China by reducing the degree of compromised autonomy. Our findings provide insight that can improve efforts to build and maintain a collaborative process to respond to emergencies.

AbstractThis study examined the strategic planning practices of county-level emergency management agencies (EMAs), with a specific focus on strategic planning adoption and its relationship to local program quality. The study utilized a descriptive, cross-sectional survey design to collect planning- and program-related data from more than 300 county-level EMAs across the United States. The study findings revealed that most of the county EMAs included in the final sample had previously engaged in strategic planning activities, with nearly all of them continuing to use strategic planning as part of their general management practice. The study findings further revealed that strategic planning had a direct and significant impact on the overall quality of local emergency management programs, and that the strategic planning EMAs had significantly higher mean quality scores across all program dimensions when compared to the non-strategic planning EMAs.

The change in presidential administrations in the United States promises new approaches to deal with the COVID-19 pandemic. The first year of the pandemic response in the United States has been characterized by a lack of national leadership. Moreover, the message from the White House Coronavirus Task Force has been muddled at best. There have been great inconsistencies in how the States have chosen to address spreading infections and increased stress on individual Americans who are trying to protect themselves and their families. The same pattern can be found with the distribution of vaccines and management of vaccinations. Politics has often conflicted with public health concerns. The States have been left to provide personal protective equipment (PPE) to medical personnel and first responders and to formulate their own guidance for protective measures.

This study aims to analyze the collaboration process between stakeholders in landslide disaster management in Gajahmungkur District, Semarang City. Collaboration between stakeholders aims to build commitment, understanding, and responsibility in increasing the effectiveness of disaster management which is analyzed through the concept of collaborative governance by Ansell & Gash (2007). Based on a descriptive qualitative research approach, this research was conducted in the city of Semarang, precisely in the district of Gajahmungkur Kecamatan. Data collection was carried out by interview and documentation techniques. Data analysis is based on four indicators of collaborative governance including: initial conditions, institutional design, facilitative leadership, to the collaborative process. The results of this study indicate that there are three stakeholders involved in the collaboration, namely local government, community groups, and also the private sector, however, in the process the coordination carried out by the three stakeholders is not effective enough, thus hindering disaster management activities. As a result of this lack of coordination, the landslide disaster in Semarang City has not been handled properly. Based on the results of the study, it can be concluded that the collaborative process carried out in landslide disaster management in Semarang City has not run optimally due to lack of coordination and lack of participation from other stakeholders outside the government sector, causing landslides to still occur frequently.

Abstract Frustrated by the individualist approach of the “choice” paradigm used by the mainstream reproductive rights movement in the United States, a growing coalition of women of color organizations and their allies have sought to redefine and broaden the scope of reproductive rights by using a human rights framework. Dubbing itself “the movement for reproductive justice,” this coalition connects reproductive rights to other social justice issues such as economic justice, education, immigrant rights, environmental justice, sexual rights, and globalization, and believes that this new framework will encourage more women of color and other marginalized groups to become more involved in the political movement for reproductive freedom. Using narrative analysis, this essay explores what reproductive justice means to this movement, while placing it within the political, social, and cultural context from which it emerged.

The National Coalition for Core Arts Standards released standards for music education in 2014. These standards are guided by artistic processes and measured by performance standards specific to content areas and grade levels. As school districts in the United States adopt the Core Arts Standards for their music programs, it is imperative that modern band teachers demonstrate how their curriculum aligns with this new framework. Modern band is one approach to popular music education that is particularly well suited to address this new framework; the emphases of songwriting, improvising, critical listening, and group work in a learner-centered modern band class/ensemble are associated with a wide variety of standards. This article explores connections between popular music pedagogies and each of the processes in the Core Arts Standards and examines which standards may be most appropriate for modern band contexts.

The purpose of this special issue of the Journal of Emergency Management is to assess the state of disaster preparedness, response, mitigation, and recovery during the COVID-19 pandemic. This article adds to this discussion by examining the results of a national survey of emergency managers in the United States regarding the social media platforms they use to communicate information related to the COVID-19 pandemic, how proficient they feel using them, and what value they see in these technologies during the times of crisis. The authors’ findings help make sense of government responses to the pandemic, as well as contribute to the body of literature on communication and emergency management more broadly. Furthermore, their findings have important implications for emergency management practitioners and educators.

The story of the slave ship La Amistad is one of the most celebrated and narrated 19th-century stories of the transatlantic slave trade. To fully appreciate the significance and impact of the events and circumstances of this fateful episode, it is important to examine its legacy from multiple points of the Atlantic world—vestiges of the triangular trade bequeathed by the Columbian Exchange. For a long time, the Amistad saga has been viewed from a very US-centric perspective because the dispute over the lives of the Africans rose to the US Supreme Court in 1840–1841. New archival and oral research in West Africa, Europe, and the Caribbean is rebalancing the narrative and revising the historical drama. Today, the Amistad story is widely recognized as a quintessentially Atlantic story, a story of mobility that moves back and forth across the Atlantic in multiple directions over many decades. The deployment of the phrase “Amistad saga” provides a vehicle with which to critique the socio-legal battles about transatlantic slave trading in Caribbean, North American, and West African history. The Amistad story is often described as pre-incidental to the US Civil War. The victory of African defendants is often framed as a self-congratulatory vindication of the successful resistance of enslaved Africans. The celebrated figure of “Joseph Cinqué” or Sengbe Pieh, the self-appointed leader of the Africans, and a replica of the ship itself are part of an Amistad memory industry that attempts to narrate the slave trade and its abolition. A new framework for teaching and understanding the history of the Amistad saga and its memory and forgetting through an Atlantic lens must combine historical and contemporary perspectives from the United States, Europe, Cuba, and Sierra Leone.

When a great power rises, what strategies does it adopt and why? Despite substantial interest in these questions due to concerns surrounding the rise of China and concomitant decline of the United States, research on rising state grand strategy remains underdeveloped. Not only do analysts lack a consistent way of describing how risers’ grand strategies vary, but insight into the drivers of rising state strategy remains inchoate. Accordingly, this chapter analyzes existing research, highlights the problems rising states confront in crafting grand strategy, advances a new framework for discussing strategy, and suggests avenues for future research.
