The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.

The purpose of the article is to research and analyze indicators that directly effect on the level of country’s human resources development, and assessment of Ukraine’s rating place among other countries. The following methods of scientific research, such as generalization, comparison and analysis were used to achieve the goal. The attention is focused on the fact that in conditions of post-industrial economy, the role of human and its knowledge increase, resulting in implementing the human development concept. This concept is aimed at forming measures to prevent the population impoverishment, unemployment, loss of health by stimulating human development, increasing its role in society, and, at the same time, increasing responsibility to society. The main task of the concept is to ensure the welfare of the person. The article shows the comparative assessment of Ukraine’s ranking among other countries  according to the human development index and its components. The following indicators such as gross national income per capita, average and expected duration of training, average life expectancy at birth were analyzed. It was agreed that economic ability to create and use human resources to a greater extent determines human well-being and is the main criteria for assessing the social security level. Since the background for well-being is income, education, and human health, social security becomes an integrating link between the modern concept of human development and the state social policy. In this manner, everything that reduces welfare, harms a particular person and society as a whole are factors that threaten social security. In this context human resources emerged as a key resource to the state development.

It is pointed out that human resources management (HRM) department plays a signifi cant role in an organizational structure of any business entity as a problem solver of all and any issues concerning eff ective use of labor potential at the scale of the whole organization. Such HRM functions, as recruiting, selection, hiring, adaptation, training, motivation and development, help to avoid and/or resolve many personnel problems and to reduce personnel costs. By means of professional training and development HRM-department contributes substantially to fostering highly eff ective work teams. By varying forms and methods the HRMdepartment eff ectively adapts personnel training and development to the specific characteristics of different groups of employees and to personal touch of each employee as well.

The article investigates the possibilities of using the means of state regulation of the economy in modern Ukraine in the conditions of crisis phenomena and challenges. Among the most negative threats to the domestic economy are military aggression by Russia, the prevailing depressive business climate in the society, high levels of shadowing and corrupt schemes in economic activity, critical external debt, excessive scale and rate of loss of human capital, inconsistency of public administration and society's expectations, and in addition, the global pandemic COVID-19. The need to strengthen state influence on the domestic economy up to the use of certain elements of economic dictatorship has been clarified. The necessity of an economic dictatorship in Ukraine, i.e. the imposition of a state of economic emergency, is caused by a too long and devastating crisis that covers all spheres of society – economic, social and political and can lead to social upheaval. In the transition period, it would allow in a relatively short time to improve the structure of national production, which would contribute to its competitiveness, economic growth. After all, economic methods of state regulation and the use of market mechanisms aimed at changing the structure of production will give results only after a long period and will be accompanied by further growth of unemployment and declining economic indicators. The main tools of state influence on economic processes have been identified, namely: development of anti-crisis measures; strengthening the country's defense capabilities through the development of the military-industrial complex; forecasting and planning of economic development; control and influence on financial markets; fight against shadowing, corruption, negatives of oligarchization; control over foreign economic activity; guaranteeing the interests of external and internal investors; investing in the economy; development of various forms of public-private partnership; promoting the economic development of the regions of Ukraine. Emphasis has been placed on the positive role of centralized state regulation of the Ukrainian economy in the face of threats and challenges for the formation of civilized market relations. Tight economic policy of the state will allow directing the activities of all business structures in the legal field in order to form a real market. Only the state is able to unite the efforts of all branches of the state governance in order to develop and implement a new economic policy aimed at forming a market economy in the interests of society as a whole.

The study aims at recognizing the human development as a worldly phenomenon and its challenges on the human development, especially in Jordan, being the most important and powerful resources to confront the challenges, meanwhile the study problematic had circulated in an axial question meaning what are the challenges that confront the human development and how to surmount them, and make barrier against achieving objectives of the state through the qualified human resources, reaching the welfare of the community and make happy its individuals? To answer the question of study and achieve its objectives. The study had employed the analytical descriptive method, and the study came asserting the correctness of this hypothesis. The study had made us deduce many deductions the most important of them is that the human development concentrates on achieving the economic development, not only to pure economic objectives, but another political, social, and environmental and at a truthful link with objectives of security and settlement. And the study obliged many deductions, the most important of which is laying a comprehensive strategy for the economic, social, and political development in Jordan.

The article provides and reviews information on industrial injuries in the agro-industrial complex in comparison with other types of economic activity. The general situation with the able-bodied population in agriculture and the vital system in the village, with the number of villages and its dynamics, is noted. Attention is paid to the need and the possibility of a dynamic reduction and elimination of industrial injuries in the agricultural sector. On the basis of long-term and thorough research, effective ways of solving the problem are proposed.

The relevance of the study is due to the fact that the current state of economic development is characterized by low wages of corporate workers, its non-compliance with labor standards, non-provision or reduction of social packages, etc., which benefits not only owners but sometimes top managers. Because an increase in employees' wages can lead to a decrease in managers' salaries and owners' profits. Therefore, the aim of the article is to further develop theoretical issues to determine the causes of conflicts of interest between employees and owners and top managers of corporations and to determine the role of the state in their elimination. The article considers the causes of financial conflicts between employees and owners, between employees and top managers who take the form of corporate conflicts. It is noted that with the formation of market economy and private ownership, the interests of the corporation's employees become the main element of the reproduction cycle, because effective work is the basis of sustainable development. The analysis of personnel costs and wages of employees by type of economic activity in Ukraine in the dynamics for 2010-2019 is carried out in tabular form. The schedule of dynamics of personnel costs and wages by types of economic activity for 2012-2019 is constructed and given and the equation of the trend is described, which describes the trends and allows to build a forecast. To identify the causes of financial conflicts, the average annual and monthly wages for 2012–2019 were calculated and compared with the value added per employee in UAH. and the dollar equivalent. A graph of the dynamics of value added per 1 employee and wages per 1 employee by type of economic activity for 2012–2019 in USD is constructed and presented. USA and the trend equation is defined. The conclusion is formulated that the main reason for financial contradictions is a significant lag in the wages of the 1st employee from value added. It is noted that in today's conditions the financial interests of employees can be protected only by the institution of independent trade unions, but this institution is only being formed in Ukraine. Therefore, the main role in protecting the economic interests of employees can be provided by the state in accordance with the implementation of the chosen socio - economic financial model. The main directions of the policy of wage regulation in Ukraine in order to eliminate corporate conflicts between employees and owners, between employees and top managers are identified.

The article is devoted to the study of the peculiarities of the functioning of the agro-industrial complex of Ukraine in terms of international competition strengthening. The authors study the state and compliance of the development of the market of agro-industrial products of Ukraine with global trends. It is noted that the agro-industrial complex of Ukraine continues to be affected by a number of negative factors that hinder the development of the industry and do not allow to fully use all available export potential. The latest research and publications of leading economists on the development of agro-industrial production, on the problems of agricultural enterprises in foreign markets are analyzed. Ukraine is confidently increasing its position on the world market in terms of exports of agro-industrial products. However, maintaining the achieved results and reaching the leaders in new product segments require addressing the complex issue of accelerated technological development of agriculture and production, stimulating ecological certification and promoting a higher level of processing of exported products. Grounded main ways to solve them improve trends in the export of agricultural products Ukraine, formed list of measures to maximize the export potential of AIC Ukraine. It is concluded that both effective foreign economic activity of agrarian enterprises and the integration of the state to the EU depends on various issues. Provided Ukraine's foreign economic activity achieves the level of developed countries, the state will be able to take a competitive place at the world market of agricultural products and consolidate its positions. To improve the situation, it is proposed to fight corruption in the agro-industrial complex, increase the level of transparency of agribusiness in Ukraine, promote environmental certification, simplify the tax system, develop technological and innovation infrastructure of the agro-industrial complex of Ukraine and more. The proper functioning of the domestic agro-industrial market and its infrastructure as well as the financial market is a significant factor of further Ukraine's agriculture development.

Human Resources (HR) is a very important part in PT Bank Daerah Syariah, so that it is expected that there is an ideal and sufficient working period to optimize employee careers and increase employee commitment to the company, considering the products produced by the company are products used to facilitate the state apparatus work system and service to the wider community.This study aims to determine the effect of variable Career Development and Organizational Climate on the commitment of Employees in PT Bank Daerah Syariah. The method used in this study is a research mix method, which is a step of research by combining two forms of approach in research that is quantitative and qualitative. The population in this study were all employees in the Bank Daerah Syariah (BDS) as many as 53 employeesThe results showed that the career development variable (X1) and also the Organizational Climate (X2) had a positive and significant effect on the variable Employee Commitment (Y). The conclusion of the research shows that to increase the commitment of employees in PT Bank Daerah Syariah, the company needs to improve the existing career development system and maintain the organizational climate so that it remains conducive for all employees.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.
