A technical assistance (TA) mission was conducted by IMF’s Regional Technical Assistance Center for Southern Africa (AFS)1 during February 25–March 8, 2019 to assist Statistics Botswana (SB) improve the quality of the national accounts statistics. This was the first mission on national accounts conducted by AFS to SB since January 2015. Reliable national accounts are essential for informed economic policy-making by the authorities. They also provide the private sector, foreign investors, rating agencies, donors and the public in general with important inputs in their decision-making, while informing economic analysis and IMF surveillance. Rebasing the national accounts is recommended every five years. They require comprehensive surveys and ideally, Supply and Use tables (SUTs) to support coherence checking of data.

Public policy and policy making is an inherent task of the institutions and state for the purpose of well-knit and sustainable governance in the society and organisation as well as in the state. The quality of governance is based upon how visionary the public policy is and how far it has been implemented. The aspect of sustainability thrives on the perspective that policy making should be inclusive having inter-generational justice. The chapter attempts to look into how far history has played its role in policymaking of the state and civil society. It also looked into how history had a role in the foreign policy making of the state. Analogies can be drawn from the past experience into the present decision making which can have a reflection in the future as well. Lyndon Johnson's administration prepared internal histories to key policy issues, in hopes of better informing the initial efforts of its successor. The illustrations and examples in the chapter are not confined to the geographical boundaries of any particular nation but rather have a global dimension.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

The Titan_Illumina_PE workflow is a part of the Public Health Viral Genomics Titan series for SARS-CoV-2 genomic characterization. Titan_Illumina_PE was written specifically to process Illumina paired-end (PE) read data. Input reads are assumed to be the product of sequencing tiled PCR-amplicons designed for the SARS-CoV-2 genome. The most common read data analyzed by the Titan_Illumina_PE workflow are generated with the ARTIC V3 protocol. However, alternative primer schemes such as the QIAseq Primer Panel are also suitable for this workflow. The primer sequence coordinates of the PCR scheme utilized must be provided in BED format along with the raw Illumina read data. Upon initiating a Titan_Illumina_PE job, the input primer scheme coordinates and raw paired-end Illumina read data provided for each sample will be processed to perform consensus genome assembly, infer the quality of both raw read data and the generated consensus genome, and assign lineage or clade designations as outlined in the Titan_Illumina_PE data workflow diagram below. At the heart of all policy design and implementation, there is a need to understand how well decisions are made. It is evidently known that the quality of decision making depends significantly on the quality of the analyses and advice provided to the associated actors. Over decades, organizations were highly diligent in gathering and processing vast amounts of data, but they have given less emphasis on how these data can be used in policy argument. With the arrival of big data, attention has been focused on whether it could be used to inform policy-making. This chapter aims to bridge this gap, to understand variations in how big data could yield usable evidence, and how policymakers can make better use of those evidence in policy choices. An integrated and holistic look at how solving complex problems could be conducted on the basis of semantic technologies and big data is presented in this chapter.

Difficulties that women face in the media professions and discrimination against women's access to decision-making posts within the media is a problem that transcends national borders. Becoming a greater part of this particular workforce would help to expand both the amount and quality of visibility for women – in news, television, and public sphere in general. Public service media (PSM), as broadcasting, made, financed, and controlled by the public and for the public, with the output designed to reach everyone and reflect all voices, should treat gender equality with the utmost importance. The existing data indicate however that, although some progress have been made, there is a lot to be done: while women among European PSMs represent 44% of the workforce, the number falls to less than 25% at the higher and executive positions. This chapter analyses the efforts made by the European Broadcasting Union's members and the measures they recommend.

Mental health services and systems (MHSS) are characterized by their complexity. Causal modelling is a tool for decision-making based on identifying critical variables and their causal relationships. In the last two decades, great efforts have been made to provide integrated and balanced mental health care, but there is no a clear systematization of causal links among MHSS variables. This study aims to review the empirical background of causal modelling applications (Bayesian networks and structural equation modelling) for MHSS management. The study followed the PRISMA guidelines (PROSPERO: CRD42018102518). The quality of the studies was assessed by using a new checklist based on MHSS structure, target population, resources, outcomes, and methodology. Seven out of 1847 studies fulfilled the inclusion criteria. After the review, the selected papers showed very different objectives and subjects of study. This finding seems to indicate that causal modelling has potential to be relevant for decision-making. The main findings provided information about the complexity of the analyzed systems, distinguishing whether they analyzed a single MHSS or a group of MHSSs. The discriminative power of the checklist for quality assessment was evaluated, with positive results. This review identified relevant strategies for policy-making. Causal modelling can be used for better understanding the MHSS behavior, identifying service performance factors, and improving evidence-informed policy-making.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support.
