The paper provides general information on the architecture of the new generation National Research Computer Network (NIKS), operated and developed by JSCC RAS on the assignment of the Ministry of Science and Higher Education of the Russian Federation as an administrator and operator since 2019. The key functions and directions of functioning of NIKS today and in the short term development, some urgent tasks of the sphere of science and education of the country, requiring the engaging of the existing infrastructure and service capabilities of the network, as well as its progressive comprehensive modernization. Information is provided on the current state of NIKS with the geographical and target user coverage within the country, the groundwork formed and the potential expansion of areas of international cooperation with foreign national research and education networks and network consortia in the interests of the sphere of science and education of Russia. The opportunities provided by NIKS for improvement of a Common digital space of scientific knowledge, increasing the level of accessibility, information security and network protection of its resources and services are denoted. Individual specialized scientific services, information technology services and services for collective use functioning on the basis of the NIKS infrastructure, built, including on promising and massively exploited technologies of federated authentication and developed in cooperation with the global research and education community are presented.

The contribution provides general information on the architecture of the National Research Computer Network (NIKS), operated and developed by JSCC RAS on the assignment of the Ministry of Science and Higher Education of the Russian Federation since 2019. The structure of the service platform of NIKS in the context of the current state and development prospects within the framework of the project of comprehensive network modernization for 2021–2024 is presented. The opportunities provided by NIKS for enhancement of a common digital space of scientific knowledge of the country, increasing the level of accessibility, information security and network protection of its resources and services are denoted. Individual scientific services, information technology services and services for collective use functioning on the basis of the NIKS infrastructure, built, including on massively exploited technologies of federated authentication and developed in cooperation with the global research and education community are introduced and discussed. Special attention is paid to the national identity federation of Russia in the field of science and education, implemented and promising projects and services under its umbrella.

The paper systematized up-to-date information on the status of work to ensure the functioning and development plans of the new generation National Research Computer Network (NIKS), created in 2019 according to the results of integration of RUNNet and RASNet — telecommunication networks in the fields of higher education and science of Russia. The normative grounds and prerequisites for the creation of a unified research and education network in the country are presented. The key characteristics of leading foreign national research and education networks are given. The parameters of the telecommunications infrastructure and network connectivity of NIKS as of the current moment, examples of services developed in the interests of the Russian R&E community are indicated. Special attention is paid to the presentation of the main directions of the accelerated development of NIKS for 2021-2024 and expected results.

Развитие национальной телекоммуникационной сети науки и образования играет ключевую роль в проведении научных исследований в современных условиях. В 2019 г. создана Национальная исследовательская компьютерная сеть (НИКС) телекоммуникационная сеть федерального масштаба, которая должна представлять национальную сеть науки и образования на международной арене. Планы развития НИКС включают организацию магистральной кольцевой инфраструктуры на территории Сибирского и Дальневосточного федеральных округов, расширение взаимодействия с региональными сетями, развитие сетевых сервисов, в том числе передачи данных с заданными требованиями по уровню обслуживания. Реализация планов позволит существенно расширить возможности информационно-телекоммуникационной инфраструктуры сферы науки и образования для проектов мегасайенс, высокопроизводительных и распределенных вычислений, искусственного интеллекта. National research and educational network (NREN) is a key factor for modern research and education. The article considers the prospects and directions of the NREN development in the Russian Federation. In 2019, as a result of the merging of the departmental research and educational networks RUNNet and RASNet, a federal scale telecommunications network called the National research computer network (NRCN) was created. It should play the role of a NREN for the international cooperation projects. The concept of NRCN was approved at the Meeting of the Council of the Ministry of Science and Higher Education of the Russian Federation on information and telecommunication infrastructure, information security and supercomputer technologies. NRCN development plans include setting up the circle backbone infrastructure as well as deploying the federal network nodes in the Siberia and the Far East and providing effective interconnection to the present regional network nodes. The plan is intended to optimize network connectivity and to improve the quality of the data transmission as well as to implement Service Level Agreement (SLA) and variety network services for research and education. The implementation of the considered plans will significantly improve the reliability of the backbone and regional components of the NRCN, expand the potential of the IT infrastructure for research and education, focused on the MegaScience, highperformance and distributed computing, Big Data, Deep Learning and AI.

The technology for representing digital 3D models in the environment of a common digital space of scientific knowledge is proposed. The paper proposes a methodology for assessing the intensity of development of a particular topic related to a given scientific direction, based on the analysis of the dynamics of its subject ontology. It is proposed to evaluate the dynamics of the subject ontology development on the basis of a comparative analysis of the frequency of occurrence of ontology terms in the keywords lists of reflected in the citation databases. The proposed methodology is modeled on the example of the scientific direction "Microbiology".

Summary Objectives: Reference models describing typical information processing requirements in hospitals do not currently exist. This leads to high hospital information system (HIS) management expenses, for example, during tender processes for the acquisition of software application programs. Our aim was, therefore, to develop a comprehensive, lasting, technology-independent, and sufficiently detailed index of requirements for information processing in hospitals in order to reduce respective expenses. Methods: Two-dozen German experts established an index of requirements for information processing in university hospitals. This was done in a consensus-based, top-down, cyclic manner. Each functional requirement was derived from information processing functions and sub-functions of a hospital. Results: The result is the first official German version of a requirements index, containing 233 functional requirements and 102 function-independent requirements, focusing on German needs. The functional requirements are structured according to the primary care process from admission to discharge and supplemented by requirements for handling patient records, work organization and resource planning, hospital management, research and education. Both the German version and its English translation are available in the Internet. Conclusions: The index of requirements contains general information processing requirements in hospitals which are formulated independent of information processing tools, or of HIS architectures. It aims at supporting HIS management, especially HIS strategic planning, HIS evaluation, and tender processes. The index can be regarded as a draft, which must, however, be refined according to the specific aims of a particular project. Although focused on German needs, we expect that it can also be useful in other countries. The high amount of interest shown for the index supports its usefulness.

Abstract Currently, patients seek healthcare information online. An up-to-date online presence is vital for success among the competition amid hospitals. Hospital websites have become an important medium to communicate with patients, provide information about certain diseases/conditions, and advertise healthcare services. This study aims to evaluate burn centers websites verified by the American Burn Association (ABA). The online presence of the 73 ABA-verified burn centers was evaluated according to criteria previously published by Benedikt et al. This included general information on burns, first aid, treatment at the burn unit, research, and education. ABA-verified burn centers were then compared with 48 German-speaking burn centers evaluated by Benedikt et al. Online information about patient care including treatment options and techniques was more often present in ABA-verified burn centers. However, this information was still provided in only half of the websites. Furthermore, ABA-verified burn centers more often used multimedia-based elements and social media platforms. On the other hand, German-speaking burn centers more often provided translations, general information (eg, staff and ward) about the burn center, as well as research and education. This study demonstrates that although many burn centers have well-designed websites, relevant burn-related information on patient care, research, and education is often missing or sparse. Today, most patients look for healthcare information online. Also, applicants for residency or fellowship programs tend to get a first picture of their potential employer on websites or social media. Keeping websites and social media up-to-date and informative can improve recruitment of patients and employees.

El presente artículo busca sistematizar de manera breve la incidencia en los últimos años de la política de Colciencias en la Universidad Distrital Francisco José de Caldas. De manera particular, su reconocimiento como departamento administrativo lo convierte desde el año 1968 en actor central quien a la par del Ministerio de Educación, traza la política universitaria en lo que respecta a la investigación y la producción del conocimiento “científico” que se le demanda a los Grupos de  Investigación. Dicha política logra una incidencia directa en la UDFJC desde inicios de los años noventa, incidiendo en la consolidación de una cultura y un  ethos investigativo que repercutió de manera reciente, en la Facultad de Ciencias y Educación,  en la postura y toma de posición frente a la discutida  Convocatoria 693 de 2014 de Colciencias, cuyo objetivo era el reconocimiento y medición de los grupos de investigación. En este proceso han salido afectados los grupos de investigación en ciencias sociales, humanidades, artes y educación.Colciencias, its evolution and impact on the research groups of the Faculty of science and education of the UDFJCThis article seeks to systematize briefly the incidence in recent years of the policy of Colciencias in the Universidad Distrital Francisco José de Caldas. So particular, their recognition as Administrative Department makes it since 1968 central actor who at the same time the Ministry of education, outlines University policy with respect to research and the production of the "scientific" knowledge that sues research groups. Tão particular, seu reconhecimento como departamento administrativo torna desde 1968 ator central que, ao mesmo tempo o Ministério da educação, descreve a política da Universidade em relação a pesquisa e a produção do conhecimento "científico" que processa a grupos de pesquisa. Esta política alcançado uma incidência direta no UDFJC desde o início da década de 1990, particularmente na consolidação de uma cultura e um ethos de pesquisa que teve repercussões muito recentes, da faculdade de ciência e educação, sobre a postura e posição contra o disputado chamar 693 COLCIENCIAS 2014, cujo objetivo era o reconhecimento e mensuração dos grupos de pesquisa. Neste processo, têm vindo a grupos afectados de pesquisa em ciências sociais, Humanidades, artes e educação.
