Bureaucratic reform in public services in the Tanimbar Islands District seems very urgent at this time. The facts show that the Tanimbar Islands Regency is still faced with various obstacles in public services, especially those closely related to public service needs in the fields of education, health and licensing, especially at the District level as the spearhead of the Tanimbar Islands Regency government in providing public services. The research method used is descriptive research with a qualitative approach. The use and approach of qualitative research is deemed appropriate because it is in accordance with the qualitative characteristics of the phenomena being studied, to verify the issue of reform has been and can be carried out in accordance with what is expected or in accordance with the character of the archipelago. The results showed that the institutional reform in Tanimbar Selatan District, Southeast Maluku Regency was not effective because of several problems faced related to the efforts of the sub-district government to carry out bureaucratic reform, namely the decentralization of authority was not effective because the decentralization of authority granted was not fully implemented as expected. . From the aspect of organizational structure, it has implemented the principles stipulated in the Government Regulation of the Republic of Indonesia Number 18 of 2016 concerning Regional Apparatus, but it is hoped that it will prioritize aspects of the interests and needs as well as the availability of Regional Government budgets, the function of authority is often not adjusted to the capacity and competence of the apparatus. it is more dominant based on the likes and dislikes. Supporting facilities are still lacking, especially information and communication technology support, which is still an obstacle to providing effective and efficient services. Abstract: The Bengkulu Provincial Government is strongly committed to improving the quality of the Apparatus Resources of bureaucratic reform, especially the reform of apparatus resources within the Regional Government of Bengkulu Province. The ASN task has been regulated in Article 11 of the ASN Law stated that ASN employees are in charge of: a. Carry out public policies made by Personnel Development Officers in accordance with statutory provisions; b. provide professional and quality public services; and c. According to the Government Regulation of the Republic of Indonesia Number 60 of 2008 concerning the Government's Internal Control System, SPIP is an internal control system that is carried out thoroughly within the Central Government and Regional Governments. The important role of the SPIP is expected to create a culture of supervision over all activities in the entity so that early on it can detect the possibility of storage and minimize the occurrence of actions that can harm the state. SPIP which consists of elements of the Control Environment, Risk Assessment, Control Activities, Information and Communication, and Control Monitoring.The work of the KPU, both in Jember and other regions, is a phased work, which focuses on elections at both the central and regional levels so that the focus of work at this stage is that at this time SPIP reporting is only for administrative purposes. This is the reason why the author describes the phenomena that exist in the field, with the hope that in the future it will not only be an administrative complement but can be used as a control to increase the effectiveness of management at the Jember Regency KPU and can implement SPIP on an ongoing basis. The type of research used is qualitative research using a phenomenological study approach, because the author wants to describe the implementation of SPIP in Jember Regency KPU.

E-Government implementation is the use of technology, information, and communication to realize more efficient and effective government practices in the process of implementing public services in order to facilitate public access to information and create principles of accountability, transparency and good public participation in the Indonesian government. This study aims to explain the implementation of E-Government in Indonesia which encourages the development of information and data systems and is adapted to existing bureaucratic processes. The method used in this research is qualitative research methods. The results showed that public service innovation organized by the government of the Republic of Indonesia was able to create relationships between elements in a country online, not inline, so that efficiency and speed in public services was not only a symbol but a reality.

Abstract Amendments to the laws on local government undnagan impact on local government authority in running the affairs of government. For 10 years Indonesian running the regional autonomy system using Law No. 32 of 2004 on local government, and amendments thereto, for the moment the law declared invalid by the enactment of Law No. 23 Year 2014 on Regional Government, the State Gazette of the Republic of Indonesia Year 2014 No. 244, on October 2, 2014. in the Act governing the affairs of government that must be done by the central government, provincial government and local government district / city. Some affairs are regulated in more detail in the Government Regulation No. 18 Year 2016 concerning the Region, which regulates the scope of authority in dealing with government affairs. PP No. 1/2016 outlining the areas that must be held in an area with indicator, scale of values that can be found local work load. Environmental Management itself in Law number 23/2014 and Government Regulation No. 1/2016 is a category / classified in the Mandatory government affairs unrelated to basic services.Keywords: Local authorities, Environment, government affairs

Abstract Basicly, The government carries out three main duties, namely: organizing government, carrying out development, and holding public services. State that is required to attend to serve every citizen and citizen to fulfill the rights and basic needs of the community under government approval, accept the mandate of the UUD NRI 1945 (Constitution of the Republic of Indonesia). Based on data or empirical facts, the fact that public services in Indonesia are still not optimal. The quality of community services that have not been optimal, determine the expectations of the community, will reduce the essence of the objectives of the government (state) to realize social welfare for all the people of Indonesia. For this reason, one of the efforts that must be done immediately in realizing good and prime public services is to optimize public information disclosure in the implementation of public services. The main key to understanding good governance is understanding the principles of good governance. Starting from these principles, a benchmark for the performance of a government will be obtained. Information disclosure is one of the important principles of good governance, which can help to realize good and excellent public service delivery. The constitutional guarantee of the right to public information disclosure agreed is contained in Article 28F of the UUD NRI 1945, then further regulated in Act Number 14 / 2008 Concerning Public Information Openness (UU KIP), related to the budget for public service needs, namely transparent, effective and efficient, accountable and accountable. Public services related to information disclosure will create good governance. Keywords: Information disclosure, public service, good governance. Abstrak Pemerintah pada prinsipnya menjalankan tiga tugas utama, yaitu: menyelenggarakan pemerintahan, melaksanakan pembangunan, dan menyelenggarakan pelayanan publik. Negara wajib hadir untuk melayani setiap warga negara dan penduduk untuk memenuhi hak dan kebutuhan dasar masayarakat dalam kerangka pelayanan publik, sebagaimana amanat UUD NRI 1945. Berdasarkan data atau fakta empiris, tercermin bahwa pelayanan publik di Indonesia masih belum optimal. Kualitas pelayanan publik yang belum optimal, sebagaimana harapan masyarakat, akan mengurangi esensi tujuan pemerintah (negara) untuk mewujudkan kesejahteraan sosial bagi seluruh rakyat Indonesia. Untuk itu salah satu upaya yang harus segera dilakukan dalam mewujudkan pelayanan publik yang baik dan prima adalah mengoptimalkan keterbukaan informasi publik di dalam penyelenggaraan pelayanan publik. Kunci utama memahami good governance adalah pemahaman atas prinsip-prinsip di dalamnya. Bertolak dari prinsip-prinsip ini akan didapatkan tolak ukur kinerja suatu pemerintahan. Keterbukaan informasi merupakan salah satu prinsip yang penting dari good governance, yang dapat membantu untuk mewujudkan penyelenggaraan pelayanan publik yang baik dan prima. Jaminan konstitusional terhadap hak atas keterbukaan informasi publik sebagaimana termaktub dalam Pasal 28F UUD NRI 1945, kemudian diatur lebih lanjut ke dalam Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik (UU KIP), menjadi dasar bagi pemerintah untuk melaksanakan fungsi pelayanan publik yang baik, yaitu yang transparan, efektif dan efisien, akuntabel serta dapat dipertanggungjawabkan. Pelayanan publik yang didasarkan pada keterbukaan informasi, akan mewujudkan suatu tata kelola pemerintahan yang baik. Kata kunci: Keterbukaan informasi, pelayanan publik, tata kelola pemerintahan yang baik (good governance).

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

This paper focuses on the similarity of functions between Trademarks and Limited Liability Company Name, namely quality assurance function, which enables both to provide a guarantee on the reputation of goods and/or services offered to the consumer. Such similarity of functions between those two different legal terminology opens a loophole for any party, based on bad faith, to conduct passing off towards a registered trademarks owned by another party through the use of a limited liability company name. This paper shows the urgency of a harmonization and integration between the mechanism of applying for Trademark registration and the submission of the name of a limited liability company in Indonesia. Therefore, this paper will examine and criticize the laws and regulations relating to the two terminology above, inter alia the Law Number 20 of 2016 regarding Trademarks and Geographical Indications and the Government Regulation Number 43 of 2011 regarding Procedures for Filing and Use of Limited Liability Company Name. This paper concludes that the government of the Republic of Indonesia must immediately amend the regulation on the requirements for submitting the name of a limited liability company, by requiring the Directorate General of General Legal Administration to reject the name of a limited liability company that uses a name that has been registered as a brand by another party.

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.
