Economic activity strengthened in 2018 with broad-based expansion across all major sectors. Inflation remains relatively low, and monetary stance accommodative. Oil production is expected to commence in early 2020, and additional oil discoveries have significantly improved the medium- and long-term outlook. This presents a momentous opportunity to boost inclusive growth by addressing human development needs and infrastructure gaps, provided the oil wealth is managed well.

Resumen: El artículo comienza con un debate sobre el concepto de “contracción” y sus orígenes, fuera del ámbito del desarrollo rural. A partir de ahí, se muestra la distribución de las zonas rurales en contracción en toda Europa. A continuación, se describen los procesos socioeconómicos que impulsan el declive demográfico en las zonas rurales, utilizando tanto la revisión bibliográfica del proyecto ESCAPE como los resultados de sus ocho estudios de caso. Seguidamente, se describe de forma breve la evolución de las intervenciones de la UE para paliar los efectos del declive demográfico, y se hacen algunas observaciones sobre el panorama político/de gobernanza actual. Concluimos considerando cómo una mejor comprensión del problema y del proceso de reducción puede conducir a intervenciones más eficaces, en el contexto de una visión renovada a largo plazo para el medio rural europeo. Este último debe reconocer plenamente el creciente abanico de oportunidades a las que se enfrentan las zonas rurales, a medida que la COVID-19 cambia estas y se aceleran las transformaciones en el comportamiento laboral y en la geografía de la actividad económica, y se cumplen los anteriores cambios graduales en la tecnología y los mercados.   Palabras clave: Espacios rurales, declive demográfico, enfoque neo-endógeno, crecimiento inclusivo. Abstract: The paper begins with a discussion of the concept of “shrinking”, and its origins, outside the realm of rural development. Building on this, the paper shows the distribution of shrinking rural areas across Europe. Using both the project’s literature review and findings from its eight case studies the socio-economic processes which drive demographic decline in rural areas are then described. A brief account of the evolution of EU interventions to alleviate the effects of shrinking, and some remarks about the current policy/governance landscape follow. We conclude by considering how a better understanding of the problem and process of shrinking may lead to more effective interventions, within the context of a refreshed long-term vision for Rural Europe. The latter needs to fully acknowledge the expanding repertoire of opportunities confronting rural areas as COVID-19 changes in working behaviour, and the geography of economic activity, accelerate, and fulfil, previously incremental shifts in technology and markets.   Key words: Rural areas, demographic decline, neo-endogenous approach, inclusive growth.

Any economic activity carried out by an organization, can generate a wide range of environmental implications. Particularly important, must be considered the activities that have a significant negative effect on the environment, meaning those which pollute. Being known the harmful effects of pollution on the human health, the paper presents two models of utmost importance, one of the material environment-economy interactions balance and the other of the material flows between environmental factors and socio-economic activities. The study of these models enable specific conditions that must be satisfied for the economic processes friendly coexist to the environment for long term, meaning to have a minimal impact in that the residues resulting from the economic activity of the organization to be as less harmful to the environment.

This chapter explores the interactions between economic growth and human development, as measured by the Human Development Index, theoretically and empirically. Drawing on many studies it explores the links in two chains, from economic growth to human development, and from human development to growth. Econometric analysis establishes strong links between economic growth and human development, and intervening variables influencing the strength of the chains. Because of the complementary relationship, putting emphasis on economic growth alone is not a long-term viable strategy, as growth is likely to be impeded by failure on human development. The chapter classifies country performance in four ways: virtuous cycles where both growth and human development are successful; vicious cycles where both are weak; and lopsided ones where the economy is strong but human development is weak, or conversely ones where human development is strong but the economy is weak.

The Caribbean has experienced an overlapping and interconnected series of challenges, including economic, social, and environmental, which pose an existential threat to the region. This article focuses on the nature of this threat as it evolved before and during the pandemic crisis. Under neoliberal globalization, Caribbean economies transformed themselves rapidly into service providers, most having resorted to developing a tourism sector, while some moved into oil production. In all cases, traditional agricultural exports declined with the loss of protected markets where they earned preferential prices. The COVID-19 pandemic has intensified the Caribbean’s existential crisis and revealed the inextricable links among the environment, economy, and public health. This article focuses on these links and suggests a way forward for public policy in the short, medium, and long term.

This article provides a theoretical framework for a long-term socioeconomic lethargy (Credibility Trap) that results from the liquidation of holistic society-specific culture. As for example, it deals with the cases of Japan today and China tomorrow, elaborating on the slight of their respective society-specific cultures in a century-long process of “modernization”. The present theoretical framework primarily consists of three pivotal concepts, viz., Credibility Trap, society-specific cultures (Cultures) and market fundamentalism (Market), which facilitates a clear, concise and effective argument that the liquidation of their respective holistic Cultures may intimately relate to their actual and potential socioeconomic lethargy. Also, the present article concentrates on the elaboration of some promising avenues for prevention and cure of Credibility Trap. Such avenues comprise the necessary and sufficient conditions for a balanced socioeconomic development; a theoretical framework for a perpetual “virtuous” circle among cultural enrichment, comprehensive human development and balanced socioeconomic development; and a normative framework of multi-faceted value enhancement for vitality augmentation and cultural enrichment within a society.

Previous studies ignored the distinction between short, medium, and long term by decomposing macroeconomic variables and human development index at different time scales. We re-visit the causal association between biomass energy (BIO), economic growth (GDP), trade openness (TRO), industrialization (IND), foreign direct investment (FDI), and human development (HDI) in China on a quarterly scale by scale basis for the period 1990 to 2019 using the tools of wavelet, i.e., wavelet correlation, wavelet coherence and scale by scale Granger causality test. The main findings uncover that IND, TRO, GDP, and BIO positively drive the HDI at low and medium frequencies, while FDI negatively impacts HDI during the sample period. Additionally, there is a bidirectional relationship between GDP and HDI at different time and frequency domains. Specifically, we discover that the positive co-movement is more robust in the aftermath of the global financial crisis, particularly for HDI, BIO, GDP, and TRO at medium frequencies throughout the period under research. Our empirical insights have significant implications for achieving human development sustainability in China.

Abstract In a giant offshore UAE carbonate oil field, challenges related to advanced maturity, presence of a huge gas-cap and reservoir heterogeneities have impacted production performance. More than 30% of oil producers are closed due to gas front advance and this percentage is increasing with time. The viability of future developments is highly impacted by lower completion design and ways to limit gas breakthrough. Autonomous inflow-control devices (AICD's) are seen as a viable lower completion method to mitigate gas production while allowing oil production, but their effect on pressure drawdown must be carefully accounted for, in a context of particularly high export pressure. A first AICD completion was tested in 2020, after a careful selection amongst high-GOR wells and a diagnosis of underlying gas production mechanisms. The selected pilot is an open-hole horizontal drain closed due to high GOR. Its production profile was investigated through a baseline production log. Several AICD designs were simulated using a nodal analysis model to account for the export pressure. Reservoir simulation was used to evaluate the long-term performance of short-listed scenarios. The integrated process involved all disciplines, from geology, reservoir engineering, petrophysics, to petroleum and completion engineering. In the finally selected design, only the high-permeability heel part of the horizontal drain was covered by AICDs, whereas the rest was completed with pre-perforated liner intervals, separated with swell packers. It was considered that a balance between gas isolation and pressure draw-down reduction had to be found to ensure production viability for such pilot evaluation. Subsequent to the re-completion, the well could be produced at low GOR, and a second production log confirmed the effectiveness of AICDs in isolating free gas production, while enhancing healthy oil production from the deeper part of the drain. Continuous production monitoring, and other flow profile surveys, will complete the evaluation of AICD effectiveness and its adaptability to evolving pressure and fluid distribution within the reservoir. Several lessons will be learnt from this first AICD pilot, particularly related to the criticality of fully integrated subsurface understanding, evaluation, and completion design studies. The use of AICD technology appears promising for retrofit solutions in high-GOR inactive strings, prolonging well life and increasing reserves. Regarding newly drilled wells, dedicated efforts are underway to associate this technology with enhanced reservoir evaluation methods, allowing to directly design the lower completion based on diagnosed reservoir heterogeneities. Reduced export pressure and artificial lift will feature in future field development phases, and offer the flexibility to extend the use of AICD's. The current technology evaluation phases are however crucial in the definition of such technology deployments and the confirmation of their long-term viability.

Abstract Microbial enhanced oil recovery is considered to be one of the most promising methods of stimulating formation, contributing to a higher level of oil production from long-term fields. The injection of bioreagents into a reservoir results in the creation of oil-dicing agents along with significant amount of gases, mainly carbon dioxide. In early, the authors failed to study the preparation of self-gasified biosystems and the implementation of the subcritical region (SR) under reservoir conditions. Gasified systems in the subcritical phase have better oil-displacing properties than non-gasified systems. The slippage effect determines the behavior of gas–liquid systems in the SR under reservoir conditions. Slippage occurs more easily when the pore channel has a smaller average radius. Therefore, in a heterogeneous porous medium, the filtration profile of gasified liquids in the SR should be more uniform than for a degassed liquid. The theoretical and practical foundations for the preparation of single-phase self-gasified biosystems and the implementation of the SR under reservoir conditions have been developedSR under reservoir conditions. Based on experimental studies, the superior efficiency of oil displacement by gasified biosystems compared with degassed ones has been demonstrated. The possibility of efficient use of gasified hybrid biopolymer systems has been shown.

The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.

Since independence, Malaysia has pursued inclusive development for all its economic and social long-term plans. The success of its past national plans for economic development can be assessed by the progress of its Millennium Development Goals. The country now faces greater challenges in achieving inclusive economic and social development before it could become a high income nation by 2020. The authors suggest that inclusive development can also be incorporated in regional frameworks and programmes.
