The contribution provides general information on the architecture of the National Research Computer Network (NIKS), operated and developed by JSCC RAS on the assignment of the Ministry of Science and Higher Education of the Russian Federation since 2019. The structure of the service platform of NIKS in the context of the current state and development prospects within the framework of the project of comprehensive network modernization for 2021–2024 is presented. The opportunities provided by NIKS for enhancement of a common digital space of scientific knowledge of the country, increasing the level of accessibility, information security and network protection of its resources and services are denoted. Individual scientific services, information technology services and services for collective use functioning on the basis of the NIKS infrastructure, built, including on massively exploited technologies of federated authentication and developed in cooperation with the global research and education community are introduced and discussed. Special attention is paid to the national identity federation of Russia in the field of science and education, implemented and promising projects and services under its umbrella.

The paper provides general information on the architecture of the new generation National Research Computer Network (NIKS), operated and developed by JSCC RAS on the assignment of the Ministry of Science and Higher Education of the Russian Federation as an administrator and operator since 2019. The key functions and directions of functioning of NIKS today and in the short term development, some urgent tasks of the sphere of science and education of the country, requiring the engaging of the existing infrastructure and service capabilities of the network, as well as its progressive comprehensive modernization. Information is provided on the current state of NIKS with the geographical and target user coverage within the country, the groundwork formed and the potential expansion of areas of international cooperation with foreign national research and education networks and network consortia in the interests of the sphere of science and education of Russia. The opportunities provided by NIKS for improvement of a Common digital space of scientific knowledge, increasing the level of accessibility, information security and network protection of its resources and services are denoted. Individual specialized scientific services, information technology services and services for collective use functioning on the basis of the NIKS infrastructure, built, including on promising and massively exploited technologies of federated authentication and developed in cooperation with the global research and education community are presented.

Развитие национальной телекоммуникационной сети науки и образования играет ключевую роль в проведении научных исследований в современных условиях. В 2019 г. создана Национальная исследовательская компьютерная сеть (НИКС) телекоммуникационная сеть федерального масштаба, которая должна представлять национальную сеть науки и образования на международной арене. Планы развития НИКС включают организацию магистральной кольцевой инфраструктуры на территории Сибирского и Дальневосточного федеральных округов, расширение взаимодействия с региональными сетями, развитие сетевых сервисов, в том числе передачи данных с заданными требованиями по уровню обслуживания. Реализация планов позволит существенно расширить возможности информационно-телекоммуникационной инфраструктуры сферы науки и образования для проектов мегасайенс, высокопроизводительных и распределенных вычислений, искусственного интеллекта. National research and educational network (NREN) is a key factor for modern research and education. The article considers the prospects and directions of the NREN development in the Russian Federation. In 2019, as a result of the merging of the departmental research and educational networks RUNNet and RASNet, a federal scale telecommunications network called the National research computer network (NRCN) was created. It should play the role of a NREN for the international cooperation projects. The concept of NRCN was approved at the Meeting of the Council of the Ministry of Science and Higher Education of the Russian Federation on information and telecommunication infrastructure, information security and supercomputer technologies. NRCN development plans include setting up the circle backbone infrastructure as well as deploying the federal network nodes in the Siberia and the Far East and providing effective interconnection to the present regional network nodes. The plan is intended to optimize network connectivity and to improve the quality of the data transmission as well as to implement Service Level Agreement (SLA) and variety network services for research and education. The implementation of the considered plans will significantly improve the reliability of the backbone and regional components of the NRCN, expand the potential of the IT infrastructure for research and education, focused on the MegaScience, highperformance and distributed computing, Big Data, Deep Learning and AI.

Abstract. Information technology architecture planning for Baubau Village using TOGAF ADM. Babau Village is a village located in Kupang Regency, East Nusa Tenggara Province. Currently, Babau Village has implemented information technology as a centre for information and administrative services. To improve the quality of service to the community, existing information technology needs to be further developed because the amount of information in the system will continue to increase along with population growth. The problem faced if information technology is not developed is a system performance problem. For further development to be more focused, research on an information technology architecture design for Babau Village. The design using TOGAF ADM is a blueprint and a roadmap for the development of advanced information technology services. The aim is that the existing business processes within the Babau Village related to information and administrative services continue to develop according to the needs of the community and the organizational management of Babau Village.Keywords: enterprise architecture planning, TOGAF, ADM, Babau VillageAbstrak. Kelurahan Babau adalah sebuah kelurahan yang terletak di Kabupaten Kupang, Provinsi Nusa Tenggara Timur. Demi meningkatkan kualitas pelayanan kepada masyarakat, teknologi informasi yang ada perlu dikembangkan lebih lanjut karena jumlah informasi yang ada dalam sistem akan terus meningkat seiring pertumbuhan jumlah penduduk. Masalah yang dihadapi apabila teknologi informasi tidak dikembangkan ialah masalah kinerja sistem. Agar pengembangan tahap lanjut lebih terarah, penelitian mengenai sebuah perancangan arsitektur teknologi informasi untuk Kelurahan Babau. Perancangan yang menggunakan TOGAF ADM tersebut merupakan blueprint dan juga roadmap untuk pengembangan pelayanan teknologi informasi tahap lanjut. Tujuannya ialah proses bisnis yang ada didalam Kelurahan Babau terkait pelayanan informasi dan administrasi terus berkembang sesuai dengan kebutuhan masyarakat dan pengurus organisasi Kelurahan Babau.Kata Kunci: arsitektur teknologi informasi, TOGAF, ADM, Kelurahan Babau
