In recent years, the global economy has witnessed a steady transition from broad-based government development projects to community-driven participatory processes as a viable conduit for channeling development efforts. However, these participatory processes are being faced with intrinsic challenges of unsustainability, bureaucracy, funding constraints, conflicts amongst project actors, social capital problems, political power tussles, inadequate systems for tracking progress and lack of an integrated approach, which are precursors that impede the effectiveness of project implementation. Participatory processes have transformed from the use of conventional systems to applications of digital technologies in order to address these challenges. However, the existing digital technologies for participatory processes often lack a value-based approach. This inherent curb has been tackled in this study using the e3-value (value perspective) and e3-control (process perspective) ontology-based service engineering to orchestrate an innovative change in participatory processes. To realise this innovation, the proposed value-based service system was modelled on service innovation life cycle model that integrates service exploration, value co-creation, process modelling and system evaluation. Consequently, a value-based requirements specification has been constructed using a process-oriented approach, which represents a departure from the traditional functional approaches to offer leaner, flexible and market-oriented structures that guarantee better organisational performance. The requirements specification was implemented to realise a mobile cloud service system that allow seamless data sharing and facilitate participatory processes. The applicability of the service system was illustrated using an expert-driven and criteria-based usability evaluation. Consequently, the service system provides an adequate framework for communicating the understanding of services for participatory processes.

This article examines the key issues related to digital shifts in human resource management in the global economy. The purpose of the article is to identify the features and key trends in the introduction of digital technologies on the example of the BRICS countries. The study yielded a number of results. In the course of the research, the theoretical foundations of the digitalization of HR management are analyzed. The current situation and the contemporary level of human development in the BRICS countries is also noted. The features and problematic aspects of digital transformations in the human resource management system are outlined on the example of Russia, China and Brazil. In addition, the main digital technologies that are widely used in the countries under consideration are described.

This article aims to answer how a commissioning body can steer health services based on value in an environment where the commissioner is responsible for the health services of a population with varying health service needs. In this design science study, we constructed a value-based steering model consisting of three parts: (1) the principles of steering; (2) the steering process; and (3) Value Steering Canvas, a concrete tool for steering. The study is based on Finland, a tax-funded healthcare system, where healthcare is a public service. The results can be applied in any system where there is a commissioner and a service provider, whether they are two separate organizations or not. We conclude that steering can be done based on value. The commissioning body can start using value-based steering without changes in legislation or in the present service system. Further research is needed to test the model in practice.

The “technological war” between the United States and China that started in 2017–2018 raises a number of questions about the future role of technological development as a factor in relations between superpowers. Analysis shows that for the United States this conflict is caused by changing balance of risks and benefits of the liberal model of globalization due to the rise of China`s power and growing geopolitical tensions between the two nations. In this context, emerging, especially digital, technologies appear to be a new battlefield between superpowers. Within the realist framework, actors consider emerging technologies as a key factor for strengthening their global postures. This, among other things, contributes to securitized technological agenda and strengthens its geopolitical dimension. Neo-technonationalism has become the platform that integrates different processes and goals into new U.S. policy. Although historically neo-technonationalism took its roots in Asia, the evolving market situation prompted the United States to rethink existing approaches and to upgrade the techno-nationalist dimension of its policy. Considering similar policies of China and the EU (i. e. the European digital sovereignty policy), this trend shapes new realities of technological “blocs”, the struggle for expansion of technological platforms, and technological conflicts. Taking into account prospective development needs of the global economy and future specification of mutual interest areas, as new digital technologies mature, the ground for normalizing the dialogue between the superpowers will emerge. However, at least in the U.S.–China case, this issue will be complicated by geopolitical contradictions that leave little room for any serious compromise.

Technology-enabled learning using the Web and the computer and courseware, in particular, is becoming more and more important as an addition, extension, or replacement of traditional further education measures. This chapter introduces the challenges and possible solutions for requirements engineering (RE) in courseware development projects. First the state-of-the-art in courseware requirements engineering is analyzed and confronted with the most important challenges. Then the IntView methodology is described as one solution for these challenges. The main features of IntView RE are: support of all roles from all views on courseware RE; focus on the audience supported by active involvement of audience representatives in all activities; comprehensive analysis of the sociotechnical environment of the audience and the courseware as well as of the courseware learning context; coverage of all software RE activities; and development of an explicit requirements specification documentation.

The widespread implementation and adoption of digital technologies by organizations has given rise to a massive transformation with the potential to affect many organizations’ internal operations and processes. This transformation affects different levels and steps of output creation in companies, which eventually triggers changes in their organizational structures. This article develops an integrated picture on how digital transformation affects organization design by classifying and analyzing the effect on the process of output creation in firms. Based on this picture, it develops and elaborates on potential opportunities and challenges for companies resulting from digital transformation. Finally, it offers recommendations and decisions rules for dealing with these issues.

The innovative paradigm developed by Bureau Veritas has been applied to achieve superior outcomes and benefits for a major oil and gas player. The focus of this innovative approach achieved operational security and risk management for the critical ageing assets. The paradigm and its vital components will become the benchmark for the management and improvement of the performance of ageing assets and serve as a fundamental input to new generation design for oil and gas facilities. Among the key challenges in managing the performance (risk and integrity) of new and ageing assets are the understanding of process safety and critical equipment condition. When discussing with senior management the issues foremost on their minds, Bureau Veritas has found the answer is a common theme—how can I be confident the design of new or existing facilities is fit-for-purpose for the duration of the asset’s life? The integrated approach has brought together the leading concepts/tools in process risk management and prognostic health and reliability engineering. These components include rigorous risk-assessments of the process as well as sensing design based on failure mode consequence effect analysis (FMCEA), data acquisition and processing (real-time monitoring and data fusion), diagnostic and prognostic models and systems for the effective management asset(s). The result of this approach creates a value proposition of financial significance advantage.

The phenomenon of planning involving citizen’s participation in planning literature has been from the second half of the 20th century. Indeed, different methods and techniques have been used in the process. However, participatory practices are time-consuming and negotiations are tiresome. Accordingly, the integration of developing digital technologies into participatory processes has been seen as a potential to reach large audiences and provide time-space independence. Within the scope of this research, a detailed literature review was done regarding e-participation, and ten (10) examples representing the upper levels at the ladder of participation were examined within the context of project, participation, and socio-technical criteria. SWOT analyzes were structured by grouping similar applications, and current trends for the use of e-participation in urban design have been revealed. The analysis showed that citizens e participation- participation tend to allow citizen design or location-based interaction, playful interfaces and game elements which can be sources for encouragement.

The problems of global economic growth are largely due to factors in the dynamics of the oil and gas sector. New requirements for the quality, quantity and timing of the supply of hydrocarbons create opportunities for the development and increase of the efficiency of the oil and gas business, including the growth of its capitalization. For the oil and gas industry, the digital transformation goes beyond the tactical use of technology, the business model is being transformed by accelerating the spread of innovation and the constant growth of practical efficiency, which significantly changes strategic guidelines. The article presents an analysis of the impact of digital technology on the financial aspects of the oil and gas business. The objective obstacles to its digitalization are described, which can form the basis for developing recommendations for promoting digital technologies in this segment of the economy. The advancement of scientific and technological progress and the automation of many stages of production processes are factors in the possible growth in the capitalization of the oil and gas business. Studies have shown that existing technologies are not always able to facilitate this process. Underfunding of the information and computing infrastructure of companies can become a serious problem on the way to strengthening the financial component of the oil and gas business. In the Russian oil and gas industry, the use of additional digital platforms and innovations is an additional advantage for increasing operating profit. The article discusses the cybersecurity of the oil and gas business based on an integrated approach and the implementation of all aspects of the oil and gas company: information, organizational and technological. A group of cyber defense tools is proposed. A new model of the digital transformation of oil and gas companies is proposed to formulate an action plan for the use of digital technologies, to solve tactical problems and strategic goals of the oil and gas business, to ensure its capitalization growth. It is shown that business capitalization under the influence of digital technologies allows the oil and gas industry to implement the latest achievements in the field of cloud computing, digitalization of oil fields, service-oriented architectures and industrialization, significantly expanding the possibilities of corporate financial management.
