The article discusses the certain aspects of the women’s service and work in the units of the security and defense sector. The author cites the experience of introducing gender equality into the work of special services of foreign countries and informing the public about the results of such good practices. Gender policy, i.e. the policy for ensuring equal rights and opportunities for women and men, is recognized as one of the priorities of the Ukrainian Government activity, which is confirmed by practical steps taken by the Ukrainian state. At the same time, in Ukraine, the manipulations around gender policy, gender terminology, legislative initiatives on protecting women’s rights and counter violence, are becoming more active and spreading. They deform the content and directions of the state activities, as well as the perception of the importance of gender transformations by society, which threatens the country's movement towards European integration. The article analyzes the logical tools that are used by adherents of anti-gender movements using the examples of theses voiced by the participants of the round table «Scientific and medical approaches to the problem of gender equality» held on November 9, 2018 by the Committee on Health Protection of the Verkhovna Rada of Ukraine. The article shows the fallacy of their conclusions and recommendations, by analysing the main inferences that can be used in activities to expose the manipulations of public consciousness and disseminate fake information as a type of organizational weapon of the hybrid war against Ukraine. Problem setting. Gender policy today is one of the decisive factors in building civil society, reaching consensus between different branches of government, the successful implementation of democratic reforms in Ukraine, its integration into the European Union. The observance of gender equality in the state demonstrates how civilized and democratic it is. The purpose of this article is a general study of the main directions of state gender policy, analysis of international norms in the field of gender equality and compliance of current Ukrainian legislation with international legal standards. Analysis of recent researches and publications. Issues of legal support for gender equality in Ukraine are studied by scientists in various aspects, as indicated by the scientific works of Kobelyanska L., Hrytsyak N., Hrytsai I., Grabovska I., Melnyk T., Honyukova L., Pedchenko N., Kresina I. and others. Article’s main body. However, some aspects related to further improvement of the state gender policy, bringing the current legislation in line with international and regional legal standards remain unresolved. The implementation of these tasks has not only theoretical but also significant practical significance and, accordingly, requires further research. Problems of studying the state policy of Ukraine in the field of gender equality remain relevant, as evidenced by the analysis of international norms and current Ukrainian legislation in the field of equality of rights of men and women, elimination of all forms of discrimination against women, combating domestic violence. The article considers both the positive and negative aspects of the state gender policy; the necessity of further improvement of the current legislation, bringing it in line with international legal standards, which is especially important in connection with the European integration processes of Ukraine, is substantiated. Conclusions and prospects for development. Thus, it should be noted that gender policy remains an important area of public policy, but unfortunately, despite significant advances in gender equality, public policy is reduced to such separate areas as assistance to families with children, social protection of women, protection of women in sphere of labor, etc. These areas of state social policy are very important, but they are not exhaustive. In addition, the legal framework for state gender policy needs to be further improved. Not all legal documents are perfect, unambiguous and can be fully applied in practice and therefore need further refinement. The Law on Ensuring Equal Rights and Opportunities for Women and Men, adopted in 2005, needs to be updated because it does not meet modern needs. In addition, Ukraine lacks a National Strategy in the field of gender equality, which would promote the further development of the principle of gender integration in all spheres and branches of public administration. The problem of equal rights for women and men in a democratic society is proclaimed as one of the main tasks in solving today’s social problems.

In the article the nature and content of gender, gender equality are defined on the basis of scientific literature and the acting legal standards analysis, the possibility to implement legal standards of foreign states into the legislation of Uk-raine, the improvement of mechanism as for application of gender equality in Ukraine are studied. Special attention is brought to the creation of effective legal provision and the mechanism of its application in the subdivisions of security and defense sectors of Ukraine. Attention to the disputable problems as for gender equality application in the security and defense sector, in particular as for bringing up to strength special law-enforcement bodies units, airmobile forces, carrying tour of duty etc. is emphasized. Initially equality seems to be a very simple and obvious category for understanding, however if this has been actually thecase we would be living in a perfect society. Equality always exists together with inequality. The assurance and implementationof gender parity is an up-to-date issue not only for Ukraine but for all democratic countries. The practical implementation of theprinciple of gender equality is to be set forth by increasing the level of democracy of the very same gender-legal relations withina society and their further development based on the principles of parity for both genders. The issue is to be settled within acomplex approach, considering the theoretic achievements in the issue of gender, but also the practices of its implementation inall the spheres of social life. In this context it is necessary to develop a strategy of gender policy in a state and systematicallyassess the state of its implementation. The achievement of gender symmetry in Ukraine is impossible without the appropriatefixation of provisions within the norms of current legislation, and the establishment of a legal state, the development of civilsociety, the perspectives of European integration provide for the necessity to establish gender legislation and the effective policyof equal rights for men and women. The author of the article analyses the normative fixation of the mechanism of gendercommunication and its role, the probability of achieving gender symmetry in the Concept of communication in the sphere ofgender equality, that has been approved by the decree of the Cabinet of Ministers of Ukraine on 16 of September 2020 № 1128-р.The analysis is aimed at the ways of improving understanding the essence of gender issues, instruments, resources and levelsof gender communication stipulated in the Concept. Their critical assessment is provided with regard to the possibilities ofpractical implementation in the course of the years 2020-2025.It is obvious that the gender issue in Ukraine is to be settled in a complex and consequent manner, considering the positiveexperience of foreign countries and the national traditions and mentality of the Ukrainian nation, in order to avoid hastydecisions and prevent taking unpopular steps.

Polish Association of Equal Rights for Women (1907–1914) in the Light of Autobiographical Relations, Women’s Press and Feminist Historiography The text investigates the history of the Polish Association of Equal Rights for Women (1907–1914) – one of the first legal feminist organisations in the Kingdom of Poland. The Association was the product of ideological and social clashes within the environment of the emancipationists gathered at the turn of the 19th and 20th centuries around Paulina Kuczalska-Reinschmit, the leader of Polish suffragettes. The group was organised around the Women’s Labour Circle attached to The Society for Support of Industry and Trade (1894–1905), and then in the informal Polish Union of Equal Rights for Women. In 1907 the suffragettes formed the Union of Equal Rights for Polish Women, and the proponents of the integration of the fight for gender equality and Polish independence established the Polish Association of Equal Rights for Women. The relations between the Union and the Association were characterised by competition for succeeding in being the first to introduce new ideas into the mainstream and good practices inside the organization.

The United Arab Emirates (UAE)’s “Vision 2021” set a deadline for the country to become one of the top 25 countries in the area of gender equality by the end of that year, with the government launching a gender balance program to achieve this goal. However, the private sector faces challenges in the implementation of these national gender policies. Even with country’s multinational entities leading the way for gender equality in the private sector, implementing the new gender policy is challenging. This study demonstrates the ways in which cooperation between private sector entities and the government is often dysfunctional. Testimony from 10 interviews with professionals in UAE-based companies suggests that businesses face problems implementing gender-balancing policies due to a lack of transparency, reporting, and accurate data on gender issues within both the private and the public sectors. The study concludes that businesses require greater guidance and more transparent measures to be able to advance gender equality issues in the UAE.

In the article certain issues of international experience in ensuring information security are investigated through the use of comparativeanalysis. The main tendencies and priorities of the legal regulation of information security in the European Union, particularlyin Germany and Poland are defined. Also significant accents in the development of customs legislation of leading foreign countries are identified as well. These issues are primarily related to the development of automated systems of customs authorities and the prolife -ration of the use of information and telecommunication technologies in the implementation of state customs procedures. It is noted thatthese tendecies make it necessary to simultaneously ensure an adequate level of information security of the customs authorities of fo -reign countries. The author proposed some ways to improve the administrative and legal support of information security in the customsfield, taking into account international experience.It is noted that the customs are one of those areas of social and political life and legal regulation, which should be mostly correlatedwith international experience in the development of the corresponding sphere, with leading international legal tendencies in theorganization and implementation of customs, as well as ensuring information security in the mentioned field. Taking into account allthe mentioned below, we need to say that the experience of international legal support of information security in the customs sphereneeds to be comprehensively studied, it is necessary to systematize and formulate strategic directions for further improvement of thenational information security system, taking into account such progressive provisions.In the context of achieving this task, it is proposed, for example, to provide clear regulation of the key categories of informationsecurity in this field, also it is necessary to make legislative definition of a specialized entity, which will be entrusted with the task ofensuring information security in the customs. Besides, it is necessary: to strengthen the interaction of customs authorities with otherentities of ensuring information security in Ukraine, to guarantee the participation of the public and non-state actors in ensuring informationsecurity in the customs sphere, and further automation and development of information and telecommunication systems of customsauthorities, improving the technological and technical level of these systems and other activities.

The factors of the functioning of the system of the social protection of the population have been analyzed in the article as the open, the ramified, the multilevel and the multifunctional system aimed at the maintenance of the individual-social balance in its activity, the activation of the socio-economic potential and the prevention of the negative consequences of the transformational processes and the minimization of the social risks in the society by means of legislative, economic, organizational, managerial and educational support of the gender equality. The use for the social-economic analysis of the system of the social protection of the numbers of the categories has been grounded, where the essence of the interaction of economic, social, political, organizational and legal subsystems of the system of the social protection has been reflected and their role in the development of the sustainable social relations. The principles of the integration of the gender approach into the state policy of Ukraine at the interstate, the national and the local levels have been researched on the basis of legislative, legal and other branch sources and the marks of the effectiveness of the state and the branch measures has been given as for the priority implementation of Directive 79/7 / EEC about gradually implementation of the principle of the equal attitude for the men and the women in the sphere of the social providing, the main problematic aspects of the implementation of the mechanisms of the social providing, the policy of the employment, health care have been revealed, which have the significant impact on the state of the gender equality in Ukraine. The ways of the increase of the level of the compliance of the principle of the gender have been determined equality in terms of the improvement of the normative-legal base, the accounting of the gender components in the programs of the economic and the social development, the improvement of the mechanism of the realization of the gender-legal expertise, the improvement of the realization of the mechanisms of the right to the protection from the discrimination on the basis of sex, making the gender component to the programs of the social reforms with the involvement of the public authorities, the local self-governments and the public organizations and the associations, the activities are aimed at the providing of the equal rights and the opportunities of the women and the men.

The article provides a comparative analysis of the national strategy to improve the status of women in the Russian Federation and alternative legislation on gender equality, as well as the heated debate that has developed in the media on the implementation of equal rights and equal opportunities for women and men. The clash of opinions is considered from the point of view of correspondence of the discussion of the issue of gender equality to the specific actions of the actors involved in it. Shown are the changes in Russian gender policy, often quite formal, and, as a result, the deterioration of international indicators of Russia's place in the ranking of gender equality. Various approaches to the definition of the term “gender” in the public are shown.
